4 Opiio A4 Thursday, September 21, 2017 WINNISQUAM ECHO STRATEGIES FOR LIVING Ca morality be legislated? BY LARRY SCOTT Gregory Koukl, i his book, Tactics, describes this scee. Suppose that you are sittig at the car dealer, watchig TV ad waitig with other customers for your car to be serviced. A televisio ews program highlights religious groups tryig to ifluece importat moral legislatio. The perso sittig ext to you says, Have t these people ever heard of separatio of church ad state? Those Christias are always tryig to force their views o everyoe else. You ca t legislate morality. Why do t they just leave the rest of us aloe? ( Tactics, Chapter 3). What about that? What we have here, to begi with, is a misuderstadig of what separatio betwee church ad state is all about. As origially coceived by our foudig fathers, the issue was ot to keep religio out of govermet but to prevet govermet from cotrollig the church. Those early settlers had o iterest i a state church. Religious freedom was priority oe; they braved the Atlatic ad edured the hazards of livig i America that, amog other thigs, they might be free to worship as they pleased. Those who argue agaist legislatig morality must ackowledge that such a cocept is usustaiable. This statemet is, itself, a moral oe, declarig as it does what should ot be doe. If you voted i this last electio, were t you, i effect, watig to impose your will o those who voted agaist you? All legislatio has a moral elemet, ad we are pleased whe it promotes safety, security, ad fudametal rights. Not too log ago we saw i Somalia what chaos results whe there is o viable govermet ad lawlessess is rampat. We have o problem legislatig morality whe such issues as slavery, spousal abuse, hoor killigs, child molestatio ad racial discrimiatio have prompted govermet actio. May of us are coviced that this etire discussio is, frakly, about either morality or legislatio; it s about urestricted, persoal freedom. We are pleased to ejoy the moral stadards that make life secure ad free from fear; what we do ot wat is ayoe icludig God tellig us what to do. Whe truth, right ad wrog ad morality clash with our ow desires ad drives, it is so easy to opt out for what pleases us most. Kowig our tedecy to push thigs to their extreme, we have the Bible, God s love-letter to his creatio, to guide us ad give us a objective stadard of morality. That is most geerally ot a problem util the directives God gives us limit our freedom of actio i pursuit of our ow drives ad ambitios. But God will ever impose His will o us. Love, by defiitio, must be free, ad if we are to follow him, it must reflect a love that has bee freely received ad freely give. The choice is always ours. Is it ay woder that people like me are axious to get the word out: God is good! He loves us ad wats oly that which is best for us. Whatever moral restrictios God puts o our freedom are there for our protectio. Freedom without limits, it seems, ofte leads to disaster, but walkig with ad livig for God comes with eormous rewards. I wet to this rescheduled, sparsely atteded hearig last ight to liste to several very vocal advocates about the supposed woderful advatages of havig tax payers pay for the ew treatmet ad surgery. I also heard from oppositio opposed to the services ad particularly the way that it was itroduced to childre as effective i July ad yet the proposed rule chage is just ow takig public iput i September. While the treatmet is available to adults, childre are also covered ad it was obvious this life chagig treatmet could forever chage the child s life i ways they could ot fathom. It was surgical ad chemical treatmet for geder reassigmet. That is for those idividuals who believe they are trapped i a body that is opposite to the sex that they were at birth. Do you wat your child to receive hormoes or surgical procedures without your kowledge or coset? Agai, the questio: Do you or the State direct your child s health care? To me, it s always bee bush-hoggig, but I have o idea at all about how we woud up with close but differet terms for the same job. For the blessedly discoected from all this, a bush-hog is a rotary mower, just like a regular lawmower, but a whale of a lot bigger. I geeral they come i diameters of four, five ad six feet. A drive-shaft from the rear of the tractor powers this device, which ca mow grass, weeds, bushes, small sapligs, ad the occasioal rotte stump. They most assuredly caot mow rocks, although they try. The use of muicipal bods or life isurace may provide tax-free icome because typically their tax rates ted be much higher tha the o-wealthy. Wealthy people who have large real estate holdigs typically ivest their other moey with liquidity i mid. Real estate is typically ot cosidered a liquid asset so you ofte see a mui- bod portfolio that provides tax-free icome but may be sold ad liquidated quickly. The use of tax-free bods vs. corporate taxable bods is a easy calculatio based o the cliet s tax rate, but either will provide liquidity, growth ad low volatility provided you stick with ivestmet-grade bods. Alterative ivestmets dealig with commodities or currecy or eve stocks may be a part of the mix but to a much lesser degree tha what I typically see i the ot so wealthy s asset mix. Wealthy people may have a family office that is comprised of asset maagers specific to the makeup of their portfolio. The ot so wealthy may ot eed a family office, estate attorey or maybe eve a CPA firm, however there is o reaso to ot maage your ivestable assets alog the same lies as the wealthy. Your tax issues may ot be as great, so corporate bods or taxable may be better tha muicipal bods. The lack of liquidity i variable auities ad the expese of loaded mutual fuds ad the risks of the equity (stock) markets seem to be commo to the retail brokerage cliet however. I geeral, the retail brokerage cliet portfolios are typically made up of stock-based mutual fuds, bod fuds that are perpetual or stocks that lack asset class diversificatio, carry high expese ratios ad are composed of fuds that the brokerage firms may receive reveue-sharig from the fud compaies. The typical brokerage firm is primarily a sales orgaizatio where the brokers are kept i check as to what ca be sold ad typically give very little latitude for the type of ivestmet offered to the cliets. Some of the larger firms do have a good fixed icome desk that may provide a good bod portfolio, but from the brokers perspective it is ot as profitable as sellig mutual fuds or variable auities. You must decide as the cliet, do I wat to be treated as a retail brokerage cliet or do I deserve the same treatmet as the wealthy ivestor? Of course, challeges still remai, but wome s success i the workig world is worth commemoratig which will happe o America Busiess Wome s Day Sept. 22. Are you a woma cosiderig settig up shop o your ow? If so, here are five tips to cosider: Balace your goals. It s possible perhaps eve likely that your busiess goals will coflict with your persoal fiacial goals. After all, if you re purchasig ew equipmet or services for your busiess, you ve got less moey at least for the time beig to put away for your ow retiremet or your childre s educatio. Hopefully, your ivestmet i your busiess will pay off i greater icome, but, i ay case, you will eed to balace your persoal ad professioal goals. Create a retiremet pla. As metioed above, your ability to cotribute to a retiremet pla may be affected by the amout you put ito your busiess but that certaily does t mea you should t have a retiremet pla. I fact, for your future fiacial security, it s essetial that you lauch such a pla. Fortuately, small-busiess owers have a choice of plas, icludig a ower-oly 401(k), SEP-IRA ad SIMPLE IRA. Although the various plas have differet requiremets ad cotributio limits, they all offer tax-deferred earigs, which meas your moey has the opportuity to grow faster tha if it were placed i a vehicle o which you paid taxes every year. Cosequetly, you eed to have someoe you trust available to step i for you whe your family obligatios call you away from work. Desig a successio pla. SOLAR CONTINUED FROM PAGE A1 Oce that tax agreemet is i place, they the move o to meetigs with each commuity s Plaig Board ad local utility compaies before ay project gets the fial gree light. The terms of the proposed agreemet i Tilto would take the lad out of its Curret Use status ad, as lessees, N.H. Solar Garde would also pay the Chage of Use tax o the property. Kellar s proposal was met with may questios by the board last week, however. While, through eergy from the solar garde, up to 200 people withi the Eversource district would be eligible to sig up for discouted electrical rates from the compay, Pat Cosetio asked to lear more about that arragemet. Ca this be set aside for residets first, the outside people, she iquired. We wat us to be a really commuity-based compay. If that s what s a really importat thig for the tow, we ca do that, Kellar replied. Selectma Jo Scalo agreed with Cosetio that he would like to see the electric discouts first available to Tilto residets before beig offered to other Eversource customers throughout the state. Kellar explaied that as people move i ad out of the area there could be a fee for early cacellatio. Others iterested i receivig a discout o their electrical rates would the be brought o board to take their place. The property curretly uder cosideratio from N.H. Solar Gardes is located off School Street, behid the Coutry Meadows housig commuity. Chairperso Katherie Dawso asked what kid of impact the solar garde would have o residets i that area. Kellar said atural plats would be used as a buffer to the area ad solar paels are ot costructed to reflect, but to istead absorb atural light. There is some reflectio but very little; it s more like a field covered with sow, he said. We ca do some research o that but the paels are always facig south. Aother cocer from the board members was the impact that the solar garde would have o the eighborig iterstate highway ad Kellar agai assured them that vegetatio ad the lack of reflectivity from the solar paels would have o cosequece i that istace either. We ll leave eough atural forest aroud it. There ll be o lights ad o souds, Kellar said. Aother cocer of Scalo s was the stability of the compay itself. He asked what would happe if they suddely wet bakrupt ad left a solar garde abadoed i the tow. Kellar said those details would be worked out whe ad if his compay came before the Tilto Plaig Board but decommissioig bods would be i place to address those issues. While he does t foresee bakruptcy i his compay s future, he said it is always a possibility ad that would be addressed as site plas ad permits come ito the process. His itet for last week s meetig was to simply see if a PILOT could be reached before he took the ext step i the legthy process, he said. As for the PILOT itself, Kellar s compay is lookig to pay a miimal but cosistet fee o the lad. By brigig the property out of the Curret Use tax rate, of which he stated as beig oly $50 per year, N.H. Solar Gardes, LLC would istead pay a aual tax of $13,000 o the same lad. Uder the recommedatio of Saborto s Muicipal Assessor Robb Jutto, their fialized PILOT agreemet committed to a 10-year review of the tax to see if ay adjustmets will eed to be made, ad Kellar said he was ameable to a similar agreemet i Tilto. (Robb) put a lot of hard work ad research through the state ito that PILOT i Saborto ad foud that would be fair, said Kellar. Tilto is oe of three local solar gardes the compay looks to istall, with aother slated for Frakli ad Saborto s beig the largest of the three. If we re goig to move forward with this we wat to make it the best possible deal we ca for Tilto residets, Dawso said, prior to the meetig. Selectma Ashlee St. Joh said she was all for solar eergy ad hoped a agreemet betwee the tow ad N.H. Solar Garde, LLC could be reached.
