4 Mayral Message The Lithgw City Cuncil Draft has been develped t prvide a directin fr ecnmic sustainability and grwth thrugh cultural develpment in the Lithgw lcal gvernment area fr the time frames. By clsely linking the strategies and actins frm the Plan with the Lithgw Jbs Summit Reprt and ther planning instruments within Cuncil it is anticipated that Cuncil will becme the champin fr future ecnmic develpment and grwth in the Lithgw Lcal Gvernment Area. This dcument prpses that the way frward fr cultural develpment in the Lithgw Lcal Gvernment Area is t begin a cultural mapping and placemaking prcess which will identify what the individual twns, villages and lcalities within the Lcal Gvernment Area want in terms f cultural develpment. mapping will seek t identify current activities and cmmunity grups prviding an verall view f the direct and indirect benefits f cultural activities within the cmmunity. In additin t this we will lk at ways that Cuncil can assist cmmunities t develp new prgrams based n their tangible and intangible assets which will benefit the whle f the Lithgw Lcal Gvernment Area. A sustainable apprach t placemaking such as cultural, heritage, main street and village enhancement prgrams will be identified in cnjunctin with the lcal cmmunity. This type f apprach aids in the prmtin f cmmunity pride, grwth and ecnmic develpment. Venues and facilities in the Lithgw area will be the subject f an audit prcess which will identify pprtunities fr enhancement and marketing f these facilities. A feasibility study int Precincts fr Lithgw, Wallerawang and Prtland has been set as a key pririty fr the Plan. There is a diverse range f facilities within these twns which can prvide a variety f services t the cmmunity. The imprtance f heritage is a significant cmpnent f the Lithgw Regin s identity. Identificatin and recgnitin f ur cultural landscapes, bth built structures and significant envirnmental crridrs, will aide in the develpment f management plans fr Crwn Lands, Cmmunity Lands and lcal streetscapes. This infrmatin will infrm Cuncil s Lcal Envirnment Plan and future Develpment Cntrl Plans designed t identify areas f industrial develpment, urban expansin and ecnmic grwth. This plan recgnises the rle creative and cttage industries will play in the future ecnmic develpment and grwth f the area. As there is a shift in the future frm the traditinal industrial base, Lithgw will need t rely mre n its ability fr grwth and renewal t develp ecnmically sustainable and viable businesses. Active participatin in the Learning Cities prgram will see the Lithgw area mve frward int the future. A Learning City is ne that renews itself and prmtes life lng learning. Educatin and the facilitatin f practive learning partnerships will generate a brader wrkfrce and skills base. Acknwledgement f the Indigenus Culture f the area thrugh the develpment f a Wiradjuri Language Prgram, festivals and events will prmte understanding and inclusin. 5 Executive Summary The Lithgw City Cuncil Plan acknwledges the diversity and cntributin that the residents f the Lithgw Lcal Gvernment Area play in develping the cmmunity. The arts benefit and strengthen cmmunities, cultural turism nt nly prvides a direct ecnmic benefit t cmmunities but, imprtant quality f life factrs, such as imprved health, wellbeing and reductins in anti-scial behaviur can all be linked t the develpment f cultural activities and cmmunity building (Yates & Cllins 2008, p.12). An extensive cmmunity cnsultatin prcess has been cnducted thrughut the Lcal Gvernment Area alng with an audit f prir attempts at Planning and all f Cuncils strategic dcuments. The Lithgw City Cuncil Management Plan utlines a number f activities which will be undertaken in the year that can be linked t the Plan. This includes: Develp a cultural plan with the cmmunity. Dnatins and spnsrship f cmmunity grups and rganisatins. Imprvements t cmmunity halls. Upgrade f park furniture and play equipment. Prvisin f advice and assistance t cmmunity grups t identify and btain grant funding. Supprt fr cmmunity activities and events Operatin f Eskbank Huse & Museum Cnducting Australia Day activities. The Lithgw City Cuncil Plan identifies key areas fr sustainable grwth in relatin t ecnmic, envirnmental, scial, cultural, heritage, turism and industrial develpment in the Lithgw Lcal Gvernment Area. 9 2. Preamble 2.1 Intrductin The Lithgw City Cuncil Plan has been prepared by Lithgw City Cuncil with the cperatin and participatin f the greater Lithgw cmmunity. The Plan will assist Cuncil in identifying cultural resurces and facilities existing in ur cmmunities, facilitate pprtunities fr imprvements, define the rle Cuncil shuld have in cultural activities and develp a better understanding f the needs f ur cmmunity. Furthermre, the Lithgw City Cuncil Plan prvides a framewrk frm which achievements can be measured against identified utcmes. T successfully implement the Plan, Cuncil acknwledges the diversity and individuality f the twns, villages and lcalities in the Lithgw Lcal Gvernment Area and their rle in develping and shaping the cmmunity thrugh heritage, festivals, the arts and the intangibles such as cmmunity spirit, shared stries and wellbeing. Cuncil recgnises the need t frm partnerships with specific sectins f ur cmmunity and the need t cnsult with ther gvernmental departments and agencies t further enhance and prmte cultural pprtunities. The develpment f the Plan is a key strategic prcess that seeks t recgnise ur unique culture as an essential element f the scial and ecnmic existence f ur cmmunity. The Plan will be clsely linked t Cuncil s Scial Plan, Strategic Plan, Crime Preventin Plan, Management Plan and Lcal Envirnmental Plan. The cultural planning prcess invlves the examinatin (audit) f the cmmunity s scial and cultural activities, resurces and aspiratins. It is als an imprtant dcument fr Cuncil t have as a backgrund tl t enable the pursuit f gvernment funding fr cultural activities and specific cmmunity based funding pprtunities fr prjects. 2.2 Lcal Gvernment Assciatin & Shires Assciatin f NSW The future f lcal gvernment depends largely n its capacity t anticipate, challenge, and respnd t the frces that will shape ur cmmunities in the cming years. Department f Lcal Gvernment (2006) Althugh it was initially suggested that all NSW Cuncils shuld have a Plan in place by Nvember 2004, there is n mandatry requirement t date t develp a Plan. Hwever, In July 2004, the NSW Ministry fr the Arts (Arts NSW) and the NSW Department f Lcal Gvernment published the Planning Guidelines fr Lcal Gvernment. The guidelines prvide a framewrk fr the develpment and implementatin f a Plan. In 2002, amendments t the Lcal Gvernment Act prvided fr Cuncils t include in their management plans a statement n scial, cmmunity r cultural matters. Hwever this des nt imply that Cuncils are required t develp a cultural plan (NSW Ministry fr Arts & NSW Department f Lcal Gvernment, 2004). Planning and Develpment is recgnised as a cmpnent f cmmunity planning and services. At the cnclusin f the 2005 Annual Lcal Gvernment Cnference, a plicy statement was develped which utlines lcal gvernments visin fr Cmmunity Planning and Services acknwledging the Page 6

10 2. Preamble imprtant rle it cntributes t physical, psychlgical and scial health, welfare and the general wellbeing f citizens (Lcal Gvernment Assciatin 2005). The Third Accrd was implemented n 1 January 2006 fr a three year perid t cnclude n 31 December 2008 under the auspices f the Develpment Standing Cmmittee (representatives f the Lcal Gvernment & Shires Assciatin & Arts NSW). The fcus f the cmmittee is: T wrk cllabratively t establish a new Ministry funding prgram fr Lcal Gvernment that recgnises Lcal Gvernments wh are making a sustained cmmitment t the arts and culture thrugh a cultural planning framewrk. In recgnitin f the imprtant cultural cllectins held by Lcal Gvernments, t jintly encurage greater integratin f the peratin f Lcal Gvernment cultural facilities including libraries, museums and art galleries. T jintly develp a prpsal fr a natinal strategy fr Cmmunity Develpment thrugh the Ministers Cuncil. 2.3 Definitins The fllwing definitins are used by the Lcal Gvernment Assciatin & Shires Assciatin NSW in regards t cultural plicy and planning. assciated with wrk, sprts, leisure, cmmn interests and ther activities cntributing t the well being f their sciety and family and t their quality f life. Culture is hw peple determine their way f life Activities activities encmpass the visual, perfrming and literary art, scial events and activities, educatinal activities leading t the develpment f cultural skills and knwledge, festivals, celebratins, cmmemrative events, cmmunity and urban planning and design, public art and cultural planning Art Art is a medium, tl r resurce/s that can be used t creatively express and cmmunicate the cmmunity s culture and spirit, whether t prmte issues, nurture and express their creativeness, embrace and preserve a quality f life and/r develp. Art can make the tangible intangible Cmmunity Develpment Cmmunity cultural develpment describes prcesses in which cmmunities interact at a lcal level with arts and culture. It is the nurturing, expanding and expressin f a cmmunity s cultural life by the cmmunity itself, enabling cmmunities t advance their artistic, scial and ecnmic aspiratins Culture Culture in its bradest terms, is abut hw peple scialise, interact with their envirnment and each ther, whether thrugh activities and respnsibilities Page 7

Visin 3.1 Overarching Visin The fllwing verarching visin was develped in cllabratin with the cmmunity and adpted by Cuncil at its Plicy and Strategy Cmmittee Meeting f 3 Octber 2006 (Minute N ): A Centre f Reginal Excellence that: Encurages cmmunity grwth and develpment Cntributes t the efficient and effective management f the envirnment, cmmunity and ecnmy fr present and future generatins. 3.2 Visin Statements The fllwing visin statements were develped in cllabratin with the cmmunity and adpted by Cuncil at its Plicy and Strategy Cmmittee Meeting f 3 Octber 2006 (Minute N ). 12 4. Planning Prcess 4.1 Planning Histry The develpment f a Plan fr the Lithgw Lcal Gvernment Area has had a lng histry. In 1998 the Lithgw Arts Cuncil was reestablished and has as ne f its aims the develpment f a Plan. In 2000, the Arts OutWest Lcal Gvernment Planning Prject prduced a Preliminary Draft Reprt. Fllwing this Draft, a Wrking Party was established t develp a ne page statement utlining the framewrk fr the develpment f a Plan. In 2002, Cuncil recnvened this Wrking Party t further develp this framewrk fr discussin and the finalisatin f the Plan. In May 2003 a Draft Plan was prepared by Jhn Bayliss, Lithgw Reginal Library. In May 2004 Arts OutWest prepared a revised Lithgw Plan Draft fr the Plan Wrking Party. February 2007 Lithgw City Cuncil appinted a Develpment Officer wh is required t develp and implement a Plan fr the Lithgw Lcal Gvernment Area. 4.2 Lithgw City Cuncil Management Plan Lithgw City Cuncil has identified the fllwing items within its 2008/09, 2009/10 and 2010/11 Management Plan as being integral t the develpment f Arts and Culture within the Lithgw lcal gvernment area. Develp a cultural plan with the cmmunity Dnatins and spnsrship f cmmunity grups and rganisatins. Cnstructin f new r upgraded public tilet facilities at Pineer Park, Lithgw. Imprvements t a number f cmmunity halls such as Hermitage Hall, Red Crss Huse, Meadw Flat Hall, Unin Theatre, Vale Hall and the Civic Ballrm. The upgrade f park furniture and/r play equipment in the Vale f Clwydd, Lithgw; Cullen Bullen; Lake Wallace, Wallerawang; and Endeavur Park, Lithgw. The prvisin f advice and assistance t cmmunity grups t identify and apply fr grant funding thrugh the Grants Officer which is an initiative f the Central Tablelands Alliance. Dnatins t Irnfest, the Kri Kids NAIDOC Week activities, the City and Highland Bands, the Cmmunity Orchestra and a student schlarship t the Mitchell Cnservatrium. Operatin f Eskbank Huse and Museum. Cnducting Australia Day activities. Preparatin f the management plan fr 2009/ /12 which is fully integrated with the Strategic Plan, Scial Plan, Plan and ther key dcuments (Lithgw City Cuncil Management Plan 2007/ /11, p6) is a key requirement in the gvernance and administratin f Lithgw City Cuncil. Quarterly reprts in relatin t prgress with activities and prgrams identified in the Management Plan are presented t Cuncil and available n Cuncils website Methdlgy The Lithgw City Cuncil Draft Plan has been subject t extended exhibitin and a cmmunity cnsultatin perid (as detailed belw). The final plan is a five year wrking dcument. The venue shuld becme a fcal pint encuraging the sharing f ideas and resurces. A place where the diversity f cultures can mix, living in harmny with the envirnment. As part f the cmmunity cnsultatin it is cnsidered imprtant that a feasibility study fr the prpsed Precinct shuld nt nly include the Hskins Memrial Institute, Llyd Cpperwrks Building and Unin Theatre but take int cnsideratin the surrunding streetscape which includes: Hskins Church The Curt Huse The central business district Eskbank Statin Eskbank Huse & Museum Blast Furnace Park Lake Pillans Wetlands Farmers Creek Mrt Street and Railway Parade The Precinct needs t incrprate indr and utdr envirnments t encurage sharing and mixing by the cmmunity. The prgram ffers an pprtunity fr Lithgw t specialise in a key area f bth lcal and natinal histry prviding pprtunities t serve as an adjunct t the State Archives in Western Sydney and becming an archive fr schlars f industrial heritage. precincts ffer increased emplyment pprtunities fr teachers, curatrs, artists, musicians, perfrmers, administratin (Western Research Institute 2008:18) etcetera alng with sustained ecnmic develpment and grwth thrugh increased retail and turism related industry. These aspects add t an imprved quality f life which in return encurages peple t remain in the area retaining and building n ur skills base. The Hskins Memrial Institute is a knwn lcal landmark the Old Library Building. Althugh a majr part f the Hskins Memrial Institute is currently unused, the building is still utilised t sme extent by the fllwing cmmunity grups: The Musical Sciety utilises the frmer Ballrm and Library Stack area as change rms and prp strage fr perfrmances in the Unin Theatre. The belw street level basement is rented by the Lithgw Theatre Grup, The Lithgw Senir Citizens Club and Basil Lemke s Gym. As part f the feasibility study it is recmmended that the current user grups be cnsulted and their facilities maintained. Fr example Basil Lemke s Gym epitmizes an ld time gentlemen s gym and is itself a mark f character and culture within the building which shuld be preserved. The Lithgw Branch f the Mitchell Cnservatrium and the Lithgw City Band has identified a need t either redevelp their current sites r seek an alternative site. Bth f these facilities are heavily utilised by bth the building wners and ther user grups. Lithgw Infrmatin & Neighburhd Centre is als seeking t enter a partnership t enable the cntinued develpment and sustainability f cmmunity cultural develpment prgrams crdinated by the Centre. As part f the initial stages f the cnsultatin prcess int the cultural precinct it wuld be feasible t a) identify current and future user grups; and b) Ptential partners in the cultural precinct. A Music Educatin Nde has been prpsed in the Lithgw Jbs Summit Reprt (2008:18 & 30). It is nted that there are tw cmmunity perated cinemas in the Lithgw Lcal Gvernment Area; ne in Main Street Lithgw and the secnd at the Crystal Theatre Prtland. Bth f these cinemas represent a part f the cultural precincts fr Lithgw and Prtland. Althugh the need fr further investigatin int attracting a majr cinema fr the area was identified, yung peple in Prtland als nted that they wuld like t see mvies shwn mre frequently at the Crystal Theatre. 5.2 Gvernance & Administratin In additin t this it was cnsidered imprtant that Cuncil review the fees and charges annually assciated with the use f cuncil wned and managed facilities such as the Unin Theatre, the Memrial Hall at Wallerawang, Eskbank Huse & Museum and the Civic Ballrm t Page 14

It was als felt imprtant that Cuncil ensure that its facilities are seen t be cmmunity assets and nt exclusively cntrlled by any single user grup. Educatin is a principal activity in the Lithgw City Cuncil Management Plan One f the key bjectives is t prvide the cmmunity with pprtunities t develp knwledge and skills thrugh Learning City Prgrams (p.23). Lithgw s sprting heritage is ntable and it was seen as imprtant t ensure that the fees & charges in relatin t the use f Sprting Fields by rganisatins be mnitred t ensure affrdability by families and cmmunity members participating in sprts. The Lithgw Infrmatin and Neighburhd Centre runs cmmunity cultural develpment prgrams in Wallerawang and Prtland. When cnsidering the future develpment f cultural precincts in these twns, partnership pprtunities shuld be identified fr facilities. 5.3 Eskbank Huse & Museum Lithgw City Cuncil has identified the prmtin and develpment f Eskbank Huse & Museum as a principle activity in the Management Plan (p.31-32). The fllwing key perfrmance indicatrs have been identified fr this facility. Increase in the number f visitrs t the facility Cnducting f three exhibitins/displays per year. Lcal students trying ut the recently installed access ramp at Eskbank Huse & Museum. The fllwing activities currently implemented r identified t be implemented at Eskbank Huse & Museum are seen t be in line with this bjective. Implementatin f a Vlunteer Management Prgram. Thrugh the cmmunity cnsultatin prcess it has been identified that when develping a Cnservatin Management Plan and Landscape strategy fr the grunds that cnsideratin is given t: The inclusin f picnic/bbq facilities; and The inclusin f an edible/sensry garden and/r cmmunity garden. Staffing At present Eskbank Huse & Museum is staffed by the Develpment Officer three days per week and vlunteers n weekends. Due t difficulty in recruiting and maintaining vlunteers there are times when the museum is clsed. The adptin f the Plan by Cuncil will require the Develpment Officer t be mre fcused n the implementatin f the Plan. As such the current tw-days per week spent n Develpment will need t be increased t full-time. Furthermre, it is cnsidered that there is a need t have a qualified Museums Officer emplyed at Eskbank Huse & Museum t: Develp Eskbank Huse & Museum as part f the Precinct. Lake Pillans Wetlands with Blast Furnace Park in the backgrund In additin t identifying the requirements and strategies fr develping this area, it is further suggested that ways f linking the varius recreatinal reserves and playgrunds be investigated as part f the Pedestrian Access and Mbility Plan. A Pedestrian Access and Mbility Plan (PAMP) is a cmprehensive strategic actin plan which identifies ways t prvide safe, cnvenient and cnnected pedestrian rutes which will encurage peple t walk rather than use their cars (RTA 2002:7). This will highlight ways f prmting and enhancing the usability f these parks and may ffer pprtunity fr redevelpment f sme lands. 5.6 Skate Parks There are fur Cuncil develped and maintained skate parks in the Lithgw lcal gvernment area. Signage shuld include the crrect spelling, prnunciatin and where pssible meaning thereby increasing awareness f the Wiradjuri Language and traditins in this area. In 2007 Cuncil transferred the Lithgw Australia Day festivities t the Museum and began t develp a living histry style event. A unique pprtunity exists t further develp this venue as a public arts space fr wrkshps, utilising the enclsed curtyard as a gallery space fr lcal and travelling exhibitins. The facility prvides an pprtunity t develp the site as a Center within the Precinct ffering a variety f regular visitr prgrams t be develped in cnjunctin with exhibitins and perfrmances by lcal and reginal cultural wrkers. Furthermre it is suggested that as this park celebrates ur early pineers, as part f the redevelpment prject it shuld be included n Cuncils websites under the heritage sectin. The site shuld prmte the park and its facilities, the sculptural wrks and memrials, listing the names f the Pineers t encurage visitatin t the park by turists and family histrians. 6.3 Wallerawang Lake Wallace Lake Wallace is significant nt nly t the Lithgw Lcal Gvernment Area but, it is als f Natinal Significance. It is suggested that submissins be sught frm lcal artists t create a sculptural piece which celebrates ur early pineers. Since the Pineers Wall celebrate Pineering Families pre-1856, it may be pssible t celebrate ur early industrialists. It is nted that the Pineers Wall des nt include Andrew Brwn, Thmas Brwn r James Walker all f whm were early settlers t the district, playing a significant rle in the develpment f Lithgw and Wallerawang. Furthermre, as nted abve, there is an pprtunity t celebrate ur industrial pineers including James James Walker, the first clnist t settle in the Lithgw-Wallerawang district (Leslie, 1988:1) in 1823 n the site f present day Lake Wallace. The prperty was named Waller wang, the Wiradjuri wrd fr place f wd and water. In 1836, Charles Darwin stayed at the Walker prperty and discvered the Platypus n the Cx s River. The park n the Lakes freshres has been named Charles Darwin Park and a mnument has been erected in hnur f this. In 1865 Gergina Walker married Edwin Bartn the surveyr fr the Rail line acrss the Blue Muntains. In 1948, brther and Page 28

At this time the prperty was knwn as the Bartn Estate. Fllwing their deaths the huse and prperty went int decay. During the late 1970 s the huse and buildings were dismantled t allw fr the present day Lake Wallace. At this stage the histric cemetery was als dismantled, cnservatin wrks carried ut and relcated t a site abve the rising water line. The cemetery nt nly dates frm 1836 but als basts a number f names f families synnymus t the district including the grave f Thmas Brwn f Eskbank Huse. In additin t the grave markers f ur early settlers, the cemetery is significant in that it pays tribute t the lcal indigenus cmmunity. In 1856, the Walker family erected a tmbstne fr Bbby. The tmbstne was inscribed as fllws: Erected by Archibald James Walker In memry f BOBBY and the WALLEROWONG ABORIGINE TRIBE May 4, 1856 (Smith 1990) Tday, Lake Wallace serves as a water surce fr the nearby Wallerawang Pwer Statin cling twers. The cultural landscape ffers an insight int the tangible aspects f ur heritage (Leader-Ellitt et al. 2004:2). Accrding t the NSW Heritage Office (2003:1) this includes: Hmesteads and farmlands Remnant native vegetatin Abriginal sites & places Wetlands Early settlements Disused cemetaries Defunct industrial cmplexes Scenic landscapes All f which celebrates ur cultural diversity, prviding bth tangible and intangible assets which knit a cmmunity tgether thereby develping its identity. The heritage and histry f the Lithgw area is a valuable part f the areas identity. By develping an verarching intellectual framewrk which supprts all cultural actvities based n the heritage and histry cntext we can seek t change peples perceptin f the area. Several items have been identified in the Lithgw City Cuncil Management Plan 2007/ /2011 (p.4) which will aid the further develpment f the identificatin, retentin and prmtin f heritage assets within the Lithgw LGA. Cullen Bullen Skip Line The Cullen Bullen Tidy Twns is seeking t develp an interpretive walkway alng the histric skip line. This walkway links the Castlereagh Highway t Carsns Siding Rad (The Cullen Bullen/Prtland Rad) alng the back f huses, travelling thrugh an pen space area ff McCann Way and cnnecting the fire statin and the Skate Park. This is an pprtunity t nt nly develp an interpretive walk but als t develp a functinal pen space area fr the cmmunity. Prtland Cement Wrks Site The twnship f Prtland s histry is strngly linked t the Prtland Cement Wrks Site. The cmmunity identifies with the site and prudly prmtes itself as The Twn that built Sydney. In an area with a strng calmining heritage this is a unique attribute t Prtland. It is cnsidered apprpriate that Cuncil wrk with the prperty wner and the Prtland cmmunity t find a psitive reslutin t the lngstanding issue f its rehabilitatin in a manner that cnserves its cultural heritage and landmark value (Cmmunity Submissin 2009). A number f cncepts were prpsed as part f the cmmunity cnsultatins; Redevelp the site t incrprate a museum; Rehabilitate the quarry fr husing develpment; Develp heritage assets adaptable re-use f cement wrks site and ther heritage buildings within the twnship. Develp a functin centre n the cement wrks site. Investigate the redevelpment f the quarry as a park/garden. 7.4 Envirnmental Crridrs Identificatin and understanding f ur envirnmental crridrs plays an imprtant rle in the develpment f cuncils future planning fr urban, industrial and ecnmic develpment. Areas f place with scenic significance, special meaning t traditinal Abriginal Australians r cntaining remnants f early settlement can be identified in varius lcatins thrughut the lcal gvernment area. Identificatin f such sites shuld be included in management plans fr cmmunity lands, Crwn Land Reserves, Develpment Cntrl Plans and the Lcal Envirnmental Plan. This will ensure that lcal indigenus sites are apprpriately interpreted, prtected, prmted and cnserved. A prtin f the trail travels thrugh Rydal, Wallerawang and the Capertee Valley in the Lithgw lcal gvernment area. The trail is f Natinal significance and there exists an pprtunity t wrk clsely with the Bicentennial Natinal Trail ffice, lcal hrse riders, hiking grups and the Muntain Bike Assciatin t develp pprtunities t prmte this sectin f the track in relatin t turism and events. Travelling Stck Rutes The issue f the pssible sale f Travelling Stck Rutes was raised as a cncern by the residents in the Rydal area. It was nted that these lands are hme t native grasses, plants and wildlife. Hassans Walls Reserve Hassans Walls Lkut is the highest lkut in the Blue Muntains at 1136m abve sea level. The lkut is part f the Hassans Walls Reserve which includes Bracey Lkut and the area knwn as Sheady s Gully The Lithgw Pny Club Grunds. There is a need t develpe a plan f management fr the site which includes ways f prmting the site as a turist area withut denegrating the area. This shuld include Interpretatin; mapping and identifying flra and fauna, develping viewing areas; and Identificatin f pints f interest frm viewing platfrms and lkuts. The implementatin f an interpretive infrmatin bay fr the Hassans Walls Reserve highlighting the histric and envirnmental significance f the site including a site plan fr turists shuld be included at bth entrances t the site. This wuld be enhanced by interpretive panels in key lcatins. This will allw visitrs t the site t cnduct a self-guided tur which culd be enhanced by bklets r brchures designed t cater t specific interests ie: Histry f the Hassans Walls Cnvict Stckades Birdlife Native flra Travelling thrugh the site shuld als be included as part f the Pedestrian Access Mbility Plan. This shuld include prmtin f the site as part f a Walkways and Cycleways Prgram. 7.5 Heritage Advisr Prgram and Heritage Assets Wrking Party The recent Lithgw Jbs Summit identified the need t develp Champins t drive and prmte varius aspects f ecnmic develpment within the cmmunity. Cuncil has a direct rle t play in the develpment and prmtin f cultural heritage within the cmmunity. Cuncil has perated the Heritage Advisrs Prgram fr apprximately nine years (Aitken 2008:1). The prgram assists Cuncil in the planning and develpment f its heritage assets and prvides nging supprt fr the cmmunity thrugh cnsultatin and assistance with heritage issues. The Heritage Assets Wrking Party is currently a nn-functining cmmittee within Cuncil which cnsisted f Cuncil Officers, the Heritage Advisr, a Cuncilr Page 35

The Draft Heritage Strategy recmmends that a Heritage cmmittee be set up with clear terms f reference fr the prmtin and develpment f Cuncils Heritage Assets and & Heritage Plicy. 7.6 Heritage Netwrks It is als imprtant that lcal and reginal heritage grups and affilitins be further develped and recgnised as integral t the develpment f the area and its unique heritage assets. This includes supprting and wrking with the lcal branch f the Natinal Trust and participating in reginal r natinal netwrks such as the Central West Heritage Netwrk Blue Muntains Area Heritage Organisatin. The need t develp a marketing strategy which prmtes /Heritage, Sprting and Ec-turism has been identified as part f the recent Lithgw Jbs Summit (2008:77). The participants develped the tag line Just a little further as a way t encurage turists t travel ver the Blue Muntains and stay in the Lithgw lcal gvernment area. The develpment f a Turism Marketing Strategy shuld take int cnsideratin the public face f the area in respect t turism; signage, entrances and hspitality all wrk tgether t prmte a welcming envirnment which shws pride in ur histry and heritage. The cmmunity cnsultatin sessins highlighted the need t have the entrance t the Zig Zag Railway tarred. The Zig Zag Railway is ne f the areas greatest turism assets and it is imprtant that this is reflected in the image presented t visitrs t the area Furnace, Fire & Frge Heritage Trail The Furnace, Fire and Frge Heritage Trail Interpretatin Plan (2004) was develped fr the Lithgw Heritage Partnership by the Lithgw Enterprise Develpment Agency. The prgram is designed t present and interpret three imprtant elements...cal, Steel and Railways (2004:4). Three main themes have been develped t interpet these elements: The legacy f cal The irnmasters and the birth f a natin Wrk, hme and dignity. Due t the future depletin f cal reserves in the area and the need t seek new and innvative industrial develpment it is felt that a mre supprtive rle frm Cuncil will encurage future grwth fr the area. Greater assistance frm Cuncil staff and encuragement fr peple seeking t develp creative/cttage industries within the area is seen t be integral t the develpment f sustainable small business activities (Cmmunity Cnsultatin Sessins). The Lithgw Lcal Gvernment Area has a unique industrial histry which prvides an pprtunity fr the Lithgw area t becme a specialist within this field. The creatin f a Precinct which includes wrkshp space, gallery space, a research archive and entertainment venue will prvide the infrastructure t supprt a creative ecnmy. The small ppulatin base was seen as a weakness and it is perceived that the pub/club and sprting culture f the area is mre strngly represented. Classical music perfrmances are felt t be generally undervalued and nt well supprted by the cmmunity. Hwever there exists an pprtunity t develp a mre reginal fcus fr the arts in Lithgw prmting t the Blue Muntains and Central West in additin t the lcal cmmunity. The Lithgw City Cuncil Management Plan (p.31) identifies the need t develp and implement a supprt prgram fr lcal artists during 2008/ Reginal Netwrks Furthermre there is an pprtunity t expand n ur current skills base by develping crss reginal netwrks. The Lcal Film and Televisin Directry (Resurces Sectin) lists individuals living within the regin wh pssess extensive film and televisin industry experience. (Filmcentral NSW). 8.3 Mapping It is cnsidered apprpriate that Mapping be carried ut during 2009/10 t allw a statistical base t be develped fr mnitring the cntributin a creative ecnmy is making within the Lithgw Lcal Gvernment Area. A cultural mapping frm was initially distributed in 2007 as part f the initial cnsultatin prcess fr the Lithgw City Cuncil Plan. Its aim was t gain a cmprehensive ecnmic prfile fr the Lithgw lcal gvernment area frm bth prfessinal artists and cmmunity rganisatins. There is a need t review the current new residents kit ensuring that it prmtes ecnmic develpment, creative industries, culture and educatinal pprtunities t new residents and develpers. The Lithgw Jbs Summit (2008:24) has identified a target f 50 events a year fr the Lithgw area. This includes an audit f current events and the develpment f strategies t prmte new events. New events may r may nt be nging events; they may include ne-ff events which will require the marketing f lcal facilities t event prmters and Organisers. Janet Watsn, Jannei Gat Dairy 8.5 Retail Develpment Overall, the cnsultatin sessins prvided a unanimus need fr an imprved retail sectr in Lithgw, Wallerawang and Prtland. One cnsultatin sessin, suggested that there was als a need fr mre shps in Capertee. The sessins identified that mre shps equal mre jbs and greater marketing thrugh turism wuld als assist in reducing retail vacancies within shpping centres. There were a number f suggestins fr cnsideratins by develpers and planners in relatin t retail develpment. It was nted that peple with disabilities have difficulty in sme shps and ffices with the height f shp cunters and receptin desks. In general peple cnsidered that there is a need fr a greater variety f specialty fd stres including multicultural fd stres and mre cafes Main Street Prgrams A Main Street Prgram was develped fr Lithgw in A review f the previusly develped prgram will ascertain if any f the recmmendatins are still relevant t this area. Hwever, it is cnsidered apprpriate that any cnsultatin fr a Main Street Prgram fr Lithgw, Wallerawang and Prtland shuld be cnsidered in line with the identificatin and implementatin f Precincts. Cmmunicatins Technlgy There are a number f issues with black spts fr mbile phne usage and bradband/internet technlgy thrughut the lcal gvernment area. The intrductin f KP free Wireless Bradband Technlgy wuld assist in develping a vibrant café culture in the central business district further enhancing a Main Street Prgram. My visin is peple being able t sit in cafes and the plaza accessing infrmatin via their laptps. I think it culd develp a cafe culture and bring sme life int Main St. I als think it fits in very well with the Learning Cities cncept. It is a very tangible and achievable gal. ( Plan Submissin 2008) Lcal Prduct Many peple highlighted the desire fr greater emphasis n the marketing f lcal prduct. Lithgw was prnunced the first Learning City in NSW in This was at a time when there was a dwnturn in industry with the clsure f the Berlei factry and calmines. A Learning City is designed t prmte scial and ecnmic grwth and supprt lifelng learning ffering pprtunities t re-skill the wrkfrce thrugh partnerships with industry and learning centres. The fllwing principles were develped by the Lithgw Learning City Management Cmmittee as a fcus t prmte and develp lifelng learning in the Lithgw lcal gvernment area. Building partnerships between business, educatin, welfare and health rganisatins and the peple f the Lithgw regin. Develping a psitive attitude t lifelng learning thrugh publicity prgrams, prmtin f learning activities and cnsultatin with the cmmunity. Crdinating the Spread the Wrd cmmunity literacy prgram and the Bks fr Babies kits which prmte reading t children frm birth. The review and implementatin f the Learning City Actin Plan is seen t be a key pririty fr 2008/09. The Lithgw Library Learning Centre is a result f the Learning Cities cncept; it was designed t huse the Lithgw Reginal Library, Lithgw Technlgy Centre and the Lithgw Library Learning Shp. Lithgw City Cuncil perates the Lithgw Library Learning Centre and Prtland, Rydal and Wallerawang Libraries Internet Technlgy With the rapid increase f internet usage and expectatins by peple travelling fr wrk r pleasure t be able t cmmunicate with family, friends r business via internet and ther methds f telecmmunicatins. A greater emphasis is being placed n the develpment f increased serviceability in this area. Schl students highlighted a need fr Catering Classes t be further develped as part f the schls prgram included religius, multicultural and indigenus fds Educatin Prgram The prmtin f cultural activities t schls and the need t encurage greater participatin by schls in lcal activities was discussed. All prgrams when, develped shuld encurage participatin by all, this will assist in ensuring the cntinuatin and success f the prgram by breaking dwn cultural barriers Awareness Training The Scial Plan (P165) and the recent cmmunity cnsultatin prcess have identified the need fr Awareness Training t be cnducted fr Cuncilrs and staff. Awareness training can be prvided by the Blue Muntains Natinal Parks & Wildlife Service Abriginal Heritage Envirnment Cnservatin Officer and/r Department f Envirnment and Climate Change Heritage (Hurstville). This training will prvide staff and cuncilrs with an understanding f Abriginal Culture and als aids in the identificatin f items fund n wrk sites. In additin t the initial training, an annual training prgram fr new staff and Cuncilrs shuld be implemented t ensure that cultural issues and identificatin f sites are dealt with crrectly and respectfully. In additin t Awareness Training fr Indigenus Culture, training fr frntline staff in Multi-cultural Awareness shuld be revisited Wiradjuri Language Prgram The develpment f a Wiradjuri Language Prgram will fster the culture and its traditins within the cmmunity thrugh the teaching f traditinal Wiradjuri terms, prnunciatins and names f the area. It was nted that there is a need t lk at suitable external educatin prgrams. Green Crp currently runs a prgram fr yuth in Envirnmental Cnservatin. As ne f its key themes the summit has develped a 50 Events idea. It is accepted hwever, that there is a need t develp a strategy fr the sustainability f events which prmte and shwcase the regin as fllws: Undertake an audit t develp an event prfile. Determine the skills f event rganisers and pprtunities fr skills develpment. Develp an understanding f hw events shwcase the histry, heritage, industrial activities and sprting culture f the Lithgw area t develp related events. Cnsider new event pprtunities which fit within the event prfile. The cmmunity cnsultatin prcess has prvided widespread supprt fr the develpment f events and activities which will enhance the quality f life within the cmmunity prviding educatinal pprtunities as part f the learning cities prgram. The develpment f a lcal vlunteer netwrk which prmtes the benefits f vlunteering t the cmmunity health and well-being, learning, mentring, cmpaninship will nt nly encurage new pprtunities but, prvide a frum fr supprt and recgnitin f vlunteers Abriginal & Trres Strait Islander Peple Lithgw City Cuncil has traditinally prvided assistance t the Abriginal & Trres Strait Islander Peples thrugh a rental subsidy fr the use f Cuncil wned premises as a meeting place (Lithgw City Cuncil Scial Plan :81). Unfrtunately due t the demise f the Greater Lithgw & Trres Strait Islander Cmmunity (GLATSIC) this service is n lnger prvided. The recent cmmunity cnsultatins with representatives f the lcal Abriginal & Trres Strait Islander cmmunity have nted the desire by this grup f peple t develp a new cultural centre in the Lithgw Lcal Gvernment Area.
