2 Intrductin In 2014 at the request f Canberra Airprt, Airservices changed a flight path fr aircraft departing frm Runway 35 n the Standard Instrument Departure (SID) at Canberra Airprt in rder t reduce the nise impact fr residents living in the nrth-west f Canberra such as Gungahlin. Jet aircraft departing frm Runway 35 using the SID, turned left n reaching 7,000 feet in accrdance with Canberra Nise Abatement Prcedures. Due t their different climb perfrmance, sme aircraft turning at 7,000 feet tracked ver residential areas in the nrthwest f Gungahlin. The change established a defined turning pint 14km frm the airprt. Aircraft wuld therefre nt turn left until passing ver this waypint and after reaching 7,000 feet (see the diagram belw) in rder t avid verflight f Gungahlin. 3 The analysis fund: The prpsed change t the Runway 35 departure prcedure was expected t direct flights away frm the residential areas f Gungahlin thus prviding a ptential benefit t the Gungahlin cmmunity by reducing aircraft nise. Aircraft verflying the new turning pint wuld be at r abve 7,000 feet, and their maximum nise levels belw 60 dba. An anticipated decrease in maximum nise f each verflight by up t 5 dba was likely t be nticeable in Gungahlin. Establishing the new turning pint was nt likely t result in any significant envirnmental impact within the meaning f the Envirnmental Prtectin and Bidiversity Cnservatin Act, 1999 Cth). Summary f engagement undertaken Discussins ccurred with Canberra Airprt, respective airlines and key stakehlders ver an extended perid. The Canberra Airprt Cmmunity Aviatin Cnsultatin Grup (CACG) is Airservices primary cmmunity engagement frum fr cmmunicatin with the cmmunity n airprt activities. This frum is cmprised f representatives frm peak cmmunity rganisatins, the aviatin, turism and business sectrs, and Gvernment. The CACG was infrmed f the prpsed change n 20 February 2014 and prvided updates n prgress at meetings held in May and Nvember As the change related t a nise imprvement, the CACG cnfirmed n further cmmunity cnsultatin n the change was required. Airservices nnetheless cmmitted t update the CACG abut the change as it was being implemented and after it had been made. Airservices als advised that cmmunity enquiries n the change received thrugh the Nise Cmplaints & Infrmatin Service wuld be mnitred t help determine if any further cnsultatin wuld be required. Infrmatin abut the change was als placed n the rganisatin s website. Operatins Air Traffic Cntrl The main areas f ptential peratinal cncern during the design prcess were t avid any impact n airspace safety and efficiency. There was n evidence f any adverse impact in these areas during the 12-mnth perid after implementatin. A sample was taken f Runway 35 jet departure flight tracks prir t the change being implemented in Nvember 2014 (Figure 1) and after the change was implemented (Figure 2). A semi-rural residential area (Hall) t the nrthwest than Gungahlin is marked n the figures. The sample indicates that jet aircraft were cmpliant with the change, resulting in aircraft aviding residential areas t the nrth-west f Canberra. Airservices Australia f 5
