10 Importace of Citizeship Verificatio A flight school istructor who had received TSA FSSA traiig reported the suspicious activity of a flight studet to the TSA hotlie at the Trasportatio Security Operatios Ceter. The studet was idetified as a udocumeted alie ad deied traiig. 11 Theft of aircraft or aviatio related equipmet Prevetig uauthorized access to aircraft ad sesitive airport areas is of critical importace to the overall success of geeral aviatio security. There were umerous reported icidets of aviatio equipmet theft from aircraft parked o geeral aviatio ramps. May of these locatios were rural with little or o security patrols overight. The Cessa Citatio is a $7 millio dollar jet aircraft commoly used by charter operators, corporate aviatio departmets, ad private owers. There was o apparet coectio to terrorism. Crime scee ivestigators were able to obtai all the foresic evidece ecessary from the aircraft to idetify the thief. I mid-jue 2005, a 14-year old stole a Cessa 152 from a airport. The thief gaied airport access by walkig through a ulocked gate. The Cessa he stole was o the ramp, ulocked, with the igitio key o a clipboard iside the usecured aircraft. He flew the aircraft over portios of the city before he crashladed o a airport road. Oly days later, a itoxicated ma stole a small plae from a Coecticut airport ad took two frieds o a early morig joyride. He evetually laded the aircraft o a closed taxiway at a New York airport ad was arrested by security officers. These are just three examples of lapses i security measures that resulted i uauthorized aircraft access ad/or theft. There were several reported icidets of aviatio equipmet, icludig critical avigatio istrumets beig stole from parked, usecured aircraft o geeral aviatio ramps. I almost every case there was little or o perimeter security, o huma presece after hours, ad aircraft were left outside ad ulocked.

13 Suspicious Activity at Geeral Aviatio Airports Over the past year TSA received reports of suspicious activity at geeral aviatio airports icludig uauthorized access to the ramp ad aircraft, surveillace of the airport by idividuals who refuse to idetify themselves ad do ot remai for questioig by authorities, ad uusual actios by studets ad potetial aircraft reters. While these activities do ot ecessarily idicate that the idividual is egagig, or plaig to egage, i a crimial or terrorist act, it may be useful iformatio whe compared to other itelligece data. Both helicopter ad fixed wig aircraft istructors cotiue to report suspicious actios ad questios from studets. Oe studet isisted o takig aerial photographs of military istallatios ad power plats. There have bee several icidets of photographic ad visual surveillace of geeral aviatio airports over the past year. I almost every istace, the idividuals flee whe they are discovered.

Studets should ot be allowed to start the aircraft without the istructor durig the pre-solo phase of flight istructio. ii) Limit studet access to aircraft keys util they have reached a appropriate level i their traiig. iii) Studet pilots should check i with a desigated flight school employee before beig allowed uescorted access to the ramp ad aircraft. iv) Do ot allow studets to remove aircraft keys without sigig them out from a resposible flight school represetative. v) Ultimately, strive to have separate keys for the aircraft doors ad igitio. I this way studets could have access to the aircraft to perform a pre-flight but would ot be give the igitio key util the istructor arrives.
