1 West Seattle and Ballard Link Extensins September 2018 Neighbrhd Frums and Online Open Huse Summary Sept. 25, 2018 Overview Sund Transit held a secnd series f neighbrhd frums during the Level 2 alternatives develpment phase f the West Seattle and Ballard Link Extensins prject t share and slicit feedback n the Level 2 alternatives. The secnd rund (f three) neighbrhd frums prvided an pprtunity fr participants t learn abut each f the Level 2 alternatives, hear abut the evaluatin results and key differentiatrs, and prvide feedback n their preferences in-persn and nline. The feedback will be shared with the Stakehlder Advisry Grup and Elected Leadership Grup befre they make recmmendatins n which alternatives shuld be carried frward int Level 3. Prcess and Outcmes Each neighbrhd frum began with a presentatin cvering the prject verview, a schedule and status update, details abut the Level 2 alternatives and evaluatin results, and a summary f feedback frm statin planning charrettes that tk place ver the summer. Fllwing the presentatin attendees engaged in a cnversatin with eight t 10 f their peers fcused n the Level 2 alternatives and prvided feedback n key decisin pints fr sub-segments within thse alternatives. Fllwing the small grup discussins, attendees culd walk arund and visit ther tables t view their key themes and summaries. Running cncurrently t the in-persn events, an nline pen huse prvided an pprtunity fr peple t learn the same infrmatin presented at the neighbrhd frums at any time f day. A series f questins, similar t thse that were asked at the in-persn events, was asked fr each segment. Hwever, many peple als expressed cncern abut the cst f tunnels and nted that elevated statins may be needed in the Junctin. Feedback was mixed fr the statin lcatin near the Junctin, with general preference fr a centrally lcated statin near 42nd Avenue SW t serve a larger area. Hwever, thers supprted the pprtunity t redevelp the area n Fauntlery Avenue SW and the prximity t the Junctin n 44th Avenue SW. Mst preferred a tunnel statin in Avaln at Fauntlery Avenue SW t serve mre riders and imprve pedestrian crssings. There was sme feedback that suggested eliminating the Avaln statin.

2 Feedback abut Delridge statins included a preference fr statins farther suth t serve mre riders with sme preference fr a statin n SW Genesee Street t minimize residential impacts. There was als strng supprt, largely frm in-persn feedback, fr redevelpment pprtunities with a statin near 25th Avenue SW. Duwamish River crssing feedback was mixed, balancing an interest in statin lcatins in Delridge with minimizing residential and envirnmental impacts. Thse wanting t minimize envirnmental impacts, largely preferred the crssing nrth f the West Seattle Bridge. NEIGHBORHOOD FORUM FEEDBACK Date and time: Sept. 8, 2018 frm 9-11:30 a.m. Alaska Junctin Many were cncerned that statins n 44th Avenue SW may have t many residential/business effects and ruin the character f the neighbrhd. Many expressed cncerns that the statin n Fauntlery Way SW wuld be t far away and t steep f a slpe t be accessible fr peple walking t the Junctin. There was als cncern that this statin wuld be t clse t Avaln statin. Many liked the statin n 42nd Avenue SW because it wuld serve the Junctin while minimizing disruptin t businesses and residents, as well as prvide better transit cnnectins. A few peple nted the ptential fr a statin n 41st Avenue SW instead f 42nd Avenue SW because f redevelpment ptential n that street. Many expressed preferences fr tunnel statins t minimize impacts t the businesses and residents. A few peple expressed interest in the tunnel statin n 44th Avenue SW because f ptential transit-riented develpment pprtunities. If an elevated statin was required, several preferred lcatins east f the Junctin t maintain the Junctin s cmmunity feel. Avaln There was a mix f preferences abut statin lcatins. Many expressed supprt fr tunnel statins t minimize impacts t businesses and residents. Many expressed supprt fr statins that wuld imprve pedestrian mvements in this area, specifically nes that straddled Fauntlery Way SW. Many expressed the need fr gd integratin with bus rutes. Sme were cncerned abut impacts t the skate park, Delridge playfield and Yungstwn Cultural Center with the Pigen Ridge/Alaska Junctin/Tunnel alignment, while a few thers preferred this alignment as the statin wuld be clser t these cmmunity gathering spaces. The statin west f SW Genesee Street near 25th Avenue SW was prmising fr many. Sme nted cncern that the benefits f the Pigen Ridge/Alaska Junctin/Tunnel alignment in Delridge may nt be great enugh given ptential cst and envirnmental impacts f that tunnel under Pigen Ridge. Many expressed a preference fr the crssing nrth f the existing West Seattle Bridge t minimize envirnmental impacts, with the assumptin that the Prt shuld accmmdate this crssing. Sme nted a preference fr the new bridge t be clse t the existing West Seattle Bridge t minimize additinal visual impacts, limit impacts t adjacent neighbrhds and because f the lwer cst. Sme expressed cncern abut the cst and envirnmental effects f the Pigen Ridge tunnel crssing. Peple expressed an interest in having statin entrances n bth sides f Denny Way. At Suth Lake Unin, there was a preference fr a statin at Harrisn Street r Republican Street because f its prximity t emplyment centers and the Belltwn and Denny Triangle neighbrhds and ptential cnnectins t bike and pedestrian facilities. Sme preferred the Occidental Avenue S alignment because f the cmpatible land use near the statin that culd serve mre riders in the future. A few peple expressed cncern abut at-grade crssings. Sme expressed interest in imprving the pedestrian experience and cnnectins by building cncurses, mezzanines and streetscapes n Spring Street, Madisn Street and east f I-5. A few expressed interest in priritizing pedestrian cnnectins t First Hill and prviding better access t the cnventin center frm the 6th Avenue statin. Westlake Sme were neutral abut a statin n 5th Avenue r 6th Avenue as lng as it allws fr a seamless cnnectin t the Westlake statin (existing and future). Sme nted that the secnd statin, if clser t Safec Field, wuld make it easier t use light rail t attend games fr peple thrughut the regin and expand the walkshed further int SODO. Many expressed cncern abut alternatives that wuld impact the SODO Trail. Sme preferred building the new SODO statin abve the existing statin t allw fr easy and efficient transfers and t maintain the E-3 Busway. Sme peple expressed cncern abut impacting the E-3 Busway. Sme expressed interest in using the E-3 Busway t save csts which culd be used t imprve the statin siting in Chinatwn-Internatinal District. Chinatwn-Internatinal District Many expressed interest in utilizing Unin Statin as a transit hub in Chinatwn- Internatinal District because it culd cnnect t King Street Statin via an undergrund mezzanine, serve bth light rail lines and be incrprated int the neighbrhd. Sme expressed cncern abut building the new statin further frm the existing Chinatwn-Internatinal District statin because it wuld be challenging t transfer between the tw lines. Sme expressed interest in a statin further frm the existing Chinatwn- Internatinal District statin t expand the walksheds in the area. Sme preferred the statin t be lcated n 5th Avenue because it wuld prvide easy access t the Chinatwn-Internatinal District neighbrhd. A few peple expressed cncern abut the additinal csts assciated with the 4th Avenue statin lcatins. A few peple expressed an interest in priritizing cnnectins t multiple mdes, specifically reginal rail. A few peple expressed cncern abut accessing a deep mined tunnel statin. Sme expressed cncern abut impacts and disruptins t Chinatwn-Internatinal District because f ptential difficulties recvering frm cnstructin. Sme preferred the bred r mined tunnel ptins because they wuld result in fewer disruptins t the neighbrhd. A few peple nted that wherever the statin is lcated, it must have easy and quick access t transfers t East Link, Sunder, Amtrak and Greyhund. Sme preferred the statin lcatin t be directly under Unin Statin because it wuld allw fr easy transfers fully within the paid area f the statins. Midtwn Many preferred a statin as clse t First Hill as pssible (6th Avenue) t reduce the verlap f ther dwntwn statins and t better access hspitals and serve the grwing density in First Hill. It was nted that entrances n 6th Avenue and 5th Avenue wuld better serve the large buildings alng 5th Avenue (Seattle Municipal Twer, Clumbia Twer, etc.). Sme preferred a statin n 5th Avenue since it s clser t dwntwn businesses, a shrter distance and less steep f a grade t existing statins n 3rd Avenue and integrates well with Westlake Statin. Sme expressed indifference regarding the statin lcatin as lng as it has a seamless cnnectin with existing statins alng 3rd Avenue and integrates well with buses (existing rutes and future RapidRide G). Sme expressed interest in pedestrian imprvements ver (r under) I-5 t cnnect First Hill and the Midtwn statin. A few peple preferred a statin that is furthest frm existing statins n 3rd Avenue t increase the walkshed. A few peple preferred the statin n 6th Avenue because f the cst savings. A few peple expressed interest in cnnecting the statin t the Central Library. Westlake Sme peple expressed indifference t a 5th Avenue r 6th Avenue statin lcatin as lng as it has a seamless cnnectin with the existing Westlake Statin fr easy transfers. Suth Lake Unin Many preferred a statin that prvides gd access t businesses and that leverages existing multimdal transprtatin in the area (streetcar, bus lines, bike lanes, etc.). Many preferred a statin near Aurra Avenue N that serves majr emplyers. Many preferred a statin that serves peple wh live and wrk in Suth Lake Unin. Many preferred a statin that des nt verlap with the Denny Statin and increases the walkshed. Sme preferred t build a statin where density already exists, nt where density might exist in the future. Sme preferred t remve Suth Lake Unin statin altgether t imprve transit travel times. Sme preferred a statin that will best integrate with the RapidRide E Line. Sme were interested in a statin near 8th Avenue and Dexter Avenue N with an undergrund passageway t bus cnnectins near Aurra Avenue N t serve a larger gegraphical area. A few peple preferred the statin near areas f ptential upzning and develpment where transit cnnectins will be warranted. A few peple said that a statin at Ry Street is t far frm the cre f Suth Lake Unin, highlights the pr design f Aurra Avenue N and des nt take advantage f the transfrmatin cming t Suth Lake Unin with the SR 99 tunnel shift. A few peple expressed cncerns abut the prximity f the statin t the SR 99 tunnel, which culd impede access and future transit-riented develpment. Seattle Center Many preferred a statin n Republican Street because f its prximity t emplyment centers, it serves Key Arena withut being inside the arena, it has fewer engineering cnstraints, it s feasible and has greater ptential fr upzning and grwth in the surrunding area. Many preferred a statin n Harrisn Street because f its prximity t emplyment centers, its access t Key Arena, and its walking and biking cnnectins. Many preferred a statin clse t Key Arena t better access events and believe it culd reduce car and bus cngestin near the Key Arena. Many said the Mercer Street ptin and Ry Street ptin are t far frm Key Arena. A few peple expressed cncern abut lack f pprtunity fr redevelpment if the statin was lcated at Mercer Street r Ry Street, ultimately serving fewer peple.
