Airprt Strm Drain Pipe Rehabilitatin Actin: Backgrund: Apprve a cntract t Talbert, Bright, & Ellingtn, Inc. in the amunt f $146,518 fr the design f a steel liner fr strm drain pipes n the Airprt. 1. When the current terminal was cnstructed in 1982, the Airprt installed 2,800 linear feet f 96 crrugated metal pipes under the air carrier ramp and terminal t carry strm water t Cffey Creek. The Airprt has dne peridic inspectins f the pipe system and has identified areas where the pipe is beginning t shw signs f distress frm the weight f the structures abve it. In 2001, the Airprt installed a steel liner in 550 feet f the pipe under the terminal. Anther inspectin f the remainder f the pipe has been perfrmed and additinal areas have been identified fr rehabilitatin. This cntract will prvide design and bidding services fr a steel liner fr the remainder f the pipe system. Funding fr this cntract cmes frm prceeds f the 2004 General Airprt Revenue Bnds, the debt service f which is paid fr with Passenger Facility Charge (PFC) revenues.

What is FAR Part 150? FAR Federal Aviatin Regulatin Part 150 Sectin Pertaining t Airprt Nise Cmpatibility Planning Regulatin addresses: Develpment and review f Nise Expsure Maps and Airprt Nise Cmpatibility Prgrams Measuring nise n and arund airprts Determining expsure f individuals t nise Identifies land uses cmpatible within nise affected areas CLT Part 150 Prgram Original prgram established in 1987 First update cmpleted in 1997 Secnd update started in 2002 Restarted secnd update in 2006 T date, the Airprt has spent ver $67 millin in mitigating nise arund the Airprt Current prgram cnsists f Nise Abatement, Land Use Cntrl and Nise Mitigatin measures Orr: Back in 1971, we were planning fr what is nw the center runway. In 1973, we culd have bught Mres Park fr less than $4 millin. Hwever, that was nt dne and we built the runway which resulted in a lawsuit. There was picketing and televisin cverage and the City paid ut an amunt f mney. We then spent $3 millin buying an avigatin easement and in 1987, we established the FAR Part 150 Prgram. We later bught Mrris Park fr $12 millin. T date, we have bught all but fur hmes in Mrris Park. Additinally, we have relcated 450 hmes n a vluntary basis with the hmewner and insulated 1,200 hmes, churches and schls. Orr: There are residential hmes near the Airprt. Therefre, the Airprt Overlay District hasn t been a cmplete success, even thugh we have attempted t have the areas rezned. Christine: We have attempted t limit additinal develpment in the nise cnturs. We are als trying t acquire a flight tracking mnitring system, which is used in cnjunctin with the FAA s radar

3 3 system. The FAA nw uses what s called STARS. We nw need new sftware and the FAA will pay fr 80%. We wuld als like t alter the preferential use time t 11:00 p.m. 6:00 a.m. and we feel this change will be minimal. Fr years, when the aircraft take ff heading suth, the departure prcedures require the pilt t fly runway heading, 180 degrees, fr tw miles befre turning t a divergent heading. Over the summer, the FAA Air Traffic Cntrl tested sme different and additinal departure prcedures that resulted in a number f new nise cmplaints. Edwards: At what altitude? Orr: 3,000 ft. The issue is that the twer wants the aircraft t turn ff the runways immediately, as ppsed t tw miles ut, which is where we ve invested ur mney and effrts fr mitigating nise. Ril: When we depart, we g tw miles ut and turn at an altitude abve 3,000 ft and pwer reductin at belw 90%. Orr: This new test results in the aircraft flying ver areas that are develped as ppsed t areas we have insulated. Fuller: Aren t departure prcedures different fr turbines? Orr: We are nly talking abut jets. Nise Mitigatin Measures Establish a public infrmatin prgram fr nise issues Sund insulate hmes, schls and churches within the 65 DNL nise cntur Acquire mbile hmes within the 70 DNL nise cnturs Acquire residential prperty with the 75 DNL nise cntur Orr: The 65 DNL in 1996 is essentially the same as 2009 s 60 DNL. This is unusual arund a majr airprt. Christine: The FAA s effrts stp at the 65 DNL, in terms f insulating and land acquisitin. Orr: N ne wh lives within the 65 DNL came t the public meetings. The new prblems are nw further ut, driven by the FAA s new prcedures called RNAV. These prcedures give the pilt waypints and the cmputer fllws thse way-pints. Therefre, fr example, peple in Matthews are nw seeing mre planes. Ril: In these prcedures, there is n rm fr errr. The cmputer s way-pints results in the aircraft flying ver the same pint each time. Even with wind-factrs, the cmputer will re-set itself. McMahan: What percentage f fleet has muffled sund? Orr: All. The FAA requires all t be Stage Three. The newer the aircraft, the quieter they are. Carpenter: Des the study update include the new runway? Orr: Frm a cntur perspective, the new runway isn t an issue. There are sme issues we need t address, but they cannt be addressed thrugh the FAR Part 150 Prgram. The calculatins fr nise are dne by using a frmula which invlves the interstate and aircraft. We need the new flight track system t deal with these issues. The AerClinic, in partnership with Presbyterian Healthcare, will prvide treatment fr minr ailments, preventative care, X-rays and vaccinatins. Prescriptins and packaged medicines will als be available. The Airprt anticipates the clinic t pen in early 2010, which is beynd the start f the flu seasn. Therefre, AerClinic nw has a kisk in the terminal s Atrium area, which began September 18, t administer flu shts t passengers, emplyees, etc. The cst is $35 fr passengers and $25 fr emplyees. The AerClinic is currently wrking with Airprt emplyers/tenants n prviding flu shts t their emplyees. Flu shts will be ffered thrughut flu seasn, which nrmally runs until December 31, but it culd run int January, depending n the severity f this year s flu seasn. Operating times fr the kisk will be 7:30 a.m. t 7:00 p.m. Mnday thrugh Friday; 11:00 a.m. t 5:00 p.m. n Saturday; 11:00 a.m. t 7:00 p.m. n Sunday. 3. TSA In-line Baggage Handling System On August 26, the Department f Hmeland Security (DHS) annunced mre than $240 millin in American Recvery and Reinvestment Act (ARRA) funding fr new in-line baggage handling systems at 10 additinal airprts acrss the cuntry. CLT was included as ne f the 10 qualifying Airprts that received ntificatin frm DHS indicating an intent t fund the prject. After ntificatin, a due diligence prcess will ccur t determine the exact needs and scpe f the prject which will ultimately determine the amunt f funding, which culd be as much as $37 millin.

5 5 Accrding t the DHS, the new equipment incrprates enhanced explsive detectin technlgy t prvide n-screen viewing capabilities fr Transprtatin Security Administratin (TSA) fficers cnducting baggage screenings and reduces the number f re-scans and physical bag searches. The intent is t strengthen security effrts while reducing the time necessary t scan baggage while streamlining airprt prcedures fr passengers, making it easier t mve thrugh ticketing and barding. The DHS news release was included in each member s bk. Orr: Right nw, we have srt f a manual prcess. The TSA takes the luggage ff f the cnveyr and puts it thrugh the machine. Under the in-line baggage system, frm the time it leaves the ticket cunter until the time it gets t the airline, it will be all autmated. Therefre n ne tuches the baggage. Hwever, this system is very expensive. We had a cnsultant design a system fr us, which was estimated at $95 millin. Our next steps are t meet with the TSA t find ut exactly what the mney ges twards. Ril: TSA has quite an peratin underneath fr baggage screening. Orr: TSA als has ver 300 emplyees here at Charltte, which is the amunt I have t run the Airprt. Edwards: With the changes cming up, will it change the prcess fr internatinal passengers? Orr: N. Edwards: Why d internatinal passengers have t get their bags? Orr: That is a Custms rule because passengers arriving frm an internatinal destinatin have t have their bags in their pssessin fllwing the passprt inspectin fr a pssible Custms inspectin. They inspect abut 10% f all the bags. 4. Directr s Reprt Rtary Flight f Hnr Held The Rtary District 7680, in partnership with US Airways, spnsred an additinal Rtary Flights f Hnr n September 19. Additinally, a third flight is planned fr Tuesday, Octber 20. CLT s first Flight f Hnr was held n April 18 using a US Airways Airbus 321 which transprted 120 WWII veterans t Washingtn DC fr the day t see the WWII Memrial. The flights depart frm gate D2 at 9:00 a.m., and return n the same day at 8:30 p.m. The Airprt ffers cmplimentary Valet parking t the veterans, a dedicated screening lane at the security checkpint and refreshments prvided by the USO. The Flight f Hnr is a service prject f Rtary District 7680 which hnrs the lives, valr and curage f Wrld War II veterans wh live in mid-western Nrth Carlina. Rtary District 7680 includes 14 cunties in central Nrth Carlina. There are 52 Clubs in this District with ver 3,000 Rtarians wh prvide their time and talent twards the Rtary Internatinal gal f Service Abve Self. New Exterir Signage New blue exterir signage replaces brwn signs as well as adding additinal grund-munted signage, fr easier navigatin Installatin is 25 % cmplete. All verhead signs and a prtin f the grund-munted signs are left t be installed. Installatin is anticipated t be cmplete by Thanksgiving. 5. Selectin Cmmittee Once the new runway pens and is fully peratinal, the Airprt will repair the center runway. Vice Chair Ril asked fr tw vlunteers t serve n a selectin cmmittee t select an engineer fr rehab f Runway 18C. Ed McMahan and Jeff Hay vlunteered t serve n the selectin cmmittee. Drsch: D yu have an update n the rail yard?

6 6 Orr: We are still struggling with the FAA. We still think it is a great idea and in perfect alignment with the Transprtatin Funding Bills (Transprtatin Act). Drsch: What d yu need frm the FAA? Orr: Apprval f the lease. We ve answered all their questins dealing with the technical issues.
