1 AUSTRALIA AERONAUTICAL INFORMATION SERVICE AIRSERVICES AUSTRALIA GPO BOX 367, CANBERRA ACT 2601 Phone: Effective: AIP SUPPLEMENT (SUP) H 02/ UTC AUSTRALIAN INTERNATIONAL AIRSHOW AVALON 2019, AVALON AIRPORT 19 FEBRUARY - 5 MARCH 2019, IFR OPERATIONS AVALON AIRPORT 1. INTRODUCTION 1.1 The biennial Australian International Airshow will be held at Avalon Airport, Victoria, during the period Tuesday 19 February to Tuesday 5 March The use of airspace, aerodrome and facilities vary from those published in AIP MAP and ERSA. Note: The airspace surrounding Avalon will become extremely congested and a high degree of airmanship and situational awareness will be required by pilots. 1.2 Temporary Restricted Areas (TRA) will be declared (see Appendix 2 and 4) and specific air traffic services and procedures defined. 1.3 Transit flights through the restricted areas will not normally be permitted. Emergency traffic requiring operations in the restricted areas will be processed according to their priority requirements. 1.4 All operations to AVALON (YMAV) during this period require prior permission from Air Shows Down Under (ASDU). 1.5 This AIP SUP describes the procedures in use for IFR aircraft wishing to operate at YMAV during this period. 1.6 In the weeks leading up to the Airshow, further briefing material (photographs, diagrams etc.) will be available on the ASDU website (

SIGNIFICANT ISSUES AVALON During the TRA activation, Avalon TWR will be active daily from 0545 until Prior notification, through ASDU Aircraft Operations, of intention to operate to/from YMAV outside the hours of 0545 to 2300 is required. Once notification has been made and acknowledged, contact mobile phone number to arrange activation of the TOWER. Flight Plan notification will not be sufficient. 2.2 R979A, B and C will be active from February 2019 until March Class D procedures as per AIP ENR 1.1 para apply. 2.4 The ILS Glide Path will not be available from Tuesday 19 February to Tuesday 5 March. 3. FLY IN ELIGIBILITY AND PRIOR PERMISSION 3.1 The event organiser is Air Shows Down Under (ASDU), a division of Aerospace Australia Limited (AAL). 3.2 Contact ASDU, Aircraft Operations Administration for eligibility and prior permission at: Mail: PO Box 4095, GEELONG VIC 3220 PH: Fax: aircraftoperations@amda.com.au Website: The FLYING-IN segment contains general information for aviators. 3.3 In accordance with ASDU regulations and conditions of attendance, pilots of General Aviation aircraft are reminded to bring and use tie-down equipment, as most GA aircraft will be parked on grassed surfaces and must be securely tied down.
3 Page 3 of 7 4. AVALON (YMAV) 4.1 Due to the expected volume of aircraft traffic and a lack of non-participant hardstand parking space, fly-in eligibility and priority to operate at YMAV has been established as follows: a) RPT operations. b) Flying and static display participants, commercial exhibitors and charter flights. 4.2 All operations to YMAV, other than RPT, during the period 19 February - 5 March 2019 require prior permission from ASDU. Avalon Main is for participant aircraft only. Permission must be requested via the registration link on the ASDU website or by calling Aircraft Operations Administration. ASDU will advise allocation of parking where appropriate. 4.3 Acceptance of a flight plan by Airservices Australia does not constitute receipt of ASDU permission. 4.4 Except for pilots and crew of display participant aircraft, all other occupants of aircraft disembarking at YMAV during the period Tuesday 26 February - Sunday 3 March are required to be in possession of a valid (day of entry) Airshow ticket (non-scanned type). 5. AVALON (YMAV) AERODROME INFORMATION Refer Appendix This section supplements the information in ERSA. 5.2 Temporary taxiways are established as follows: TWY F North and South: sealed taxiways limited to aircraft of less than 5,700KG MTOW, and located mid-field and west of the fire station TWY F South is to be used for all operations unless specified by ATC. TWY F North is not to be used unless specifically instructed by ATC TWY A: Closed between taxiway B and TWY D, and re-designated as an apron, due to static display aircraft The holding point on TWY B will be temporarily relocated to be coincident with the gable markers.

(2) Call-sign CHOPPERS 5.3 AFRU and PAL will not be available. 5.4 AVGAS (100LL) will be available from Viva Aviation. Scheduled refueling hours are , refueling will not take place without the owner/pilot in attendance. See ASDU website for payment options and contact information. 5.5 ARFF will be available H24 Cat AVALON AIRSPACE 6.1 The Temporary Restricted Areas and control services are declared from 0700 Tuesday 19 February until 2000 Tuesday 5 March inclusive: R979A (SFC 1,500FT) R979B (1,500FT 4,500FT) R979C (4,500FT FL245) Notes: 1. Aircraft (except RPT and ASDU approved rehearsal aircraft) requesting to operate at YMAV during display times can expect delays in excess of 60 mins due aircraft displays. 2. See Appendix 3 and 4.
5 Page 5 of 7 7. IFR OPERATIONS AT AVALON (YMAV) 7.1 General With the exception of RPT or jet/turbine operations, IFR aircraft less than 5,700KG MTOW can expect substantial delays on arrival. Holding in excess of 60 minutes is not unusual. To reduce delays within R979A when VMC exist, pilots of aircraft less than 5,700KG MTOW (excluding RPT or jet/turbine) able to use VFR entry or exit procedures detailed in AIP SUP H03/19, are strongly advised to cancel IFR and proceed VFR. A note advising this in your flight plan will expedite your arrival. IFR operations are only permitted in R979A for arrivals and departures to RWY 18/36. IFR operations are not permitted at YAVE. An IFR helicopter may operate to other than the runways subject to ATC Prior Approval. AV TWR will be activated for all operations. Prior Notification, through ASDU Aircraft Operations, of intention to operate to YMAV outside the hours of 0545 to 2300 is required. 7.2 Flight notification requirements IFR flights planning to operate to or from YMAV must submit flight notification at least one (1) hour prior to intended operation Facilities will be available to flying display participants and visiting pilots to submit flight notification at the ASDU Flight Planning Centre, located in a temporary building north of the EXPO Flight notification by radio will not be available through YMAV TWR, GROUND, AVALON APPROACH or MELBOURNE CENTRE frequencies. 7.3 Flying Display Access From Tuesday 26 February to Friday 1 March flying display times will vary and aircraft will only be accepted with prior approval. Aircraft arriving between these dates must carry 60MIN holding fuel. On Friday 1 March between , Saturday 2 March and Sunday 3 March between , only RPT and aircraft with Prior Approval will be accepted.
6 Page 6 of IFR Arrival Procedure YMAV ATIS is available on 118.2MHz and AV VOR 116.1MHz All IFR arrivals will land on RWY 18/36. Backtracking on RWY 18 will often be necessary for larger aircraft to enable exit at either TWY B or TWY C due to the closure of parts of TWY A. Minimum delay while backtracking will assist runway usage by other aircraft. 7.5 IFR Departure Procedures IFR aircraft must delay their departure until at least 60 minutes after the air display on Saturday 2 and Sunday 3 March to allow VFR aircraft to depart without delay To reduce frequency congestion and cater for high numbers of departing aircraft following the cessation of flying displays and at other times modified clearance delivery procedures and phraseologies will apply as follows: 7.6 Before Engine Start Airways Clearance and Transponder Code must be obtained while still on the ground by contacting AVALON Ground on 129.3MHz within 30 minutes of ETD You will be issued an Avalon 4 SID(R) All IFR aircraft must obtain a start clearance from GROUND on 129.3MHz prior to engine start. 7.7 After Engine Start Monitor ATIS on 118.2MHz Aircraft are not permitted to taxi without having received Airways Clearance and Transponder Code due excessive traffic movements Aircraft are required to contact GROUND on 129.3MHz for taxi clearance and then follow the marshal s instructions to the exit point of the apron and proceed to the assigned holding point. 7.8 At Holding Point DO NOT call the TOWER until you are NUMBER 1 at the holding point. This is to facilitate efficient departure management.
7 Page 7 of When NUMBER 1 call ready to TOWER on 120.1MHz in the form: (call sign) IFR (aircraft type) READY RUNWAY (number) TAXIWAY (intersection). E.g.: MWZ, IFR KINGAIR, READY RUNWAY 18, HOLDING POINT CHARLIE Normal line-up/take off clearance procedures apply YMAV TWR will issue you an Assigned Heading. 7.9 After Take-off Be aware there will be VFR aircraft operating from the runways to the East of YMAV up to 1,500FT. Contact ML DEP 129.4MHz airborne, and monitor YMAV TWR 120.1MHz until reaching 2,500FT. If single VHF COM equipped, contact ML DEP 129.4MHz on reaching 2,500FT. YMAV TWR will NOT instruct pilots to change frequency VFR Departures VFR Departures for YAVE and YMAV are detailed in AIP SUP H01/19 and H03/19. The departure tracks in Appendix 3 in this AIP SUP are for pilot awareness. 8. CANCELLATION 8.1 This SUP self cancels at UTC. 9. DISTRIBUTION 9.1 Airservices Australia website only. Appendices 1.
