Notable Cases On Wednesday, at 3:09 a.m., a 32-year old South San Francisco resident was arrested for driving while under the influence of alcohol and using a cell phone while driving. This occurred after the driver crashed into a parked vehicle on the unit block of Bromley Court. On Wednesday, at 4:46 a.m., Officer Tualaulelei and Sgt. Begley were dispatched to Skyline Drive and Westridge Avenue on a report of a male who was asleep inside a parked vehicle with the engine running. Sgt. Begley noticed the gear was in drive and that the driver s foot was on the brake. Sgt. Begley opened the passenger door and placed the gear into park. Officer Tualaulelei contacted the driver and asked if he was okay. The driver told the officer he was just sleeping and that the vehicle was his friend s vehicle. The dispatchers advised the officers that the subject, a 39-year old from the Sacramento area, had a San Mateo County jail record for multiple arrests for receiving stolen property, auto theft, burglary, grand theft, petty theft, and narcotics violations. Officer Tualaulelei asked the driver to remove his seatbelt and step out of his vehicle, and the driver began to motion as if he was going to take off his seatbelt, but then put the car into drive and stepped on the gas, causing the tires to screech as he drove away at a high rate of speed. Officers began to pursue the driver, and at one point, the driver was driving directly towards Sgt. Begley s patrol vehicle, before Sgt. Begley swerved to avoid a collision. The pursuit continued into San Francisco where the CHP took it over, and they lost visual contact of the vehicle. A week later, the subject was arrested by the CHP in Solano County after being involved in a pursuit. The subject was charged with assault with a deadly weapon and for evading police. On Thursday, at 7:42 p.m., Officer Fulmore and Officer Hart were together on patrol and saw a gray Honda Accord stopped in the middle of the road on Southgate Avenue near Palmcrest Drive. Officer Hart said he could see a solo male adult in the driver s seat who appeared as if he was looking

2 at the patrol vehicle in his driver s side mirror. After realizing he was blocking both lanes, the driver made a left turn into Westlake Shopping Center. Officer Fulmore ran the license plate of the vehicle and found it was stolen from San Francisco. Officer Hart followed the vehicle into the Safeway parking lot where the vehicle parked in a vacant disabled parking space directly in front of the store. Officer Hart checked the Honda and found a master key that the subject used to operate the vehicle. He checked behind the driver s seat and found a new unopened Dewalt brand jump starter/air compressor. The officer also found other items commonly sold at Home Depot, but he did not find any receipts. The subject had extensive history of theft and shoplifting and had been arrested at Home Depot before for theft. The officers placed the subject, a 52-year old San Francisco resident, under arrest for vehicle theft and possession of stolen property. On Thursday, at 10:03 p.m., Officer Bermudez and Officer McCarthy were dispatched to a residence on the unit block of Lincoln Court on the report of a family disturbance. The officers contacted a subject who appeared to be very paranoid about cars in the area and said that at least four to five people had been watching him. The officers recognized that the subject s paranoid actions and statements were indications of drug use and asked the subject if he had any drugs in his possession. The subject consented to being searched, and the officers found a small bag of a usable amount of a white crystallized substance believed to be methamphetamine. The officers asked the subject if he had smoked methamphetamine recently, and the subject admitted to using it the night prior. Officer Lajoie issued the subject, a 33-year old Daly City resident, a citation for possession of a controlled substance. On Saturday, at 7:04 p.m., Officer Palafox and Officer Ciucci were dispatched to Seton Hospital on a report of a subject who barricaded himself inside of a triage room. The reporting party called back and said the vehicle was unlocked and undamaged. The reporting party also said the subject was rummaging through his neighbor s recycling. Officer Lajoie located a subject matching the description in the area and saw that the subject had a large screwdriver, in plain view, sticking out of his left rear pants pocket. Officer Chittenden asked the subject if he could search him for other contraband, and the subject agreed. The officers found in the subject s pants pocket a glass pipe commonly used to smoke methamphetamine, as well as a small amount of methamphetamine. The subject, a 34-year old San Francisco resident, was cited for possession of burglary tools, possession of a controlled substance and for possession of narcotics paraphernalia. On Sunday, at 9:19 p.m., a 47-year old San Francisco resident used a closed fist to punch a 52-year old Daly City resident in the head. Miscellaneous We responded to 26 domestic disturbance cases There were 27 cases involving an involuntary psychiatric hold There were 24 vandalism cases reported There were 15 hit and run collisions reported Scams/Other Inheritance Scam Although this crime did not begin in Daly City, it ended here, and it is worth mentioning. On Tuesday, October 31, at approximately 4:00 p.m., a 56-year old San Francisco resident was at the Costco in South San Francisco when he was approached by a male subject who told him about an inheritance that he was supposed to receive from a deceased family member. The subject showed the victim the will, which stated that the subject was to find two trustworthy people and donate all proceeds from the inheritance to them. The subject told the victim that he would give him $20,000 of the inheritance if he was willing to help him. While they were speaking to each other, the victim said another subject came up to talk to them, and the same conversation occurred. The victim said he began to trust the first subject due to the fact that the second subject was willing to help him in obtaining the inheritance. The first subject asked the victim if he had a bank account where he could deposit the money, and the victim said he had an account at the Chase Bank. The subject requested proof that he had a bank account, and the second subject said he would go to his bank to withdraw money to prove he had an account with funds in it. Both of the subjects entered the victim s vehicle and requested to be taken to the nearest Wells Fargo Bank. All three arrived at the Wells Fargo Bank, and the second subject entered the bank. Upon returning, the second subject showed approximately $20,000 in U.S. currency to the first subject. The first subject then requested the victim to drive to the nearest Chase Bank so the victim could prove he had an account. The victim said he went to the Chase Bank on Gellert Boulevard where he withdrew $7,000. The first subject asked the victim to give it to him, and in order to build trust, he said that the victim could trust him by walking around the block, and upon his return, they would still be there. The victim walked around the block, and both subjects were gone. The first suspect is described as a light skinned black male adult, mid 30 s, approximately 190 lbs., average build, wearing a light tan shirt and tan jacket. He described the second subject as a dark skinned black male, years old, medium build, and wearing a black jacket.

11 Found Money Scam In the past, I have reported about this scam in which one person finds money and promises to share it with the victim. This happened again on Thursday, at 12:00 p.m. at the Farmer s Market at the Serramonte Shopping Center. An 81-year old Daly City resident said she was approached by a black female and a black male near her parked vehicle. The victim said the male opened up a tote bag that appeared to contain a large amount of money that he found. The victim said they conversed about how they could determine if the money was real. The victim offered to drive both of the subjects to the Chase Bank on Gellert Boulevard to determine the authenticity of the money because the female suspect said she was a bank employee and would have Mrs. Fitzgerald validate the authenticity. The victim said she parked her vehicle near the bank but didn t actually see the subject go inside the bank. The male subject waited inside her vehicle, and they talked about his family and his work profession that he had a jewelry store on 6 th Street in San Francisco and that he wanted to move it to Serramonte Shopping Center. The female subject returned and said she was told the money was real and that Mrs. Fitzgerald said they could keep the money and divide it between the three of them. The female advised the victim that they would just need to pay the taxes on the money. The victim said the female said they would need to complete a form to show the money came from a previous business, and the subject had a form showing the serial numbers of the currency. The female asked the victim where she did her banking, and the victim drove to the Bank of America on Gellert Boulevard and withdrew $10,000 from her account. The victim said they went back to the Chase Bank where the female went back inside to meet with Mrs. Fitzgerald to make a partial payment of her taxes on the money. The victim said she drove both suspects over to the Bank of America on Mission Street because she needed to withdraw additional money. The victim said the suspects had her park in the Wendy s parking lot while she walked across the street to the bank. The victim said the female advised to drive her to a Chase Bank in San Francisco located somewhere near Peoria Street. The victim said the female went inside to meet with Mrs. Fitzgerald to pay additional money of her portion of the taxes. The victim said the female returned to her vehicle and asked if she had an additional bank account, and the female said she had one at the San Francisco Credit Union. The victim drove to the credit union, but she was advised they would only give her a cashier s check. The victim met back with the suspects, and they told her she could only pay in cash. The victim went back into the credit union, and the employees still refused to give her cash. The victim said she went back to her vehicle, and both subjects were gone with her $20,000. The victim described the female as a black female, 50 years old, short black hair, wearing a beige shawl and a black shirt. She described the male as a black male, 60 years old, bald, wearing a brown suit and a tie. Relative in an Vehicle Collision Scam This one is unique. On Friday, at 10:30, a 33-year old Daly City resident said he received a phone call from an unknown suspect who asked him if his brother s name was Justin and if he drove a black Toyota Corolla. The victim became concerned because he has a brother named Justin who drives a black Toyota Corolla. The caller told the victim he was an EMT and that his brother had been involved in a traffic collision. The caller told the victim his brother had hit a gang member. The victim said the subject hung up the phone, and shortly after, he received another phone call. This caller identified himself as Craig, the father of the person that his brother hit, and that both parties were injured. Craig told the victim that his son needed to go to the hospital but couldn t, due to the fact that he had warrants and he didn t want his son to go to jail. Craig told the victim he had just taken his brother s phone, and if he did not pay him $8,000, he would kill his brother. Craig told the victim if he attempted to call his brother, he would also kill him. The caller instructed the victim to go to the nearest bank and transfer money to him. The victim said he did not have $8,000, but he believed he could provide him with approximately $1,500. The victim said he walked to the Wells Fargo Bank at Safeway and remained on the phone with him the whole time, due to the fact that Craig said if he hung up, he would kill his brother. Craig then instructed the victim to transfer the money via Western Union Bank, also inside of Safeway. The victim complied and transferred the money. Craig then told the victim to go to the nearest Target and buy approximately $400 worth of AT&T pre-paid cards. The victim said he purchased the cards and then provided Craig with the access codes. Craig then said he would drop off his brother at that location. Craig told the victim to wait 20 minutes and then to call his

12 brother. The victim waited 20 minutes and called his brother who was surprised and had no knowledge of the incident and was not involved in a collision or held for ransom.
