4 Executive Summary The Pulaski Develpment and Renewal Plan examines a specific target area fr develpment alng tw blcks f histric First Street in dwntwn Pulaski (refer t Appendix #3 & 7), and ffers phased and sequential develpment steps, an implementatin narrative fr wrking with building wners and stakehlders, financial strategies, and surces fr financial supprt. The fundatin underlying the Plan is based n the bservatins f the prject team, the input f twn and cunty fficials, and a series f face-t-face interviews with citizens cnducted n Nvember 14-16, The Plan recgnizes that the Twn f Pulaski (refer t Appendix #2) and Pulaski Cunty (refer t Appendix #1) cnstitute ne cmmunity with shared interests supprting the cmmn gd. The Plan is a lcal plan that is intended t supprt private sectr grwth and develpment with leadership frm citizens in the cmmunity. The Plan presents a sequenced series f steps fr develpment f specific buildings, vacant land, and Peak Creek that, if even partly cmpleted, will cnstitute a majr stimulus fr grwth, jbs, histric preservatin, and renewal in the target area. Althugh a phased sequence f steps is presented, the verall frmula fr develpment can als be achieved with ut f sequence develpment wrk. The Plan encurages either prperty develpment by current building wners r by new develper-wners, r a cmbinatin f bth r even a partnership amng current wners and develpers. A suggested time line fr develpment steps is presented in the Plan. Lcal leadership will be needed t implement the Plan and a newly frmed 501c3 nn-prfit renewal advcacy grup, the Pulaski Champins, is suggested herein. The Implementatin Narrative in this Plan cvers the set up, missin, and sub-divisin f labr tasks fr the Champins. Further, a 501c25 hlding crpratin is prpsed as an adjunct t the Champins that wuld allw the grup t hld title t prperty either in use, under develpment, r awaiting develpment. The develpment wrk f the 501c25 wuld then cnstitute a type f revlving fund that wuld supprt prperty-by-prperty develpment and renewal. (refer t Website Resurces) Additinal lcal leadership in the private sectr is als advcated in the Plan in the frm f a Venture Capital Fund crpratin that wuld allw investrs frm either inside r utside the cmmunity t financially supprt fr-prfit develpment wrk. This Plan suggests that the Venture Capital Fund wuld be the mst successful if bth financial prfits as well as civic imprvement are bth gals f the Fund. Althugh the fr-prfit Fund and the nt-fr-prfit Pulaski Champins culd nt legally interact directly with each ther, if the tw grups realized the value f the cmmn civic respnsibility t the cmmunity that they bth share, then the wrk f bth culd be mutually supprtive. Fr the private sectr t see the target area as a desirable place fr investment, the Plan first prpses a public-private partnership t cnstruct an Aquatic and Wellness Center within the target area. The Plan 1

In s ding, the cnstructin cst f the Center t the cmmunity wuld be less than if it were built using tax dllars exclusively. The Center then becmes the anchr place, drawing individuals and families frm the cmmunity t the target area thrughut the day and evening seven days a week. Lastly, the Plan presents a list f resurce entities where additinal grant funds can be slicited, hw t btain cst estimates fr develpment and renvatin wrk at existing prperties, and ther supprtive infrmatin in the frm f appendices. One significant strategy described in #7 f Sectin 2: Phased Develpment Steps that will help t raise awareness and bring the cmmunity int the cmmnwealthwide public eye is a suggestin t cnduct the design f the Aquatic and Wellness Center as well as ther develpment prjects in the target area as architectural design cmpetitins undertaken jintly by teams f architects and develpers. 2

7 Statement f Gals This Statement f Gals references the Plan s target area: between Peak Creek and the railrad tracks and between Jeffersn Avenue and the irn bridge in dwntwn Pulaski, Virginia, and seeks t benefit all f the residents f Pulaski Cunty. Hereinafter, unless nted therwise, the Twn f Pulaski and Pulaski Cunty will be referred t as the cmmunity. Gal #1: Gal #2: Gal #3: Gal #4: Gal #5: Gal #6: Gal #7: T create a develper-friendly Plan that will prvide a guide and underpinning fr psitive ecnmic develpment in the target area. The ecnmic develpment will increase the cmmunity s tax base. The Plan shuld reflect the cmmunity s visin, ideas, and cncerns arising frm public meetings cnducted in Pulaski frm Nvember 14-16, See Appendix #6. The implementatin f the Plan shuld be undertaken thrugh a brad based, citizen-led effrt that sparks the ideas, excitement, and hard wrk f the cmmunity. In s ding, the effrt will reinfrce a psitive self-image fr the cmmunity and clearly illustrate the cmmunity s ability t undertake a significant task fr the cmmn gd. The Plan shuld reinfrce and take advantage f the natural and man-made infrastructure in the target area. The Plan shuld first fcus n elements supprtive f the life and health f the cmmunity while realizing that ther elements that are inviting t turists and visitrs will ultimately als benefit the cmmunity. The Plan shuld be respectful f the histric character f the target area while encuraging the use f histric rehabilitatin tax credit and ther ecnmic develpment incentives. The cmmunity s effrt will be cnsidered a success when: a) There are tangible and psitive physical results that increase the tax base and public vitality in the target area b) the health, welfare, and self-image f the cmmunity are imprved. c) the cmmunity takes pride in its accmplishments. d) the cmpleted elements f the strategy supprt ther psitive future grwth in the cmmunity. 3

If future circumstances indicate the immediate availability f prperties ut f the sequence listed belw, such an pprtunity shuld be seriusly cnsidered and the Phased Develpment Steps altered accrdingly while maintaining the verall gal(s) f the Plan. As prperties are acquired, if they are nt immediately cnverted int develpment prjects, cnsider shrt term reuse/renvatin fr ther rented interim uses as business, ffice, r mercantile uses. It is imprtant t nte that all privately wned buildings in the target area are cntributing resurces in the Pulaski Natinal Histric District and are therefre eligible fr Cmmnwealth and Federal histric rehabilitatin tax credits. Prpsed Time Frames are prvided in this type face fr each activity. The start date fr the Time Frame is the date f the vte f affirmatin f the elected bdies. 1. Affirmatin f Elected Bdies a. Pulaski Twn Cuncil b. Pulaski Cunty Bard f Supervisrs Slicit a public vte f affirmatin frm bth elected bdies indicating their supprt fr this Reprt. Time Frame: 0 days: tw separate vtes f affirmatin are anticipated, ne by the Twn Cuncil and ne by the Cunty Bard f Supervisrs. The clck n the Time Frame(s) indicated herein begins n the date f the secnd vte f affirmatin. 2. Assess and acquire 99 First Street NE, refer t Appendices #3 & 7 Cnduct existing cnditin and hazardus materials assessments at 99 First Street NE and mve t acquire this prperty as sn as pssible wing t its deterirated cnditin. The prximity f this prperty t the irn bridge, the dwntwn pedestrian trail, Peak Creek and ther prperties alng the creek, as well as prperties immediately acrss First Street t the suth make this building and land an imprtant anchr in the target area. The histric and architectural character f the building is significant and the rehabilitatin and repurpsing f this structure wuld be a valuable enterprise. Time Frame: < 0 Days: If pssible, the assessment and acquisitin f 99 First Street NE shuld prceed immediately as the structure is in a deterirated cnditin. 4

Organize and cnduct the first meeting f Pulaski Champins A get acquainted meeting and preliminary rganizatinal meetings f Pulaski Champins shuld take place befre the rganizatin gains its 501c3 status. Time Frame: Within 30 Days : Organize & cnduct first Pulaski Champins Meeting At the first wrking meeting f the Champins, methdlgies fr private, pubic, and nn-prfit fund raising effrts shuld be set up amng cmmittees and this fund raising prcess task shuld begin in earnest cupled with develpment f a missin statement and an examinatin f the target area (including a walking tur) and, ultimately, an apprval r mdificatin f this Reprt. 4. Acquire histric Daltn Building at Washingtn Avenue, refer t Appendices #3 & 7 We understand that the building is available fr acquisitin and that the Owner is a willing seller. Because f its availability and the high quality f the riginal histric fabric extant in the building, the acquisitin f this structure is an imprtant early step in the redevelpment f the renewal area. The structure will lend itself t a variety f uses including cmmercial develpment at the first flr and residential use as a htel and/r hstel n the upper flrs. Time Frame: Within 45 Days: Acquire histric Daltn Building 5. Begin prcess f creating tw design cmpetitin dcuments fr: a) a design-build prject cvering the prpsed Aquatic and Wellness Center, and, b) bth sides f Nrtheast First Street frm Washingtn Avenue t the irn bridge, refer t Website Resurces Use guidelines ffered by the American Institute f Architects t assist in setting up the parameters, prgram, and scpe f the design cmpetitins. A mdest financial stipend shuld be ffered t all design-build teams apprved fr participatin in the cmpetitins. The design team cmpetitin slicitatin fr the Aquatic and Wellness Center shuld require an architect and cntractr. This will be Cmpetitin #1. The design team cmpetitin slicitatin fr the target develpment area east f Washingtn Avenue shuld require an architect, landscape architect, and develper. This will be Cmpetitin #2. All f these participants shuld be required t present evidence f prir successful prject in an histric cntext. Assess and acquire the McCarthy Building, refer t Appendices #3 & 7 Alng with the acquisitin f the 99 First Street NE prperty, the acquisitin f the McCarthy Building will be a significant step supprting future develpment alng the suth side f Peak Creek between Washingtn Avenue and the irn bridge. An easement alng the creek side f the McCarthy and 99 First Street NE prperties culd be a significant cnslidatin when cnsidered with the Twn-wned parking area t the west. Time Frame: Within 120 days: Assess and acquire McCarthy Building 6a. Twn gvernment shuld initiate a prcess t establish an easement alng the suth side f Peak Creek frm Washingtn Avenue t the irn bridge t facilitate the future cnstructin f a Peak Creek Lp walk path. The ver the water nrth side deck at the first flr f the Daltn Building shuld be stipulated in the easement as a sectin f the walk path. Time Frame: Within 60 days: Initiate and cmplete easement creatin prcess Acquired easement will facilitate the future wrk f Design Cmpetitin #2 6b: Initiate Cmpetitin #3 t design an utdr theater cvered with a tensile fabric rf t the rear f the Daltn Building n the lcatin f the ftprint f the ld Daltn Theater. Require a place fr a prtable stage r band shell at the east end f this area s that it culd duble t serve persns seated in the existing Twn wned parking lt. When nt in use fr public functins, the fabric cvered area culd be used as a public park and fr events spnsred at the Senir Citizen s Center. The easement prpsed abve will be the first step twards a walk path that will eventually be cntinuus alng bth sides f Peak Creek frm Jeffersn Avenue t the irn bridge. The walk path wuld have an accessible walk surface, landscape trees, benches, and perid lighting. Where there are existing prperties that bstruct the rute f the easement (such as the Farm & Hme Supply Cmpany n Main Street), cnstruct a gangplank walk path ver the creek itself (like the deck n the side f the Daltn Building). Refer t Virginia Tech Design/Build Lab fr utdr theater design services. Time Frame: Within 270 days: Begin frmulatin f Design Cmpetitin #3 6

11 Redevelpment and Renewal Plan fr the Cmmunity f Pulaski, Virginia Phased Develpment Steps 6c: Begin wrk n a cmprehensive upgrade and repair prgram fr the walls and waterway f Peak Creek. At a minimum, the area t be upgraded will be frm the Jeffersn Avenue bridge t the irn bridge. Upgrade wrk shuld allw fr public access t the waterway via stairs and ramps. The wrk shuld be carefully crdinated with the Owner f the creek walls and the Army Crps f Engineers and shuld be envirnmentally sustainable. The Wrk shuld be undertaken in phases as recmmended by cnsulting engineering firm and Crps. Cnsider adding the creek walls t the Pulaski Natinal Register Histric District nminatin s that the wner f the walls can btain tax credits fr the wall repair wrk. Time Frame: 240 days: Acquire access easement fr repairs Start at 240 days, end at 360 days: Initiate and cnclude engineering field bservatins and reprt n cnditin f walls and waterway Start at 405 days, end at 495 days: Prepare Phase I engineering drawings and specificatins Beginning at 540 days: Bid Phase I prject 7. Acquire the 92 First Street NE and 72 First Street NE prperties, refer t Appendices #3 & 7 These prperties are strategically lcated in the target develpment area and are critical cmpnents in the wrk prpsed fr the suth side f First Street. If available at the utset, acquisitin f these prperties culd be elevated t first pririty status. These prperties will be prpsed as sites fr the primary anchr f the target area: a new aquatic and wellness center. Undertake a hazardus materials survey f each prperty. Time Frame: Within 180 days: Assess and acquire bth prperties 7a. Begin research prcess needed t verify the cnditin and availability f the large vacant parcels f land east f the ld rail right-f-way. Check fr the need f applicatin f brwnfields remediatin funds. Either encurage the current private prperty wner(s) t market these parcels fr develpment r assess and acquire. Time Frame: Within 90 days: Initiate research prcess 8. Assess and acquire 68 First Street NW, refer t Appendices #3 & 7 This histric structure has an pen flr plate that wuld supprt multiple types f reuse. Acquisitin f the structure wuld therefre be timely and useful in that it culd be renvated t huse current tenants relcated frm 58 N. Washingtn Avenue and adjining structures t the west as well as ther tenants. When fully rented, the structure wuld be a steady surce f incme that culd help t finance ther 7

Twn gvernment shuld initiate a prcess t establish an easement alng the suth side f Peak Creek frm Washingtn Avenue t Jeffersn Avenue including the Twn Hall and US Pst Office prperties t facilitate the future cnstructin f the Peak Creek Lp walk path. Time Frame: Within 540 days: Initiate and cmplete easement creatin. Time Frame fr this task is extended wing t duratin needed t acquire easement at nrth side f Pst Office frm US Pstal Service. 9. Assess and acquire five structures alng First Street NE: 58 N. Washingtn Avenue, the Appalachian Pwer Maintenance Building, Warden Building A, Warden Building B, and 64 First Street NE, refer t Appendices #3 & 7 These prperties are strategic t the develpment f the target area because f their lcatin adjining a majr thrughfare (Washingtn Avenue), prximity t Jacksn Park and Park at the New River Trail Extensin and because all are cntributing resurces in the Pulaski Natinal Register Histric District and are therefre eligible fr Cmmnwealth and Federal histric rehabilitatin tax credits. They als have direct views f dwntwn landmark prperty, the beautifully restred Pulaski Passenger Statin. These five prperties shuld be acquired and then ffered in a develpment slicitatin as a ptential prperty cvered under a single deed. Time Frame: Within 300 days: Assess and acquire prperties 9a. Twn gvernment shuld take steps t create a cntinuus jgging trail arund the perimeter f Jacksn Park. This trail will be an utdr supplement t the aquatic and recreatinal health center. Time Frame: Cncurrent with wrk f Phase Develpment Step #7 10. Encurage the develpment f the cmmercial structure at the nrtheast crner f Washingtn Avenue and First Street NE t return t its riginal first flr use as a cffee and sandwich shp, refer t Appendices #3 & 7 8

Encurage the redevelpment and histric tax credit rehabilitatin f 100 First Street NW as a mixed use prperty including cmmercial and residential uses, refer t Appendices #3 & 7 This prperty is a valuable anchr at the west end f the target area. Like the prperty previusly mentined in Step #8, if prir steps #1-7 are successful, this prperty will take n a new life n its wn. Time Frame: Within 365 days: Redevelpment pprtunity identified and facilitated 12. Initiate the prcess f land acquisitin fr a walk path easement behind all Main Street prperties that back up t Peak Creek frm Jeffersn Avenue t the irn bridge, refer t Appendices #3 & 7 Time Frame: Within 540 days: Initiate land acquisitin fr walk path easement 13. 14 Implementatin Narrative F r W r k i n g w i t h O w n e r s a n d S t a k e h l d e r s This Implementatin Narrative fcuses primarily n hw t d and what t d t accmplish the Redevelpment and Renewal Plan. Hw t undertake the implementatin f the Redevelpment and Renewal Plan The Implementatin Narrative fr wrking with wners and stakehlders is characterized by effectiveness, pen and frequent cmmunicatin, transparency, camaraderie, and geared t results with milestnes and measurable utcmes. Fr the purpse f this plan, wners refers t prperty wners in the target area. Stakehlders, n the ther hand is a much mre bradly defined term including: twn and cunty elected and administrative fficials, tenants and users f prperties and facilities in the target area, elected and administrative fficials in the gvernment f the Cmmnwealth with an interest r authrity in the target area, and turists and visitrs. In additin, the mst imprtant stakehlders are the citizens f the cmmunity whse life, wrk, talents, and taxes will affect the prject area. Implementatin Narrative: 1. Because the implementatin f the Plan can nly succeed and achieve the prject s gals if the cmmunity believes in it and supprts it, the Plan must have the bradest pssible supprt amng the citizens f the cmmunity. Twards this end, the leaders wh have respnsibility fr implementatin f the Plan must be well respected, generus f their time, wise, and have a persnal character that encurages thers t fllw them frward. They must be champins fr their cmmunity. 2. During the meetings f Nvember 14-16, 2012, a number f the persns present were asked t name the leaders in the cmmunity, wh have the character traits nted abve. Apprximately individuals were cited. This is a cre grup that can be called upn, t champin the cause f implementing the redevelpment and renewal f the target area. 3. With the assistance f lcal gvernment staffs and pr bn legal services slicited frm a member f the bar in the cmmunity, the cre grup shuld be assisted in incrprating as a 501c3 nn-prfit rganizatin whse missin is t guide, advcate, and implement the redevelpment and renewal strategy. Such a grup is cmmnly called a Cmmunity Develpment Crpratin; hwever, this term is t mundane fr ur purpses. Instead the grup shuld be called Pulaski Champins. 4. The Pulaski Champins shuld be cmpsed f valued leaders wh represent a brad range f interests and talents, e.g., the Champins will prbably need at least ne f the fllwing categries f persns: an attrney, a dwntwn prperty wner (perhaps mre than ne), a member f the Twn and Cunty staffs, an accuntant, a member f dwntwn church clergy, a member f the Twn Cuncil and a member f the Cunty Bard f Supervisrs, a persn with experience in histric cmmercial real estate, and several (pssibly eight r mre) citizens-atlarge. All f these persns must have the time cmmitment, a cnvictin f caring abut the cmmunity, and the character traits nted in paragraph #1 abve. 10

15 Redevelpment and Renewal Plan fr the Cmmunity f Pulaski, Virginia Implementatin Narrative 5. The Twn and Cunty shuld investigate methds f start-up supprt r capitalizatin f the Pulaski Champins. Slicit grants frm nn-prfit rganizatins in the Cmmnwealth wh might have an interest in cmmunity renewal r histric preservatin. The Twn and/r Cunty culd ffer in-kind services f staff and/r the use f ffice supplies and facilities (a cpier, fr example). As the grup becmes mre chesive and better able t fcus n its missin, it shuld becme respnsible fr btaining its wn perating funding. 6. The Pulaski Champins shuld define their wn missin. Briefly, this reprt sees the grup s missin statement as t facilitate, supprt, and encurage the creatin f develpment f benefit t the cmmunity in the area defined by Peak Creek, the Nrflk Suthern rail right-f-way, Jeffersn Street, and the irn bridge, hwever, the grup culd define their wn wrk differently and an alternative missin statement might better suit the grup s wn understandings and cmmitments. 7. The Champins shuld cnduct their meetings in accrdance with recgnized and demcratic methds such as Rberts Rules f Order. 8. The Pulaski Champins shuld meet regularly, pssibly nce every tw weeks at the utset, but nt less than nce a mnth thereafter. Meetings shuld be in public and publicized. Members f the media shuld be encuraged t reprt n the wrk f the grup. All f the wrk f the Champins shuld be pen and abve bard and transparent. This pen and hnest frmat will reinfrce the cmmunity s supprt fr the leadership and decisins ffered by the grup. 9. The Champins may need t delegate aspects f their wrk t sub-cmmittees r task frces. This is a plus because it will pen pprtunities fr even mre cmmunity vlunteer participatin. All sub-cmmittee and task frce meetings shuld be in public and publicized. The sub-cmmittees and task frces shuld reprt back t the Bard f the Champins fr all decisin making authrity. 10. The Champins shuld prepare a website and update it frequently t keep the cmmunity well infrmed f their activities and decisins, t slicit cmmunity input, and t annunce meeting dates. The site can als illustrate cmpelling phts and drawings f the prject area. 11. The Champins shuld update elected fficials n the prgress f their wrk in public n a regular basis. Hw t accmplish the Redevelpment and Renewal Plan The wrk f the Champins will be the tip f the spear fr the implementatin f the cmmunity s visin fr redevelpment in the prject area. Twards this end, the Champins will be charged with implementing the Phased Develpment Steps described in Sectin 2 f this prpsal, and as defined hereinafter. 11

16 Develpment Incentives S u g g e s t i n s f r T a r g e t A r e a Cntributins t develpment incentives may be ffered by gvernments, Pulaski Champins, and the Venture Capital Fund. The value f the incentives shuld be pr-rated based n a schedule f cntributins versus the guarantee f the number f new full time jbs created by a new business r the expansin f an existing business. If the prmised number f new jbs is nt created then incentive funds shuld be returned t the grantr. Cnsider a pr-rated return f funds schedule based n the actual number f new jbs created. 1. Prvide water and sanitary sewer infrastructure labr and materials frm the pint f cnnectin t the municipal systems t: a. the prperty line, r, b. the building wall. 2. Prvide exterir landscape imprvements supprting the new business in either: a. the public right-f-way, r, b. in a negtiated area n the private prperty. 3. Prvide maintenance f exterir landscape imprvements in either: a. the public right-f-way, r b. in a negtiated area n the private prperty. 4.
