11 Executive Summary National ATM Context The Civil Aviation Directorate within Transport Malta regulates all aviation activities in Malta whilst ensuring that the Maltese air transport industry, in all its aspects, continues to be developed in a safe and efficient manner in order to serve the island s needs. During 2016, the Civil Aviation Directorate has continued to promote Malta s potential in the aviation sector. These efforts led to a sustainable growth in the aviation register and other related ancillary services. The Civil Aviation Directorate is institutionally separated from service provision and carries out the responsibilities of a regulator and National Supervisory Authority. As a member of the EU and part of the BLUEMED FAB, the Civil Aviation Directorate is involved and participates in a number of ATM/ANS related meetings, seminars and workshops. During 2016, the Air Navigation Services & Aerodrome Standards Unit maintained its safety oversight responsibilities and dedicated special focus on the final implementing stages of the new ATM system upgrade. It is planned that MATS will have this new ATM system fully operational by mid-june this year. The military do not provide any ATM/ANS services in Malta and their main involvement is the operation of aircraft for search and rescue and costal/maritime patrol. Traffic and Capacity Malta registered a substantial growth of enroute traffic amounting to a 7% increase from the previous year. The surge of more than 4600 overflights was contributed to the closure of Libyan airspace which is now in its fourth year. Although an increase in global traffic is expected for the years to come, Malta is anticipating a decline in enroute traffic as soon as the Libyan airspace returns to normal operations as west east traffic would shift towards Libyan airspace. As per previous years, Malta has enough capacity to meet the demand. 12 The Objectives ATC02.8, ITY-FMTP and ITY-COTR will be fully completed with the new ATM system upgrade which is foreseen in With reference to the objective ITY-FMTP, the implementation of this objective does not fully depend on Malta alone since the readiness of neighbouring states is a major concern. 15 Introduction The Local Single Sky ImPlementation (LSSIP) documents, as an integral part of the Master Plan (MP) Level 3 (L3) / LSSIP mechanism, constitute a short/medium term implementation plan containing ECAC States actions to achieve the Implementation Objectives as set out by the MP Level 3 and to improve the performance of their national ATM System. This LSSIP document describes the situation in the State at the end of December 2016, together with plans for the next years. Chapter 1 provides an overview of the ATM institutional arrangements within the State, the membership of the State in various international organisations, the organisational structure of the main ATM players - civil and military - and their responsibilities under the national legislation. In addition, an overview of the Airspace Organisation and Classification, the ATC Units, the ATM systems operated by the main ANSP are also provided; Chapter 2 provides a comprehensive picture of the situation of Air Traffic, Capacity and ATFM Delay per each ACC in the State. It shows the evolution of Air Traffic and Delay in the last five years and the forecast for the next five years. It gives also the achieved performance in terms of delay during the summer season period and the planned projects assumed to offer the required capacity which will match the foreseen traffic increase and keep the delay at the agreed performance level; Chapter 3 provides a set of recommendations extracted from the MP L3 Implementation Report 2015 which are relevant to the state/stakeholders concerned. The State reports how they have handled those recommendations and the actions taken during the year to address the concerns expressed by those recommendations; Chapter 4 provides the main ATM national projects which contribute directly to the implementation of the MP Operational Improvements and/or Enablers and Implementation Objectives. The description, timescale, progress made and expected contribution to the ATM Key Performance Areas are provided by the State per each project included in this chapter; Chapter 5 deals with the ATM Regional Coordination. It provides an overview of the FAB cooperation and Projects and also all other regional initiatives and Projects which are out of the FAB scope. The content of this chapter generally is developed and agreed in close cooperation between the States concerned; Chapter 6 contains aggregated information at State level covering the overall level of implementation, implementation per SESAR Key Feature and implementation of ICAO ASBUs. In addition the high-level information on progress and plans of each Implementation Objective is presented. The information for each Implementation Objective is presented in boxes giving a summary of the progress and plans of implementation for each Stakeholder. The conventions used are presented at the beginning of the section. Chapter 6.2 is completed with a separate document called LSSIP Level 2. This document consists of a set of tables organised in line with the list of Implementation Objectives. Each table contains all the actions planned by the four national stakeholders to achieve their respective Stakeholder Lines of Action (SLoAs) as established in the European ATM Master Plan L3 Implementation Plan Edition The information contained in Chapter 6 is deemed sufficient to satisfy State reporting requirements towards ICAO in relation to ASBU (Aviation System Block Upgrades) monitoring. 20 Civil Regulator(s) General Information Civil Aviation in Malta is the responsibility of the Authority for Transport in Malta. The different national entities having regulatory responsibilities in ATM are summarised in the table below. The CAD-TM is further detailed in the following sections. The main objectives are to ensure that activities are carried out safely and in conformity with international standards which Malta applies in line with its membership in organisations such as ICAO, ECAC, EASA, EU and EUROCONTROL. 23 Airports General information Malta International Airport plc (MIA) is registered as a limited company and manages Luqa International Airport, being the only international airport in Malta for arrivals and departures of scheduled and nonscheduled flights. Malta International Airport is a member of the ACI-EUROPE (Airport Council International - Europe). During 2016, MIA registered a 10% increase in passenger movements to a record of 5.08 million movements (2015: 4.62 million) reflecting the 4.5% increase in aircraft movements which consequently led to an increase of 7.6% in seat capacity. Furthermore, the seat load factor increased by 2.2 percentage points to 83.3% from 81.1% in MIA also noted that its top markets for 2016 all registered growth. Indeed, passenger numbers from the United Kingdom increased by 5.4%, followed by Italy (+15.3%), Germany (+8.0%), France (+5.5%) and Spain (+26.7%). In addition, the airport operator managed to attract increased passenger numbers also during the shoulder months, with November and December registering the highest growth in passenger number of +22.4% and +32.2% respectively. In this respect, MIA s 2016/17 winter schedule, which started in November 2016 and which will last till March 2017, features 18 new connections as well as increased flight frequencies making it the busiest winter schedule for MIA ever. The Gozo Heliport is a small heliport on the island of Gozo in Malta, near the town of Xewkija. It has two 22 meter wide concrete helipads, connected by asphalt. Currently, no scheduled flights operate from the heliport. Plans on a new 750 meter runway are underway in order to allow fixed-wing aircraft STOL to land at the Gozo Heliport. Airport(s) covered by the LSSIP In addition to the List of Airports in the Annex E of the European ATM Master Plan Level 3 Implementation Plan Edition 2016, it is up to the individual State to decide which additional airports will be reported through LSSIP for those objectives. The airport covered by this LSSIP document is Malta International Airport (LMML) Military Authorities The Military Authority in Malta is the Armed Forces of Malta (AFM). The AFM has neither regulatory nor service provision responsibilities and their aircraft fleet is intended only for coastal patrol and SAR activities. The Route Network Catalogue & Free Route Operations projects, together with PBN Implementation Roadmap, will enhance capacity both in terminal and en route sectors.
