Terminlgy UAS Unmanned aircraft system. Fr the purpses f this dcument, UAS is equivalent and interchangeable with the term drne. Drne Pilt Fr the City s purpses, a drne pilt is an emplyee that has an up t date, FAA Part 107 license and is n the City s apprved list f emplyee drne fliers. Part 107 This is the 14 CFR Part 107 Small Unmanned Aircraft Systems Rule, as established by the FAA (Federal Aviatin Administratin). The Part 107 rules and regulatins allw pilts wh have a current Part 107 license t legally fly small unmanned aircraft systems fr cmmercial use (this includes lcal gvernment peratins). FAA Federal Aviatin Administratin UAS Operatin Rules and Regulatins Federal Level Our Part 107 licensed pilts will fllw these FAA mandated rules, alng with any ther peratinal r UAS requirements issued by the FAA, at all times: Unmanned aircraft must weigh less than 55 punds, including paylad, at takeff Fly in Class G airspace* Keep the unmanned aircraft within visual line-f-sight unaided by any ther device ther than crrective lenses* Fly at r belw 400 feet* Fly during daylight r civil twilight (30 minutes befre fficial sunrise t 30 minutes after fficial sunset, lcal time)* Fly at r under 100 mph* Yield right f way t manned aircraft and emergency vehicles* Page 2 f 12 49

Pilt Training and Qualificatins In rder t fly a drne fr City related prjects, emplyee drne pilts will have t: Have an up t date, FAA Part 107 remte pilt certificate A cpy f a valid Part 107 remte pilt certificate will need t be submitted t the Drne Team. When the remte pilt certificate expires, it will have t be renewed r reissued befre an emplyee can fly fr the City again. Expiratin, revcatin r lss f a remte pilt certificate will result in the emplyee being prhibited frm flying drnes fr the City and remval frm the City s apprved list f City emplyees that can fly drnes fr the City (Apprved List). Be n the City s Apprved List f emplyee drne pilts The emplyee must have an up t date Part 107 remte pilt certificate. The emplyee may nt have a histry f reckless behavir invlving aircraft, manned r unmanned. If the emplyee is nt currently n the Apprved List, the Drne Team will evaluate their qualificatins and will add them t the Apprved List, as listed in the Pilt Training and Qualificatins sectin f this dcument. Participate in City led training and Drne Team training invlving drnes. All pilts will be required t demnstrate that they knw hw t fly a drne in a safe and cmpliant manner. Page 3 f 12 50

29 Apprved list f city emplyees that can fly drnes Please refer t the Apprved List dcument lcated in the Drne Team flder f the O:\ Drive. This list is kept up t date by the Drne Team and members are apprved if they have an FAA Part 107 remte pilt certificate and have met r exceeded the standards listed in the Pilt Training and Qualificatins sectin f this dcument fr safe and respnsible flying f drnes. Emplyees must prvide dcumentatin that they have a Part 107 remte pilt certificate and must renew their certificate every 24 mnths (starting frm when they btained the certificate) t participate in the City s drne peratins. Operatinal Use Standard Operating Prcedures All UAS will be maintained and kept in airwrthy cnditin, accrding t the manufacturer s specificatins and related industry standards. Prir t any flight, authrized pilts will inspect the UAS t ensure it is airwrthy. Pilts will als inspect the UAS after every flight. The drne pilt will reprt any newly develped damage r defects t their respective City department and the Drne Team. Only authrized pilts with an FAA Part 107 remte pilt certificate will be permitted t fly fr City peratins. An authrized pilt fr the City is an emplyee f the City f Palm Cast that has a current Part 107 remte pilt certificate and is n the apprved list f City emplyees that can fly drnes, as decided upn by the Drne Team. Authrized City pilts are nly allwed t perate the specific City wned UAS they have been apprved t perate, per the Drne Team. Als, pilts must be listed n the City s drne insurance and specifically be listed as an authrized pilt fr that drne n the City s drne insurance plicy. Pilts will lg their flying hurs after each time they fly a drne. See Exhibit A f this dcument. A cpy f this dcument (named Drne_Pilt_Lgbk.pdf) can be accessed in the Drne Team flder. Pilts will ntify the Drne Team f planned prjects and flights if they are utside nrmal peratins. The Drne Team will then discuss these prjects and determine if they are safe and apprved t fly. 30 Flying in Class B, C, D, and E airspace requires the permissin f air traffic cntrl. Obtaining permissin can be accmplished by phne call, , verbally, r thrugh a sftware applicatin. The drne pilt must keep dcumentatin f any permissin issued by air traffic cntrl and prvide it t the Drne Team nce the flight is cmpleted. The pilt will fllw all Part 107 regulatins at all times, unless a waiver r Certificate f Authrizatin (COA) has been issued by the FAA t perate utside f these regulatins. Pilts must cmply with all federal and state laws pertaining t the use and peratin f drnes at all times. Emergencies, accidents, and ther situatins Manned (r unmanned) aircraft near drne The remte pilt in cmmand f the drne will immediately perfrm evasive maneuvers t avid the aircraft, and if it is a manned aircraft, will establish a safe altitude level r land the drne s that the manned aircraft can fly uninhibited. Pwer failure f drne The remte pilt in cmmand will safely attempt t track dwn where the drne landed after a pwer failure ccurred. The drne will then be retrieved and put ut f cmmissin until the batteries can be replaced and the drne can be fully repaired. Such an incident must be reprted by the pilt t the Drne Team and the City Manager. Objects thrwn at the drne r firearm discharged at drne The pilt in cmmand shuld take evasive actin, if pssible. The drne must be immediately landed in as safe a manner as pssible. The remte pilt in cmmand shuld leave the scene in rder t achieve a safe distance. If an bject was maliciusly thrwn at the drne r a firearm was discharged at the drne, the remte pilt in cmmand must call 911 when safe t d s. Such actins are illegal and shuld be treated with the highest amunt f cautin. After the pilt s safety is n lnger in jepardy, they shuld alert the City Manager and the Drne Team abut the incident. All accidents will be lgged and reprted t the Drne Team Pilts wh d nt reprt accidents r wh perate the drne in a careless r reckless manner will have their authrized pilt status frm the City revked by the Drne Team and will be remved frm the Apprved List. 31 privileges will be determined by the Drne Team. Any Drne Team member that is invlved in an accident r recklessly flies a drne must recuse themselves frm any Drne Team decisin making until the situatin is reslved and the Drne Team member is cleared f any ptential vilatin f the Drne Prgram Cde f Cnduct. In the event f a crash, the incident must be lgged and reprted t the Drne Team by the remte pilt in cmmand. A thrugh peratinal check f the drne is required t be cnducted by bth the pilt and the Drne Team and a Drne Accident Reprt frm must be filled ut the remte pilt in cmmand. Please see Exhibit B, attached heret, fr an example f a Drne Accident Reprt. An fficial cpy f the Drne Accident Reprt (named Drne_Accident_Reprt.pdf) can be accessed in the Drne Team flder. If n damage was sustained t the drne, then it can be apprved fr flight after it has been thrughly checked ut and test flwn. If damage was sustained, the drne must be immediately grunded and n lnger flwn. The Drne Team will reprt this damage t the apprpriate authrities and the City s insurance cmpany and the drne will either be repaired t the manufacturer s riginal specificatins and quality standards r a new drne will be acquired as a full replacement. Vehicle Plicy applied t drnes The remte pilt in cmmand, if having been invlved in an accident with a City wned drne, will fllw the steps laid ut in the City f Palm Cast s Vehicle Plicy. The remte pilt in cmmand will have t attend MediQuick and participate in a drug test. Steps t take: Emplyee (remte pilt in cmmand) shall: Call 911 (if the situatin is dangerus). Reprt drne accident t immediate supervisr. Remain at accident scene until released by yur supervisr t reprt t MediQuick. Supervisr shall, immediately: Ntify HR. Ntify the Drne Team. Assist staff in cllectin f all relevant evidence. i.e. pictures f drne damage, etc. Page 6 f 12 53

34 Dcumentatin and Retentin f UAS Data Dcumentatin f flights The drne pilt will cmplete all City and department flight dcumentatin befre and after flights. Digital media (still images and vide) captured by the drne will be retained by the City accrding t the classificatin f the digital media s retentin schedule set by the State f Flrida. This digital media shall nt be deleted until the retentin requirement fr that vide r image can be determined. Retentin Schedule The City Clerk s Divisin determines the retentin schedule based ff f the State s GS1 schedule. It is dependent n the vide and the captured image(s). Please inquire with the City Clerk t btain an fficial cpy f the Retentin Schedule. Certain parts f images can be redacted, as determined by the City Manager, r designee, the Drne Team and by the State f Flrida s general recrds schedule. See Retentin Schedule sectin f this dcument.
