3 FOREWORD The Local Single Sky ImPlementation (LSSIP) documents are the yearly expression of commitment of civil and military National Organisations (Regulators and National Supervisory Authorities), Service Providers and Airport Operators, towards the implementation of the European ATM Master Plan. They provide a comprehensive view, for the benefit of the ATM community at large, of how ECAC States and stakeholders concerned are progressing in planning and deploying the mature elements of the European ATM Master Plan. The Master Plan Level 3 Implementation Planning and Reporting mechanism (formerly known as ESSIP) and LSSIP are wellestablished and mature mechanisms, with a long history dating back more than 20 years. They provide a well-recognised stable platform for implementation planning, monitoring and reporting, while continuously adapting to the changing environment. The constant improvement of the reliability and quality of data provided by national stakeholders allowed, for the fourth consecutive year, to use the LSSIP documents and tools as a support to the Performance Review Body for its capital expenditure analysis. The LSSIP documents and tools also constitute the sole source of information for the development of the Aviation System Block Upgrades (ASBUs) Implementation Monitoring Report. This work is undertaken for the ECAC States on behalf of ICAO, in accordance with the Global Air Navigation Plan (GANP). This ASBUs Implementation Monitoring Report is now a formal companion document and integral part of the ICAO European Air Navigation Plan. It is also the fourth year that the LSSIP Expert Group is operational and that has provided an invaluable support to the Agency in various domains like process improvement, upgrade of IT tools and LSSIP Database, enhancement of the methodology on Implementation Objectives progress determination and in particular advising the Agency how best to avoid multiple reporting. The need for coordination and cooperation between the Agency and the SESAR Deployment Manager (SDM) has been recognised and is currently being addressed through a Pilot exercise with SDM and the SESAR Joint Undertaking (SJU) in order to identify a common way to optimise reporting by relevant stakeholders and to avoid unnecessary duplications of work. I would like again to thank you for the substantial effort spent on your contribution to this LSSIP document. 11 Executive Summary National ATM Context The Civil Aviation Authority (ACAA) is a public and self-financed entity, under the Ministry of Transport and Infrastructures and responsible for ATM safety regulation in Albania. The establishment of a selffinanced and independent Authority has been guaranteed through Law Nr date as amended by law Nr. 168/2014 date for the Civil Aviation Authority. The ACAA as a regulator is institutionally separated from the ANS service provider, Albcontrol sh.a, which is a joint stock company. Albania CAA and other aviation organisations in Albania, are cooperating with EU in several Programs which aim the full country integration into EU family including aviation community. Albanian Air Navigational Services are provided by Albcontrol sh.a., which is designated as ATS, CNS, MET and AIS Provider by ACAA. Yet, Albcontrol holds a TO Certification as well in the field of ATCO OJTI and Assessors. Traffic and Capacity Economic growth forecasts obtained from external specialists, and which in recent years have been very variable; growth has slowed, but there is nothing in our data to show that flight growth has decoupled from economic growth; 1. Regulation, e.g., rules on visas, open skies, airport funding, aviation taxes; 2. Overflight patterns since, for the majority of States, most of their flights are overflights. A crisis such as that in Ukraine can easily change the number of flights by 10% or more in a number of States due to re-routing, even if the number of flights on the network as a whole is little changed However, if growth has been strong for some countries, it is not even across all European countries since weaker IFR movements and TSU growths have been observed around South-Eastern Europe (e.g. Croatia, Greece, Albania, Romania) since the beginning of the summer schedules. This lower number of flights and TSU numbers in the region results from: 1. Changes of routes in the region with flights sent more North and East towards Serbia- Montenegro-KFOR and Bulgaria; 2. A decline by 9.2% of international arrivals and departures to/from Turkey since the beginning of the year ; and 3. The already-existing decline of flights between Egypt and the Russian Federation. Automated support for conflict detection, resolution support information and conformance monitoring objective (ATC12.1) has been completed by implementing MTCD into the Skyline ATC system. Significant progress has been accomplished in the implementation of Free Route Airspace (AOM21.2) and of prevention of runway excursions (SAF11), with the completion expected to be achieved by end The implementation of the set of Ground-based Safety Nets (ATC02.8) is now late with completion planned by end 2017, and achievement of the MSAW function implementation. The completion of APV Procedure implementation (NAV10) will be late since the FOC date (end 2016) has been passed and the implementation is not yet planned. For Airport (AOP) and Environment (ENV) objectives, Tirana Mother Teresa Airport (LATI) is outside the applicability area. However, regarding the implementation of Advanced Surface Movement Guidance and Control System (A-SMGCS), there is an intention to implement it by no later than end 2020 based on the implementation of the new MLAT system and the equipment of all ground vehicles with transponders. There is also the intention to consider the implementation of Level 2 in a due time. The implementation of objectives AOM 13.1, COM 11, ITY-ACID, ITY-ADQ, NAV03, which were planned, has now started and is ongoing. LSSIP Year 2016 Albania 2 Released Issue

13 Progress per SESAR Phase The figure below shows the progress made so far in the implementation of the SESAR baseline and the PCP elements. The percentage is calculated as an average of the relevant objectives as shown in Chapter (PCP objectives are marked as such, the rest are considered SESAR baseline); note that three objectives AOM19.1, FCM05 and NAV03 are considered as both part of the SESAR baseline and PCP so their progress contributes to the percentage of both phases. The objectives declared Achieved in previous editions (up to, and including, ESSIP Edition ) are also taken into account for as long as they were linked to the Level 2 of the ATM Master Plan and implemented by the State. 15 Introduction The Local Single Sky ImPlementation (LSSIP) documents, as an integral part of the Master Plan (MP) Level 3 (L3) / LSSIP mechanism, constitute a short/medium term implementation plan containing ECAC States actions to achieve the Implementation Objectives as set out by the MP Level 3 and to improve the performance of their national ATM System. This LSSIP document describes the situation in the State at the end of December 2016, together with plans for the next years. Chapter 1 provides an overview of the ATM institutional arrangements within the State, the membership of the State in various international organisations, the organisational structure of the main ATM players - civil and military - and their responsibilities under the national legislation. In addition, an overview of the Airspace Organisation and Classification, the ATC Units, the ATM systems operated by the main ANSP are also provided; Chapter 2 provides a comprehensive picture of the situation of Air Traffic, Capacity and ATFM Delay per each ACC in the State. It shows the evolution of Air Traffic and Delay in the last five years and the forecast for the next five years. It gives also the achieved performance in terms of delay during the summer season period and the planned projects assumed to offer the required capacity which will match the foreseen traffic increase and keep the delay at the agreed performance level; Chapter 3 provides a set of recommendations extracted from the MP L3 Implementation Report 2015 which are relevant to the state/stakeholders concerned. The State reports how they have handled those recommendations and the actions taken during the year to address the concerns expressed by those recommendations; Chapter 4 provides the main ATM national projects which contribute directly to the implementation of the MP Operational Improvements and/or Enablers and Implementation Objectives. The description, timescale, progress made and expected contribution to the ATM Key Performance Areas are provided by the State per each project included in this chapter; Chapter 5 deals with the ATM Regional Coordination. It provides an overview of the FAB cooperation and Projects and also all other regional initiatives and Projects which are out of the FAB scope. The content of this chapter generally is developed and agreed in close cooperation between the States concerned; Chapter 6 contains aggregated information at State level covering the overall level of implementation, implementation per SESAR Key Feature and implementation of ICAO ASBUs. In addition the high-level information on progress and plans of each Implementation Objective is presented. The information for each Implementation Objective is presented in boxes giving a summary of the progress and plans of implementation for each Stakeholder. The conventions used are presented at the beginning of the section. Chapter 6.2 is completed with a separate document called LSSIP Level 2. This document consists of a set of tables organised in line with the list of Implementation Objectives. Each table contains all the actions planned by the four national stakeholders to achieve their respective Stakeholder Lines of Action (SLoAs) as established in the European ATM Master Plan L3 Implementation Plan Edition The information contained in Chapter 6 is deemed sufficient to satisfy State reporting requirements towards ICAO in relation to ASBU (Aviation System Block Upgrades) monitoring. 17 Chapter 1 National ATM Environment 1.1. Geographical Scope International Membership Albania is a Member of the following international organisations in the field of ATM: Organisation Since ECAC 1998 EUROCONTROL 2002 European Union EASA Management board observer N/A ICAO 1990 NATO 2009 ITU Geographical description of the FIR(s) The geographical scope of this document addresses the Albanian FIR, Tirana FIR. Tirana FIR is surrounded by FIRs of 4 States, namely Skopje FIR, Athens FIR, Brindizi FIR, and Belgrade FIR 1. 1 FIR Albania i subject of bilateral agreements with its neighbour countries as per applicable international law. 18 Airspace Classification and Organisation The Republic of Albania airspace (Tirana FIR) is divided into two sections: lower airspace and upper airspace. The separation between them is at flight level FL285. The lower limit of the Tirana FIR is ground level (GND), and the upper level is FL660. All air routes published in AIP from flight level FL110 to flight level FL285 are defined as lower air routes and all air routes above flight level FL285 to flight level FL660 are defined as upper air routes. All air routes (lower and upper) are classified as class C. The lowest flight level operated in the air routes in Tirana FIR is FL110. The following controlled airspaces are placed in Tirana FIR: The Control Zone of Tirana Aerodrome (Tirana CTR) is from the ground level (GND) up to an altitude of 2500 feet MSL. Tirana CTR is classified in class D. The Terminal Manoeuvring Area (Tirana TMA) from flying altitude 2500 feet MSL up to flight level FL195 Tirana TMA is classified in class C. The Controlled Airspace (Tirana CTA) from flight level FL110 up to flight level FL285 Tirana CTA is classified in class G from flight level FL110 up to FL195 except for the air routes and the controlled area (part of TMA ). National Stakeholders The main National Stakeholders involved in ATM in Albania are the following: - Ministry of Transport and Infrastructures; - Albanian Civil Aviation Authority; - Accident/Incident Investigation Body; - Ministry of Economic Development Trade and Enterprises; - Albcontrol Sh.a., Air Navigation Services Provider of Albania; - Ministry of Defence; - Air Force Command. 20 Civil Regulator(s) General Information Civil Aviation in Albania is the responsibility of the Ministry of Transport and Infrastructures. ATC Unit Lockheed Martin Skyline System Same as for FDPS Same as for FDPS TWR, APP, ACC (max 4 Sectors) On 3 May 2011 a new air traffic control facility was inaugurated in Albania as part of the National Airspace Modernization Project and was put on services on April It was implemented in partnership with US-based Lockheed Martin. It consisted in the improvement of Air Traffic Management (ATM) infrastructure and included new and upgrades of communications, navigation and surveillance systems. The Project also entailed installing an ILS (instrument landing system), a new air-ground and groundground communications system, and mono-pulse secondary surveillance radar. Within the framework of a BOOT (BOOT: Build Own Operate Transfer) concession, TIA will operate and develop the airport up to It has set itself the goal of steadily optimizing operations at the new airport and making it into one of Albania's most up-to-date infrastructure facilities. Tirana International Airport has a new passenger terminal, newly build and renovated airport infrastructure, new parking and new cargo facilities that offer passengers, airlines and clients an outstanding service. Tirana International Airport is the most important center of transportation in Albania and the country's only international airport. In 2015, the airport handled 1,997,044 million passengers. Airport(s) covered by the LSSIP APO SloAs are contained in the following objectives: ENV, AOP, ITY-ADQ and SAF11. In addition to the European ATM Master Plan Level 3 Plan, it is up to the individual State to decide which additional airports will be reported through LSSIP for those objectives. The airport covered by this LSSIP document is: Mother Teresa Airport (LATI). LATI is neither part of 28 airports identified as potentially having an effect upon the network in terms of ATFCM delays nor part of the list of 57 Airports for which Airports and Environment ESSIP Objectives are to be specifically monitored Military Authorities The Military Authorities involved in ATM in Albania are composed of the Air Force Command which reports to the Ministry of Defence of Albania. 39 A dedicated Safety working group has been established in order to ensure the correct application of the Safety work plan as defined in BLUE MED Definition Phase. The Route Network Catalogue & Free Route Operations projects, together with PBN Implementation Roadmap, will enhance capacity both in terminal and en route sectors. All the operational and technical projects aim at optimising cost-efficiency. ANSPs are committed to protect their organisations and systems from cyber threats. A continuous efficiency in operations is ensured through, among others, a number of technical projects, such as AGDL, IP network, complementary OLDI messages, surveillance maintenance plan, ATM system upgrade. The Flight Efficiency Plan developed by BLUE MED ANSPs allows for a reduction in flight time, fuel consumption and carbon dioxide emissions by aircrafts. 42 5.3. Regional cooperation Regional Cooperation Initiatives ISIS Project Albania is participating in the ISIS Programme (Implementation of Single European Sky in South East Europe). On 22nd of April 2008, eight States (Albania included) of South East Europe, the United Nations Mission in Kosovo (UNMIK), the European Commission, the Stability Pact for South Eastern Europe, and the Regional Co-operation Council, agreed to formally launch the Support Programme ISIS. ISIS is the re-orientation of the SEE-FABA initiative and its aim is for implementing SES in South East Europe. During this year several specific activities have been performed under the ISIS Programme with the intention for supporting the participant States in fully achieving the EU standards in the ATM field. In August 2011 it was signed the Memorandum of Understanding between Republic of Albania, Republic of Macedonia and Republic of Kosovo, signed in Ohr Macedonia. This MoU describes the mechanisms and processes to be undertaken by State NSA-s for the very important processes which is the Safety Oversight of the Service Provider. Sharing resources and knowledge in the ANS field and performing Safety Audits in the region is the main scope of this MoU to be in compliance with the safety regulatory requirements. In May 2012 it was signed the Memorandum of Understanding between the Civil Aviation Agency of Montenegro and the Civil Aviation Authority of Albania. The Memorandum of Understanding aims to enhance safety level standards in the civil aviation sector in each respective country, by means of sharing information, experiences and logistic support whereas each of the Authorities plays an important part in achieving this goal JSPA Initiative The Directors General of Civil Aviation Authorities as well as the Chief Executive Officers of the respective Air Navigation Service (ANS) providers of Albania, Kosovo*, The Former Yugoslav Republic of Macedonia, Montenegro and Hungary, on 29 April 2013 signed a Letter of Intent on the Joint Service Provision Area Initiative (JSPA) in South East Europe, under the auspices of the Regional Cooperation Council (RCC). Representatives of Bosnia and Herzegovina and Serbia took part in the Conference, strongly supporting the initiative, and expressing intention to join the signatory parties at a later stage, following internal procedure. The aim of JSPA initiative is to provide benefits for its participants and their stakeholders through agreed projects whilst creating proactive relationships between regional CAAs and ANSPs. JSPA Initiative activities shall be based on real needs and possibilities, equality and utilization of existing resources, developed towards benefiting from common ideas and interests. JSPA aim is to further promote SES concept in the region. Establishment of the JSPA Initiative may create a new impetus triggering multilateral/bilateral relationships on CAA and ANSP levels.
