1 6.0 ANALYSIS 6.1 INTRODUCTION Identifying the demand fr park and recreatin facilities and prgrams is an imprtant element in the planning prcess. It is als ne f the mst difficult tasks t assess because s many different variables influence recreatin user participatin and demand. The prcess that identifies needs includes the fllwing: 1. The City f Lngview Park Level Service Standards (LOS) determining deficiencies thrughut the seven park classificatins. 2. Citizen survey cnducted specifically t determine pinins regarding peratins, develpment, and capital needs. 3. Citizen and user grup input prvided at public meetings f the Parks and Recreatin Bard, Visual Arts Cmmissin, Glf Advisry Cmmittee, Cmmunity Open Huses, and City Cuncil. 4. Sectins f the City f Lngview 2006 Cmprehensive Plan that relates t parks and recreatin. 5. Observatins and analysis by the Parks and Recreatin Department staff regarding demands, changing demgraphics, deficiencies, pprtunities, and emerging issues. 6. Review f related plans frm ther city departments and utside rganizatins, and previusly adpted plans such as the 2000 and 2009 Parks and Recreatin Cmprehensive Plan. 7. An inventry f accmplishments and assessments f hw specific land acquisitins and park prjects have answered previusly identified needs and identified grwth since the 2009 plan. 8. Assessment f need fr facilities restratin and renewal based n the capital asset inventry replacement plan. 6.2 ACCOMPLISHMENTS SINCE 2009 PLAN T assess current needs and determine reasnable expectatins and strategies fr meeting thse needs, it is helpful t reflect n accmplishments since the 2009 plan. The accmplishments listed represent significant prgress in meeting thse needs. Sme f the accmplishments lcated within the park system were made pssible as a partnership between City departments, yuth athletic grups, vlunteer grups and citizen grants prvided by the City such as the Neighbrhd Park Grant Prgram as well as the Kuntz Family Trust Fund Grant Prgram. Hwever, as the ppulatin increases, demgraphic changes ccur, new issues emerge, ecnmic dwnswings/upswings ccur, and histric needs remain; nging evaluatin is required. 92 P age

4 RECREATION PROGRAM AND SERVICE ACCOMPLISHMENTS Recreatin Prgramming Lngview Recreatin strives t meet the recreatinal needs f ur cmmunity and t be the leader fr healthy living fr Lngview residents. The fllwing prgrams were created t meet the emergent interest in family events: $5K run series Firecracker Fun Run Electric Shamrck Run Mnlight Run Pumpkin Pi Run - a mile run Mvies at the Lake Mud Play Day Extreme Machines The fllwing prgrams were created t meet the increasing interest in adult sprts: Flag Ftball Leagues Disc Glf Turnament Disc Glf League Adult Sccer League The Turkey Trt Fun Run is a grwing family traditin. Participatin has increased frm 316 participants in 2009 t ver 800 in That s a 153% increase. The annual Kids Fish-In encurages kids t pursue fishing and get utside. Over 2,500 kids have received fishing ples frm 2009 t Engaged an average f 12,000 yuth, family, teen, adult annually in enrichment, educatin and physical fitness classes and activities Annual attendance neared 16,000 at free family special events like Cncerts at the Lake, Mvies in the Park, Earth Day, Mud Play Day, and Extreme Machines. Facility rental revenue has increased 77% in the last 6 years, bringing in ver $77,000 in revenue in Peple & Partnerships Recruited and trained ver 300 vlunteers, annually, each dnating time and expertise t assist in the successful implementatin f prgrams and events. Cllabrate with ver 80 businesses and agencies annually t bring quality recreatinal pprtunities t the Lngview cmmunity. Established strng cllabratin with Yuth & Family Link and the YMCA t prmte healthy lifestyle pprtunities. The three rganizatins spnsred their first jint event in May 2015, Passprt t Healthy Families, with future cllabrative events planned fr P age

5 Spnsrships & Funding Since 2009, the department has received $261,263 in cash frm grants and spnsrships. The ACHIEVE Grant awarded $30,000 t the department t assist in cmbating childhd besity and chrnic disease. Fibre Federal Credit Unin cntributed $6,000 t updating the Elks Teen Center. Ashkicker cntributed $10,700 t the department t purchase a STEM lab & a Rck Wall fr the Elks Teen Center. NRPA and Walmart Fundatin granted Lngview Recreatin f $35,000 t prvide fr summertime Playgrund Summer Meals Sites and Organ Wise Nutritin curriculum. Title spnsrships fr family events have increased. These spnsrships packages ffer businesses the pprtunity t market their prduct t a captured audience f 16,000 while prviding financial supprt fr recreatinal l prgrams. The tp title spnsred events include: Kirkpatrick Cncerts at the Lake Cmcast Mvies in the Park Cmcast Breakfast with Santa Cmcast Turkey Trt Businesses and rganizatins are nw reaching ut t the department t partner fr prgrams. This is a great way fr businesses t supprt recreatinal effrts while aligning their brand t smething that is family friendly and fun. 6.3 ASSUMPTIONS As staff addresses demands fr the next 6-years, there are assumptins that need t be addressed. These assumptins will act as a basis fr sme f the decisins that will be made affecting this plan. Sme f these reflect changes frm the 2009 plan. Schl facilities within the city cntribute t meeting identified park needs. Schl playgrunds, play equipment, gymnasiums, auditriums, sprt fields, and pen space are used by residents when schl is nt in sessin. While there is limited access that restricts use, partial credit needs t be acknwledged in meeting planning targets fr facility use. Schl facilities are nt cunted tward meeting city park and trail acquisitin requirements. Cunty, Prt f Lngview, and City f Kels facilities, and ther adjacent cities t a lesser extent, cntribute t meeting city needs. Cunty facilities lcated in clse prximity t the city, such as Riverside Park, Willw Grve Park perated by the Prt f Lngview, and Kels facilities such as the Catlin Spray Park and river trails prvide facilities used by Lngview residents. Schls, private entities, and the library prvide recreatinal activities thrughut the city, but the City f Lngview has the nly municipal Recreatin Divisin in Cwlitz Cunty. S althugh the divisin s gal is t meet the recreatinal needs f the citizens, the divisin als 96 P age

6 has t plan fr the greater cmmunity with regard t scpe, participatin, impact, and timeliness. Demgraphics are changing and affect needs. Resident ppulatin will grw frm 34,660 in 2000 t and estimated 41,505 by Needs will change dramatically as the city plans fr an additinal 6,845 peple. Needs identified reflect this grwth, and changing demgraphics include: 1) upward median age, 2) reduced persns per husehld, 3) significant percentage increase in 65+ ppulatins. Facility planning needs and demand can partially be addressed by use f apprpriate technlgy and upgrades. Efficiencies are gained by the restratin and mdernizatin f selected existing facilities in cncert with new facilities planning designed t increase capacity. The limited and thughtful use f sprt turf, lighting and all weather structures can greatly increase the capacity and use fr selected facilities. With land values significantly escalating, technlgy and upgrades can prvide a cst efficient methd fr expanded capacity with reduced land acquisitin csts. 6.4 PUBLIC INPUT COMMUNITY SURVEY INPUT The Parks and Recreatin Department cnstructed a survey with the help f the Parks and Recreatin Advisry Bard that was placed n the City s website in Octber f 2015 (Appendix A). Newspaper articles, radi annuncements, fliers, psters, s, Facebk psts, and ther methds were used t ntify residents and nn-residents t cmplete the survey. There were 739 respnses received. Staff wanted t receive pinins fr everyne wh uses park and recreatin services, s there was n attempt made t restrict respnses t just Lngview Residents. T determine residency, tw questins were asked regarding whether the respndents lived in city limits and hw lng they had lived there. 492 respndents (73%) stated that they lived within city limits with 66 failing t answer the questin, and mre than 50% f the respndents having lived in Lngview fr 15 r mre years. After analyzing the park sectin respnses, there are majr themes that are wrth nting: By far, the mst visited park by respndents is Lake Sacajawea Park (91%), Ry Mrse Park was secnd, then a clse race fr third with Jhn Null Park having nly 8 mre respnses than 7 th Avenue Park. The tp three reasns that respndents use the park system; enjying being utdrs in nature, t walk trails and paths, and t play n playgrunds. 84.4% f respndents rate natural pen space in the cmmunity imprtant r very imprtant 74% wuld rate the physical cnditin f the parks as gd t excellent, while 23% wuld say fair/satisfactry, 3% wuld say the cnditin is pr. 97 P age

7 When asked what they wuld mst like the city t chse as ptential park imprvements the tp three pririties were 1) Upgrades t Park Restrms, 2) Walking/Biking Trails, 3) Playgrunds Respndents were asked t reprt what their level f supprt wuld be fr ptential prjects that the department culd make. The mst supprted imprvement was upgrading r installing park restrms (90%), then an almst tie fr secnd mst supprt with imprvements at upgrade existing neighbrhd parks (84.8) and develping multipurpse bike/walking trails (84.1%). When asked what the reasn wuld be fr seldm r never using City Parks, 76% f answerers said the questin did nt apply because they use the parks, but the tp reasn at 7.5% (30 respndents) was that they felt unsafe. 11 respnders specifically wrte in that the bathrms (lack f, upkeep, maintenance) were the reasns they did nt use the City parks. The tp three underserved neighbrhds chsen by surveyrs, Highlands (27%), Dwntwn (28%), and West Lngview (23%), cincide with neighbrhds indicated n the map (Figure B) that the City has identified as areas f deficiency. If given the chice t specify the exact park respndent s tax dllars culd imprve, the tp three wuld be Lake Sacajawea (60%), Ry Mrse Park (21%), and 7 th Avenue Park (15%). 243 surveyrs chse t cmment in the pen-ended sectin abut any thughts, ideas, r cncerns abut parks. Restrms, safety, trails, playgrunds, and water parks were the main themes fund in the cmments. After analyzing the recreatin sectin respnses, there are majr themes that are wrth nting: The primary reasns that respndents use recreatin prgrams are a tie between special events and fr exercise and getting healthy, fllwed clsely by participating in family events. The mst ntable reasn that sme respndents seldm use r never use recreatin prgrams is because the times prgrams are ffered are nt cnvenient. This is smething that staff can use t plan fr the future t allw fr additinal participatin. 93% f surveyrs have an verall satisfactin rate f recreatin services. The highest rated activity that respndents take part in is running, walking, hiking, r biking fllwed secndly by visiting natural areas and/r wildlife bserving. When asked t check all the ways that respndents received infrmatin abut recreatin activities, there was n single answer that std ut. This means that a wide array f marketing strategies still prves the best way t reach the custmer base. There were 88 respnses t the pen-ended sectin abut recreatin t prvide cmments, thughts, r ideas. There are many things that staff will be able t use t plan fr the next six years t meet the needs f the users f the prgrams. Many respndents spke t the running events and the need fr additinal paths and trails arund the area. After analyzing the funding sectin respnses, there are majr themes that are wrth nting: 98 P age

8 90% f respndents wuld be willing t vte fr a levied bnd fr $0.10 n every $1,000 f prperty tax fr park and recreatin facilities. Once again, restrms, trails, and upgrades t neighbrhd parks were the tp three prjects that respndents wuld be willing t supprt with tax dllars. When seeking grants, the highest pririty was again restrms and a city wide trail system, fllwed clsely by an indr pl facility. When asked if respndents wuld rather supprt upgrading existing parks r supprt new installatin/cnstructin, almst 60% wuld supprt ding bth fllwed by 31% willing t supprt upgrading current facilities. Only 7% wuld supprt nly fcusing n new installatins r cnstructin. Surveyrs stated that the tp facilities that members use fr recreatin prgrams utside f the City f Lngview are neighbring city s parks and trails and state r natinal parks, fllwed by the use f public schl facilities and Lwer Clumbia Cmmunity Cllege. In the final pen-ended cmment area, 92 respnses were gleaned. Many f the themes tuched upn again were restrms, safety, trails, and pls/water play facilities. COMMUNITY OPEN HOUSE INPUT During the public input prcess, the Parks and Recreatin Department held tw Cmmunity Open Huses. One was in cnjunctin with a Highlands Neighbrhd Assciatin meeting and the ther cmmenced after a Park and Recreatin Advisry Bard Meeting. On Octber 26, at the Highlands Cmmunity Center, twelve peple attended the Cmmunity Open Huse. They were asked, What wuld a perfect park system lk like? Many f respnses related t family friendly spaces such as picnic shelters and playgrunds and the ther respnses invlved safety such as pen available restrms and better lighting. When asked, What wuld make the City f Lngview Parks better? The themes frm the previus questin were cngruent, peple wanted safer parks, less hmeless, updated and pen restrms, mre lighting, landscaping fr security, and mre walking paths. The whle grup agreed that a water park, such as a pl r spray park, wuld give peple a place t g in the summer t cl ff. Additinally, the grup frm the Highlands wanted mre activities fr thse wh are unable t travel. Suggestins fr neighbrhd activities included farmers markets, recreatin prgrams, and special events/hliday events in the Highlands. The three themes they chse t tie everything tgether was 1) Safety 2) Active/Healthy 3) Chesive Cmmunity. On Nvember 16, at the Wman s Club Building, ten individuals attended the Cmmunity Open Huse. This grup was asked, Hw wuld yu describe Lngview parks? The grup answered that they were diversified as in there is smething fr everyne, beautiful, well maintained, and clean. We then asked the grup, What des Parks and Recreatin d best? The answers included helping clean up after the G 4 th Festival, maintenance f the parks, cncerts/mvies, dance classes, activities fr kids, the cmmunity gardens, and the fact that the City wants t cntinue t be better. The next questin we ventured t ask was, If there were multi-millins available fr park prjects, what wuld yu suggest? The grup wanted mre activity space that culd be used year rund such as 99 P age

9 turfed sprts cmplexes, cvered picnic areas, indr pl, cvered playgrunds, and public batting cages. The final questin asked was, What needs immediate actin? Their answers were cngruent with the findings during the survey as well as the previus pen huse. They replied safer parks, upgraded r mre bathrms, and additinal access t pwer and water fr activities. 6.5 BOARD, COMMISSION, & COUNCIL RECOMMENDATIONS Mint Valley Glf Advisry Cmmittee The Glf Advisry Cmmittee met in January f 2016 t prvide recmmendatins fr the Cmprehensive Plan. The cmmittee presented the fllwing fur recmmendatins: Pr Shp Deck Extensin The cmmittee felt the Pr Shp Deck Extensin prject shuld be high n the pririty list fr Mint Valley Glf Curse. This prject wuld allw fr additinal cvered utdr seating and larger event space. The prject wuld require raising the fundatin f the Pr Shp that is currently built upn a slab and replacement f the rf that was damaged in the December 2015 Windstrm. The cmmittee felt this prject wuld aid in revenue generatin fr the curse, as well as aid in enticing additinal glfers and nn-glfers t the curse. Large Capital Imprvement Planning The cmmittee nted that within the cming years, bth the retaining wall n #17 green and the utdated hydraulic irrigatin system will need t be replaced. The cmmittee advised staff t begin planning fr the future undertaking f such large prjects and t practively prepare in the event that either prject were t fail. These tw prjects are imperative t the future lngevity and peratin f the curse. Equipment Wash Statin The cmmittee, with the supprt f the maintenance staff, understands the need fr an equipment wash statin as a facility imprvement due t regulatins placed upn washing equipment. This prject wuld allw fr a separate area lcated at the maintenance yard where staff wuld clean ff machinery as well as allw fr a separatin f il/debris and water. Middle Schl Glf Prgram A pilt prgram was launched at Mnticell Middle Schl in 2015 with assistance frm maintenance staff, glf curse manager, and vlunteers frm the men s club. The grup facilitated intrductry glf lessns within the physical educatin prgram at the schl. This generated interest in sustaining a yuth glf prgram in a safe, fun, and educatinal envirnment. The prgram was successful and all invlved saw value in the lessns. The Middle Schl Glf Prgram shuld be cntinued and expanded. Parks and Recreatin Advisry Bard The Parks and Recreatin Advisry Bard met in January 2016 t prvide recmmendatins fr department peratins and pririties fr the Cmprehensive Plan. The bard fully supprted the department recmmendatins. In additin, the fllwing are the bard s recmmendatins fr the next six years: 100 P age

10 Restrm Facility Upgrades The bard agreed with the department and cmmunity respnse t the cmprehensive plan survey that the restrm facilities at the Lake and ther parks shuld be remved and/r replaced. The suggestin was fr smething mre vandal resistant and family friendly. Partnerships The bard agreed that the department wrks well with cmmunity partners. As peratinal dllars dwindle, the bard recmmends cntinuing t seek ut partners that align with the department missin t share csts and diminish duplicatin f services within the City. Path and Trail Cnnectivity The bard placed path and trail cnnectivity as a high pririty fcus pint when pursuing prjects r seeking grant funding. The bard recmmends partnering with the diking district which will aid in allwing fr the city t meet the level f service standard while reducing the deficiency in trail mileage. The bard nted that cnnectivity within the cmmunity will greatly increase the quality f place. Interactive Splash Park The bard cncurred with survey respndents that an interactive splash park at a central lcatin psitined away frm high traffic areas wuld be a benefit t the citizens. There was discussin f lcating a splash park at Lake Sacajawea r Archie Andersn Park with the realizatin that bth parks have either a Histric Preservatin r Master Plan that d nt currently include this type f amenity. Birth t 5 Year Old Prgramming The bard recmmended fcusing additinal effrts twards what they believe is an under represented demgraphic within the current prgramming. The bard wuld like the Recreatin Divisin t add in mre classes fr this age grup as a way t generate revenue and keep yung families within the prgrams. Curse Cancellatin Investigatin The bard reiterated what sme f the survey respndents tuched upn with regard t displeasure in recreatin class/curse cancellatins. The bard wuld like t direct staff t explre marketing r spnsrship avenues t diminish the amunt f classes currently cancelled due t lack f participatin. They see value in the current prgrams, and understand that if a class is new it might need t be built up in reputatin and additinal marketing needed fr better participatin. Cmmunity Center The bard agreed that the idea f a Cmmunity Center wuld allw fr expanded prgram areas and additinal access t resurces. The suggestin was fr a centrally lcated cmmunity center fr families that wuld have affrdable access t a pl, ther amenities, and add value t quality f life. #17 Green at the Glf Curse The #17 green at the glf curse was discussed as a high pririty. The bard discussed the pssibility f the retaining wall deterirating and the ptential f lsing the green if it des fail. The bard understands the imprtance f the curse as a park and wuld like t direct staff t investigate practive ptins. 101 P age

11 The bard discussed hw the pririty f the abve listed prjects wuld be decided. The bard agreed that any prject that increased the safety and the security f parks and amenities shuld be a tp pririty. Additinally, the bard agreed the secnd pririty shuld be t upgrade the existing parks the City currently maintains befre putting effrts int new prjects. Visual Arts Cmmissin The Visual Arts Cmmissin met in January 2016 t discuss the department s gals and bjectives pertaining t the enhancement f the arts within the City f Lngview. In additin t supprting the gals and bjectives, the cmmissin supprts the department recmmendatins t add mre hliday displays and add mre artistic elements int the park system alng with the dwntwn crridr. The cmmissin suggested starting with the G 4 th Hliday as the City already has an extensive celebratin fr this date culd greatly add t the festive atmsphere. Lastly, the cmmissin cncurred that the ttem ple lcated at Cmmerce and Bradway may need additinal maintenance r replacement within the next six years depending n the cnditin. Staff was asked t wrk directly with the tribal grups within the area t determine the crrective next steps. 6.6 DEPARTMENT RECOMMENDATIONS Restrm Upgrades Department staff wuld cncur with survey results and cmmunity pen huse respndents with regard t cnditin f the restrms. The age f the facilities as well as the manner with which they are laid ut are n lnger effective fr park patrn usage. The restrms shuld be a pririty, whether by seeking grants r Capital Imprvement Prgram dllars. Neighbrhd Parkland Recmmendatins Bth in the survey and in the map that includes areas served by parks, West Lngview, Clumbia Heights, and Dwntwn are identified as three areas that are underserved by park lands. Once lcatins can be identified, land shuld be acquired, a plan shuld be created, and then park develped t serve residents within thse lcatins. Cmmunity Center fr Prgrams Department staff wrks well with cmmunity partners t prvide lcatins fr recreatin prgrams. The McClelland Center and Wman s Club buildings wrk dual purpses fr recreatin prgrams and facility rentals. Due t the demand put n cmmunity partners and the availability f space at ur wn facilities, a cmmunity center shuld be explred as an ptin in the future. This wuld allw fr expansin f prgrams and prvide a single lcatin fr recreatin and park resurces. Park Cncessinaires During 2015, the City f Lngview allwed fr tw park cncessinaires at Lake Sacajawea. One cncessinaire was fr fd and the ther was fr nn-mtrized bating. Bth peratins were a success fr the vendrs and fr the City as well as a benefit fr the citizens. The City shuld explre ptins t prvide additinal vendrs at the lake and at ther facilities thrughut the City. Utilize Dwntwn The Recreatin Divisin wuld like t wrk with dwntwn businesses fr events n Cmmerce Avenue. As an example, the City f Prtland prvides fr Sunday Parkways where 102 P age

12 streets are clsed t vehicular traffic and enables users t walk, bike, and use ther active transprtatin all while fstering civic pride, stimulating ecnmic develpment, and allwing fr expsure. The prpsal wuld be t temprarily clse dwn a sectin f Cmmerce and allw fr the businesses t mve items utside r restaurants t sit patrns utdrs fr the afternn with the ptential t have an utdr mvie in the evening. Pcket Parks Currently there are n lcatins dwntwn t sit and be in nature. Dwntwn has been identified as being deficient in parkland. A pcket park where dwntwn patrns culd have lunch and where a fd truck cncessinaire culd be statined shuld be explred as an ptin. As an additin t this pcket park, a public restrm facility dwntwn culd als be prpsed t prvide additinal public amenities which in turn prvides fr a greater user experience fr visitrs. As dnatins r mney allws, additinal art installatins shuld be added thrughut the park system. Many playgrunds can play dual purpse f serving as a play space as well as sculptural art. The City wuld benefit frm adding in creative pieces thrughut the twn and park generating a mre exciting and vibrant place t live. Outdr Fitness Equipment As besity and inactivity rises, many citizens turn t parks as an inexpensive way t get active. A free amenity that culd help and is always available wuld be the intrductin f fitness statins int a trail r park system. This will nt nly allw fr patrns t use the equipment, but it can als increase the frequency and the duratin fr which peple culd use the park. Whether it is an interactive spray park r a wading pl t sit and cl ff, previus surveys and nline ples shw this feature as a need fr the cmmunity. Playful City USA The City shuld make it a pririty t meet the standards needed t becme a Playful City USA again. As cities cmpete fr businesses, ecnmic develpment, and jbs; cities are als cmpeting fr residents. Making the City f Lngview mre playable will be a key strategy when lking t retain families with yung children. Walkability and Nn-Mtrized Transprtatin The department shuld wrk t partner with landwners bth private and public t prvide fr a mre walkable city. Trails and rutes shuld be created t act as safe cnnectins t sites thrughut twn and nt just t a specific place, such as the Lake, t recreate. Bth types f trails (recreatin and transprtatin) serve their purpses, but allwing fr citizens t mve thrughut the City safely will enable a mre accessible and active cmmunity. Large Scale Athletic Events In recent histry Cwlitz Cunty hsted the Ashkicker and Sandblaster races, bth f which were very successful. Neither grup wh hsted these events was able t prvide the vlunteer manpwer and registratin capabilities t cntinue with the events. Lngview Parks and Recreatin shuld pursue rerganizing an event f this nature lcally as they were bth active events and successful with bringing turists int the cmmunity. 6.7 ADDRESSING DEFICIENCIES As indicated in the analysis f neighbrhd parks, there is a current deficiency f 173 acres and a prjected deficiency f 207 acres by 2022 if n further acquisitin f park land is pursued. The city is experiencing small develpments with cterminus brders leaving areas built ut withut parks. Effrts need t be made t begin respnding t the neighbrhd park land deficiency. The Neighbrhd Park Service Area Bubble Map, Figure G, shws the city planning area bundary and the neighbrhd park service areas. The pink area is Lngview City limits with the grey area as the planning area bundary. The map includes elementary schls that allw fr public access t the playgrunds utside f the schl day. Even with the inclusin f schls play sites with a ½ mile service radius there is still a deficiency. The gal fr Class II Neighbrhd Parks is t have all areas zned fr husing cvered in green by a park service area. An immediate impact can be made by requiring land wners requesting annexatin t include park land, at the current standards, in their develpment plans. The areas mst susceptible t further develpment include Mt. Sl, Barlw Pint, and west and nrth f the current city limits. The existing Lngview Municipal Cde addressing minimum standards fr park and recreatin imprvements (Appendix B) was adpted t address the need fr park land in new develpments. The city shuld cntinue t analyze the need fr parkland when reviewing subdivisin applicatins. During the applicatin prcess, the planning cmmissin shuld take int accunt the level f standard needed within the develpment area as well as predetermined neighbrhds identified as deficient f park lands. Ensuring that the municipal cde is fllwed, new develpments will address the pen space needs and nt add t the current park land deficiency. The ther ptin the city 104 P age

14 shuld cnsider is the purchase f undevelped land in areas where future develpment can be anticipated. This is particularly imprtant when the pprtunity exists t prtect natural areas and envirnmentally sensitive sites. Partnerships with the Cnslidated Diking Imprvement District (Appendix C) need t cntinue similar t what tk place between 30th and 38th avenues, 42 nd and 48 th avenues, and the Altrusa Park Trail. Effrts shuld be made t cntinue t create additinal trails n tp f dikes t cnnect trails thrughut Lngview and t thse that exist in Kels. Agreements shuld be pursued allwing fr public trail access t the tps f the dikes are in private wnership. Future trails culd include the dike alng the Cwlitz River, the cntinuatin f the trail west frm 38th Avenue thrugh Mint Valley Glf Curse, and ther ditches and dikes that currently have vehicle access that culd prvide dual purpse as a pedestrian/bike trail. Shuld railways ever becme vacated, access t the previus rail beds wuld als prvide excellent trails. The City shuld pursue partnership thrugh a cunty wide effrt t prvide lng distance trails t add t the recreatinal and turism pprtunities f Cwlitz Cunty. Trail develpment shuld als be crdinated with the Lngview Bicycle Plan and the Cwlitz Reginal Trail Plan. 105 P age

T aid in the trail mile deficiency, the City shuld cntinue t pursue effrts purchasing land and acquiring easements t cnnect the missing sectins f the Cwlitz River Trail Plan. This effrt will nt nly add trail mileage but als cnnect the cmmunities reginally as anther ptin fr nn-vehicular transprtatin and recreatin. The Archie Andersn Master Plan will need t be updated t meet the new and emergent needs within the Highlands Neighbrhd cmmunity. The current Park Plan prvides fr amenities that n lnger meet the need f park users and nw creates an pprtunity t update the plan t prvide fr a successful future. Additinally, steps fr implementing the sectins f the R.A. Lng Master Plan will begin in early This park is lcated in a very visible and histric sectin f twn.
