2 Local A2 Risig school district assessmets boost local tax rates BY THOMAS P. CALDWELL Cotributig Writer BRISTOL Most tows i the Newfoud Area School District foud their local educatio tax rates icreasig betwee 9.1 ad percet, although Alexadria had a 16.6 percet decrease. Bridgewater s property tax rate had ot yet bee set by the New Hampshire Departmet of Reveue Admiistratio as of the first of the week. The school district has a tax cap that limits the icrease i the tax assessmet to two percet, but voters at the 2017 School District Meetig overrode the cap, addig $800,000 to the budget BY GARRY RAYNO IDepthNH.org CONCORD New Hampto officials said Tuesday that more tax reveue from the Norther Pass project would ot chage their oppositio to the high-voltage trasmissio lie. The character of our commuity is ot for sale, said New Hampto Selectma Neil Irvie, i testimoy before the Site Evaluatio Committee. Regardless of the dollar amout of the beefit, the visual scar to our commuity is ot worth it. The egative impact to property values with views would offset additioal reveue from the project, he maitais. New Hampto has properties that are assessed a view factor (view tax) i determiig their property assessmet, Irvie said. If their viewshed is affected, I aticipate they will wat to have the view factor removed from their assessmet, he said. A certai amout of taxable value could be reduced. Irvie estimated the reductio would be from 10 to 50 percet, depedig o the site. The expert hired by project developer Eversource foud there would be little to o impact o property values, with the greatest impact o properties bisected by the utility right-ofway ad dimiishig the greater the distace from the trasmissio lie. Irvie ad other tow officials said the project violates the tow s master pla ad could ot be approved uder local ordiaces ad rules. This is a very differet aimal tha the trasmissio lies there ow, said Plaig Board Chairma Keeth Ketterig, otig site pla ordiaces cover chages of use which Norther Pass would be. School Admiistrative Uit 4 Busiess Maager Michael Limai said the roof repairs, coupled with a decrease i the amout of moey the Newfoud Area School Board applied to taxes from the fiscal year uexpeded fud balace, accouted for the icreased assessmet to the tows. The assessmet formula has differet outcomes for the idividual tows makig up the cooperative school district because it takes ito accout the average daily attedace ad trasportatio costs for each commuity. As a result, Alexadria s local educatio tax rate fell from $11.71 per $1,000 of assessed valuatio last year to $9.77 this year. Alexadria s total 2017 tax rate is $22.13 per $1,000, a icrease of $1.13, or 5.4 percet, from the 2016 rate of $21, despite a percet icrease i the tow s et assessed valuatio. Taxable property i Alexadria ow totals $468,591,655. The muicipal portio of the tax rate rose from $5.45 i 2016 to $8.21 i 2017 a icrease of $2.76, or 50.6 percet. The couty tax rose from $1.66 i 2016 to $1.80 i 2017, a icrease of 14 cets, or 8.4 percet. The state educatio tax rose 17 cets, or 7.8 percet, from $2.18 to $2.35. I Bristol, the local educatio tax rate rose 17.3 percet, from $8.33 i 2016 to $9.77 this year, boostig Bristol s total property tax rate by 7.3 percet. The 2017 rate is $22.13 per $1,000 of assessed valuatio, a icrease of $1.51 from the 2016 rate of $ Bristol selectme applied moey from the tow s urestricted fud balace, or surplus, retaiig 8.8 percet, or $1,093,192, to cover ay assessmet challeges, property tax exemptios, ad other reveue shortfalls the tow may face. Irvie said a master pla reflects the social ad ecoomic values of a commuity. He said while the master pla does ot specifically metio high-voltage trasmissio lies, that is ot a edorsemet of that type of developmet. Norther Pass cosultat ad former Departmet of Evirometal Services Commissioer Robert Varey testified earlier that the project did ot violate the tow s master pla because high-voltage trasmissio lies are ot metioed. The utility project evaluatio process allows the Site Evaluatio Committee to determie if the project is i the public s iterest bypassig the eed for local approval. New Hampto has opposed the project sice 2011 whe a resolutio was adopted by the tow. A 2016 petitio siged by more tha 700 people i oppositio was preseted to the Site Evaluatio Committee. Attorey Steve Whitley oted Norther Pass has touted its outreach efforts to tows ad asked if the compay had cotacted the tow about proposed chages icludig usig a class six road to access costructio roads withi the existig right-of-way. Irvie said the compay had ot ad Whitley asked if the lack of cotact would impact a possible future agreemet with Norther Pass. Irvie said he would be ucomfortable. Nothig is set i stoe; everythig is very fluid with the way it s preseted for approval, he said. We re asked to eter a agreemet whe we do t kow specifics, ad that makes us ueasy. Whitley oted Norther Pass testified it seeks memoradum of agreemets with tows to resolve commuity cocers ad asked if the tow had discussios with the compay. Irvie said they had a meetig i May but agai the tow was cocered about the lack of specifics. Let s go back to road coditios. Who would be the decisio maker to the degree of damage ad how to compesate, Irvie said. The selectme are willig to liste ad cotiue talkig, he said, but the compay has made some uacceptable demads. Attorey Rebecca Walkley represetig Norther Pass showed a documet outliig the compay s meetigs ad correspodece with the tow. She oted Irvie cited the lack of specificity, but asked if the tow had outlied its specific cocers to the compay. If someoe wats to come ito tow ad disrupt ad create scars ad tells us how they will mitigate, Irvie said. It is ot up to us to say if the mitigatio is somethig we ca live with. We like what we have. 4 Opiio A4 Thursday, DECEMBER 7, 2017 To use pot or ot BY CORRINA KINDER Plymouth State Uiversity As a college studet majorig i childhood studies, I must state my cocer about the legalizatio of marijuaa i New Hampshire. The use of marijuaa is cofusig ad hard to uderstad for youth. Our youth are receivig mixed messages about marijuaa, so they do t kow what to believe. Is marijuaa safe to use or ot? I uderstad there is a argumet for both sides, but I wat to focus o how the use of marijuaa is affectig idividuals. Marijuaa is ot the most harmful drug that is beig used today, but it does cause addictio ad is a gateway drug to powerful opioids. Here are the facts: The exposure to THC that is i marijuaa chages how the brai respods to other drugs, therefore, it ehaces respose to other addictive substaces (CDC). Youth eed to uderstad the harms of marijuaa ad how it ca hurt their bodies ad brais. Startig the use of marijuaa before the age of 18 makes it three times more likely to be at risk for opioid addictio (CDC). May tees believe they are safe whe they use marijuaa recreatioally, they also believe marijuaa wo t egatively affect them, which is ot true. Marijuaa is harmig idividuals physically ad metally, short-term ad logterm. Some physical effects cited from the Natioal Istitute o Drug Abuse (NIDA), are respiratory problems which ca cause lug cacer, icreased heart rate leadig to a higher chace of heart attack, ad problems with child developmet durig ad after pregacy. Metal effects that are also short-term iclude, temporary halluciatios, paraoia, ad exacerbated symptoms i idividuals with schizophreia, altered seses, difficulty with thikig ad problem-solvig (NIDA). Marijuaa use ca also cause depressio, axiety, ad suicidal thoughts. Some logterm effects ca also iclude chages to brai developmet: marijuaa ca impair thikig, memory, ad learig fuctios ad the buildig of brai coectios (Ceter O Addictio ad Substace Abuse). There is much higher THC potecy i marijuaa today tha there was back i the 1960 s ad 1970 s (SAM). Higher levels of THC lead to a greater risk of addictio. With regular use, may users will ot be able to go a day without the use of marijuaa--addictio ca happe so uexpectedly. There has also bee a icrease i traffic fatalities i states that have legalized marijuaa where the driver tested positive for marijuaa. Accordig to research by Smart Approaches to Marijuaa (SAM), i oe out of every five traffic fatalities i Colorado, the driver had bee usig marijuaa. There has bee a icrease of drivig uder the ifluece of marijuaa of 14 percet sice 2009 (SAM). These health ad safety risks associated with marijuaa use are importat for youg people to uderstad. The egative ad harmful effects of marijuaa are detrimetal to our youth ad ca be preveted. I urge parets to be iformed o the facts ad to speak with their childre to prevet the harms that ca result from use. Bobcats bled returees, ewcomers o court BY JOSHUA SPAULDING Sports Editor PLYMOUTH With a good mix of returig players ad ewcomers, coach Kristi Brule is excited to see what results come out o the floor as the Plymouth girls basketball team prepares for a ew seaso. It s excitig to see the ew mix of girls that we have workig together, Brule said. All of them are workig hard every day at practice. The Bobcats will be returig eight players to the varsity roster, icludig this year s three seior captais i Emma Cooper, Jackie Gaumer ad Bry Mathews. Brule otes that they Jackie Gaumer is oe of three seior captais for the Plymouth hoop girls. are expected to lead the team both o ad off the court. The trio all saw time o the varsity court JOSHUA SPAULDING last year as juiors ad should be couted o to pick up their game eve more i their seior seaso. The team will be returig a pair of juiors as well i Emily Boyd Kuehl chips i agai as UNH gets aother wi BY ALLEN LESSELS Cotributig Writer CONWAY, Ark. They took the starch right out of the The Stripes. The defese was immese. The offese led i the secod half by a redshirt freshma quarterback who had completed three passes i his career came up huge as well. Put it all together ad the No. 21 Uiversity of New Hampshire football kocked off No. 3 Cetral Arkasas, 21-15, Saturday afteroo i Estes Stadium where the field color alterates every five yards from purple to gray, thus earig the ickame The Stripes. The Wildcats set out to make aother statemet yes, they belog i this NCAA Divisio I FCS touramet - ad ow are o to the quarterfials. They play at South Dakota State, the No. 5 seed i the touramet, ext weeked, perhaps o Friday ight. Terrific effort by my guys, said UNH head coach Sea McDoell. They just played their tails off. Comig ito this situatio, playig the No. 4 seed, No. 3 seed whatever it was i the coutry, a lot of people did t thik we beloged... We told the kids let s go play. That s where thigs get doe, o the field. There was gripig from some i the FCS world whe the draw was aouced that UNH did t deserve a spot i the 24-team field with its 7-4 overall record. The Wildcats beat Cetral Coecticut State, 14-0, i their firstroud game last week ad the wet o the road ad picked up aother wi Saturday. UNH advaces to the quarters with a 9-4 record. Cetral Arkasas had its 10-game wi streak sapped ad fiished the seaso Juior Trevor Kight completed a 10-yard touchdow pass to sophomore Eva Gray to match a Cetral Arkasas score i the first period. Whe Kight got kocked out of the game with a ijury late i the secod period, the redshirt freshma, Christia Lupoli, came i ad played a tremedous game the rest of the way. His beauty of a ieyard touchdow pass to sophomore Malik Love it was a great all-out dive of a catch as well gave the Wildcats a cushio they badly eeded i the middle of the fourth quarter. It put them up 21-9 with 7:19 to play. Lupoli completed eight of his 10 passes for 63 yards ad the score. He had completed three of 14 passes comig ito the game. Ad that defese. Not oly did it for the most part shut dow a prolific Bear offese, it cotributed a touchdow as well. Redshirt freshma safety Eva Hor scored it whe he picked off a Hayde Hildebrad pass, got to the left sidelie ad raced 56 yards for a score, the oly poits i the secod period. That helped his team to a 14-7 edge at the half. The Bears did maage to gai yards o the Wildcats. But how about these umbers? Cetral Arkasas averaged 37 poits a game comig i. The Bears had tured the ball over 10 times i their 11 regular seaso games. The Wildcats forced four turovers o Saturday. Besides Hor, redshirt freshma Steve Harper had a iterceptio ad redshirt freshma Alozo Addae ad juior liebacker Jared Kuehl of Plymouth had fumble recoveries. Here s aother subject seior defesive tackle Rick Holt liked: sacks. Comig i, the Bear offesive lie had protected their quarterback extremely well. They gave up six sacks all year, Holt said. That s icredible almost. A lot of stuff ca go wrog. Oe perso messes up ad you have a sack. Six. That s a half a sack a game. That s kid of crazy. The Wildcats sacked Hildebrad five times. Holt was credited with a career-high two ad a half sacks. He had ever before had more tha oe sack i a game. Juior defesive ed Jae Wua Horto had a couple of sacks ad also deflected the pass that Harper itercepted. Juior defesive tackle Rya Sosak had half a sack ad seve tackles. We game-plaed really well ad we ra some good stuff, Holt said. Jae Wua did a really good job. Bria (Carter) did a really good job. Me ad Rya just keep workig ad keep workig... Our job was to make him as ucomfortable as possible back there ad I thik we did a really good job of doig that today. They certaily did. Now it s o to South Dakota ad a chace for the program to play for the first time i aother state, as it did i Arkasas, ad do a little more provig. Ad what, from the defese to the offese to players steppig up ad fillig i for others, made McDoell most proud o Saturday? How hard we played, McDoell said. It s what we do. I ca t tell you how proud I am of our kids ad our program. Wherever we ve goe, we ve just buckled up ad goe ad played. Do t talk much about it. We ve doe it. I asked the kids to do that ad they did. As a coach, you ca t ask for aythig more. ad Hailey Rousseau. Brule said that she expects the Bobcats to feed off of Boyd s defesive itesity ad ability, while Rousseau will be couted o to have solid games i the pait for the Bobcats. The other three returig players are sophomores, who saw varied time as freshme last year. Amada Daugherty saw the most time i her freshma year, while Appal Kuz ad Jea Flaherty will also be returig to the varsity roster ad will be lookig to step up their games as sophomores. The team welcomes four ewcomers to the varsity team, led by juior Olivia Littlefield, who has spet the last two years developig her skills at the JV level, oe of those years uder Brule s tutelage whe she was the JV coach. The other three ewcomers are freshme Jorda Levesque, Gwe Merrifield ad Leia Brut. It s great to see the older players kowledge ad itesity mixig with the youger girls skill set, Brule stated. The Bobcats will oce agai see a schedule peppered with some solid Divisio II competitio, icludig traditioal rivals Keett ad Kigswood. The schedule will have two games each with Keett, Kigswood ad Merrimack Valley alog with oe game each with Widham, Kearsarge, Bow, Goffstow, Lebao, Joh Stark, Coe-Brow, Pembroke, Bishop Brady, Haover, Co- Val ad Lacoia. As I ve oted before, Thaksgivig is the oe time of year where I take a umber of days off i a row ad this year was o differet, as I joureyed to upstate New York with my mother ad her boyfried, Michael, to visit family. We left for New York the day before Thaksgivig ad arrived shortly after 8 p.m. This year s Thaksgivig was a bit differet tha i other years. Because a couple of family members had commitmets o Thursday, our usual Thaksgivig dier was moved from Thursday to Friday. However, my cousi Rya s wife, Carrie ad her family had a Thaksgivig dier at their camp o Sacadaga Lake, so we spet Thursday eveig with some good food ad good compay. Our ormal Thaksgivig dier was held o Friday afteroo at what used to be my gradparets home, ow home to my cousi Justi ad his girlfried Sady. Justi cooked a couple of delicious turkeys ad the rest of the food was just as delicious ad for the secod day i a row, I ate way too much ad completely put my diet out of commissio. After aother delicious dier o Saturday, we headed home o Suday morig ad I was back i the office by about 5:30 p.m. ad back at my secod job a little after 9 p.m. After a full week of work, I headed back orth to Stark o Saturday morig to start the aual Christmas decoratig. I got home just after 8 a.m. ad Michael ad I wet to work o the wreaths ad after they were all up, we worked o the trees. I had put up five trees the day before Thaksgivig ad oe stays up all year, so there were oly ie left to put up ad we got through them before luch. We the put all the lights o ad the I put up all the cadles before dier, makig for a pretty full day of work. JOSHUA SPAULDING THE HOUSE i Stark is all decorated for the holidays, as is the covered bridge. That left Suday to do the majority of the iside decoratig, which is pretty simple compared to the costat up ad dow of doig the outside decoratios. Ad I was able to head back to work i decet time to get thigs doe before headig to job umber two o Suday ight. All told, we decorated 14 Christmas trees with lights ad put up more tha 50 wreaths o the house ad aother 10 or so o the picket fece. All i all, it was a solid day s work o Saturday. Ad the house is ow ready for the Christmas seaso, except for the iside Christmas tree, which my mother ad Michael will purchase sometime before Christmas. It s the oly real tree of the etire buch, with the rest of the trees of the fake variety. Ad i aother moth, it will be time to head back orth ad take all the lights dow. Fially, have a great day, James ad Martha Cross.
