6 Governance of the NEFAB NEFAB Council Air Navigations Consultative Board Finance and Performance Committee NSA Committee Civil and Military Committee 6
7 Council The NEFAB Council is established for the governance of NEFAB The NEFAB Council shall be composed of representatives of the competent authorities of the Contracting States. Each competent authority may appoint several delegates in order to allow the interests of both civil and military aviation to be represented Each Contracting State shall have one vote. The decisions of the NEFAB Council are made by consensus. The NEFAB Council shall establish its own rules of procedure and approve the rules of procedure for the committees 7
8 Council functions strategy civil-military cooperation airspace policy and design flexible use of airspace harmonisation of the rules and procedures joint designation ANSP facilitate the work of the ANSCB common safety policy and a common SMS NEFAB performance plans, performance targets, incentives, corrective measures Aim at coordinating the positions of the Contracting States - ICAO; EUROCONTROL, EU Commission, EASA, and joint undertakings in the field of air navigation services coordination with adjacent FABs set up committees and working groups 8
9 NEFAB NSA Committee NSA Committee is established by State Level Agreement on the establishment of NEFAB. The main purpose of the NSA Committee is to facilitate necessary cooperation between NSAs in order to agree on arrangements for safe and effective implementation of NEFAB State Level Agreement and to ensure the effective exchange of all information relevant to NEFAB.
10 Finance and Performance Committee Fulfil the tasks set by NEFAB Council Prepare NEFAB performance plans and performance targets Consult the stakeholders on NEFAB performance plans and targets Monitor and oversee the NEFAB performance Collect data and exchange relevant information among the NSAs and with the NEFAB Council Advise the NEFAB Council on adopting the charging policy applicable in the airspace concerned Prepare issues to NEFAB Council
11 Civil-Military Committee Fulfil the tasks set by NEFAB Council Define areas of cooperation between NEFAB countries concerning handling military aviation Enhance the use of airspace in NEFAB region taking into account military aviation needs and military mission effectiveness Prepare issues to NEFAB Council Safeguard NEFAB military mission effectiveness objectives related to SES/SESAR 11
12 Air Navigation Services Consultative Board The Air Navigation Services Consultative Board is established by the NEFAB Council to ensure the consultation of the air navigation service providers on matters relating to the provision of services within NEFAB. The Air Navigation Services Consultative Board is composed of representatives from: the NEFAB Council; the National Supervisory Authorities Committee; the Air Navigation Service Providers; the Meteorological Services Other participants may also attend as observers by invitation of the NEFAB Council The Air Navigation Consultative Board shall establish its own procedures 12
