2 1 1 Intrductin Mangawhai Village is the main shpping and village area fr Mangawhai. It ffers a range f services and small businesses, sme f which have been lng established and are key attractins t the area. The Village is lcated at the suthern entrance int the twnship and is cnsidered the main r busiest entrance way, particularly as it is the entrance frm Auckland. The histric develpment f Mangawhai Village was based n the lcatin f the ld Mangawhai Wharf near the Tavern, at the Harbur end f Mir Street. Kaipara District Cuncil s cmmunity planning apprach wishes t supprt cmmunity initiatives, thrugh listening t cmmunity s ideas and cncerns abut their place. A wrkshp was held at Mangawhai Beach Schl n Tuesday 29 September at 5.30pm. Lcal business wners, landlrds and adjacent residents were invited t take part in a discussin abut their area, and its future. Arund 50 letters f invitatin were sent ut t the identified catchment area f the Village, and 35 lcal peple attended this meeting. This Actin Plan is a recrd f that meeting and includes ideas the cmmunity viced that night. Mving frward, this Actin Plan will cntinue t be updated and will be circulated t the cmmunity in three mnths time as actins are wrked thrugh and cmpleted, allwing the cmmunity t cntinue t place feedback and be infrmed n prgress. There are ideas raised in this Actin Plan that Cuncil is able t address, and thers which Cuncil cannt. Hwever, we are pen t facilitating and supprting cmmunity run initiatives. 2 What makes the Mangawhai Village special? It is the hub f Mangawhai; The village feel; Range f businesses and services; The friendly peple; The market; and Harbur and scenery. 3 What changes wuld the cmmunity like t see fr the Village? Traffic management: address speeds, parking, flw and pedestrian safety; Walkway and cycleway linkages; Waste management: address rubbish and recycling; Mre ways t enjy the harbur and estuary; Beautificatin: Gardens, trees, entranceways, weed cntrl and signage; and Imprved planning prcesses. 3 2 Keep the special character f Mangawhai Village. Stp the Estuary Estates develpment, as this wuld ruin the character f bth existing shpping areas. Harbur/Estuary: Want t be able t enjy the harbur and estuary mre, increase public access; Bat ramp and/r jetty by the pub; Marina; Clean up and plant the estuary/esplanade reserves; Address ersin n the estuary banks; Increased remval f mangrves including dredging arund the causeway; and Remve encrachments r peple privatising esplanade reserves fr their wn benefit. Market: Retain Markets; Address traffic cngestin and speeds in this area; Imprved parking by the market; and Organise the market t anther site. Traffic management: Need traffic calming t reduce speeds and help with busy weekends and events; Overall traffic flw f the Village culd be imprved; Better traffic management arund the T intersectin; Safer intersectin; and Culd have a rundabut, even if it s just a painted circle n the rad. Speeds: The 50km speed zne n Mir Street culd be extended past Tara Rad; Reduce speeds t 30km arund central Village area; Speed bumps dwn twards the Tavern; and Culd have a speed cameras installed, particularly n Insley Street. 4 3 Parking: Car park behind the Fur Square and ther shps is prblematic, as have kids walking thrugh here, cars cming and ging, and it is nt maintained well; The parking utside Fur Square that backs nt Mir Street is dangerus; Need mre fficial parking areas; Lack f parking; and Increased and better parking fr business peple and visitrs. Culd be a by-pass arund Mangawhai Cnnectivity: Better ftpath linkages, cycleways and walkways; Better public walking links arund the harbur and bush; Better maintained ftpaths, and n bth sides f the rad; Increase standard f walkway frm the Village t Heads, and install seats and art; and Accessibility and pedestrian safety in the village is an issue, particularly with schl kids walking hme. Public space: A central park area including a playgrund and places fr visitrs t sit and relax cmfrtably; There is n centre r hub where peple can enjy utdr spaces; Lack f furniture in parks and reserves, many are brken/rtten; General maintenance needed f area utside the shps; and Nt enugh cnsultatin with business wners in regards t cleaning, weeding, furniture and rubbish bins, gardens (visual amenity). Imprved planning: Planned cmmercial and retail develpment, as well as street lights and ther infrastructure; Free up mre land fr cmmercial develpment; Mre cntrl f sectin sizes; Under the ld District Plan side yard setbacks were 1.5 metres, under the new District Plan this has increased t 3 metres, meaning there is less rm n small sites. Hwever peple can pay $1,200 t get arund this. This set back rule and the fire safety rule are mney making exercises fr Cuncil; Building/Architecture guide r theme needed; and Better visitr parking in residential develpment with private access ways e.g. Old Waipu Rad. 6 5 Waste management: Mre rubbish bins and higher frequency f emptying; Rubbish bin at/near the Hub; Husehld rubbish is ging in bins; Get rid f the rubbish bins, they enable peple t dump their waste and are a ptential fire hazard; Recycling facilities/bins; Educatin infrming visitrs what t d with their waste; and Better refuse centre. Lighting: N Cuncil directin n nise r light pllutin. T much lighting at night time, when it is nt needed, culd be targeted instead; Mre street lights at night; and Light pllutin.
