On rll call by Deputy Village Clerk Charles Meyer the fllwing were: PRESENT: President Bass, Trustees Ikeze- Halevi, Patel, Spin, Cpe ( 6: 40 PM) and Sugarman( 7: 07 PM) ABSENT: Hlepas Nickell A qurum was present. Trustee Ikeze- Halevi mved t apprve the minutes as presented, Trustee. Spin secnded the mtin. The mtin passed with a Vice Vte. Regular Business 1. Discussin Regarding Zning Clarificatin fr 6850 N McCrmick Bulevard This item was presented by Duglas Hammel, Develpment Manager, via PwerPint. Mr. Hammel stated that in Octber f this year the Village Bard adpted an Ordinance granting varius zning apprvals fr the Walmart Pick-up grcery stre t be lcated at 6850 N McCrmick Bulevard. The apprved Ordinance als amended several previusly adpted Ordinances including an Ordinance that was apprved in Nne f the exhibits fr the Ordinance frm 2018 shw the lcatin f a 6,000 square ft ut lt building that was previusly apprved as part f the 2015 Ordinance. The prperty wner is seeking clarificatin n the ut lt prir t signing the 2018 Ordinance.

2 Mr. Hammel stated that it was the pinin f the Village Attrney and Staff that: Adptin f 2018 Ordinance des nt negate the effect f the 2015 Ordinance, unless therwise specified 2018 Ordinance des nt specify negatin f apprval f ut lt develpment Staff has n cncerns regarding develpment f the ut lt shuld apprved Wal-Mart remain at r vacate the prperty After further discussin by the Village Bard it was the cnsensus f the Village Bard that it was t cncur with the pinin f the Village Attrney and Staff. 2. Discussin Regarding Ptential Public Right- f-way Mdificatins Related t the Redevelpment f 3720 W Tuhy Avenue This item was presented by Duglas Hammel, Develpment Manager, via PwerPint. Mr. Hammel added that Timthy Hague f Keystne Ventures, the develper fr the prpsed prject was present t answer questins as they came up. Trustee Patel stated that he was friends with Mr. Hague but had n invlvement in the prject whatsever. Mr. Hammel prvided an verview f the prject, which was set fr an area alng 3720 W Tuhy Avenue between Hamlin Avenue and the new Walmart n Tuhy Avenue. Mr. Hammel stated that there are three parcels related t the prject with frntages n Hamlin, Chase and Tuhy Avenues. The buildings n the prperty wuld be reused fr retail and restaurant use and a cuple f weeks ag the Village f Skkie apprached the Village f Linclnwd t determine if there were aspects f the prject that culd impact Linclnwd. Mr. Hammel highlighted certain aspects f the prpsal and hw it may affect the Village: Maintain curb cuts n Hamlin Avenue and reduce the tw curb cuts n Hamlin dwn t ne. Due t this cnnectin, there may be an increase in traffic n Hamlin Avenue that may impact the Village. There wuld cntinue t be a curb cut n the prperty at Tuhy Avenue acrss frm Ridgeway in Linclnwd. The request was under preliminary review frm IDOT. Mr. Hague stated that they have prvided IDOT with the plan and traffic study but have nt heard back yet. Mr. Hammel said that depending n hw the IDOT apprval is cnsidered it may affect traffic in the area The develper is seeking t maintain the curb cut n Chase which shuld nt affect Linclnwd. The prject wuld maintain cnnectin t the prperty t the east which wuld prvide an utlet fr the traffic t and frm the site. The mdificatin f the Tuhy Avenue crss- sectin that includes a prpsal fr ppsing dedicated turn lanes n east and west lanes f traffic n Tuhy at Hamlin Avenue. This is still being reviewed but if it is apprved it wuld impact n street parking n Tuhy Avenue. It wuld als bring mving vehicles clser t residential prperty if parking lanes are created t accmmdate these additinal lanes. The creatin f a traffic light at Tuhy and Hamlin Avenues that IDOT will have t review. Mayr Bass asked where the nearest traffic lights are currently lcated n Tuhy Avenue. Mr. Hammel stated the nearest lights wuld be 800 feet t the east and

3 1300 feet t the west. Mr. Hammel said that this may be an issue that needs IDOT' s review against their wn standards due t the prximity f nearby lights with the standard being 1, 000 feet spacing between traffic signals. Mr. Hague stated that it was nt his rganizatin that was asking fr the traffic light but that it had been suggested as a pssible item by the Village f Skkie. Cnstructin phasing fr the water main, but the main is prpsed alng a prtin f the develpment and the Village desires t wrk clsely with the develper and Village f Skkie t address any cncerns related t the prject and the Village' s water main. Mr. Hammel stated that the plans have been submitted t Skkie fr public hearing, but that Skkie requested that the develper meet with the Village f Linclnwd t discuss any cncerns. Trustee Ikeze- Halevi asked when they intended t start the prject. Mr. Hague stated that they were lking t get apprval frm Skkie early in the year and starting cnstructin in the spring. Trustee Ikeze- Halevi asked hw the cnstructin will affect the water main prject n Hamlin. Mr. Letsn stated that they wuld crdinate with the develper if there is any wrk n Hamlin but wuld want t see the plans as well t understand hw the prject may impact the Village' s watermain prject. Mr. Hague stated that they wuld nly be ding wrk n the surface with a pssible widening f Hamlin near Tuhy fr a dedicated turn lane nt eastbund Tuhy and fr westbund traffic n Tuhy turning nrth nt Hamlin. Mr. Hammel stated that staff wuld keep track f the items and then prvide updates t the Village Bard thrughut the prcess. 3. Discussin Regarding Tuhy Avenue Overpass Lighting Plicy This item was presented by Laura McCarty, Parks and Recreatin Directr, and Nadim Badran, Assistant t the Public Wrks Directr, wh presented via PwerPint. Mr. Badran stated that the purpse f the discussin was t seek feedback regarding the Overpass Lighting Plicy. Backgrund: The Overpass has been substantially cmpleted since the Octber 11 t' Ribbn Cutting Ceremny Serves as a gateway feature fr the Village Cntains a prgrammable accent lighting system and decrative signage Accent Lighting: At the March 7, 2017 meeting, the Village Bard directed staff t include abutment t abutment accent lighting in the final design A Lighting Plicy is needed t establish a set schedule f recgnized events Draft Plicy: Mr. Badran presented the draft plicy which was reviewed by the Park Bard at their Octber 9, 2018 meeting, where they requested three additinal dates be added: President' s Day, Flag Day, and Patrit Day.

Mr. Badran stated that there is the pssibility t have it lit differently n the east and west sides f the bridge t address different hlidays. Trustee Patel suggested that the use culd be expanded t light the bridge up fr the Turkey Trt t encurage mre peple t sign up. The Bard discussed and gave cnsensus that staff be given the ability t exert flexibility and discretin in the plicy t make changes t the lighting schedule fr special ccasins such as sprting events, natinal events, r ther special events as deemed necessary by staff. 4. Discussin Regarding Capital Imprvement Plan Budget Wrkshp Dates This item was presented by Rbert Merkel, Interim Village Manager. Mr. Merkel stated that the Village was lking t schedule a Capital Imprvement Plan Budget meeting as part f the Budget prcess. After discussing the tpic, it was determined that the meeting wuld be held n January 17, Public Cmment Nne

5 Clsed Sessin At 6: 59 PM, Trustee Patel mved t adjurn the Cmmittee f the Whle t Clsed Sessin fr the purpse f discussing Emplyment Matters Per Sectin 2( c)( 1) and Prbable r Imminent Litigatin Per Sectin 2( c)( 11).
