2 Jint Meeting f the Minnetnka Park Bard and City Cuncil Item 2A Meeting f Nvember 1, 2017 Subject: Park Bard Related Gal: Park Bard Related Objective: Brief Descriptin: Prgress reprt frm the Chair Enhance Lng-Term Park Bard Develpment Enhance cuncil relatins serve as a vice t the cuncil The Chair will prvide a summary f 2017 wrk cmpleted t date Backgrund In January, the park bard appinted Nelsn Evenrud as Chair and Cindy Kist as Vice- Chair fr terms running thrugh January 31, In February, tw new members were appinted t the park bard; James Durbin and Chris Walick. Summary As f Nvember, the park bard has met a ttal f six times in In additin, the bard cnducted a tur f parks and facilities in May. The fllwing is a summary f significant park bard accmplishments t date in 2017: Adpted a Strategic Plan in January that includes a missin, visin, fur primary gals, and related bjectives. Apprved park and trail prjects fr the Capital Imprvements Prgram. Reviewed and recmmended price adjustments t 2017 Shady Oak Beach fees. Received a request t cnstruct muntain biking trails in Civic Center and Big Willw Parks. Held a public meeting regarding muntain biking trails and directed staff t lk at ther feasible lcatins including the 494 crridr. Discussed and recmmended a plan fr the public input prcess. Reviewed and apprved changes t the city s park regulatins. Reviewed the Natural Resurces Divisin s 2017 Educatin and Outreach Plan. Apprved 2018 slip fees fr Gray s Bay Marina. The Riley-Purgatry-Bluff Creek Watershed District, Scenic Heights Elementary Schl and the city f Minnetnka are cllabrating t restre a prtin f Purgatry Park in cnjunctin with the eclgical restratin f the Scenic Heights Elementary Schl Frest. The Park Bard reviewed cmpnents f the restratin plan and cmmunity utreach effrts.

Summary The park bard has been busy with a number f prjects in The fllwing is an update n significant prjects: Muntain biking: Interest in muntain bike trail develpment was first generated thrugh the Imagine Minnetnka visining prcess in Staff wrked with interested residents and Trail Surce Inc. t prvide and present a pssible cncept t the park bard. Since that time, city staff heard frm many residents regarding the ptential creatin f muntain biking trails. While many residents supprt the additin f trails, thers have viced cncern ver the ptential prject. WSB and Assciates were cntracted t assist with the public engagement prcess and will begin fcus grup and general public meetings in Nvember Alng with the public engagement piece, staff created a prject page fr muntain biking and t date has 536 subscribers with 1,289 views. Staff is cnducting an internal feasibility study that will run parallel with the public engagement prcess. Staff anticipates presenting their feasibility study t the park bard in early Pickleball: Pickleball curts were designed and bids were received Aug. 3, Based n cncept plans t build eight curts that were prepared in 2016, the estimated cst fr cnstructin was $310,000. The lwest bid received was $423,050.94, which well exceeded the budgeted amunt. Bidding prjects in the summer smetimes yields higher bids as cntractrs have their wrklads established fr the remainder f the year. The bids were rejected and the prject will g ut t bid again in January 2018, when the bidding is expected t be mre cmpetitive. If the bids again exceed the amunt budgeted in the CIP, staff will lk at either recmmending amending the CIP r scaling back the prject t six curts instead f eight. Park Regulatins: The rdinance t amend park regulatins was intrduced t the cuncil n March 27, and was n the city cuncil agenda fr adptin n April 24, The rdinance was adpted, except fr the change regarding sledding, item 16. The cuncil felt sledding shuld be an pen activity and nt regulated in specific areas. The language was therefre nt changed and reads as fllws: A persn must nt use a sled, tbggan, r ther means f sliding n snw and ice in areas where this activity is prhibited by signs. Staff met with the city attrney t review the city s liability, with the fllwing three ptins t cnsider: 1) Leave the language as is; 2) remve all language pertaining t sledding frm the rdinance; r 3) bring the item back t the park bard t refine the language t prhibit dwnhill sledding in parks, but allw general use f sleds in ther

As a result staff recmmends nt changing the rdinance, s the language will remain in effect. McKenzie Park Bards: Funds were set aside in the 2017 Capital Imprvements Prgram t install a new bard system at McKenzie Park ice rink. After researching different prducts, staff selected a system that will utilize fiberglass panels instead f HDPE plastic. The existing bard system has been remved and the panels will be saved t be used n ther rinks. Trail Flding: A number f persistent trail flding areas were remedied ver the past year. Nne f the areas raised required an extensive repair like the wdchip burrit that was installed under the trail nrth f the Highway 7 cattle pass in Purgatry Park Tw segments f trail in were raised. Meadw Park 2,000 feet f gravel trail in was verlaid with 4 inches f new trail rck, and ld pipes were replaced under the trail t help reduce flding ptential. Big Willw Park The paved trail that parallels Minnetnka Bulevard acrss frm Applewd Pinte had settled ver time, with ne area as much as 10. The lw segment was raised back t the riginal elevatin and the trail was verlaid frm the small parking lt t the west side f the sccer field. The trail segment under the railrad bridge is als prne t persistent flding. Unfrtunately this trail segment will nt be able t be raised enugh t prevent being flded. When the trail was recnstructed in 2013, it was raised as high as pssible t still allw maintenance vehicles t crss beneath the bridge. Civic Center Lighting: The city applied fr and received a Hennepin Yuth Sprts Prgram Grant in the amunt f $90,000 t add lighting at the Civic Center Field. Installatin f the LED lighting system was cmpleted in May 2017.The additin f lights allws fr extended use f the field by an average f tw hurs per day frm May thrugh Octber. Recmmended Actin: Nne.
