2 AIR TRAFFIC FLOW MANAGEMENT ATFM is a service provided with the objective to enhance the efficiency of the ATM system by, balancing the demand against capacity optimising the use of available resources and adopting a collaborative process 2

4 THE PURPOSE OF ATFM to know the current and expected demand, to establish a capacity baseline using an analytical calculation, to analyse the impact that expected demand will have on existing capacity, to strike a balance between air traffic demand and system capacity to ensure an optimum and efficient use of airspace. to accommodate a maximum number of flights under a gateto-gate concept to identify the limitations of, and possible improvements to, the current system based on a cost/benefit analysis to set priorities, and to develop a capacity improvement plan. 4
5 ATFM ICAO GUIDELINES Annex 11 to the ICAO Convention, ATFM shall be implemented in airspaces where air traffic demand at times exceeds, or is expected to exceed contains a Recommendation to implement ATFM through regional air navigation agreements... Document 4444, ATM, PANS appropriate ATS authority should periodically review ATS capacity... provide for flexible use of airspace in the event that traffic demand regularly exceeds ATC capacity... ATS authority should take steps to maximise the use of existing system capacity and to increase capacity to meet current or foreseen demand. Document 9971 ICAO Manual on Collaborative Air traffic Flow Management(Doc 9971) is the global ATFM. 5
6 ATFM ICAO GUIDELINES..assess and declare the ATC capacity for control areas, for control sectors within a control area and for aerodromes. ATC capacity expressed as the maximum number of aircraft that can be accepted in an hour within the airspace or at the aerodrome concerned. Hourly capacities are converted into daily, monthly or annual values. 6

10 FUTURE DEMAND IN AIR TRAFFIC According to AAI estimates, increase in air traffic per year for the period International by 8% and Domestic by 3.4% International by 7% and Domestic by 8% 10

12 NEED FOR ATFM - INDIA S PERSPECTIVE The current ATM system does not have ATFM automation to smoothen constrained resources. the demand for experiences periods of significant delay(s) associated with high demand routes (e.g., Mumbai-Delhi, etc.) Excessive airborne holding is a routine occurrence resulting in increased controller/pilot workload with the associated increase in fuel consumption and carbon emissions. for long-term balancing, demand with system capacity is to restrict demand by allocating a fixed number of arrival/ departure slots to scheduled aircraft operating into and out of India s major, congested airports. 12
13 NEED FOR ATFM - INDIA S PERSPECTIVE Slot allocations are made on a quarterly basis, adjusted for seasonal weather and traffic conditions. 16 TRAFFIC MANAGEMENT INITIATIVES (TMI) Ground Delay Programs (GDP) -to delay the flights on the ground and avoid excessive airborne holding or reroutings; An Airspace Flow Programs (AFP) -for an airspace constraint. When an Airspace Flow Program (AFP) is declared, the area subjected to the program will be called a flow constraint area (FCA); A Ground Stop (GS) -when adverse conditions or major ATS outages cause demand to exceed capacity to such a degree that gridlock occurs at an aerodrome; Level capping and Rerouting of aircraft. 16
17 Terms used in a GDP. CTOT: The runway release time ( wheels up ) assigned to an aircraft in a GDP. CTOTs appear on the appropriate Web Page located in the towers and terminal facilities. DA: The delay that is assigned to an aircraft during a GDP. Program rate: GDP applicable to the number of aircraft for a particular aerodrome in one hour period according to AAR. At times, the program rate may vary due to en-route sector complexity caused by weather, even though the arrival aerodrome is not constrained. Aerodrome Arrival Rate (AAR): The number of aircraft an aerodrome can accept in a one-hour time frame. Aerodrome Departure Rate (ADR):The number of aircraft an aerodrome can release in a one-hour time frame 17

21 AIRSPACE MANAGEMENT TOOL (AMT) Displays the current /future air situation of Flight Plan tracks, Graphical routes, Maps, Lists of flights, Weather data, Storm, TSA Sector/Position/TSA traffic load Graphic Tools Facilities include What-if flights Transmission of ATFM rerouting messages 21
22 AIRPORT FLOW TOOL (AFT) Advanced decision support tool which : Monitors system capacity and facilitates implementation of Traffic Management Initiatives (TMIs) to resolve imbalances. Provides a common situational awareness among the stakeholders through flight data processor system. Presents graphical and timeline presentation of aerodrome and airspace demand and capacity information. 22
23 COLLABORATIVE DECISION MAKING (CDM) An integral part of ATFM and the participants are ANSPs Airline operators Aerodrome operators Military Meteorological department and Other airspace users like ISRO, Defence, etc. CDM activity is a transparent process that builds trust within the aviation community. 23

25 COLLABORATIVE DECISION MAKING (CDM) The representatives of major stakeholders at the CCC and the others through interactive web portal will participate in the CDM activities at various times in a day to discuss Daily airspace plan (DAP), flexible use of airspace (FUA) and anticipated traffic volumes, Current / anticipated configuration of AAR and ADR, Equipment constraints, Aerodrome closure,weather impact, etc. Special events, military activities that impact ATFM Consolidation of ATC sectors and inputs from ATS Units regarding staffing, Anticipated traffic management initiative (TMI) and Post event discussion 25
26 C-ATFM WEB PORTAL WEB is an important part of the enhanced ATFM system, as it allows Airline/aerodrome operators and ATS Units, access to information about TMIs. AOs will be able to view flight details and manage their own ATC slots during a TMI. ATS Units, Airline and aerodrome operators will be able to view all flights arriving and departing from their aerodrome. 26
