Kaunissaari island is situated in the archipelag f the Baltic sea, arund 20 kilmetres frm the cast f Pyhtää municipality in Kymenlaaks. The main bjective f this prject was t keep the village alive and t imprve and maintain the services prvided in the village. Initially the prject was launched by a few active inhabitants n the island f Kaunissaari. A significant part f the ppulatin jined the prject later. The LAG participated at the initial stage mstly as an advisr. In that rle, the LAG infrmed the applicants f the Leader requirements and f the changes required t qualify as a Leader prject. II.2. Main activities f the actin / prject Indicatin f the main activities planned and carried ut, including where and when they tk place, and wh carried them ut (indicating the lcal peratrs). The activities f the develpment part f the prject were as fllws: - Cnservatin and recrding f the cultural heritage f Kaunissaari island - Cmpiling f an island histry and picture data base - Organising Kaunissaari Island Days in 2005 t add visibility t the special skills and knw-hw f islanders - Organisatin f the Seine Fishing Days, where this traditinal fishing methd was presented t the public with a chance t try it themselves (A seine is a large fishing net that hangs vertically in the water by attaching weights alng the bttm edge and flats alng the tp). A list f services available n the island was cmpiled. Histrical and natures trails were planned tgether with infrmatin bards, maps and brchures. The activities f the investment part f the prject were as fllws: - Cnstructin and landscaping f Pienlahti bay (a small park, a parking area fr the small vehicles, and the dcks) - The building f a launch fr bats - A cvered waiting area with benches fr passengers Vlunteer activities were rganised t restre the envirnment in the harbur area and Kaunissaari village center. A hut was renvated t functin as a waiting rm fr winter-time bat traffic and an ffice fr seine fishing events. The equipment needed fr seine fishing was acquired, as well as a bat trailer. The implementatin f the prject was mainly carried ut by permanent inhabitants and summer residents f the island. II.3. Cncrete utputs and results f the actin / prject Explanatin f the cncrete utputs and the results f the whle actin/prject fr the territry; identificatin f the direct beneficiaries f the actin/prject. 4 Shrt title f the prject: c-peratin has increased and diversified. Hwever, mst benefit is gained by the lcal entrepreneurs, wh get mre custmers ver the summer. Als, the visibility f the prject in the media has brught new cntacts and made the lcal businesses better knwn. As a result f the prject, new marketing channels and c-peratin partners have been fund. II.4. Prblems encuntered; lessns learned Explanatin f the main prblems encuntered, hw they were slved and the lessns learned. A few individual inhabitants f the island have bjected t the prject and have spread incrrect infrmatin abut it. They didn t want t have new peple and services, preferring t keep the island the way it had always been, despite the fact that the existing services in the village were slwly deterirating. The different bjectins were discussed and thse ppsing the prject have been listened t. The lessn learned was that every activity culd ptentially be bjected t, but this shuld nt stand in the way f the prject: The keywrds are c-peratin and penness. II.5. The "Leader+ added-value f this actin/prject...n the methd, prcess, results; descriptin in which way(s) Leader+ has brught a clear added value. Withut Leader+ funding, the prject culd nt have been implemented, r it wuld have been implemented nly partially r much mre slwly. It wuld have been impssible t get funding fr such an all-inclusive prject frm any ther surce. The prject gave the peple an pprtunity t try smething new (including the summer events such as the seine fishing day and the Kaunissaari day). Peple had the pprtunity t act themselves and nt just t wait fr smebdy else, such as the municipality, t imprve their surrundings. III. WHY IS THIS ACTION/PROJECT A GOOD PRACTICE ONE? III.1. Area-based apprach This entails defining a develpment plicy n the basis f an area s wn particular situatin, in terms f its strengths and weaknesses. Amng turists, Kaunissaari island is the mst well knwn island in the regin with a significant number f visitrs annually. Hwever, the inhabitants thught that the island still had a lt f hidden resurces t ffer, which the turist industry had nt been able t make the mst f s far. Simultaneusly, signs, marked rutes, trails and maps were intrduced t mitigate the negative effects caused by an increased number f turists t the island. III.2. Bttm-up apprach This aims t encurage participatry decisin-making at the lcal level fr all develpment plicy aspects. An exceptinal effrt was made at the planning stage. The backgrund wrk has been undertaken with great care. Opinins and wishes f inhabitants were taken int accunt thrugh a questinnaire that was distributed t every hme, which als encuraged wider participatin. There were als many meetings in the village and a lt f infrmatin was exchanged thrugh daily cnversatins in the village stre where everybdy meets when they are shpping r cllecting their daily mail. III.3. Partnership apprach and the "Lcal Actin Grup" The LAG is a bdy f public and private players, united in a partnership, which identifies a jint strategy and a lcal actin plan fr develping a Leader area. The LAG did nt participate in the actual implementatin f the prject. Rather, it was felt that the task f the LAG shuld be t supprt prjects, nt t wn them r simply just finance them. Innvatin Even thugh the Leader cncept and its implementatin in the field are innvative in themselves, the Leader+ Initiative stresses that the actins must als be innvative. Befre the prject, the c-peratin amng inhabitants was small, and there were n summer events cmparable t the Seine Fishing event. The innvative part was thus that the inhabitants started t cperate in an rganised way and that a new event was intrduced. III.5. Integrated apprach The actins and prjects cntained in the lcal actin plan are linked and crdinated as a cherent whle. The marketing f the prject was implemented in cperatin with the lcal turist authrity as well as turist authrities f neighburing municipalities. The islanders and the municipality have attended travel fairs tgether and have made brchures and web-marketing tgether. III.6. Netwrking and cperatin between areas By facilitating the exchange and circulatin f infrmatin n rural develpment plicies, and the disseminatin and transfer f innvatin, the Leader netwrk aims t break the islatin f LAGs and t establish a basis f infrmatin and analysis n the actins. The prject is implemented within the area f the LAG and ne municipality. The prject has been visited by freigners, such as Estnian village activists. At this visit there was a lt f useful discussins and the LAG will cntinue t cperate with Estnians in ther prjects. III.7. Lcal financing and management Delegating t the LAG a prprtin f the decisin-making respnsibilities fr funding and management (depending n the Member State s specific mde f rganisatin and institutinal cntext) The prject has been carried ut by peple wh live n the island either full time r ver the summer. There are s many summer residents n the island that it was nt hard t find peple with different skills (accunting, marketing, cnstructin wrk, builders, envirnment planners and s n). The lcal funding was nt a prblem althugh it tk a lt f time and effrt t cllect. It was quite a large sum fr vlunteers t raise. III.8. Transferability The actin/prject is transferable t ther rural areas with similar gegraphical and ecnmic characteristics. Almst identical prjects culd be implemented elsewhere. Hwever, the archipelag setting and the diversified traditins f Kaunissaari island gave the prject a lcal flavur and a uniqueness that is naturally nt transferable t any ther place. III.9. Sustainability Ecnmic sustainability. The activities that started in the first year f the prject are cntinuing withut prject funding (e.g. the Seine fishing event nly received prject funding in the first year and has nw been rganised in the third successive year).
