3 Rad Safety Wales Mtrcycle CRASH Card Scheme Evaluatin f the Rad Safety Wales Mtrcycle CRASH Card Scheme launched in March 2013 Authr: RSPA Wales Date: 31/3/2014 Intrductin: The interventin "Rad Safety Wales Mtrcycle CRASH Card Scheme" was intended t: Facilitate easy access, fr attending emergency services, t vital medical infrmatin at the scene f a mtrcycle cllisin, by expanding the CRASH Card Scheme t a further ten lcal authrity areas and three additinal partners in Wales. The CRASH Card resurce cnsists f: A small card with space t list any allergies, medical histry and the details f any current medicatin tgether with next f kin cntact details. A bilingual letter explaining the resurce. A green self adhesive dt fr the mtrcyclist t affix t their visr, which will alert the emergency services t the presence f a card in the lining f the helmet. The initiative, as utlined by the lgic mdel in Appendix 1 aimed t prmte the CRASH Card Scheme within Wales, ensuring that mtrcyclists recgnise the benefit f carrying a card and increase the number f distributin pints where mtrcyclists culd access a free CRASH Card. It sught t raise awareness f the scheme amng paramedics, ambulance service persnnel and ther emergency services. In additin, the scheme was intended t prmte heightened awareness amngst mtrcyclists thrugh the press and electrnic media, such as Facebk, Twitter and mtrcycle frums. Alerting neighburing authrities and emergency services that the scheme was live in Wales was cnsidered imprtant t its success. The evidence that this rad safety issue needed t be addressed was based n: Anecdtal bservatin Lcal knwledge Research and evaluatin reprts Rad casualty data Paramedics reprt that they need gd infrmatin t make infrmed medical chices at the scene f an incident. The scheme was created by the cmmittee f the Ambulance Mtrcycle Club, a grup f experienced paramedics and ambulance staff wh are passinate abut mtrcycling, and has the supprt f the Highways Agency, the Natinal Plice BikeSafe team and the IAM. Grwing internatinally, within Wales, Pwys Cunty Cuncil rad safety team and the Nrth Wales Mtrcycle Alliance had already intrduced this resurce, and its wider disseminatin was intended t stimulate mtrcyclist awareness f the scheme acrss Wales, encurage thse nn-participating partners t cnsider its benefits, and t enable pan-wales cverage as a result. Welsh lcal authrity Rad Safety Officers are very aware f the attractiveness f Welsh rads t lcal and visiting mtrcyclists. The rural nature f ppular mtrcycling rutes acrss Wales can mean that riders and their passengers invlved in a mtrcycle cllisin can be subject t delayed prfessinal medical attentin. A resurce which enables prmpt and apprpriate interventin when the emergency services arrive is cnsidered beneficial by rad safety prfessinals and Ambulance Trust partners. 1

4 The Rad Safety Wales Mtrcycle Safety Steering Grup was cnsulted n the expansin f the scheme in Wales. The Grup has brad representatin cnsisting f mtrcyclists, Plice, Fire and Ambulance prfessinals, rad safety persnnel, advanced riding rganisatins and mtrcycle training bdies and interest grups. Overwhelmingly, the grup believed that this interventin was highly recmmended based n their prir knwledge f the resurce, and represented gd practice and gd value fr mney. The grup recmmended that Rad Safety Wales partners shuld cnsider becming invlved and cntribute t the evaluatin. Grup members purchased a supply f CRASH Cards fr their wn rganisatins and/r became distributrs fr the resurce. Awareness f the scheme amngst Ambulance Trust staff and crews was cnsidered a vital cmpnent t the success f the scheme. Pre-launch preparatry wrk and liaisn was carried ut with the Welsh Ambulance Services NHS Trust and the CRASH Card Infrmatin Pack was designed t include apprpriate literature fr partners use in engagement with Ambulance persnnel. This wrk was carried ut s that the scheme was widely knwn by all levels f staff. Liaisn with the Welsh Ambulance Services NHS Trust brught an endrsement fr the scheme frm Medical Directr, Dr Paul Hughes, The CRASH Cards will prvide ur staff with vital clinical infrmatin t imprve the care we can prvide fr mtrcyclists acrss Wales. It s imprtant t remember that remving a mtrcyclist s helmet after an accident is a specialist task which shuld nly be perfrmed by ambulance crews r ther trained persnnel. Such a simple thing as carrying the CRASH Card culd well enable us as a service t make mre infrmed decisins regarding the treatment needed t a mtrcycle cllisin r incident. Rll ut f the scheme in Wales was, in part, influenced by previus wrk by The Ambulance Mtrcycle Club mnitring the delivery f the scheme. Fcusing n Essex (the lngest running participating area in the UK) and East Lndn, as the mst likely cmmuter rute ut f Essex, tw years fllwing implementatin; the study lked at the benefit f the interactin the card brings between rider and distributr. In summary, they fund that a psitive effect in rider attitude was an increased awareness f their wn vulnerability; When cards were distributed at training establishments a significant increase in bkings was nted. Mtrcycle dealerships reprted an increase in sales f prtective clthing fllwing interactin regarding the CRASH Card. Natinally, CRASH Cards have been distributed extensively acrss the UK in places including Devn, Crnwall, the Isle f Man, Nrthern Ireland, Essex, Humberside, Glucestershire, Birmingham and Nrth West f England. A full list f current participating areas can be seen n the Ambulance Mtrcycle Club website 1 In 2011, the scheme received The Prince Michael Internatinal Rad Safety Award. The awards are rganised and managed by RadSafe and are presented t individuals, cmpanies r rganisatins in recgnitin f their utstanding cntributin t imprving rad safety. Adrian Walsh, directr f RadSafe, said: Crrect pstcrash care is vitally imprtant these cards are a great help t thse wh deliver that imprtant first line help at the crash scene. T date, in excess f ne millin CRASH Cards have been distributed wrldwide. In additin, the scheme instigatr, Ian Burrell f the Ambulance Mtrcycle Club, was awarded an MBE in 2014 fr his services t mtrcycle safety and the CRASH Card prgramme. In 2012 the scheme was recgnised fr achievements in rad safety fr mtrcyclists by the Fédératin Internatinale de Mtcyclisme. An academic reprt int mtrcycle turism, by Dr Carl Cater, Senir Lecturer in Turism at Aberystwyth University, explres the nature f rider activity in Wales. His research highlights the grwth f mtrcycle 1 Ambulance Mtrcycle Club 2

5 wnership in Wales and the demgraphic f wners, alng with the prevalence f visiting mtrcyclist frm utside Wales. This reprt prved infrmative in identifying apprpriate recipients, distributrs and engagement pprtunities fr CRASH Card awareness. There were arund 57,000 mtrcycles licensed in Wales in 2009, grwing ver 60 per cent higher than nine years earlier, in 2000, when it came t 35,000 mtrcycles. This can be cmpared with, fr example, a 23 per cent grwth in the number f cars licensed in Wales. We d knw that there has been a shift t larger capacity mtrcycles and an increase in the average age f mtrcyclists, with 50% f all active mtrcyclists nw aged 40 r ver (DfT, 2007). The demgraphics f this grup has meant that, increasingly, mtrcycles are used fr leisure purpses rather than cmmuting. 2 The Eurpean Cmmissin, in its paper Saving 20,000 Lives n Our Rads: A Shared Respnsibility, calls fr imprved respnse and treatment f cllisin casualties. CRASH Cards are specifically designed t assist attending paramedics by prviding persnal medical infrmatin t infrm apprpriate timely treatment. Several thusands f lives culd be saved in the EU by imprving the respnse times f the emergency services and pst-impact care in the event f rad traffic accidents. Cnversely, pr pst-impact care culd lead t avidable injury and disability. 3 In 2011, despite accunting fr 1% f the rad traffic in Wales, mtrcyclists accunted fr 39% f thse killed r seriusly injured in rad traffic cllisins. This scheme, in cnjunctin with nging interventins designed t reduce the number f cllisins invlving mtrcyclists in Wales, was implemented t assist with prmpt and apprpriate medical treatment at the site f a mtrcycle cllisin. Mtrcyclists are nt necessarily at fault fr the cllisins they are invlved in, but their vulnerability means that they are far mre likely t be seriusly injured. The physical vulnerability f mtrcyclists is well recgnised, and as such, any infrmatin which can cntribute t their initial radside medical treatment, can mitigate the severity f their lng term health utcme. Whilst a diverse range f mtrcyclists are invlved in cllisins, a disprprtinate number f these casualties are men, riding n rural rads, in the warmer mnths f the year. 4 Partners have been encuraged t engage with this target grup and the scheme was launched at a time f year gauged best t dvetail with the peak mtrcycling seasn. The Rad Safety Framewrk fr Wales 5 identifies mtrcyclists as a high risk grup which shuld be targeted specifically by safety interventins. Welsh Gvernment calls fr a 25% reductin in the number f mtrcyclists killed r seriusly injured by 2020 (cmpared t the average figures fr Wales between ). This equates t 64 fewer mtrcyclist killed and seriusly injured casualties. Partners currently deliver educatin, training, publicity and enfrcement in an attempt t reduce mtrcyclist casualties. This scheme is intended t cmplement existing interventins, additinally giving partners pprtunities t directly interact with the mtrcycling cmmunity in a psitive manner, thus enabling prmtin f mtrcyclist educatin and training. 2 Mtrcycle Turism in Ceredigin, Dr Carl Cater, Aberystwyth University, February Saving 20,000 Lives n Our Rads: A Shared Respnsibility. 6 By carefully selecting distributin pints in an attempt t cnnect with hard t reach mtrcyclists, thse riders wh may nt nrmally seek t engage with training bdies, rad safety prfessinals r mtrcycle rganisatins can be engaged in a nn-threatening, nn-judgmental manner thrugh retailers, clubs, nline frums and scial gathering places. Effrts have been made t raise awareness f the scheme thrugh the mst apprpriate cmmunicatin methds fr engaging with mtrcyclists, whilst acknwledging the brad spectrum f peple wh ride mtrcycles. 4

7 The Interventin The interventin, as designed by the Ambulance Mtrcycle Club, is suitable fr all sizes f pwered tw wheelers, frm mpeds t super bikes and cruisers t turers, and fr all mtrcycle jurneys, t schl, fr leisure, wrk and cmmuting. Recmmended by the Rad Safety Wales Mtrcycle Safety Steering Grup in June 2012, lcal authrities and ther partners f Rad Safety Wales were cntacted t gauge interest in the natinal rll-ut f CRASH Cards in the Principality. The CRASH Card resurce cnsists f a simple business card sized nte (Appendix 2) that a rider stres inside the padding f their helmet. An accmpanying green sticker is affixed t the utside f their helmet, t alert the emergency services t the fact that the rider is carrying a card. The card has space fr vital infrmatin such as medicatin, medical histry and details f their next f kin. The CRASH Card cmes with a pre-printed letter (Appendix 3) which explains hw the scheme wrks, hw t fill ut the card, and advising that the green dt shuld be affixed t the right hand side f the helmet. The sticker has been specifically designed, and the glue tested, fr safe use n helmets. On behalf f participating partners, RSPA Wales sught cpyright permissin frm the Ambulance Mtrcycle Club fr the use f the scheme in Wales, bilingually and with the inclusin f Rad Safety Wales branding. RSPA als liaised with Openhuse, the preferred supplier at the time, regarding the design and print f the bilingual resurce. It shuld be nted that lcal authrities are bund by the Welsh Language Act t prvide dual language resurces where practicable. Ten lcal authrities and a further three Rad Safety Wales partners embraced the scheme, purchasing varying quantities f the bilingual cards (Appendix 4). At the six mnth pint, a further tw lcal authrities jined the scheme alng with an additinal Fire and Rescue Service. It was ascertained frm the suppliers that a reasnable natinal rder wuld significantly reduce the csts assciated with the cards; therefre, the resurce was centrally rdered via the RSPA Office in Cardiff, t ensure best value fr mney. The scheme, which was perating in tw areas f Wales prir t this interventin, initially expanded the prvisin f cards by 13,850 t participating areas, enabling riders t surce a free bilingual cpy. T raise awareness f the scheme, RSPA entered int cmmunicatin with the Welsh Ambulance Service NHS Trust, btaining their c-peratin and seeking their assistance in alerting Ambulance persnnel t the scheme s rll-ut within Wales. In additin RSPA cntacted all Reginal Ambulance Statins, Air Ambulance, adjacent Lcal Authrities and Emergency Service Headquarters within Wales and in neighburing regins. Expanding awareness f the initiative utside Wales was cnsidered imprtant given the well recgnised incidence f incming visiting mtrcyclists. Pre-launch, RSPA c-rdinated the cllatin f the CRASH Card Resurce and Infrmatin Pack (Appendix 5), which was circulated t participating partners t aid their lcal delivery f the initiative. The Pack included the fllwing standard dcuments/pr-frmas: A letter template t ptential distributrs explaining the scheme. (Appendix 6) Bilingual prmtinal psters: Fr use at distributin pints. (Appendix 7) A list f lcal ambulance statins and their cntact addresses and telephne numbers (partners were requested t liaise n a three mnthly basis with lcal persnnel t maintain awareness and btain scheme feedback). A prmpt-sheet fr fllw up calls t lcal ambulance statins was als included t aid mnitring and evaluatin and t maintain awareness f the scheme. A press release template fr lcal media, explaining that the scheme has been launched in the area, and where mtrcyclists culd pick up a pack. (Appendix 8) 5

8 Letters fr the lcal Fire and Rescue statins and Plice statins, explaining the scheme, in case they are first n scene at an incident. (Appendix 9) Frequently asked questins were included within the pack as a means f filtering ut queries relating t the initiative. These can be fund in Appendix 5 f this reprt. Questins/answers include tpics such as: Des the scheme cause issues re: helmet remval? Will the sticker fall ff/ is it safe fr helmet use? Why dn t we supprt the rll ut f UTags? Can t we just rely n ICE? Ancillary tasks were carried ut by RSPA Wales t assist prmtin f the scheme at natinal level n behalf f Rad Safety Wales: Issuing f a press release t the natinal mtrcycling press, the Mtrcycle Industry Assciatin, and ther apprpriate Welsh media. The scheme was als prmted by RSPA thrugh scial media platfrms such as Facebk, Twitter, the Rad Safety Wales website and apprpriate Mtrcycle Frums. In additin, RSPA Wales has been the c-rdinating partner fr the cmpletin f this evaluatin, accrding t the timetable set ut in the Resurce and Infrmatin Pack. (Appendix 5) The Infrmatin Pack included suggested recipients, as identified by the Rad Safety Wales Mtrcycle Safety Steering Grup. Suggestins included mtrcycle dealers, training rganisatins and mtrcycle test centres, mtrcycle clubs, the Military, BikeSafe, Clleges, Emplyers, and Sixth Frms etc. A questinnaire was designed by RSPA Wales fr distributin t the mtrcycling cmmunity thrugh partner interactin with mtrcyclists during the curse f their engagement activity r via distributin pints. It sught t measure awareness and ascertain scheme take up amngst bikers, as well as establishing the crrect and current use, plus any additinal feedback. (Appendix 13). RSPA Wales cllated replies as they were returned t the Cardiff ffice. Peridic reminders were issued t partners requesting evidence f rider feedback n the initiative. T raise awareness f the scheme in participating areas, bilingual psters were designed fr display at distributin pints and mtrcycling events (mtrcycle dealers, training establishments etc). All participating partners were asked t supply a list f their lcal distributin pints, the number f CRASH Cards prvided and a cntact name and telephne number, s that fllw up culd be undertaken by RSPA Wales staff. Satisfactin f the scheme and the level f stck available were mnitred n a three mnthly basis via telephne cntact with the distributrs. Issues highlighted when lcal distributin pints were cntacted as part f the mnitring prcess were immediately passed t partners fr actin, fr example, the prmpt delivery f mre CRASH Cards, additinal prmtinal psters etc. Thrughut the year, partners were requested t maintain strng links with their lcal ambulance statins in rder t prmte the scheme t lcal paramedics, and where pssible, gather evidence f its use amngst the mtrcycling ppulatin. Awareness amngst ambulance crews was cnsidered key t the success f the scheme. The usefulness f CRASH Cards in the event f a mtrcyclist casualty is largely subject t awareness f the scheme by the attending paramedic. Friends/c-riders f the casualty can advise if the paramedic has n knwledge f the initiative, hwever, the gal was that paramedics thrughut Wales becme familiar with the initiative and use the CRASH card t aid their prmpt, effective management f the casualty. 6

Cymru presentatins and ther mtrcycle events thrughut participating areas. Engagement pprtunities were utilised by partners t deliver ne-t-ne rad safety advice in relatin t the resurce. Regular partner cntact with lcal ambulance statins was intended t highlight the initiative and the availability f CRASH Cards, prmpting Ambulance persnnel t lk fr the green sticker n a casualty's helmet, identifying the presence f a CRASH Card. The interventin was far reaching in terms f rider prfile, it aimed t influence and benefit all mtrcyclists wh were ffered a CRASH card, regardless f the size f their mtrcycle, gender r age. The scheme is as applicable t lw pwered tw wheeler riders as mtrcyclists riding large machines. The interventin started n: 08 March 2013 The interventin was planned t end n: 28 February 2014 The aims f the interventin were: T facilitate easy access t vital medical infrmatin at the scene f a mtrcycle cllisin via the rll ut f the CRASH Card scheme in Wales. T prmte the CRASH Card Scheme within Wales, ensuring that mtrcyclists recgnise the benefit f carrying a card. T raise awareness f the scheme amng paramedics, ambulance service persnnel and ther emergency services. 7

10 The bjectives were: Cst: T increase the number f distributin pints where mtrcyclists can access a free Bilingual CRASH Card. T infrm the media f the availability f the scheme in Wales t assist in raising awareness amngst mtrcyclists. T raise the prfile f the scheme thrugh scial media, including Facebk, Twitter and mtrcycle frums. T alert neighburing authrities and emergency services that the scheme is live in Wales. The ttal financial cst f the interventin was estimated t be: 5,600, this des nt include any csts relating t staff time, but includes all translatin csts. This figure represents the cst f the riginal print rder f 13,850 CRASH Cards (invlving 10 lcal authrities and three additinal partners) and a subsequent rder f 2,900 CRASH Cards (an additinal tw additinal lcal authrities and ne fire and rescue service). In ttal, thrughut the year, 16,750 CRASH Cards were rdered. Evaluatin Methds: The evaluatin f the scheme was c-rdinated frm the RSPA Cardiff Office and was reliant n the c-peratin f participating partners. Required actins are listed belw and a full timetable fr partners respnsibilities is utlined in Appendix 5. Partners: Needed t keep a nte f lcal distributin pints, the number f cards prvided and a cntact name and telephne number, s that fllw up culd be undertaken. Were requested t maintain strng links with lcal ambulance statins in rder t prmte the scheme t lcal paramedics, and where pssible, gather evidence f its use amngst the mtrcycling ppulatin. Awareness amngst ambulance crews was key t the success f the scheme. Were asked t engage bikers in a questinnaire regarding their knwledge f the scheme. This questinnaire was prvided by RSPA, wh requested the return f cmpleted questinnaires t the Cardiff ffice when available. Were asked t act n any issues highlighted (and frwarded by RSPA staff) when lcal distributin pints were cntacted as part f the mnitring prcess. Fr example the prmpt delivery f mre cards, additinal prmtinal psters etc. RSPA Cardiff Office: Cllated existing evidence frm lcatins where the scheme was already peratinal; Mnitred the scheme thrughut the first twelve mnths. Cllated scheme evaluatin evidence and thereafter published an evaluatin reprt giving an verview f the scheme in Wales. 8

11 In mnitring the rll ut f the CRASH Card scheme in participating areas, semi-structured interviews were carried ut via a quarterly telephne questinnaire by RSPA Wales. This was cmpleted with distributrs in rder t establish their understanding f the scheme, their satisfactin, and the uptake by mtrcyclists thrugh their distributin pint. Miscnceptins regarding the interventin culd be addressed and crrected with distributrs during these calls and the crrect infrmatin passed t the mtrcycling cmmunity as a result. Unexpected additinal benefits included the pprtunity t flag up r discuss ther rad safety/mtrcycle training interventins. Partner telephne questinnaire cmpletin with ambulance statin persnnel (Appendix 14) was designed t impart understanding f the scheme and peridic fllw up, enabling awareness t be maintained amngst this key grup. In additin, semi-structured interview was prvided fr cmpletin with mtrcyclists during engagement pprtunities. Frmative evaluatin was carried ut in the initial stages f the interventin in an attempt t imprve the delivery f the scheme, identify any gaps in prvisin and reach, and allay cncerns and cnfusin regarding the inventin. This was actined n tw frnts: Partners were cntacted t establish if they had effectively disseminated their supply f CRASH Cards t apprpriate distributin pints. This cntact allwed the RSPA Wales ffice t prmpt partners t uphld their cntributin t the scheme, t discuss the apprpriateness f selected distributin pints and t encurage greater activity where a slw start had been made. Direct interactin with distributrs f cards allwed RSPA staff t check the understanding f the scheme amngst distributrs. It prvided an pprtunity t crrect any miscnceptins which culd be passed n t mtrcyclists, adversely affecting the success f the initiative. Such issues included, unwarranted cncerns regarding inapprpriate helmet remval r the damaging effect f stickers placed n helmets. Feedback was sught frm distributrs n a three mnthly basis thrughut the perid f this scheme. The semi-structured interview acted as a means t engage the receiver in discussins arund the scheme. The RSPA interviewer had a list f tpics t ask abut, with sme mre specific questins relating t thse tpics in mind. Unlike a structured questinnaire, the interviewer culd respnd t answers given, and prbe further - as in a cnversatin. The questins were nt asked in the same way t everybdy, and the interviewer was able t add r expand n questins as apprpriate. The questins in the semi-structured interview were pen ended and the lse structure meant that sme basic questins were asked f everyne, making it easier t cmpare respnses f different distributrs. Structured interviews, face-t-face with mtrcyclists were carried ut, where the interviewer sught particular infrmatin. The interviewer was interested in self-reprted pinins, attitudes, r behaviurs and it aimed t cllect a limited amunt f data frm a large number f peple s that statistical analysis culd be cnducted. This apprach was cnsidered the mst apprpriate given the transient nature f the interactin with the beneficiaries f this scheme. It als identified thse areas f the interventin that required mdificatin r a fcus n extra effrt. Success f the scheme was in heavily reliant n timely and effective actin by participating partners. RSPA Wales mnitred the delivery mechanisms f the interventin t establish if everything happened as it shuld have dne and t assess the implementatin f the interventin. Effectiveness is explred in the discussin sectin f this reprt. The persnalised 12 mnth evaluatin reprts supplied t partners summarised their activity surrunding the scheme, and measured the verall effectiveness f the interventin in achieving its aims and bjectives in their area. 9

12 All five Reginal Ambulance Trusts in Wales were cntacted by RSPA Wales (Appendix 12) and asked t cascade infrmatin f the scheme t the apprpriate staff. Lcal ambulance statin addresses were prvided t participating partners in rder fr regular cntact t be established and maintained. All brdering lcal authrities, Plice Frces, Ambulance Service Trusts and Fire and Rescue Services were infrmed f the rll ut f the scheme in Wales (Appendix 11). The baseline data: Whilst CRASH Cards have previusly been available elsewhere in the UK and in limited parts f Wales, their distributin was nt widespread within the Principality and awareness f their availability amngst mtrcyclists and rad safety fficers was therefre assumed t be limited. Prir t the interventin, the availability f CRASH Cards was restricted t tw regins f Wales. Fllwing rll-ut f the scheme the resurce became available in a further twelve lcal authrity areas f Wales and frm an additinal fur Rad Safety Wales partners. The Welsh Gvernment expects partners t seek t engage with 'hard t reach mtrcyclists' wh are ptentially mre at risk, t cmmunicate with representatives f mtrcycling grups and t better understand what actins will be mst effective. The Rad Safety Wales Mtrcycle Safety Steering Grup, which cnsists f members frm mtrcycle training cmpanies, natinal mtrcycle clubs, advanced rider grups, emergency services persnnel and lcal authrity rad safety fficers recmmended the adptin f the CRASH Card scheme as just ne tl t target mtrcyclists in a friendly and useful manner. It was felt that the scheme wuld give nn-threatening pprtunities fr engagement with mtrcyclists wh wuld nt nrmally be receptive t rad safety infrmatin. This interventin sught t increase the use f CRASH Cards within Wales by 16,750, which represents 100% f the cards made available by this initiative. Mnitring enabled the identificatin f shrtfalls in rdering by partners, and gave justificatin fr further budget allcatin fr this scheme in future. It is envisaged that the successful rll ut f the current initiative, and this evaluatin, will prmpt thse lcal authrities nt currently participating t lk favurably twards prviding funding fr the CRASH Card scheme in their area, thus further expanding the prvisin acrss Wales. The ultimate gal is t have supplies f free Bilingual CRASH Cards available t all mtrcyclists living, wrking r visiting Wales. Evaluatin Design The evaluatin design chsen was: pst-interventin nly withut a cntrl r cmparisn grup. We appreciate that withut a cntrl grup this evaluatin is the least rbust. Hwever, due t the previusly limited availability f CRASH Cards in Wales we can assume that mtrcyclists (and ambulance service persnnel) existing level f attitude/behaviur/knwledge f the scheme is lw utside the tw Welsh regins where the scheme was already peratinal. Awareness f the scheme, established thrugh questinnaires, can therefre be assumed t have risen due t the rll-ut f this initiative and cnsiderable increased prvisin. 10

13 The data cllectin methds utilised were: Results Questinnaire Structured Interview Semi-structured Interview Respnse Rates At the three mnth evaluatin pint, 33 distributrs acrss participating areas had been identified. A telephne interview with a member f RSPA staff ascertained their level f activity, satisfactin, the respnse f clients/custmers, and their understanding f the scheme. At this pint, n mtrcycle questinnaires r ambulance staff questinnaires had been returned t the RSPA Office, this issue was raised with partners, wh were asked t make a cncerted effrt t gain feedback. The rll ut f the CRASH Card scheme in Wales had gained fur mentins n websites and five mentins in the press. It shuld als be nted that at this pint, three partners had nt yet supplied RSPA with a list f distributrs and cnsequently n telephne interviews culd be cnducted fr these areas. At the six mnth evaluatin pint, 35 distributrs acrss participating areas had been identified. 83% f these tk part in a telephne interview with a member f RSPA staff. Frty fur mtrcycle questinnaires had been returned t the RSPA Office, and tw ambulance staff questinnaires. The scheme had gained tw further mentins n websites. By this stage, ne partner had still nt supplied RSPA with a list f distributrs, therefre n telephne interviews culd be cnducted and the six mnth reprt reflected the failure t supply infrmatin fr evaluatin purpses. All partners received a six mnth prgress reprt frm RSPA in September Further telephne interviews with distributrs were carried ut at the nine mnth pint and twelve mnth pint. At bth pints 86% f distributrs were successfully cntacted fr feedback. As a result f this interventin an additinal 12 lcal authrities and fur further partners ffered free bilingual CRASH Cards t mtrcyclists and 16,750 bilingual cpies were made available fr distributin. During the twelve mnth mnitring perid a requirement fr extra stck was identified by five participating partners as their riginal stck f CRASH Cards had been distributed. All participating partners received a final full year reprt in April

14 Questinnaire returns In ttal 113 mtrcyclist questinnaires were returned. In measuring awareness f the scheme the fllwing was established frm returned mtrcyclist questinnaires: Have yu heard f CRASH Cards? 50 respndents had heard f CRASH Cards prir t being asked t cmplete the questinnaire. 59 were nt aware f the initiative prir t the engagement. Fur respndents did nt answer this questin. All mtrcyclists wh did nt previusly have a CRASH Card were supplied ne during the questinnaire engagement. All respndents (113) wh reprted already having a CRASH Card r wh were given a card at the engagement cnfirmed that they had: cmpleted the CRASH Card with their medical data. affixed the sticker t the helmet visr and placed the CRASH Card in the helmet lining. All but ne respndent wh had btained a CRASH Card had recmmended the initiative t a friend. Additinal cmments included: Cards shuld always be free f charge Shuld be sent t all wh apply fr a mtrcycle licence r purchase a mtrcycle. Culd be sent ut with licence/registratin dcuments The card culd be mre rbust N discernable difference was identified in delivery f the scheme in rural r urban areas, with a particular age f rider, r size f mtrcycle. The resurce is suitable acrss all demgraphics and lcatins. All Reginal Ambulance Trust teams were made aware f the scheme by RSPA. Partners were tasked with making and maintaining regular, three mnthly cntact with lcal Ambulance persnnel. This aspect prved difficult fr partners t fulfill and just tw questinnaires were cmpleted with ambulance staff. Anecdtally RSPA is aware that there is a gd level f awareness amngst ambulance persnnel acrss the UK, hwever, the evaluatin prcess in Wales has unfrtunately nt been able t verify this. Distributr Feedback All 35 distributrs cntacted by RSPA were c-perative and happy t be telephned at three mnthly intervals, t assist in evaluating the scheme. CRASH Cards were prmted by distributrs in the fllwing ways: Prvided with every sale Freely available n the cunter Situated at the cffee pint/receptin Given t every trainee/curse attendee The final telephne questinnaire was carried ut at the 12 mnth pint. Cmplete distributr feedback (at three mnthly intervals) has been incrprated int partners 12 mnth reprts. At this pint 30 distributrs were successfully cntacted and 97% were psitive abut the CRASH Card scheme, reprting that they wuld like t see the initiative cntinue and wuld cntinue t ffer their supprt. Thrughut the 12 mnth mnitring perid distributrs were cnsistently psitive abut the scheme, reprted that it was psitively received by mtrcyclists, and that they were happy t cntinue as distributrs. One distributr cmmented that they did nt feel the scheme was value fr mney and felt that mtrcyclists wuld nt take ntice. The Rad Safety Officer was advised t cllect the remaining CRASH Cards frm this utlet and identify a mre supprtive distributin pint. 13

During the first year, in ttal 16,750 CRASH Cards have been made available acrss Wales and at the time f writing numbers are being cllated fr a further print run. Prgress reprts were frwarded t participating partners at the six mnth and twelve mnth pint by RSPA. Infrmatin included a summary f questinnaire respnses, the highlighting f pertinent issues and recmmendatins n partner prgress. Discussin The develpment f the CRASH Card Resurce and Infrmatin Pack and the inclusin f a schedule f respnsibilities prir t scheme instigatin, made expectatins clear and participants were therefre greatly assisted in intrducing the scheme t their area. Grund wrk carried ut by RSPA Wales in advance f the scheme launch was designed t ensure cnsistency in delivery, and help facilitate requirements f the evaluatin prcess. A technical issue with the CRASH Cards supplier resulted in a delay t delivery f ne week; this was disappinting, but nt detrimental t the interventin as a whle. Partners were affrded every pprtunity t gather the required infrmatin in a cnsistent manner fr evaluatin purpses. RSPA was infrmed f distributin pints in a prmpt and timely manner in the majrity f cases, hwever, in tw regins initial mnitring highlighted issues regarding distributin respnsibilities. This resulted in a ne mnth delay t the start f scheme delivery in the first area and a three mnth delay in secnd. A further issue identified at the three mnth evaluatin pint, was that three partners had yet t infrm RSPA f their distributin pints. Thrughut mnitring (at each three mnth stage) issues were immediately flagged up with partners, wh were encuraged t address delays as a matter f urgency. In the case f ne partner, RSPA nly became aware f any specific distributin in the final mnth f mnitring, despite several attempts t gain this infrmatin. It was therefre impssible t gather any mnitring data fr the purpses f evaluatin until very recently. It is unsatisfactry that RSPA is therefre unable t establish if stck has been effectively distributed t mtrcyclists. A gd deal f media cverage was btained by participating partners and RSPA. Distributr feedback and nline interactin suggest raised awareness amngst mtrcyclists and retailers. Fr example, a pst regarding the scheme, n the Rad Safety Wales Facebk page (15 th March 2013) was read by 2,425 peple. Further media cverage is utlined n page six f this reprt. Awareness f the scheme by emergency service persnnel is nt prven. Thrughut the first year f the interventin, partners reprted difficulty in engaging with lcal ambulance statin persnnel; cnsequently nly 14

17 tw ambulance staff questinnaires were returned. Cmpletin f these questinnaires wuld certainly have assisted the evaluatin in prviding evidence f: Awareness f the scheme Reprts f ambulance crews encuntering a mtrcyclist carrying a CRASH Card Relevant feedback which culd assist in future scheme delivery Hwever, tw Welsh Fire and Rescue Services and tw Welsh Plice Frces have been partners in the scheme. Their apprach has been t utilise the resurce during engagement with mtrcyclists in the nrmal curse f their wrk. In additin, RSPA cntacted all Reginal Ambulance Statins, Air Ambulance, adjacent Lcal Authrities and Emergency Service Headquarters within Wales and in neighburing regins. Expanding awareness f the initiative utside Wales was cnsidered imprtant given the well recgnised incidence f incming visiting mtrcyclists. Whilst evidence f emergency service awareness is lacking at lcal level, it is apparent that natinally and internatinally CRASH Cards is an increasingly recgnised and utilised mtrcycle initiative. T date ver ne millin CRASH Cards have been distributed t mtrcyclists glbally. Other mtrcycle schemes delivered in Wales such as BikeSafe (a Plice initiative) First Bike n Scene, Biker Dwn! Cymru (a Fire and Rescue Service initiative) and thers, nw distribute the resurce t participants. Fllwing delivery f CRASH Cards and an explanatin f the scheme by participating partners, the identified distributrs were extremely supprtive; willing t discuss their experiences in engaging with mtrcyclists regarding the scheme; and happy t supprt the initiative n an nging basis. Distributrs fully c-perated with all aspects f the quarterly mnitring. A relatively lw number f mtrcyclists questinnaires were returned t the RSPA Office fr evaluatin purpses. Hwever, an example f best practice was identified when a Rad Safety Officer, wrking in partnership with a Plice Cmmunity Supprt Officer, targeted the Abergavenny Bus Statin. The strategy f visiting a well knwn lcal mtrcyclists meeting spt, t seek scheme feedback, prved fruitful and yielded 52 cmpleted questinnaires. Shuld this initiative cntinue partners need a greater understanding that effective evaluatin is nly pssible by cllecting data frm thse utilising the resurce. Despite being prvided with all dcuments, templates and a schedule f actins, and even thugh repeated reminders were issued, nly six partners were able t prvide a limited number f cmpleted questinnaires frm mtrcyclists and ambulance persnnel. As envisaged, active participants in the scheme reprted that in giving a free resurce t mtrcyclists, they were affrded the pprtunity t engage in a nn-threatening manner. Interactin gave the pprtunity t mentin additinal mtrcycling interventins available in Wales. N discernable difference was identified in delivery f the scheme in rural r urban areas, with a particular age f rider, r size f mtrcycle. The resurce is suitable acrss all demgraphics and lcatins. It was reasnable t assume that the interventin wuld result in the expected utcmes as stated in the lgic mdel. The cncept f the interventin was realistic. Frm the utset it was recgnised that the prcess wuld enable an increase in available resurces and a means f engagement with the mtrcycling cmmunity, alng with enhanced awareness f the scheme amng emergency service persnnel and the media. Outcmes were therefre set t be achievable yet challenging. Pleasingly, expansin f the scheme saw three further partners jin at the six mnth pint. In additin t a requirement by five participating partners fr further stck, a secnd print run was actined. Within the year 16,750 CRASH Cards in ttal were made available, thereby significantly increasing CRASH Card capacity acrss Wales. 15

18 At the clse f the year, participating partners were cntacted t establish their intentins regarding cntinuatin f the scheme. Only ten partners respnded, all indicated their intent t supprt the initiative subject t funding. 16

19 Cnclusin The interventin has greatly bsted the number f free CRASH Cards in Wales and brught this highly regarded internatinal scheme t a high risk target grup as identified in the Rad Safety Framewrk fr Wales. The different types f distributin pints (Appendix 15) enabled cards t be available t all sectins f the mtrcycling cmmunity, at all stages f their riding career. Questinnaire returns, althugh limited in number, were verwhelmingly psitive shwing that CRASH Cards are well received and understd by mtrcyclists wh are keen t carry the card. Mtrcyclists are aware f their vulnerability and were happy t embrace an initiative that can cntribute t their health utcme shuld they becme invlved in a cllisin. Distributrs played a vital rle in the initiative and were largely very effective. Withut their supprt and effrts, the scheme wuld have been greatly hampered. A disappinting number f participating partners were able t supply the required level f scheme feedback frm mtrcyclists and ambulance persnnel, therefre, the evaluatin has been smewhat hindered by limited evidence frm these quarters. Centralised evaluatin such as this, whilst time efficient fr the majrity, is heavily dependent n the practive participatin f all partners. It is hwever, thrugh feedback frm distributrs, that we are aware f the schemes success in achieving its aims. Recmmendatins It is recmmended that this initiative shuld cntinue t be delivered as part f a package f rad safety interventins aimed at mtrcyclists using Welsh rads. The resurce is affrdable fr partners and prvides instant infrmatin abut the carrier t emergency services persnnel at the scene f a cllisin. Partners are advised t make a cncerted effrt t seek further scheme feedback frm Ambulance Trust persnnel in rder t gain psitive examples f CRASH Cards usefulness at the scene f a cllisin. Disseminatin f the cards affrds rad safety partners an pprtunity t engage with mtrcyclists acrss a brad demgraphic. Within the Rad Safety Framewrk fr Wales there is an expectatin that Partners will... engage with hard t reach mtrcyclists, wh are ptentially mre at risk. The target f a 25% reductin in the number f mtrcyclists killed and seriusly injured n Welsh rads by 2020 necessitates the need t reach mtrcyclists wh may nt nrmally cme int cntact with training bdies, rad safety prfessinals r ther mtrcycling rganisatins. This resurce shuld be seen as a valuable tl fr instigating cnversatins with all categries f mtrcyclists, allwing prmtin f key messages and signpsting t rad safety initiatives and training curses acrss Wales. T gain necessary evaluatin data, pprtunities t gain the views f mtrcyclists shuld be capitalised upn by targeting venues that are ppular with the mtrcycling cmmunity. In mnitring the scheme, suggestins fr imprvements have included: An additinal space n the card t recrd the carrier s bld grup. This has been cnsidered by the scheme instigatrs; hwever, ambulances d nt rutinely carry bld. The Helicpter Emergency Medical Service des carry bld, but this will be O negative, cmmnly knwn as universal dnr. On arrival at the hspital a casualty s bld will be tested, this is a very quick prcess which prvides the necessary definitive infrmatin fr treatment. 17

20 Make CRASH Cards dwnladable. This may be feasible fr a replacement CRASH Card. Hwever, the current printed versin is mre rbust than paper and is accmpanied by a letter f explanatin, and green sticker, fr applicatin t the rider s helmet. Extend the scheme t cyclists. Liaisn with the Ambulance Mtrcycle Club indicates that subject t the availability f partners budgets, this suggestin culd be taken frward. Given the ppularity f CRASH Cards internatinally and the relative affrdability f the resurce, this scheme shuld be viewed as a rlling prgramme. Cards will wear ut, medical cnditins may alter, emergency cntact telephne numbers fr next f kin may change and new mtrcyclists will be jining the cmmunity cntinually. Fr these reasns lcal authrities and partners shuld cnsider allcatin f funds t this initiative n an annual basis. 18

It is designed fr all sizes f pwered tw wheelers, frm mpeds t super bikes and cruisers t turers, and fr all mtrcycle jurneys, t schl, fr leisure, wrk and cmmuting. Grwing internatinally, within Wales, Pwys CC rad safety team and the Nrth Wales Mtrcycle Alliance have already intrduced this resurce, which cnsists f a simple business card sized nte that a rider stres inside the padding f their helmet. There is an accmpanying green sticker t stick n the utside f their helmet, t alert the emergency services t the fact that the rider is carrying a card. The card has space fr vital infrmatin such as medicatin, medical histry and details f their next f kin. The CRASH Card resurce cmes with a pre-printed letter which explains hw the scheme wrks, hw t fill ut the card, and advising that the green dt shuld be affixed t the right hand side f their helmet.* Cpyright permissin has been btained frm the Ambulance Mtrcycle Club fr the use f the scheme in Wales with the RSW lg and it has been translated int Welsh. RSPA has already cntacted the Welsh Ambulance Service NHS Trust with regard t the scheme.
