11 Executive Summary State Context The civil aviation regulatory tasks are carried by the Finnish Transport Safety Agency Trafi (CAA Finland), including the role as NSA. Finavia Corporation is the main ATS provider in Finland. It provides air navigation services for the whole country. Finavia also operates 25 airports, including Helsinki Airport, the main airport in Finland and the only one covered by this LSSIP document. Both the Trafi and Finavia report to Ministry of Transport and Communications. The Military Aviation Authority (MAA) is the military regulatory body. Military/Air Force does not have any service provision role in Finnish aviation. Safety investigations following accidents and/or serious incidents are carried out by the Safety Investigation Authority (SIA), reporting to the Ministry of Justice. Since the establishment of the Northern European Functional Airspace Block (NEFAB) in December of 2012, consistent efforts have been contributed towards planned implementation of the free route airspace in NEFAB member states airspace in ESSIP Objective Implementation The overall progress of the implementation of the ESSIP Objectives is satisfactory, even though there is some delay in the implementation of some objectives. Out of the Objectives due to be implemented by the end of 2013, work remains to be done with following objective: INF04. The objective is planned to be implemented by the end of year Out of the ESSIP objectives agreed to be implemented in , considerable advancement has been achieved in the objectives, which are completed, partially completed or planned to be completed according to schedule. 15 Introduction The Local Single Sky ImPlementation documents (LSSIPs), as an integral part of the ESSIP/LSSIP mechanism, constitute a five-year plan containing ECAC States actions to achieve the Implementation Objectives as set out by the ESSIP and to improve the performance of their national ATM System. The LSSIP document Year 2013 describes the situation in the State at the end of December The LSSIP documents are structured into 6 chapters to better differentiate the Stakeholder(s) accountable for the information contained in each of them: Chapters 1 to 5 present the key players in the State, and set the institutional and geographical scenes to help the reader understand the specifics of the State and interpret the rest of the document correctly. It also presents a short description of the main national and regional projects in which the national Stakeholders are involved. Chapter 6 contains high-level information on progress and plans of each ESSIP Objective. The information for each ESSIP Objective is presented in boxes giving a summary of the progress and plans of implementation for each Stakeholder. The conventions used are presented at the beginning of the section. Note: Chapter 6 is completed with a separate document called LSSIP Level 2. This document consists of a set of tables organised in line with the list of ESSIP Objectives. Each table contains all the actions planned by the four national stakeholders to achieve their respective Stakeholder Lines of Action (SLoAs) as established in the ESSIP. 17 Chapter 1 - National ATM Environment 1.1 Geographical Scope International Membership Finland is a Member of the following international organisations in the field of ATM: Organisation Since ECAC 1955 EUROCONTROL 2001 European Union 1995 European Common Aviation Area 2006 EASA 2002 ICAO 1949 JAA 1979 NATO Geographical description of the FIR(s) The geographical scope of this document addresses the Finland FIR/UIR (EFIN). Finland FIR is surrounded by FIRs of 4 States, namely Norway (Norway FIR/UIR), Sweden (Sweden FIR/UIR), Estonia (Tallinn FIR/UIR) and a non-ecac State, Russia (St Petersburg FIR and Murmansk FIR). In order to achieve some of the objectives of the ESSIP, Finland ACC co-ordinates actions with a number of foreign adjacent ACCs. LSSIP Year 2013 Finland 5 Released Issue

18 1.1.3 Airspace Classification and Organisation On 27 November 2003, ICAO airspace Class C was implemented above FL 95 and the upper limit of controlled airspace was raised to FL660 (i.e. in excess of the requirements of Achieved ECIP Objective AOM09), as shown in the AIP extract below. AIP Finland is available at: The Finnish Military is using also the Metric system even though its importance is decreasing. 1.2 National Stakeholders The main National Stakeholders involved in ATM in Finland are the following: - Finnish Transport Safety Agency -Trafi (CAA) the civil aviation regulatory body and NSA - Finavia Corporation - the main ATS provider in Finland; - Mikkeli airport (EFMI), AFIS service provider; - Seinäjoki airport (EFSI), AFIS service provider; - Military Aviation Authority (MAA) the military regulatory body; - Air Force Command Finland; - Safety Investigation Authority (SIA). 19 Their activities are detailed in the following subchapters and their relationships are shown in the diagram above Civil Regulator(s) General information Civil Aviation in Finland is the responsibility of the Ministry of Transport and Communications. The different national entities having regulatory responsibilities in ATM are summarised in the table below. The CAA Finland is further detailed in the following sections. CAA Finland has regulatory power in some environmental issues according to Aviation Act (1194/2009) Aviation Act (1194/2009) and Act on the Finnish Transport Safety Agency (863/2009) FINNISH CIVIL AVIATION AUTHORITY The civil aviation regulatory tasks are carried by the Finnish Transport Safety Agency - Trafi. It is an independent agency operating under the Ministry of Transport and Communications (MoTC) and is institutionally separated from the Air Navigation Service Providers. The Director General of the Oversight Sector also acts as the Director General of Civil Aviation for Finland. The current organisation chart is given at Annex B. The Finnish Transport Safety Agency -Trafi is the National Supervisory Authority (NSA) in Finland. In addition, there are two non-state-owned airports in Finland not managed by Finavia (Mikkeli and Seinäjoki). Helsinki Airport is the primary airport and also the only one being coordinated and covered by the LSSIP Airport(s) covered by the LSSIP APO SloAs are contained in the following objectives: ENV, APO, ITY-ADQ and SAF11. In addition to the Annex B of the ESSIP Plan edition 2013, it is up to the individual State to decide which additional airports will be reported through LSSIP for those objectives. According to these criteria the airport covered in this LSSIP is Helsinki airport Military Authorities The Military Authorities in Finland are composed of: - Defence Command Finland; - Air Force Command Finland; - Navy Command Finland; - Army Command Finland; - Military Aviation Authority (MAA). They are supervised by the ministry of Defence. Their regulatory, service provision and user role in ATM are detailed below. The Military Aviation Authority (MAA) carries out its assigned tasks as decreed in the Aviation Act and the Decree on Military Aviation. The MAA is responsible for the safety and monitoring of military aviation and for other tasks that are within the prerogatives of a military aviation authority e.g. certification of military aircraft and equipment, and participation in decision making progress concerning airspace management. Finland has an integrated civil-military ATM system without permanently segregated military airspace. Segregation of airspace for military use is done on basis of actual needs. Aviation Act empowers the Government to issue decrees concerning exemptions from the Aviation Act for military aviation purposes, which however may not endanger the safety of civil aviation. Based on this Act the Ministerial Regulation on Military Aviation has been issued on 26 May 2011, according to which MAA has right to supplement these regulations with official directives to such an extent that is permitted by the applicable regulations. 24 1.2.5 Accident/incident Investigation Body Technical investigations An independent body, the Safety Investigation Authority, SIA, was established in 1996 within the Ministry of Justice. The Safety Investigation Authority is an impartial and independent body which operates on the basis of the Safety Investigation Act (525/2011). This body performs its functions independently in compliance with Regulation (EU) No 996/2010 of the European Parliament and of the Council of 20 October 2010 on the investigation and prevention of accidents and incidents in civil aviation and repealing Directive 94/56/EC, reporting only to the Ministry of Justice. A safety investigation team is appointed separately for each investigation case. The SIA s main tasks are to: - conduct safety investigations for all major accidents in Finland, Civil Aviation aircraft accidents and serious incidents as well as rail and maritime accidents and serious incidents; - conduct safety investigations for all publicly relevant accidents (e.g. power plants, etc ) - issue safety recommendations as appropriate designed to prevent the recurrence of similar events and to monitor the implementation of the recommendations issued. A safety review is published annually at national level and is available on the following website: Collection, Evaluation & Processing of Data The SIA performs the collection, evaluation, process and storing of all information related to accidents, incidents and occurrences, as well as making this information available to the other EU States according to Directive 2003/42/EC and Regulation (EU) No 996/2010. The SIA is using SRIS (Safety Recommendation Information System) based on ECCAIRS to share all published safety recommendations inside EU. A detailed safety investigation report is prepared on each case. Before publication, each report is submitted to the parties concerned and to relevant authorities for their possible comments. Once the report has been completed, it becomes public. The reports are made available also on the internet, on the SIA web site. In order to carry out this function, the SIA has agreed with the FCAA the access to the database developed in the frame of the programme for the European Co-ordination Centre for Aviation Incidents Reporting System (ECCAIRS). The SIA is an institution with a prevailing investigative connotation, which does not have - differently from the other aviation institutions - regulatory or management tasks within the national Civil Aviation System. Results of the investigations and statistics are made public through (Finnish) and (English) Civil-Military Accidents/Incidents For accidents and serious incidents involving both civil and military parties, the SIA is in charge of investigations. 31 5.1 FAB Co-ordination Chapter 5 - Regional Co-ordination North European Functional Airspace Block - NEFAB NEFAB is a functional airspace block created by Estonia, Finland, Latvia and Norway. NEFAB has established a programme with a programme management office (PMO) with the objective of managing projects and initiatives among the ANSP s in the cooperation. In addition there is close cooperation with LFV and Naviair in DK/SE-FAB concerning airspace development. In this cooperation the implementation of a seamless Free Route Airspace above FL 285 across the two airspace blocks is prioritised in the short term with planned implementation towards the end of The activity is targeted to connect Free Route Airspace in the two FAB s ensuring a continuous Free Route Airspace. The activity is organised as a project called North European Free Route Airspace NEFRA. This project is not aimed at airspace developments inside the two airspace blocks. The ANSP s in NEFAB have developed a 5 year business plan, covering the period and an annual plan for The 5 year business plan describes the strategies for the period with key performance areas and strategic objectives.
