Local people from the tows of New Hampshire do ot fid it difficult to uderstad how the structure of law ad govermet work to dey us our idividual rights eumerated withi our state Bill of Rights. There s bee cocer expressed over whether the proposed state costitutioal amedmet is proposig ulimited Home Rule for NH muicipalities, after all, New Hampshire is a Dillo s Rule state! Dillo s Rule is a legal doctrie that says tows are oly empowered to eact laws permitted by the State. The State is the paret, the Muicipality is the child. Home Rule is a legal doctrie that empowers tows to pass laws that are ot specifically prohibited by the State. The problem is that both doctries allow preemptio to override local law-makig that affords greater protectios tha provided by state ad federal laws. I would describe CACR19 as a limited home rule amedmet, offerig a arrow portal of allowable muicipal laws that are ot subject to puitive preemptio, thereby protectig muicipalities from certai kids of legal actio. Ad, clearly, we do ot have to be a home rule state to empower muicipalities with forms of home rule authority. As a matter of fact, we already do! I left my apartmet just after 3 a.m. without havig slept at all. I m disappoited i the proe shootig, Doherty said. Four pealties is tough to stomach. Doherty missed four of his five shots from the proe positio ad as a result, had to do four pealty laps before movig o with his race.
