Purpse and Need 2.1 Backgrund The uthrity is preparing this E f ptential envirnmental impacts assciated with prpsed enhancements t the Runway 1-19 and the Runway 1 Hld prn and related imprvements at the irprt. The E is being prepared pursuant t the requirements and guidelines f F Order E, 1 F Order B, 2 and the F Envirnmental Desk Reference fr irprt ctins. The bjectives f this sectin are t: Define the Purpse and Need fr the Prpsed ctin, where Need is defined as the prblem facing the uthrity and Purpse is defined as the uthrity s prpsed slutin t the prblem. Describe the uthrity s Prpsed ctin. Identify the actins requested f the F. Define the estimated timeframe fr the federal actins and implementatin f the Prpsed ctin. The uthrity perates the irprt, which ccupies apprximately 733 acres f land and 127 acres f water situated alng the western shre f the Ptmac River in the Cmmnwealth f Virginia. The irprt is lcated in rlingtn Cunty, immediately nrth f the City f lexandria, Virginia, and acrss the Ptmac River frm Washingtn, D.C. The reginal setting f the irprt is shwn n Exhibit II-1. There are three runways at the irprt: primary Runway 1-19 and crsswind Runways and pprximately 85 percent f aircraft arrivals and departures ccur n Runway The current LP is shwn n Exhibit II Runway Regulatry Backgrund and Design Standards n is intended t prvide a measure f safety in the event f an aircraft excursin frm the runway by significantly reducing the extent f persnal injury and aircraft damage during verruns, undershts, and veer-ffs. 3 F Order established the Runway Safety rea Prgram (P) and the prcedures that the F fllws in implementing the P. F C 150/ prvides dimensinal requirements fr s based n the physical and perating characteristics f the design aircraft perating at an airprt. Based n the characteristics f aircraft perating n Runway 1-19 at the irprt, the current standard dimensins are: 500 feet wide and centered n the centerline f the runway; 1,000 feet beynd the departure runway end; and 600 feet prir t the landing threshld. Prir t September 30, 2004, the standard dimensins prir t the end f the runway and beynd the end f the runway fr the type f aircraft perating n Runway 1-19 were the same: 1,000 feet. F C 150/ , Change 8, reduced the dimensin prir t the landing threshld frm 1,000 feet t 600 feet. Exhibit II-3 depicts the standard verlaid nt existing Runway 1-19, illustrating the shift in dimensins at the runway ends depending n the directin in which the aircraft perates. Fr example, when aircraft arrive n and depart frm Runway 1 (i.e., perate in a nrth flw), the dimensinal requirements fr the wuld be 600 feet prir t the Runway 1 threshld and 1,000 feet beynd the end f the runway (i.e., the nrth end f the runway). The existing nnstandard is shwn n Exhibit II Runway 1 Hld prn Functin and Design Standards ircraft departures frm airprts can be affected by weather, airspace, and perating cnditins at the destinatin airprts. On ccasin, infrmatin n the cnditins at the destinatin airprts may becme available t a flight crew nly after an aircraft leaves a terminal gate r remte parking aprn and the aircraft is taxiing t the runway fr its anticipated scheduled departure. Departure hld aprns are intended t: prvide a standing space fr aircraft awaiting final air traffic cntrl (TC) clearance t take ff, permit thse aircraft cleared fr take-ff t mve t their runway take-ff psitins, and enhance maneuverability fr hlding aircraft while als permitting bypass peratins. The mst advantageus psitin fr a hld aprn is adjacent t the taxiway serving the runway end 7 t avid cngestin in the terminal area and t reduce taxiing times t the runway end when the aircraft receives clearance fr takeff. Develping and maintaining the apprpriate number f runway hld aprns f the apprpriate sizes at an airprt are essential t maintaining airprt departures at a level that reflects the TCT departure rate. F C 150/ establishes the grading and gemetry design standards fr hld aprns and the taxilanes and taxiways assciated with hld aprns. The dimensinal design standards vary accrding t the number and size f aircraft that perate at an airprt and the anticipated number f such aircraft that may need t be held at any ne time n the hld aprn prir t take-ff Existing Cnditins Depending n the size f aircraft, the Runway 1 Hld prn can accmmdate up t three aircraft. In cnsultatin with TCT staff, it was determined that the Runway 1 Hld prn has insufficient capacity. The size f the aircraft perating at the irprt has increased ver the years, and the size f the Runway 1 Hld prn des nt prvide sufficient clearance fr the largest aircraft t bypass the hld aprn t mve t its Runway 1 take-ff psitin. Therefre, the functin f the Runway 1 Hld prn is limited t the queuing f aircraft awaiting departure. irfield cngestin is cmmn during summer thunderstrms. Delays at the irprt can prpagate thrughut the Natinal irspace System Runway 1-19 Pavement Runway pavement generally perfrms well fr the majrity f its life, after which it reaches a critical cnditin and begins t deterirate rapidly. Several studies have shwn that maintaining a pavement in gd cnditin versus peridically rehabilitating a pavement in pr cnditin is fur t five times less expensive. The uthrity uses a Pavement Management System at the irprt t evaluate the present cnditin f the pavement, and als t predict its future cnditin thrugh the use f a pavement cnditin indicatr. By prjecting the rate f deteriratin, the uthrity can analyze life-cycle csts fr varius alternatives. This analysis helps t determine the ptimal time fr pavement imprvements. 8 The Runway 1-19 pavement was last verlaid in 1990 and, at that time, the uthrity predicted that anther verlay wuld be needed in apprximately 12 years. It has been 18 years since the last verlay and the cnditin f the runway surface has deterirated t the pint that an verlay will be needed within the next several years. 2.2 Purpse and Need Statement The Prblem (Need) The F has determined that the Runway 19 extends beynd the nrthern end f Runway 19 by 750 feet, which falls shrt f the 1,000-ft F design standard. 9 s the peratr f the irprt, a federally bligated airprt certificated under 14 CFR Part 139, the uthrity is bligated by F Order and the U.S. DOT pprpriatins ct fr FFY 2006 t cmply with F regulatry requirements fr s by The size f the current Runway 1 Hld prn des nt prvide fr the largest aircraft perating at the irprt t bypass aircraft n the hld aprn, thereby limiting the functin f the hld aprn t the queuing f aircraft awaiting departure. Further, as nted in Sectin 2.3, the uthrity s prpsed slutin t the Runway 1-19 cmpliance issue wuld require using a prtin f the Runway 1 Hld prn fr the extensin f Taxiway J. Insufficient Runway 1 Hld prn capacity exacerbates delays at the irprt and thrughut the Natinal irspace System. The critical design aircraft fr Runway 1-19 is identified n the LP as the Being t a standard day temperature f 59 degrees Fahrenheit and an elevatin at sea level, 12 the Being 757 requires a runway length between 6,500 and 9,900 feet at its maximum take-ff weight, depending n the engine and mdel type. 13 The uthrity believes that it is imprtant t maintain the existing length f Runway 1-19 at 6,869 feet. Declared distances are the distances an airprt wner declares available fr an aircraft s take-ff run, take-ff distance, accelerate-stp distance, and landing distance requirements. 14 EMS uses materials f clsely cntrlled strength and density placed at the end f a runway t stp r greatly slw an aircraft that verruns the runway. The best material fund t date is a lightweight, crushable cncrete. When an aircraft rlls int an EMS arrestr bed, the tires f the aircraft sink int the lightweight cncrete and the aircraft is decelerated by having t rll thrugh the material. 15 F C 150/ establishes the design criteria fr s and hld aprns. Within the cntext f the requirements f F Order and F C 150/ , the uthrity has cnducted a number f studies addressing enhancements t the Runway 1-19 and the Runway 1 Hld prn. The runway pavement wuld be extended 300 feet t the suth at the same width as the current Runway 1-19 pavement, allwing fr a fully cmpliant withut a reductin in usable runway length in either directin. new blast pad wuld be cnstructed at the new end f Runway 1, tuchdwn zne (TD) lights wuld be relcated 300 feet t the suth, and centerline and runway edge lighting wuld be added alng the extended runway pavement. T minimize impacts t the Runway 1 apprach lighting system, which are spaced at 100-ft intervals extending frm the Runway 1 end, the runway pavement extensin wuld be increased frm the 250 feet needed t bring the int cmpliance t 300 feet. Depending n the size f the aircraft n the expanded Runway 1 Hld prn, the aprn culd accmmdate apprximately five aircraft cmpared t the current aprn capacity f apprximately three aircraft. The threshld fr Runway 19 wuld remain the same fr arrivals and departures and the threshld fr Runway 1 wuld be shifted 300 feet t the suth. lthugh there wuld be 300 feet f new runway pavement, the runway length available fr arrivals and departures n this runway wuld remain at 6,869 feet in bth directins thrugh the use f declared distances. Declared distances allw the uthrity t establish the runway length at a specific distance regardless f the length f pavement available in rder t establish the beginning and ending f the. By maintaining the current effective length f Runway 1-19 at 6,869 feet in bth directins, the additinal 300 feet f runway pavement wuld nt translate int an extended runway, and therefre, n changes in runway use r aircraft fleet using this runway wuld be expected. Relcatin f the existing Runway 1 apprach lighting system 300 feet t the suth. The 2,400-ft-lng Runway 1 apprach lighting system wuld be shifted 300 feet t the suth. Wden pilings r caissns wuld be placed in the Ptmac River n irprt prperty in rder t relcate the 800-, 900-, and 1,000-ft apprach light bars. The 300-ft shift f the apprach lighting system wuld als include lcating the uter three centerline bars and sequenced flashing lights n the F s existing pier structure. The relcated apprach lights and flashers wuld cntinue t face suth alng the Ptmac River. Relcatin f the glide slpe antenna. The glide slpe antenna must be relcated t accmmdate the new Runway 1 end. Reruting f the existing service rad. n existing service rad, referred t as Levee Rad, wuld be reruted farther suth and away frm the relcated Runway 1 end. The new rute f Levee Rad wuld be as far frm the Runway 1 threshld as pssible t avid interference with the apprach lights and far enugh frm the Ptmac River t avid flding. Grading and sil stabilizatin. t this time, grading and sil stabilizatin are expected t be limited t the areas f new runway, aprn, and taxiway pavement. The uthrity is awaiting further engineering design and analysis t determine whether any unpaved areas wuld require grading r sil stabilizatin.
