ACFT EQUIPPE WITH MOE S TRANSPONER From either push-back or taxi request, whichever is earlier: - Enter through the FMS or transponder control panel: - Flight Identification as specified in item 7 of ICAO flight plan form; or - In the absence of Flight Identification, the ACFT Registration; - Select XPR or its equivalent depending on the specifications of the installed model; - Select AUTO mode, if the function is available; - o not select the OFF or STAN BY functions; - Set the Mode A code assigned by ATC. TAXI PROCEURES.6.. GENERAL ACFT with taxi allowance must switch on landing lights. TWY A MAX wingspan 8 /36m. 20-P2 3 NOV 7.Eff.9.Nov. TWY K centerline lights visible from RWY 8/36 to West apron only..airport.briefing. TWY K available for ACFT with MAX wingspan ICAO class C and MAX outer main gear wheel span ICAO class B. All ACFT not in compliance must inform Tower in advance. ACFT with a tail height above 30'/9m must inform Ground before entering TWY N. Any ACFT prior to taxi on the stretch of TWY N located along the extended RWY centerline of RWY 36 shall request and obtain specific ATC authorization RWY CROSSING PROCEURE ACFT which is required to cross or to taxi on active RWY will be issued instructions by the Ground controller, which will include a RWY holding position as a clearance limit, in which the ACFT will be required to hold short of the active RWY. When reaching the clearance limit specified in the taxiing instructions, the ACFT will be instructed to change frequency to Tower. After crossing RWY and having reported "RWY vacated" to the Tower controller, ACFT will be instructed to revert to Ground for further clearance. In the absence of further clearance it is essential that the ACFT does not proceed beyond the first position cleared of the RWY..7. PARKING INFORMATION Stands thru 5 equipped with visual docking guidance system, push-back required. On stands 3, 62, 64, 65, 67, 69 and 7 push-back required. On stands 5 thru 56 and areas GA and GA2, push-back or tow to get out compulsory for ACFT above MTOW 4000kg. Taxiing out with Follow-me or marshaller assistance allowed only as follows: - From area GA3 for all ACFT; - From area GA2 for ACFT with MTOW below 4000kg and for turboprop. Parking areas GA, GA2, GA3 and stands 5 thru 56 use of Follow-me car or marshalling service is always required from/to holding positions N/K and for all West apron ACFT movements..8. OTHER INFORMATION Aerodrome occasionally affected by terrain-induced wind shear phenomena, more frequently occurring from May to July, mostly originated by northern winds. Birds on maneuvering area and surroundings. A local anomaly in the earth magnetic field on the ground has been reported and measured on the area close to TZ RWY 36. In this area local magnetic North indication may vary considerably and may affect onboard settings. Some problems have been reported by M80 ACFT equipped with AHRS (Attitude Heading Reference System).

Propeller and turbo propeller engine ACFT shall vacate the RWY as far as possible by TWY K if bound to West apron TAXI PROCEURE COMMUNICATION FAILURE Whenever an ACFT experiences a communication failure, it shall vacate the RWY and the ILS sensitive area via the appropriate TWY and wait on its first segment for the arrival of the Follow-me car in order to be guided to the stand PROVISIONS FOR GENERAL AVIATION ACFT ON WEST APRON Landing ACFT shall contact West Apron Coordination (3.775, Tel: ) to communicate the handler chosen to notify APT of departure before switching off engines: - Signature Flight Support on 3.40; - Sky Services on 3.9; - Universal Aviation Italy on 3.550; - Argos VIP Private Handling on 3.475; - Aviapartner. Pilots shall inform the selected handler of arrival time. Pilots shall wait for Follow-me or marshalling service on holding points N and K OTHER INFORMATION Arriving traffic is requested to provide Tower with indication of distance on final at first contact. uring VOR unavailability all radial values referred to VOR can be intended as bearings referred to LCTR of same value. uring TZO VOR unavailability all radial values referred to TZO VOR can be intended as bearings referred to TZO NB of same value.

EPARTURE 3.. APT COLLABORATIVE ECISION MAKING (A-CM) PROCEURE 3... INTROUCTION APT Collaborative ecision Making (A-CM) procedure coordinates the turnaround process and is incorporated into the European Air Traffic Flow and Capacity Management (ATFCM). The procedure starts at EOBT -3 hours and is applied to all the operations until Take-Off. A-CM Milestone approach is mainly based on TOBT and TSAT. TOBT (Target Off-Block Time): 20-P4 27 OCT 7.Eff.9.Nov MILESTONES EOBT -3 HOURS (M) ATC flight plan will be checked against their APT Slot - Scheduled Off-Block Time (SOBT); other checks include the destination APT type of ACFT and registration marks. If they do not correspond, the flight will not enter the pre-departure sequence and an alert is risen on the local A-CM platform. AO/GH must take the appropriate actions to solve the alerts at the earliest possible. General Aviation Flights shall communicate their plans to operate on the APT in advance to SEA to allow SEA to publish SOBT on A-CM platform EOBT -2 HOURS (M2) TOBT is the time when the ACFT is planned to be "ready to move". For turnaround flights at EOBT -2 hours, the system will automatically generate a TOBT as follows: Flights not subject to turnaround will enter the pre-departure sequence with a TOBT=EOBT. In both cases, the AO/GH can input a manual TOBT that should comply with following rule: EOBT -5 minutes less than TOBT less than EOBT +5 minutes This rule applies only for flights without CTOT, for regulated flights the rule to apply is TOBT + EXOT less than CTOT. At EOBT -2 hours, a T-PI-t message will be sent to NMOC containing the TTOT TOBT -40 MINUTES: TSAT ISSUE TIME (M9) AO/GH is responsible to confirm TOBT at EOBT-40 minutes. TOBT must be coherent with EOBT, according to the {5 minutes window. FPL must be updated by AO/GH if EOBT is not consistent with TOBT. At TOBT -40 minutes, ENAV A-CM platform will issue a TSAT based on the last confirmed TOBT. TOBT must be updated by AO/GH for any change. Estimated time, calculated by an ACFT Operator/Ground Handler (AO/GH), when an ACFT will be "ready to move". TSAT (Target Start-Up Approval Time): Calculated time at which start-up clearance can be expected at the latest. TSAT includes all relevant parameters such as CTOT, variable taxiing time, etc. TOBT = ELT+EXIT+MTT - for inbound flights not yet landed TOBT = ALT+EXIT+MTT - for flights already landed TOBT = AIBT+MTT - for ACFT at the parking stand TOBT can be updated as often as desired until TSAT issue time, after that TOBT may be updated up to a maximum of 3 times, then the flight will lose priority in the pre-departure sequence. At EOBT -40 minutes, a T-PI-s message will be sent to NMOC containing TOBT, TTOT, TSAT.

EPARTURE.AIRPORT.BRIEFING ART (ACTUAL REAY TIME) (M2) eparting traffic must be "ready to move" within TOBT {5 minutes and must contact SEA Apron Unit (Tel: ) to obtain the ART. SEA Apron Operation Unit, after the check of "ready to move" status, will issue the ART and provide the pilot with the current TSAT. If the ACFT is not "ready to move" within TOBT +5 minutes, TOBT will be automatically deleted by A-CM platform. A new TOBT must be inserted in the platform within 5 minutes, otherwise a Flight Suspension Message (FLS) will be triggered by NMOC with the comment "SUSPENE BY EPARTURE APT. PLEASE SEN LA/CHG OR UPATE TOBT OF THE FLIGHT". (E.g.: TOBT=000, no ART within 005, no TOBT update to FLS at 00). To de-suspend the flight, a new TOBT not less than previous TOBT +5 minutes must be inserted into A-CM platform. It is still mandatory to send a LA message to the IFPS if TOBT deviates by 5 minutes or more from EOBT. If the flight is subject to a CTOT, at ART a PI message will be sent to NMOC in order to try to get an improvement. There is no need to request a REA message to get a CTOT improvement ASAT AN AOBT (M4/M5) Once the ART has been obtained, departing traffic shall contact, within TSAT {5 minutes, Ground LT or Tower LT. eparting traffic must thus keep a listening watch on the appropriate ATC frequency in order to receive a possible improvement. If an improved TSAT is available after ART, ATC will contact the departing traffic to notify the revised TSAT. ATC will issue the en-route clearance and approve start-up according to TSAT and current traffic situation. eparting traffic must leave the stand within ASAT +5 minutes. At AOBT, an A-PI message will be sent to NMOC containing latest TTOT. After sending A-PI, CTOT updates will be not received and it will be not possible to update Flight Plan. If traffic is unable to leave the stand ASAT +5 minutes, or must return to the stand, it must inform ATC on the appropriate frequency. ATC will remove the flight from the pre-departure sequence and a C-PI message will be sent to NMOC, that in turn issues a FLS message with the comment "SUSPENE BY EPARTURE APT. PLEASE SEN LA/CHG OR UPATE TOBT OF THE FLIGHT". In this case the process has to be started over with a new TOBT ACFT E-ICING REQUEST Every request for de-icing/anti-icing shall be forwarded to the own handling operator. ue to the influence that ACFT de-icing has on the sequencing process, it is highly advised to request ACFT de-icing at the latest at TOBT -40 minutes. e-icing requests submitted up to 25 minutes before TOBT will be sequenced in accordance with TOBT. e-icing requests submitted later than 25 minutes before TOBT will be inserted in the sequence in the first position available, in order to guarantee the priority of the flights who requested the service timely. e-icing request and relevant data will be published on ACM platform.

If TOBT is changed, the new TOBT must be at least 5 minutes later than the present time. If TOBT can no longer be met, it must be updated as soon as possible. - TOBT input: TOBT can be put into SEA A-CM platform available for all registered users through a web platform or mobile app. - An account to access A-CM platform can be obtained via: infoacdm@seamilano.eu A-CM PROCEURE SUSPENSION In case of A-CM system failure, the procedure will be suspended and: - "A-CM out of service" will be announced via ATIS; - NOTAM will be issued if the suspension lasts more than 2 hours; - AO/GH will be informed by Aerodrome Operator SEA; - A standard Taxi Time Scheme will be adopted; - REA messages can be asked to ATC to request a CTOT improvement. Operations will follow "NON A-CM EPARTURES PROCEURES" NON-A-CM EPARTURE PROCEURES - FAILURE OR SUSPENSION When "ready to move", all departing ACFT must contact SEA Apron Unit (Tel: ) to obtain ART clearance. ATC will manage departure sequence according to the "first call - first served" principle, and EOBT and CTOT tolerances as specified in AIP ENR COORINATION WITH THE NMOC A-CM platform establishes a permanent and fully automatic data exchange with NMOC (Network Manager Operations Center). This data transfer will enable highly accurate early predictions of landing and departure times. Furthermore, this will allow more accurate and efficient calculation of CTOT due to the use of local target take-off times. The following messages are used: - Flight Update Message (FUM); - Early eparture Planning Information Message (EPI); - Target eparture Planning Information Message (TPI); - ATC eparture Planning Information Message (API); - Cancel PI (C-PI). 20-P6 27 OCT 7.Eff.9.Nov. 3. E-ICING GENERAL e-icing takes place at stands 73 thru 76. Stand 73, 75 and 76 MAX wingspan 8'/36m..AIRPORT.BRIEFING. Stand 74 MAX wingspan 57'/48m PROCEURE ACFT operator/pilot of ACFT shall submit the request to the de-icing provider, through the company or the ramp agent attending the flight, at least 50 minutes before EOBT. No request will be accepted during taxiing. Pilot, at start-up, will report to Tower to have already agreed upon de-icing operations. For de-icing position expect Tower instructions to position via apron TWY. Follow-me car assistance on pilot s request. uring LVP marshaller will guide the ACFT to the de-icing position. 20-P7 27 OCT 7.Eff.9.Nov. Pilot in command shall report to Tower "ready to move" only after ground de-icing procedures have been completed. In case of snowfall, all ACFT will be automatically booked for de-icing/de-snowing treatment. If treatment is not needed, advise Tower ACFT ENGINES STATUS URING OPERATIONS Twin-engine ACFT: Both on idle power. Three-engine ACFT: Tail out, internal idle power. Four-engine ACFT: External out, internal idle power. Propeller ACFT: Propellers should be stopped when possible START-UP AN TAXI PROCEURES GENERAL All General Aviation departing ACFT shall follow approved A-CM procedure. At West apron not later than 5 minutes after ATC start-up clearance, ACFT pushing-back or taxiing will be performed START-UP At West apron ATC start-up clearance shall be requested when ACFT is, according to TSAT, at stand or within areas GA, GA2 or GA3; start-up is allowed with one engine at minimum power TAXIING AT WEST APRON - APRON SUBJECT TO SPECIAL PROCEURES Pilot shall request taxiing from ATC when ready to move. Q and Q2 occupancy time shall be reduced to the minimum. TWY K from West Apron to RWY 7/35 AY only. Pilots are requested to report leaving the West Apron on intermediate holding position N and K. Pilot shall require TWR permission to taxi before leaving the West Apron. ACFT can only move after receiving authorization. ACFT not equipped with APU or APU inoperative are allowed to set in motion by a single motor at minimum power within stands or parking areas.

COMMUNICATION FAILURE Whenever an ACFT experiences a communication failure, it shall continue strictly on the assigned taxi route to the clearance limit and wait for the arrival of the Follow-me car in order to be guided back to the stand NOISE ABATEMENT PROCEURES Because of noise abatement requirements pilots are requested to strictly adhere to initial climb procedures within the limits of ACFT performance criteria. Compliance with the procedures below shall not be required in adverse weather conditions or for safety reasons. uring the initial climb phase pilots shall maintain the following parameters: a) Up to 500' QFE - Take-off power; - Take-off flap; - Climb at V 2 + 0/20 KT or as limited by body angle; b) At 500' QFE - Reduce thrust and climb V 2 + 0/20 KT until reaching 3000 QFE; c) At QFE - Accelerate smoothly to enroute climb speed with flap retraction RWY OPERATIONS MINIMUM RWY OCCUPANCY TIME Pilots shall comply with instructions to line-up without any delay. Line-up manoeuvre shall start immediately after the preceding departing ACFT has begun the take-off run or the landing traffic has passed the THR. As far as possible pre-flight checks should be completed before line-up. Any other checks following line-up shall be carried out as quickly as possible. Take-off run shall start immediately after take-off clearance. Prior to line-up, pilots must inform Tower if unable to comply.
