CEO Reprt This reprt cmprises key business updates since the last meeting f the cmmittee n July 26th, 2018 PASSENGER TRAVEL STAFF TRAVEL 1.1 BUSINESS PERFORMANCE In August, LCY annunced the return f Aer Lingus t the airprt. Aer Lingus, in partnership with CityJet, will perate LCY t Dublin, the airprt s 3rd busiest rute. The news als makes nward cnnectins, t ne f Aer Lingus 13 Nrth American destinatins, far easier. Aer Lingus are scheduled t cmmence services frm Octber 29th. BA CityFlyer has added 4 new Embraer E-190 aircraft t their LCY fleet, bringing the ttal fleet number t 26. Additinally, frm Nvember 11th, BACF will launch a daily service t Rme and a fifth daily service will be added t Zurich n week days. July 2018 was the busiest ever mnth at LCY with 471, 519 passengers travelling thrugh the airprt a 15.7% increase n July Current end f year passenger prjectin is m. Airprt Service Quality (ASQ) scres shwed an increase in verall passenger satisfactin frm 4.07 (ut f 5) in Quarter 1 t 4.24 in Quarter LCY STAKEHOLDERS RELATIONS LCY, alng with ther UK airprts, met with the Aviatin Minister and senir DfT fficials t discuss aviatin and Brexit matters. LCY held meetings with a number f MP s including Stephen Timms, Jim Fitzpatrick and the new leaders f Havering and Greenwich cuncils. Wind directin therefre changes where aircraft will fly in general when arriving leaving the airprt because each end f the runway has its wn rutes..

5 Number f Cmplaints 2. Airspace & envirnment 2.3 NOISE, COMPLAINTS & ENQUIRIES During Q all Nise Mnitrs (NMT s) were fully peratinal and data received fr each day. LCY launched the cnsultatin n the new Nise Actin Plan t cver in July During Q2 LCY received a ttal f 129 cmplaints relating t the peratin. 41% was frm ne individual. In the same perid last year, 88 cmplaints were received representing a 46.6% increase. Airspace & envirnment SOUND INSULATION SCHEME 2.6 AIR QUALITY The graphs belw shw the levels f nitrgen dixide and particulate matter less then 10µg/m3 (PM10), tw air pllutants, ver the last 5 years at LCY cmpared t the bjective levels published in the UK Air Quality Strategy. The data shws that the levels f these tw pllutants are well belw the bjective levels, indicating that air quality at LCY is acceptable. The airprt undertakes the fllwing activities t reach this target: Staff awareness campaigns Reduce bins in the ffice areas Segregating waste In July 2018, the airprt achieved accreditatin t the internatinal standard ISO14001:2015 fr Envirnmental Management Systems in July This is t ensure that the airprt effectively manages envirnmental risk and cntinuusly imprves its sustainability perfrmance. 1. Cmmunity 3.1 EDUCATION 3.2 EMPLOYABILITY & SKILLS DEVELOPMENT Between June and August Lndn City Airprt engaged with a ttal f 646 students thrugh ur educatinal prgrammes which were delivered acrss 7 key brughs which included: Newham, Twer Hamlets, Greenwich, Redbridge, Barking and Dagenham, Waltham Frest and Havering. Primary schl - A ttal f 64 primary schl students received and airprt tur. Secndary schl East Lndn students received an airprt related challenge thrugh which they develped their Science, Technlgy, Engineering and Math s (STEM) skills. Schls which participated were: Kingsfrd Cmmunity Schl (Newham), Seven Kings Schl (Redbridge), Heathcte Schl and Science Cllege (Waltham Frest), Harris Academy Rainham (Havering), and Cpers Cmpany and Cbrn Schl (Havering). The winning grup was Kingsfrd Cmmunity Schl. The prize fr the winners will be an airside tur f the airprt, and the chance t visit the Emirates Aviatin Experience, where the winners can test their take-ff and landing skills n the Flight Simulatr. Befre the prgramme, nly 40% f students agreed r strngly agreed that they had a gd understanding f pssible career paths at the airprt, by the end this was 98%. Lcal Recruitment - Lndn City Airprt has ver 2000 staff emplyed acrss the site making it ne f the largest emplyers f lcal residents in East Lndn. In the secnd quarter f 2018, 54% f the new recruits directly hired by the airprt are residents in Newham and 68% f new recruits hired directly by the airprt live frm East Lndn. 35% f the nsite recruits are residents in Newham and 76% f the nsite new recruits cme frm East Lndn. In 2018 a ttal f 30 residents living in the E16 Ryal Dcks and Canning Twn area were recruited by the nsite cmpanies. CADP Recruitment - LCY is wrking clsely with Newham Wrkplace n cnstructin jbs and recently Wrkplace attended the airprt s Cntractrs Frum. Take ff Int Wrk - is a flagship lcal emplyment scheme in cllabratin with Newham Wrkplace which prvides Newham residents ver the age f 18 with a variety f training, wrk experience and first-hand access t nsite jb pprtunities. In 2018 a ttal f 33 Newham residents were supprted int a jb at the airprt thrugh the prgramme. Wrk Experience - a ttal f 5 students undertk wrk experience at the airprt in which they get familiar with different departments. Lndn City Airprt als facilitated 19 additinal wrk experience placements fr a cllabratin with 15 Billin EBP.

Cmmunity 3.3 COMMUNITY INVESTMENT 3.5 BUSINESS ENGAGEMENT Spnsrship the airprt spnsred the fllwing events: The Ryal Dcks Ferry Festival; The pride flat frm METRO charity, which prvides health cmmunity and yuth services in Lndn; The Summer f Festivals in Barking and Dagenham Havering Shw Fundraising since the start f the partnership the airprt has raised 935,824 fr Richard Huse Children s Hspice. Natinal Citizen Challenge the airprt hsted the Natinal Citizen Challenge where year lds frm East Lndn vlunteered their time by develping a cmmunity prject. 3.4 COMMUNITY ENGAGEMENT The airprt engaged with the lcal cmmunity thrugh the leaflet the Lndn City Airprt Cnsultative Cmmittee, the Ryal Dcks Cmmunity Frum and several cmmunity events. Ahead f the cmmencing f the piling and decking wrks n Saturday 23rd f June, a letter has been distributed amng 6,100 lcal residents. This is part f a wider cmmunity engagement prgramme which included the fllwing cmmunity events: Launch f the Ferry Festival at Ryal Dcks Learning and Activity Centre; Summer festival in Britannia Village; Ryal Dcks Ferry Festival in Ryal Victria Gardens Ryal Dcks Meet the Buyer event A vide f the successful Ryal Dcks Meet the Buyer event has been shared n scial media channels. The 3 mnth review f the event shwed a cntracts win f 1.01 millin with 20% f the suppliers which attended the event received. In August the Steering Grup met t plan the next Ryal Dcks Meet the Buyer event. Mayr Business Breakfast The airprt attended the Newham Business breakfast at Stratfrd East Theatre t discuss cmmunity engagement activities in Newham. 3.6 FUTURE COMMUNITY ACTIVITIES The airprt has created a vide abut the piling and decking which is part f the City Airprt Develpment Prgramme. The vide can be fund here: e=yutu.be The airprt will spnsr the Thames Estuary Grwth Day n the 31st f Octber. The airprt will issue a Cmmunity Magazine which will be shared with lcal residents in the Ryal Dcks area. The first issue will be shared in Octber. The airprt, in cllabratin with East Lndn Business Alliance, will hst the 3rd annual STEM in Aviatin event n Thursday 15th f Nvember. A ttal f 400 students will learn abut STEM subjects in the aviatin industry. During these events the airprt als cnsulted with residents abut the draft Nise Actin Plan. Planning This reprt cmprises key planning updates cvering the City Airprt Develpment Prgramme since the last meeting f the cmmittee n July 26th, CITY AIRPORT DEVELOPMENT PROGRAMME (CADP) Recent CADP Apprvals On 16 August 2018 Lndn Brugh f Newham (LBN) apprved sme minr changes t the design f the CADP Decked Car Park including tweaks t the apprved building ftprint and enclsing the upper car park deck with a rf (LBN Ref. 18/02109/NONMAT). Sme revised details were als apprved under Cnditin 73 (Parking Areas) t align with the minr changes (LBN Ref. 18/02102/AOD). The changes d nt alter the apprved number f parking spaces. Upcming Planning Submissins t LBN An applicatin fr sme minr nn-material design changes t the elevatins f the Terminal and East Pier will be submitted t LBN shrtly. These minr changes are required fllwing detailed design develpment and sme tweaks t imprve custmer experience 4.2 CADP PLANNING COMPLIANCE Since the last LCACC meeting in July 2018, all 97 planning cnditins and bligatin in the Sectin 106 Agreement have been fully cmplied with. Fllwing publicatin f the 2017 Annual Perfrmance Reprt (APR) n 30 June 2018, LBN s Airprt Mnitring Officer will present LCY s 2017 perfrmance t the LBN Strategic Develpment Cmmittee in Octber 2018 [DATE TBC]. 12 4. Planning 4.3 BEYOND CADP LCY has reviewed hw the LCACC was engaged in the prductin f the current Master Plan, and have als spken t the LCACC Vice-Chair t further understand what was dne. There will be pprtunities via future LCACC meetings and its Cmmunity and Envirnment Sub-Cmmittees t share infrmatin ahead f the frmal publicatin f the draft Master Plan smetime in LCY has recently appinted specialist cmmunicatins and cnsultatin advisrs and a strategy t engage with the LCACC will be shared at the December meeting t ensure there are n surprises. We have als discussed cmmencing the update f the Master Plan with the LBN, the GLA and TfL in recent weeks.

Airprt Transprt Frum The last meeting f the ATF was held n the 9th August The next ATF meeting is scheduled fr 15 Nvember This reprt cvers the three Wrk Grup tpics being prgressed 2018 and als summarises the surface access and transprt fcused activities prgressed since the last LCACC meeting. 5.1 ATF WORKING GROUPS Travel Plans - The travel plans are being drafted and internal review is being prgressed. Cmments will be sught frm ATF members in Q Publicatin f the dcument is planned t be Dec Elizabeth Line Cnnectin In terms f a shrt term link (2018 t 2019) discussins with ExCeL fr a shuttle bus using their taxi pick up area have been psitive. A cst fr prviding this is being cnsidered by LCY s Leadership Team. A decisin n this is likely t be made by Oct Discussins with TfL n including the airprt n in-carriage signage are still prgressing. A review is currently underway as part f a Lndn-wide mapping update prir t the cmmencement f the Elizabeth Line. Fr the medium term ( ), the ptin t cnnect Pplar DLR t Canary Wharf Elizabeth Line statin acrss the Nrth Quay site - desn t lk feasible at present. LCY understand that Canary Wharf Grup is lking t submit a planning applicatin in December 2018 and start cnstructin arund December LCY will keep talking t them t see if any pprtunity fr a pedestrian link arises. TfL has apprached the airprt t supply input t their feasibility wrk fr develpment f the Pplar DLR dept and Billingsgate Market area. The airprt is t send a nte t the TfL team by the end f August Lng term ambitin remains a dedicated statin and the airprt has had psitive discussins with Crssrail t Ebbsfleet (C2E) grup wh are campaigning fr an extensin f the Wlwich branch t Ebbsfleet Internatinal statin. Cycling and Walking The dckless cycle hire initiative led by LBN and Ryal Dcks Team is in a prcess t agree a new prvider. The airprt has an area allcated fr the bikes and awaits the appintment t be made. The airprt will wrk with LBN as they mve int design develpment f new cycle and pedestrian rutes thrugh the brugh. Design develpment f Nrth Wlwich Rad is expected t be started this year and the airprt will prvide input n a link between Hartmann Rad and Cnnaught Bridge.

14 5. Airprt Transprt Frum 5.2 UPDATE ON SURFACE ACCESS AND TRANSPORTATIION MATTERS Travel Plans - The travel plans are being drafted and internal review is being prgressed. Cmments will be sught frm ATF members in Q Publicatin f the dcument is planned t be Dec The ATF recmmended measures t reduce staff car parking at the airprt in the frm f car sharing initiative. The airprt are lking t appint Liftshare, a prvider f car sharing website and apps, t run a car sharing service fr the airprt emplyees. Residents Parking Zne (standing ATF agenda item): N cncerns have been raised with the airprt directly since the previus meeting. It is acknwledged hwever that sme nuisance parking may still be ccurring in the area; but the ATF members cnfirmed its view that it is n wrse than in any ther area f the brugh. The airprt has been wrking with TfL and KAD t lk at prviding additinal DLR staff at varius pints arund the airprt. The purpse f this is t prvide passengers with early advice with nward travel and/r sale f Oyster cards s as t reduce queuing in the DLR statin area.
