3 Netwrk Perfrmance Reprt 2018 Summary This reprt fcusses n the perfrmance f the Air Traffic Netwrk in The cmbined 75 th percentile perfrmance during fr airbrne delay acrss the fur majr airprts (Sydney, Melburne, Brisbane and Perth) was 3.4 minutes, and the median was 0.6 minutes. These results represent a slight decrease (0.1 minutes fr bth metrics) cmpared t the same perid last year, and are in line with the KPI targets f 3.4 minutes fr the 75 th percentile and 0.6 minutes fr the median. There were a ttal f 16 ntable events during, 12 fewer than in July. als had the fewest number f delay events fr 2018 s far. Details f the ntable events fr are shwn in Figure 1 and summarised in Table 1. Seven f these ntable events resulted in a prlnged and mderately elevated airbrne delay fr the entire day (i.e. 75 th percentile greater than seven minutes acrss the entire day). Nine events resulted in a shrter and mre intense perid f elevated airbrne delay (i.e. tw r mre cnsecutive hurs where the 75 th percentile was ver 10 minutes). Single runway peratins at Sydney r Melburne were a majr cause f prlnged airbrne delays at these airprts. Bx 1 prvides a further descriptin f the impacts f single runway peratins. saw a reductin in the number f delay events at Brisbane related t the cncentratin f demand frm late nn-cmpliant flights. There was nly ne such event in cmpared t six that were experienced in July. This crrespnded with a 28% decrease in the number f flights departing later than planned and arriving during the Brisbane evening peak (frm 124 in July t 89 in ). Further infrmatin n this imprved perfrmance is detailed in the Brisbane sectin belw. 6 Netwrk Perfrmance Reprt 2018 Single runway peratins Sydney and Melburne are Australia s busiest airprts and can experience ver 550 and 350 arrivals per day, respectively. These large arrival numbers are accmmdated thrugh the peratin f dual runways at each airprt. Hwever, airprt capacity is significantly reduced n days where cnditins require single runway peratins. During single runway peratins the scheduled arrival demand is mre likely t exceed the airprt s actual arrival capacity. In these circumstances, airbrne delay can build up despite the effrts r pre-tactical ATFM as there is n spare capacity t recver frm cncentratins in tactical demand r unplanned factrs (such as MEDEVAC flights r missed appraches). This increase in airbrne delay is cnsistent with the knwn limitatins f pre-tactical ATFM prgrams in situatins where scheduled demand exceeds capacity fr a prlnged perid f time. The figure belw shws hw airbrne delay (blue line) can increase during the perid f single runway peratins (indicated in yellw). An analysis f Sydney airprt shwed that during extended perids f single runway peratins, airbrne delay was substantially higher than average. The airbrne delay (75 th percentile) n these days was 16 minutes acrss the day and 28 minutes during the peak hur. Airbrne delay was even higher n days where single runway peratins included the evening peak perid. The airbrne delay (75 th percentile) n these days was 23 minutes acrss the day and 40 minutes during the peak hur. The 24-mnth trend is statistically flat and clse t the target levels. Cmpared t the same mnth last year, there was a decrease in the airbrne delay median (frm 0.5 minutes) and 75 th percentile (frm 3.6 minutes) perfrmance. The lng-term trend fr airbrne delay at Sydney is upwards. Hwever, the 24-mnth trend is flat. Cmpared t the same mnth last year the median delay was steady and the 75 th percentile decreased (frm 4.3 minutes). The lng-term trend fr airbrne delay at Melburne is upwards. Hwever, the 24-mnth trend is flat. The CTOT against the ATOT (actual take ff time) measure is used as a prxy until the COBT (calculated ff blcks time) against AOBT (actual ff blcks time) can be rutinely reprted n. Cmpared t the same mnth last year there was an increase in the median (frm 1.1 minutes) the 75 th percentile (frm 3.9 minutes) f airbrne delay. The lng-term trend fr airbrne delay at Brisbane is dwnwards. Hwever, the 24-mnth trend is flat. The results depicted in Table 1 prvides the flights within this perid that departed either early r late with respect t their CTOTs (-5 t + 15 minutes) n mre than ne ccasin. This facilitates cllabratin t identify patterns and causes. Change frm July 2018 saw a substantial imprvement (decrease) in the number f flights with late CTOT variatins arriving at Brisbane in the peak 1800 and 1900 lcal hurs. There were 89 f these flights in, dwn frm 128 in July. In there were 21 flights that departed late with respect t their CTOT tw r mre times. This was dwn frm 27 in July. Cmpared t the same mnth last year there was a decrease in the median (frm -0.1 minutes) and 75 th percentile (frm 1.8 minutes) f airbrne delay. The lng-term and 24-mnth trend fr airbrne delay at Perth is dwnwards. 17 Netwrk Perfrmance Reprt 2018 Appendix A Crprate Plan Key Perfrmance Indicatr Prfile: Arrival airbrne delay Crprate Plan Descriptin: The median (and 75 th percentile) excess time incurred during the arrival airbrne phase f flight in reference t the estimated time f arrival fr high-vlume peratins. (High vlume perating envirnments defined as Brisbane, Melburne, Perth and Sydney). Crprate Plan Targets: Year 17/18 18/19 19/20 20/21 21/22 75% Median What is it: Excess time incurred during the arrival phase f flight. What is measured: It is measured by cmparing the estimated flight time and actual flight time fr the prtin f the flight within 250 NM f the destinatin aerdrme. Why 250NM: The 250NM threshld has been identified as the distance frm the aerdrme at which tactical arrival demand/capacity balancing measures start taking effect. It is a true reflectin f the tactical arrival management f the flight, and is nt skewed by ther nn-related issues such as cngestin at the departure aerdrme. Why measure Median rather than Average/Mean: In sme cases, the actual flight time within 250NM f the destinatin aerdrme will be less than the estimated flight time (e.g.: ATC has prvide track shrtening). In the dataset, this translates int a negative value fr that particular flight. The Median shws the mid-pint f the data set and allws us t demnstrate ur impact n all flights, nt just the nes that were delayed. Additinally, ver shrt timeframes and small datasets (such as a daily reprt), Median measurement is mre resilient t data errrs and small grups f utliers which may skew the average. Why measure the 75 th percentile: This supplements the Median and is valuable t demnstrate hw effectively we have managed the arrival f mst f the fleet. The last 25 th percentile can typically cntain arrival data frm flights that were impacted by nn-rutine events, such as Medical pririty traffic r aircraft in an emergency r diversin. Hw d we measure: Uses the high-fidelity Dalí trajectry-based mdel. Fr Sydney, sme assumptins are built in t calculatins as the actual flight path is unique fr each flight (pen STARs).. Page 17 f 17
