4 IBSA verview Backgrund Established in 2004, Innvatin and Business Skills Australia (IBSA) is a nt-fr-prfit independent cmpany limited by guarantee and cmpliant with the Australian Charities and Nt-fr-prfit Cmmissin. It is gverned by a bard f independent directrs wh set the strategic directin f the business, ensure cmpliance and drive cntinuus imprvement f its peratins. IBSA exists t create a skilled wrkfrce. Our fcus is n building the capability and prfessinalism f tday s wrkers, develping their capacity fr innvatin, and their dedicatin t lifelng learning and cntinuus develpment. IBSA has been an integral part f the Australian VET sectr fr many years, prviding high quality training resurces and prducts. We hld in-depth knwledge and extensive experience f wrking with Australian industry t deliver high quality, industry-fcussed Training Packages. We have significant expertise in managing cmplex, cncurrent prjects with strict financial cnstraints and invlving multiple clients. 5 Chair s Message Jhn Vines OAM Each year ur Annual Reprt ffers us a special pprtunity t reflect n ur achievements, ur perating envirnment and hw ur business has travelled mre bradly thrugh the preceding financial year. Withut dubt, has been a transfrmatinal year fr the rganisatin and ne which psitins us fr a strng future. In Nvember 2016, we were delighted t be awarded the rle f the Skills Service Organisatin (SSO) fr Australia s manufacturing industries by the Cmmnwealth Gvernment. In practice, this means that we wrk clsely with six Industry Reference Cmmittees (IRCs) t identify the current and emerging skill needs f the manufacturing sectrs they represent and wrk with industry mre bradly t redevelp their Training Packages t ensure they reflect thse changing needs. The cmbined ecnmic ftprint f the Manufacturing industries represented by these IRCs is substantial. Arund 58,000 manufacturing businesses prduce arund $100 billin f utput every year, ranking it sixth amng ANZSIC industries. The Bard and IBSA s expert team are cmmitted t prviding the highest quality services t ur allcated IRCs and we are excited at the prspect f wrking with a new suite f industries wh themselves are underging a perid f prfund transitin. We believe we have a real pprtunity t make a significant difference by helping these sectrs build the skills necessary t transitin frm a traditinal manufacturing base t ne fcused n advanced systems, smart technlgies and materials. The perid als witnessed the culminatin f ur bligatins under the Natinal Wrkfrce Develpment Fund (NWDF) which saw ur wrkfrce develpment team manage 50 NWDF cntracts invlving prject management f ver $21m f gvernment and enterprise funds. Over 6,500 learners enrlled in natinally recgnised training thrugh the prjects, the utcme f which has been a remarkable cmpletin rate f ver 81 per cent cmpared t the publicly funded VET system verall cmpletin rate f 38 per cent. Thrughut the year, the quality f Registered Training Organisatins (RTOs) has cme under scrutiny f the media and plicy makers. In February 2017 and reflecting ur cmmitment t wrkfrce excellence, we launched ur nline IBSA Academy which readily enables vcatinal educatin and training (VET) practitiners t undertake prfessinal develpment. IBSA Academy ffers a wide range f nn-accredited, self-paced curses that build practitiner capability and meet ASQA standards. We have als supprted RTOs mre bradly thrugh the develpment f a range f high-quality, interactive VET learning and assessment resurces, and this year we branched ut int develping resurces fr new industry areas. The launch f ur Learning Management System further builds RTOs capability by enabling them t deliver excellent nline cntent regardless f where the trainer r learner is lcated. Being selected as a Skills Sectr Organisatin (SSO) nt nly acknwledges IBSA s deep expertise and experience, but als prvides us with an pprtunity t make a psitive impact n the manufacturing industry thrugh the develpment f future-rientated Training Packages. We have branded the area f IBSA s peratins respnsible fr delivering the SSO services IBSA Manufacturing t reflect ur cmmitment. Supprting six Industry Reference Cmmittees (IRCs) in the review f qualificatins and Training Packages, ur rle is t: Identify new training needs and prvide stakehlders with updates n changing trends; engage with stakehlders t btain feedback abut current Training Packages; and develp cmpliant Training Packages that are relevant t a mdern Australian ecnmy, are embraced by the industry and maximise the ptential fr access t emplyment. Since cmmencement f ur SSO peratins n 1 January 2017, we have with wrked diligently with ur allcated IRCs t develp and submit ur first majr deliverable t the Australian Industry and Skills Cmmittee (AISC) which are Skills Frecasts and Prpsed Schedules f Wrk fr each f the fllwing Training Packages: MEA Aerskills MEM Manufacturing and Engineering MSS Sustainability MSF Furnishing MST Textiles, Clthing and Ftwear MSL Labratry Operatins MSM Manufacturing PMA Chemical, Hydrcarbns and Refining PMB Plastics, Rubber and Cablemaking PMC Manufactured Mineral Prducts These dcuments set ut the IRCs pririties fr develpment and review f Training Packages. During the reprting perid, large scale review and develpment wrk apprved by the AISC cmmenced acrss seven f the Training Packages including: Aerskills; Furnishing; Labratry Operatins; Manufacturing; Manufacturing and Engineering; Sustainability; Chemical, Hydrcarbns and Refining and Manufactured Mineral Prducts. 8 In February 2017, we launched IBSA Academy, a flexible, prfessinal develpment ptin fr VET practitiners. As an nline centre, it huses a suite f 25 self-paced, nn-accredited curses fr trainers, assessrs and staff f Registered Training Organisatins (RTOs). Built n an elearning platfrm, curses are 60 minutes lng and accessible frm any internet-enabled device and can be started when and where the learner chses; they can be stpped at any pint and resumed exactly where the learner left ff. All curses meet ASQA standards and nce a curse is cmpleted, learners receive a persnalised certificate as prf f achievement and t help practitiners meet their nging prfessinal develpment requirements. Whilst IBSA Academy has been cnceived t supprt the VET wrkfrce, it als includes curses that are relevant t all industries by virtue f their generic fcus. These areas hld great ptential and ur staff cntinue t wrk clsely with existing and future clients t build further curse fferings. During 2017 we als cncluded ur wrk n the Natinal Wrkfrce Develpment Fund (NWDF). Based n the principle f c-investment, the prgram was established t prvide high-quality, enterprise-led training t industry and rganisatins. IBSA perfrmed a central crdinatin rle fr its industry sectrs and managed apprximately $21 millin f NWDF funds ver the perid Enterprises invested apprximately $9.3 millin twards the ttal cst f training and upskilling wrkers in areas f skills need. We wrked with industry stakehlders and gvernment t achieve the apprval f ver 50 prjects and tw Innvative Prjects. In ttal, ver 1,000 emplyers and 63 RTOs wrked with ver 6,500 learners t cmplete qualificatins ranging frm the Certificate III in Telecmmunicatins, Certificate IV in Legal Services t the Diplma f Dance Teaching Management and Advanced Diplma f Prject Management, Vcatinal Graduate Diplmas and specialist Skill Sets. Cmpletin rates acrss the NWDF prjects managed by IBSA averaged a remarkable 81%. In the brader VET system, gvernment funded prgrams have significantly lwer cmpletin rates f 42.9% fr Certificate III, 41.6% fr Certificate IV, and 41.0% fr diplma and abve 1. We are exceptinally prud f the quantitative and qualitative results f ur NWDF wrk. It has enabled participating rganisatins t deal with the impacts f the glbal financial crisis, industry restructuring, new legislative requirements, and t prepare fr technlgical innvatin. The prjects als built the capabilities f participating RTOs wh wrked with enterprises t design and deliver mre custmised and cntextualised training. Blended appraches using Recgnitin f Prir Learning (RPL), face t face discussins, n-line delivery were cmmn. Training was ften delivered n-site at the enterprise using specific wrkplace dcumentatin and real wrk scenaris. One-n-ne caching and mentring was a ppular methdlgy fr embedding skills develpment and grwing team based appraches t learning and wrking. 9 Easy t use, easy t access, and easy t adapt. They were IBSA s criteria when it set ut t create its Learning Management System (LMS) t help training prviders deliver high quality n-line cntent n matter where the trainer r students are lcated. After a 12 mnth develpment and testing perid, we launched the LMS in September 2016 at MdleMt an internatinal cnference that celebrates pen surce learning and innvatin. The clud-based system enables students t view their training n desktp, tablet r smartphne, whenever they like. Trainers enjy a user-friendly interface making it easy t bulk-enrl students, custmise activities, and manage assessments, all in ne place. The system features a vast range f e-learning resurces, interactive features and activities t create a rich learning experience fr students, including: wrkbks and interactive activities audi cmmentary vide cntent case studies quizzes. Clients can add frums, chatrms r glssaries t the LMS. They can als custmise its appearance with their full branding s that the LMS appears part f the cmpany. Imprtantly, ur develpment team designed the LMS t be AVETMISS cmpliant, making cmpulsry reprting a quick and easy prcess. IBSA s training prducts and resurces cntinue t be widely recgnised fr their integrity and adaptability, and are used all arund Australia and verseas. Our team f expert cntent creatrs are cmmitted t prducing resurces that suit every delivery style. IBSA s prducts are available fr a range f industries including: Business Services, Training and Educatin, Cnstructin and Financial Services. Prducts develped in the last 12 mnths include resurces fr 3D printing and the Cnstructin White Card. We als launched a new and imprved suite f resurces fr Training and Educatin and are expanding ur range f Financial Services resurces. During , IBSA cntinued t use a range cnsultatin mechanisms t engage with its 8,000 stakehlders including: surveys and questinnaires; fcus grups; industry rundtables; nline feedback; webinars; and written submissins. IBSA btained stakehlder feedback frm individuals and rganisatins thrugh a variety f interactive infrmatin channels, including the IBSA website, IBSA VET Cmmunity, Twitter, e-newsletter, brchures, advertising thrugh targeted s, prfessinal develpment wrkshps, and telephne advice. IBSA als engaged with its stakehlders thrugh market intelligence cnsultatins and wrkfrce develpment prjects. IBSA Annual Reprt P age

11 Our cmpany IBSA Bard IBSA s Bard cmprises seven independent directrs wh set the strategic directin f the full business, ensure cmpliance and drive cnstant imprvement f its peratins. Jhn Vines OAM has been Chair f the IBSA since Frm he was Chief Executive f the Assciatin f Prfessinal Engineers, Scientists and Managers, Australia (APESMA). A civil engineer by prfessin, Jhn Vines has an ecnmics degree and an MBA. He is Chairman f Austbrkers Cuntrywide Financial Services Grup, a Directr f Carrll and Richardsn and the Prfessinal Standards Cuncil, and a Fellw f the Australian Institute f Cmpany Directrs. Until recently, He was a member f the Natinal Skills Standards Cuncil and the Minimum Wage Panel, Fair Wrk Cmmissin. Jhn Vines OAM Jhn has been a member f a number f Gvernment bards and inquiries including a member f the Australian Science, Technlgy and Engineering Cuncil ( ), a member f the Prime Minister s Science, Engineering and Innvatin Cuncil ( ) and Deputy Chair f the Australian Gvernment s Industry Task Frce n Leadership and Management Skills ( ). Jhn was awarded the Order f Australia Medal in 2001 and in 2003 he was als awarded a Centenary f Federatin Medal. Linda Evans has an hnurs degree in Educatin, a Graduate Diplma in Marketing and a Master f Business. She has been an IBSA Bard Directr since 2007, hlding psitins n the Executive Cmmittee. Prir t her IBSA rle, Linda was a past chairpersn f Financial Services industry training advisry bdies natinally and within NSW. Linda has had an extensive career within the financial services industry in bth the insurance and banking sectrs where she held senir marketing rles. Linda Evans In 2016 she cncluded 24 years wrking in assciatin management with the Natinal Insurance Brkers Assciatin (NIBA) where she headed the team at NIBA Cllege f Insurance and Risk Prfessinals an RTO ffering VET qualificatins frm Certificate III t Graduate Diplma level. As well as intrducing the frmal educatin system within this sectr, Linda als versaw the intrductin f NIBA's system f prfessinal brking standards incrprating cdes f prfessinal practice, frmal educatinal qualificatins and nging prfessinal develpment requirements. She has als wrked with ther internatinal brking assciatins t assist them t intrduce similar prfessinal standards t thse adpted in Australia. 12 Peter Cstantini has extensive executive leadership experience in the private and ntfr-prfit sectrs. Peter has been a Directr f IBSA since 2004 and chair f the Finance, Audit and Risk Management Cmmittee since Peter Cstantini Peter Dwyer Peter is the Managing Directr f the SAS Grup - a specialist gvernment and business relatins and strategic cmmunicatins firm. He is the Vice President f The Brisbane Club and chair f the Prperty and Finance Cmmittees. He was previusly a General Manager with the Queensland Chamber f Cmmerce and Industry, respnsible fr emplyment, educatin and training plicy and Chief Executive Officer f Queensland Apprenticeship Services. He was a member fr 10 years f the Australian Chamber f Cmmerce and Industry Ministerial Advisry Cmmittee n Educatin and Training. He hlds a Master f Business Administratin, a Bachelr f Business (Marketing), and is a member f the Australian Institute f Cmpany Directrs. Peter Dwyer is a highly experienced Senir HR executive and cnsultant with ver 30 years f strategic and peratinal leadership experience in cmplex and multi-site manufacturing peratins. He hlds a Diplma f Business Studies and was fr many years a senir executive f glbal packaging leader AMCOR. His career includes senir management psitins with a number f blue chip cmpanies and until recently, Peter was a member f the Minimum Wage Panel, Fair Wrk Cmmissin. He has prvided visible leadership and cmmitment thrugh his active engagement n a number f educatin and training cmmittees, cuncils and bards. He is the Chair f IBSA s Cmmercial Strategic Cmmittee. Peter is a strng advcate f the VET system and has actively represented industry and industry bdies n VET Bards, Cuncils and Cmmittees including the Natinal Printing Industry Training Cuncil, Chair f the Victrian Printing Industry Training Bard, Chair f the Curriculum Bard f the Office f Training and Further Educatin (Victria) and as a member f the Standards and Curriculum Cuncil f the Australian Natinal Training Authrity. Rs Easn is a Senir Natinal Industrial Research Officer with the Cmmunicatins Wrkers Divisin f the Cmmunicatins, Electrical and Plumbing Unin. Her wrk fr the unin has been fcussed largely in the areas f public plicy, regulatin and skills develpment. Rs is a member f the Executive, Gvernance & Nminatins Cmmittee and the Cmmercial Strategic Cmmittees. She is als a Directr f Cmmunicatins and Infrmatin Technlgy Training and a member f the frmer Labr Gvernment s Service Leaders Grup. Rs hlds degrees in Arts and Cmmerce. Rsalind Easn Rhyll Gardner is a highly experienced senir executive and cnsultant with a diverse and distinguished career in financial services perating at executive and general management acrss a wide variety f disciplines. Her 25 years f expertise and experience spans acrss strategy, marketing and cmmunicatins, training, risk management, sales, prduct management and finance. Her senir management rles have included managing large teams f >1000 peple and building capability, prfessinalism and innvatin capacity in the wrkfrces. Rhyll Gardner Rhyll s previus executive psitins include Managing Directr, Queensland and General Manager, Nrthern NSW fr St. Gerge Bank and, General Manager, Strategy fr Westpac and Head f Strategy and M&A fr Bank f Queensland. 13 Jhn Maddck retired as Chief Executive Officer at Bx Hill Institute at the end f 2013, having served in that rle fr 14 years and previusly as CEO/Directr at Grdn Institute f TAFE. He has 39 years experience in the educatin sectr with mre than 30 years in senir executive rles. He is currently cnsulting, specialising in skills training, tertiary educatin, plus glbal wrkfrce develpment and was retained by Indnesian firm Samperna Glbal Wrkfrce Slutins t prvide strategic advice and supprt regarding ptential engagement with Australian prviders. Jhn Maddck AM Jhn has held nn-executive bard directr psitins with Deakin University, Victrian Tertiary Admissins Centre (VTAC), Victrian Curriculum & Assessment Authrity (VCAA), Australia-Pacific Technical Cllege (APTC) Bard, Cambridge Bx Hill Language Assessment Pty Ltd, Cmmunity Clleges fr Internatinal Develpment (CCID), Basketball Australia, Natinal Basketball League (NBL), Basketball Victria, Melburne Tigers, and FIBA Oceania. Graeme Russell is the Chief Executive Officer f Media Super, the industry super fund fr print, media, entertainment and arts prfessinals, prviding superannuatin and pensin prducts and services t mre than 90,000 members and 13,000 participating emplyers. Graeme Russell Graeme has senir management experience acrss a range f cmpanies in the financial services, business services and media industries, as well as management and cnsulting experience in the educatin and training sectr. Graeme was CEO f First Super frm 2008 t March 2013 and previusly Chief f Staff fr the Victrian Minister fr Public Transprt and the Arts, and has extensive experience at Bard level with majr industry super funds and private cmpanies. Graeme has held senir cmmunity leadership rles, including as a Cuncillr and Mayr and has been invlved in challenging change envirnments in his rles in private and public rganisatins. Graeme hlds a Bachelr f Business (Accunting) and a Graduate Diplma f Applied Finance (Financial Planning) and is a Fellw f the Institute f Chartered Accuntants and a Fellw f the Australian Institute f Superannuatin Trustees, and a Fellw at the Australian Institute f Cmpany Directrs. 14 Appinted in July 2013, Anne Yunger is the General Manager, Educatin and Training at the Australian Industry Grup (Ai Grup). Anne previusly managed Ai Grup s training services and, prir t that, managed Ai Grup s natinal team f 20 business advisers under the Federal Gvernment s Enterprise Cnnect prgram t imprve prductivity in SMEs. Anne was als the Natinal Industry Career Specialist fr Innvatin and Business under the Federal Gvernment s Career Advice Australia prgram at Ai Grup. Directrs Meetings The IBSA Bard is respnsible fr leading the rganisatin and setting the strategic directins. During the perid, the Bard cnsisted f nine prfessinal Directrs, selected fr their specialist skills in gvernance, strategic insights and fiduciary expertise. During the perid: Linda Evans and Jhn Maddck AM cmpleted their terms as Directrs in Nvember 2016 Jhn Vines OAM, Peter Cstantini and Graham Russell were reappinted as Directrs in Nvember 2016 Jhn Vines OAM was re-elected Chair In February 2017 The Bard met nine times during the year f which six meetings were held face-t-face and three were telecnferences. 15 Bard Cmmittees Up t April 2017, the IBSA Bard maintained fur Bard Cmmittees: The Executive Cmmittee which meets n an ad hc basis as required and met nce during the perid. The Finance, Audit and Risk Management Cmmittee which met six times, in cnjunctin with Bard meetings. There were six face-t-face meetings and ne telecnference. The Cmmittee assists the Bard in financial mnitring and has risk management and audit versight. The Gvernance and Nminatins Cmmittee which prvides advice and recmmendatins t the Bard in relatin t the appintment f new Directrs but which did nt meet during the perid. The Business Develpment Cmmittee which was frmed t prvide supprt and advice in relatin t IBSA s cmmercial business but which did nt meet during the perid. 16 In April 2017, the IBSA Bard reviewed the cmpsitin and structure f its fur Bard Cmmittees and undertk a restructure resulting in a reductin t three Cmmittees and the fllwing structure: A new Executive, Gvernance and Nminatin Cmmittee was frmed by merging tgether the Executive Cmmittee and Gvernance and Nminatins Cmmittee; A new Cmmercial Strategic Cmmittee was frmed t replace the Business Develpment Cmmittee; An unchanged Finance, Audit and Risk Management Cmmittee.
