1 Lehi Parks Master Plan VERBATIM COMMENTS BY TOPIC The Public Scping Meeting was held at the Lehi Senir Center n Nvember 20 th, 2014 at 6:00 pm in the evening. Just ver 100 peple signed in and a large number and range f cmments were prvided frm the residents regarding city parks. These ntes are frm the facilitated meeting, cmment frms, the map cmments and cmments prvided n the prject webpage. The cmments have be categrized t help prvide an verview f the resulting key issues, ideas and questins. COMMENTS 1. PROPOSED PARK NEEDS There shuld be mre multi use parks like Allred Park that has vlleyball, walking paths and playgrunds. The existing Spring Creek Ranch Park is private but there is a prpsed larger public park in the same area with essentially the same name. Why d they have the same name and what activities will be in the prpsed public Spring Creek Ranch Park? The prpsed parks shuld have mre multi use parks with mre activity variety. Lehi needs a skate park because there is nt even ne and there is a high demand/interest frm the yuth. Nbdy wants it in their neighbrhd but there shuld be ne built sn. Which prpsed parks cme first, hw are they priritized? There is a time line where phasing, funding, a fair balance and needs help determine the rder f which parks get built first. Are there t many parks planned in sutheast Lehi, is it a fair balance? There shuld be parks fr lder yuth and adults. What is the prcess t get a neighbrhd park in yur area? A turnament facility wuld be gd fr the ecnmy. Hw lng will these prpsed parks take t implement/develp? There shuld be surveys dne in smaller areas where the prpsed parks are t find ut what the needs are fr the users in that area. What are the water demands fr these prpsed parks? There shuld nt be tns f new turf t water if it means water restrictins fr the residents. The new parks shuld have playgrunds fr ages 2 12, where they still appeal t lder kids. Cvered picnic/pavilins wuld be great alng with trees and benches. 1

2 West Lehi is prime fr grwth s gd planning is needed fr access and amenities. The prpsed Snw s Springs Park shuld have a playgrund/swings instead f just green space. The prpsed parks shuld have swings, picnic tables and facilities that the middle aged kids can enjy. Lehi needs a nice dg park (nt like Willw Creek) r a fenced dg area in a large park. It wuld be nice if it was near a playgrund s the children can be mnitred while the dgs are running arund. Fllwing Park City's example, it shuld be fairly simple and nt very cstly t fence in a nice area fr pets t run ff leash. Then there will be a specified place where residents d nt need t search fr an empty park and intimidate ther patrns r children. It wuld als cut dwn n dg messes left in parks. Als, dgs wuld be running arund neighbrhds less if they had a place t run and play. A splash pad similar t Alpine's splash pad wuld be nice t. The new parks need mre nature/wilderness/pen space. The prpsed parks shuld have water features. Suthwest Lehi need special attentin in relatin t parks. The sutheast area (near Pineer Crssing Blvd) needs special attentin in relatin t parks. The retentin pnds that are currently mre like weedy pen space shuld be n the map s they can be cnsidered as pssible parks. Lehi shuld have a dg park similar t the ne in Taylrsville where the residents can use it with a fee and prper registratin. It is a nice dg park and it wuld make a difference fr many individuals and families with dgs if Lehi had ne similar t it. a. NORTHEAST AREA DEMAND (prpsed park needs) The nrtheast has n existing r prpsed parks. Eagle Ridge/ nrtheast Lehi needs special attentin because there is n play equipment fr yung kids and by the time they build parks they will be t ld. There is space near the new high schl that culd be develped as a park and then the parents culd use this adjacent play area fr their yunger children when their lder kids are cmpeting n sprts fields etc. Families in the area culd use this park as well (3 respnses). Nrth Lehi needs mre parks. Nrtheast/Eagle Ridge Lehi (14 respnses) needs special attentin because it has n parks. 2

3 Nrtheast Lehi residents desperately need an area where large families can let their children play safely and be active. Nrtheast Lehi needs a park with a pavilin, basketball, playgrund and grass. A splash pad, sledding and ice rink wuld be great (specifically in nrtheast Lehi). Sme amenities in the new parks culd be a jungle gym, walking paths, pavilin (especially in nrtheast Lehi). Nrtheast Lehi residents wuld use a park daily if given the pprtunity. The nrtheast needs practice areas fr team sprts fr the yuth. The nrtheast end f Lehi is filling up with hmes, cnds and businesses but the green space is limited. The Firehuse Park is tiny! There needs t be mre spaces fr all f the kids in the nrtheast t be active and play safely. The new NE park (labeled #5) that is near Eagle crest/ridge is in critical demand. There are a tn f kids that wuld benefit frm it. The prpsed park near Eagle Ridge shuld have swings, slides, water and trees. Ice skating in the nrtheast wuld be great. The unincrprated area t the east f the prpsed Ivry Ridge Park shuld be annexed in and made int a reginal park. The far nrtheast serves NO ne because there are n parks. Lehi City shuld partner with the new High Schl and have a park there. Please put sme sccer fields ut at Eagle Ridge sn. Lehi needs a better and mre abundant park distributin like American Frk which has lts f parks in all directins. It is frustrating t be surrunded by dzens f new hmes and lts, with n parks in sight, and t hear that the Ivry Ridge Park is years away frm being develped. There are a few empty lts nearby, such as ff 3200 N. by the Mink Farm, but there are are thusands f children withut a place t play ball, climb n a jungle gym, r meet new families fr a picnic table lunch. The nrtheast hpes t have these plans t make this beautiful area mre accessible t the next generatin happen sn. A park in the vacant land suth f the new high schl (at abut 2400 Nrth 500 East) wuld be great. 3

4 A park n the prperty by the new high schl is favred by many residents nearby as there are nt enugh parks in that area. The city shuld partner with the Alpine Schl District t make a city park near the new high schl in Lehi. That neighbrhd wuld abslutely benefit frm a city park there, it wuld be a wnderful additin t the area. Lehi needs mre playing fields in the Nrth East. b. PECK PARK (prpsed park needs) Peck Park shuld have an amphitheater fr the arts. It needs t be changed frm a weed patch t a wrking park. Has Landmark had frmal discussins with Lehi City abut Peck Park? There shuld be an amphitheater fr cultural activities like music. What is happening with Peck Park and the plans/designs they presented? Are they just n hld r being shelved t nt use? Peck Park is ideal fr passive use. The terrain des nt permit reasnable traffic access fr rganized sprts. The sprts cmplex suggestin fr Peck Park is nt a gd idea because with family needs due t paying fr the park, i.e. taxes. Parking and cngestin wuld als be a prblem. A sprts cmplex park ff /nrth f Hwy 92 wuld be better since htels, restaurants and traffic access are plentiful. Peck Park shuld nt have a baseball fcus. Peck Park is better fr a wilderness/pen space with limited r n sprts. There will be traffic issues n the east side f Peck Park if alt f develpment happens, the ne lane dangerus rad there is an issue. Peck Park shuld be mre f a leisure park than an rganized/cmpetitive sprts park. Peck Park will need a nise barrier n the suth side (maybe trees). The plans fr Peck Park were very plarized but need t be a balance in between with sme sprts and sme passive nature areas. The sutheast area f Peck Park wuld be a gd area fr sprt field lighting because the grade change wuld buffer the brightness. There shuld be a running path arund Peck Park and a splash pad. 4

5 There is interest in seeing the plans fr Peck Park and that the survey results will be cnsidered fr the the final design. Peck Park shuld nt be used fr cmmercial baseball fields because the majrity f the residents want walking and multi purpse grass fields. 2. EXISTING PARK NEEDS The playgrund equipment needs mre shade s the children d nt burn themselves in the summer. The slides near the JRP have hrnets in them ften and need mre maintenance. It helps the city greatly if the residents call t alert them f such issues s they can handle them mre quickly. Lehi parks need mre benches. The newer parks need mre trees because they hardly have any! Lehi parks need mre TREES!! Nrthlake Park needs play equipment. The trees that were trn dwn t build Kensingtn Park shuld be replaced there. Nrthlake Park needs a play park, splash pad and trees. This park als needs the trails n either side t be finished. Mre trees and a pavilin at Chappel Valley Park wuld be great as shade is needed in the summer. Take dwn and re use the Sprts Park light in anther park and turn it int sccer fields and general use. Bth f the Smmerset Parks need mre trees planted and/r sme shade cverings installed s that nearby residents can make better use f these parks during the summer. They are just t ht t enjy withut shade! The residents near Nrthlake Park lve the access t Utah Lake and the bike path. Hwever, the pnd has been a surce f wrry fr many parents. Peple cme t the park fr sccer games and let their kids run lse and kids have fallen in many many times. Because parents are paying attentin t sccer games, kids are in danger. Is there is a plan t cver the pnds? Culd a fence be put in? Is it pssible that a play structure culd be put in s that kids are mre interested in playing with that? 5

6 3. SPORT FIELDS Mre facilities are needed fr sftball. A reginal facility needs t be built fr sccer. The Sprts Park needs t figure ut/fix the n light situatin due t the mink farm. The area nrth f Timpangs Hwy 92 is a grwing area that needs a reginal sprts facility. There are nt enugh sprts fields fr baseball r ftball. Lehi needs mre baseball fields with lights and practice fields fr ftball, lacrsse & sccer. The big sprts parks shuld be in the less ppulated neighbrhds. The prpsed parks shuld have baseball. Lehi needs mre pen fields fr ftball and sccer. The city needs mre lighted baseball/sftball fields and basketball curts t practice n. Hw des Lehi City plan t increase the amunt f baseball fields in Lehi? There is a severe lack f fields lcally, especially when the parks department rents the current nes ut t leagues and ther sprts. 4. OTHER PARK AMENITIES/ELEMENTS The cmmunity wuld like multiple splash pad parks that have ther activities as well fr varius age ranges. Lehi needs a zip line! There shuld be mre swimming pls planned, like in the new high schl r at the prpsed park near it wuld be a gd spt fr ne. Mre facilities are needed fr tennis. Racquetball curts are needed (mentined by tw peple). A marina park wuld be great. Des the new high schl have an indr swimming pl that can be used by the public n weekends? It wuld als help t serve swim teams etc. Vlleyball was nt n the survey but it is getting much mre ppular and shuld be recgnized mre. 6

7 There needs t be mre develpment f spaces fr winter activities including an area ice/figure skating and hckey. Lehi shuld cnsider the SkyRide which is a pedal pwered rller caster. Will the skate park and zip line really happen? The retentin pnds have s much ptential fr ice skating in the winter. Sme f them are parks already but sme are just weedy pen space right nw. With Utah Lake being cleaned up there needs t be access t it with maybe a bat ramp. Can parks include lakes r pnds? Lehi needs gd sledding hills. New benches shuld be nrth facing s the sun is nt t strng. Pickle Ball curts wuld be great. A splash pad in Lehi is highly desired, there are nt any even in the neighbring cities. Mre play structures and swing sets wuld be great alng with a splash pad. Lehi needs a skate park (4 respnses) and a splash pad (4 respnses). The new parks shuld have children s play areas, basketball, tennis, trails and pickleball. A fishing pnd wuld be great. Senirs are an underserved ppulatin in Lehi and wuld like t see pickleball, racquetball and hand ball. Lehi needs mre basketball and water/splahpads. Outdr racquetball curts (see Snwflake, AZ fr cld weather curts and Or Valley, AZ fr security ideas) wuld be great. Beautiful spaces that are mre natural/have mre wilderness are needed. The special attentin shuld be n the things that Lehi des NOT have yet like splash pads, skate parks, utdr ice skating pad (like Middletn, WI), sledding hill and amphitheater. A splash pad built clse the the Jrdan Willws area wuld be great. Lehi shuld have pickleball available and a place where residents can rent hrses fr riding. Lehi needs a dg park! There is the ne at willw park, but it is terribly made and rarely utilized. 7

8 5. TRAILS Mre f the prpsed trails need t be built and new nes shuld be planned t link thse mre t the larger parks. A safe verpass/underpass fr Pineer Crssing Blvd in the sutheast needs t happen fr the children. The prpsed trail that ges ver pint f the muntain shuld be finished because it is the last park t link alt f trails and distance etc. The Utah Lake Parkway gap shuld be built since it will cnnect several distant areas and add s much cntinuing trail distance. Nrthlake Park needs mre trails (especially a raised/nicer ne that ges ut t Utah Lake) and the Utah Lake Parkway shuld extend t the JRP sn since there s nly the ne gap. The new parks need mre natural trails. Trails cnnecting t schls wuld really help the children. A better/safer trail cnnectin/link is needed at the large intersectin f Hwy 92 and Mrning Vista Rad. The Timpangs Hwy 92 west f I 15 shuld have a better trail that is nt just a dangerus sidewalk. The trail nrth f Dry Creek Park shuld be high pririty and shuld include a trail that ges nrth t the new high schl and a trail that ges suth t Peck Park. The future trail system shuld cnnect t the bigger parks. Hw will the new master plan interface with the scenic trails within the city's bundaries? What will the impact be n the Thanksgiving Village Subdivisin? A trail is being pushed n this area even thugh there has been prtesting where better ptins were suggested. Traverse Muntain has an amazing trail t the Nrth (Prter Rckwell Trail) and anther amazing trail t the Suth (Murdch Canal Trail). It seems like such a shame that thse tw trails d nt cnnect thrugh Traverse Muntain (except by gravel). Runners, bikers and lngbarders cnstantly uses these trails. This relatively small trail sectin cnnectin t these tw incredible trails shuld be a high pririty. The Prter Rckwell and Murdck Canal Trail shuld be linked tgether and shuld be the highest pririty (12 respnses). It is currently very dangerus t crss SR 92 t transitin t the next available trail. Cnnecting the trails wuld bring mre value, better cmmuting ptins and safety t the cmmunity. 8

9 It wuld be great t see a trail built int the hills surrunding traverse muntain. The plans fr the muntain bike trails, especially thse that cnnect with the trails in Draper lk great. Draper has dne a fantastic jb with their trail systems s cnnecting t them at the pint f the muntain and then adding ur wn trails wuld add a great deal f value t Lehi residents and wuld draw muntain bikers frm all ver the area. There is a pretty active grup f muntain bikers in Traverse Muntain and the surrunding area that wuld be happy t ffer their vice r their help. 6. MISCELLANEOUS/GENERAL FEEDBACK Hw will the city deal with the traffic at these new larger parks? There needs t be a balance between larger cmmunity parks and neighbrhd parks, especially in the nrtheast. The 2013 Lehi Parks Survey was nline that had ver 1600 respndents. There shuld be mre cperatin with the neighbring cities where facilities are shared (3 respnses). The parks shuld cnsider the hmes surrunding them and use gd design t keep the cnflicts away. The city waters their parks at times when they tell residents t nt water their yards. This is likely due t the fact that sme f the parks take much lnger t water them prperly because f their size and s they have lengthy rtating irrigatin schedules. Can the retentin pnds have ther uses? What is the prpsed sprts entertainment area? It is a general land use designatin. Lehi des nt serve all users equally. This plan shuld pay attentin t what Lehi des nt have. Residents that just mved t Lehi shuld be able t fill ut anther survey t vice their needs. Hw d yu knw which ideas represent the majrity f a cmmunity/big grup versus ne persn? Hw can Lehi allcate resurces/funding in the cmmunity? These cmments shuld be evaluated and related t the natinal standards fr park amenities. The lder kid ppulatin is underserved. 9

10 It is kay t charge a five dllars per mnth tax increase t help pay fr new park develpment. Neighbrhd parks need t be balanced by areas. High schls are hubs fr cmmunities. Other cmmunities that have parks adjacent t high schls have higher activity usage because f this cnnectivity. Mre partnerships between the schls and parks culd really benefit many peple in the cmmunity. There are n service are circles ging arund the high schls, d they cunt as parks? The time between prpsing and actually getting the parks built is frustrating because the city has the funds. Smmerset Park (Nrth) needs a sign that wners need t keep their dgs n leash and clean up after them. Yuth sprts/athletes (3 respnses) are an underserved ppulatin in Lehi. The land needs t be used beautifully like Veterans Park. The Legacy Recreatin Center is maxed ut. I wuld be nice t have anther facility r an expansin f this ne. 10
