11 Executive Summary Part - State Context Serbia is a European Common Aviation Area (ECAA) Member State. In the context of this document, there are two main stakeholders in Serbia, Civil Aviation Directorate (CAD) and Serbia and Montenegro Air Traffic Services SMATSA llc. Serbian National Supervisory Authority (NSA) is embedded in the CAD. SMATSA is a common service provider for two states, Serbia and Montenegro. Part - ESSIP Objective Implementation Serbian stakeholders are committed to implement all ECAC and EU+ objectives with the least possible delays. The Air Transport Law ( Official Gazette of the Republic of Serbia No 73/10, Corrigendum No 57/11 and No 93/12) has greatly reduced the discrepancies between the European and national legislation, while contributing to the speed up promulgation of bylaws. Further amendments to the Law are expected in Serbia has completed the transposition of SES I legislation package, as foreseen in Annex IB of the ECAA Agreement. The first phase of the FAMUS project (modernisation of ANS provision) which was finalized in May 2011 significantly contributed to the successful implementation of the objectives particularly in ATC and ATFCM domains. Part - Traffic and ATM Performance Cost-efficiency Serbia and Montenegro s actual real en-route unit cost has remained stable in 2011 compared to 2010 (instead of the forecasted decrease of -6.6% foreseen back in November 2011), as the forecasted decrease in costs did not materialise and actual traffic turned out slightly lower than foreseen. En-route Traffic and Capacity Traffic at Belgrade ACC (Beograd FIR/UIR and the portion of Bosnia-Herzegovina airspace where ATS is delegated to SMATSA) decreased by 3.5% during Summer 2012 (May to October), when compared to the same period during At the same time En-route delay decreased from 0.1 minutes per flight in Summer 2011 to zero in Summer Airport Traffic and Capacity The Beograd airport Nikola Tesla (LYBE/BEG) does not have a declared maximum capacity. 15 Introduction The Local Single Sky ImPlementation (LSSIP) documents, as an integral part of the ESSIP/LSSIP mechanism, constitute a five-year plan containing ECAC States actions to achieve the Implementation Objectives as set out by the ESSIP and to improve the performance of their national ATM System. They also contain a report by the State on its level of compliance against the Single European Sky Regulations, where applicable. This LSSIP documents Year 2012 describe the situation in the State at the end of December The LSSIP documents are structured into three parts to better differentiate the Stakeholder(s) accountable for the information contained in each of them: Part - State Context (Chapters 1 to 4), presents the key players in the State, and sets the institutional and geographical scenes to help the reader understand the specifics of the State and interpret the rest of the document correctly. It also presents a short description of the main national and regional projects in which the national Stakeholders are involved. Part - ESSIP Objective Implementation (Chapters 5 to 13), contains high-level information on progress and plans of each ESSIP Objective, grouped per ESSIP domain. The information for each ESSIP Objective is presented in boxes giving a summary of the progress and plans of implementation for each Stakeholder. The conventions used are presented at the beginning of the section. Note: This Part is completed with a separate document called LSSIP Level 2. This document consists of a set of tables organised in line with the list of ESSIP Objectives. Each table contains all the actions planned by the four national stakeholders to achieve their respective Stakeholder Lines of Action (SLoAs) as established in the ESSIP. Part - Traffic and ATM Performance (Chapters 14 to 16), contains information on the evolution of traffic (en-route and at main airport(s)), and the State s five-year plans to improve its performance and achieve its targets in respect of Cost-Efficiency and en-route Capacity. 19 Chapter 1 - National Stakeholders The main National Stakeholders involved in ATM in Serbia are the following: - Government of the Republic of Serbia - Ministry of Transport - CAD Civil Aviation Directorate of the Republic of Serbia (the role of NSA) - SMATSA llc Serbia and Montenegro Air Traffic Services SMATSA llc Their activities are detailed in the following subchapters and their relationships are shown in the diagram below. The CAD is headed by the Board and Director. CAD Board consists of five ministers (Ministry of Transport, Ministry of Interior, Ministry of Defence, Minister of Finance and Ministry of Environment and Spatial Planning), chaired by the minister of transport (Article 238 of the Air Transport Law). CAD is the NSA (National Supervisory Authority) for the area of air navigation compliant with relevant EU provisions, and as such issues certificates and performs continued oversight over ANSPs (Article 234 of the Air Transport Law). Montenegro (within the entire controlled airspace) SMATSA web address: The organisational chart of SMATSA is depicted in the Annex B to this document. 1.3 Military Authorities The Military Aviation Authority in Serbia is represented by Serbian Air Force and Air Defence. The main role of the Military Aviation Authority in ANS provision is in the domain of ATM by contributing in ASM planning processes and in co-ordinating, organising and controlling special activities in TSAs. Information on civil-military airspace coordination, including FUA is presented in Chapters 6 and 7. The MAA does not have any particular role in the provision of ATS. The Military Aviation Authority is the main source of the information and data promulgated in the Military Aeronautical Information Package, which is published by SMATSA. The MAA is also responsible for military aircraft registry, certification of military aircraft and equipment. Military authorities are taking part in the incident/accident investigations when military aircraft are involved. The MAA reports to the Serbian Ministry of Defence. The Priština Airport is temporarily operated by UNMIK (United Nations Mission In Kosovo). Two airports, LYBT (BJY) Batajnica and LYKV (KVO) Kraljevo are operated by the military, owned by the State and are available for the civilian air traffic Airport(s) covered by the LSSIP The criteria to determine the airports concerned by the LSSIP Year 2012 are: - the main national airport of the State; or - the airports identified as potentially having an effect upon the network in terms of ATFCM delays; or - the airports with more than 150,000 commercial air transport movement in 2011; or - the Airports contained in Table 8 of Part 4, Annex B of the ESSIP Plan Edition According to these criteria, the airport covered in this LSSIP is Beograd Nikola Tesla Airport (LYBE) being the main national airport in Serbia. 1.5 Accident/incident Investigation Body Technical investigations The Civil Aviation Accident Investigation Commission established by the Director of the Directorate conducts the investigations of accidents and serious incidents in civil aviation. The Commission comprises aviation experts from the list of aircraft accidents and serious incidents investigation experts and is separately established for every accident or serious incident. 24 The Commission has the obligation to investigate all the facts and circumstances that led to an accident or serious incident and to propose measures for their prevention. The accidents and incidents investigation and analysis does not have for its purpose apportion of criminal, administrative, disciplinary, civil or any other liability for the accident and serious incident. The Commission is independent in its work. The Commission investigates all civil aviation accidents and serious incidents which occurred in the territory of the Republic of Serbia, in accordance with the Air Transport Law, the Regulation on accidents investigation and the provisions of Annex 13 of the Chicago Convention Collection, Evaluation & Processing of Data CAD s Department for accident investigation and risk analysis performs the following duties: - development of regulations within the scope of its competences; - organization of the initial examination of the site of aircraft accident and serious incident; - organization of aircraft accident and serious incident investigation, in accordance with the Annex 13 to the Chicago Convention and the regulations of the Republic of Serbia; - notification of the competent bodies of interested foreign states and the International Civil Aviation Organization on an aircraft accident or serious incident; - cooperation with the bodies of interested foreign states; - disclosure of information on an aircraft accident or serious incident; - cooperation with the judicial authorities; - communication of preliminary and final reports on aircraft accident investigation; - proposing of official communications on an accident, incident and other occurrences; - receipt, processing and analysis of occurrence reports, occurrence evaluation, the provision of assistance to other bodies in the course of occurrence investigation and safety analysis; - monitoring and analysis of the causes of accidents, incidents and other occurrences and the recommendation of preventive actions; - accidents, incidents and other occurrences database management; - development of periodical reports on accidents, incidents and other occurrences; - collection, storage, protection, exchange and analysis of safety information Civil-Military Accidents/Incidents When an accident or a serious incident involves a civil and domestic or a foreign military aircraft, the accident or serious incident is investigated by a joint civil-military commission. 25 Chapter 2 - Geographical Scope In the context of LSSIP, this paragraph reflects the current airspace organisation and service provision respectively. 2.1 International Membership Serbia is a Member of the following international organisations in the field of ATM: Organisation Since ECAC 2002 EUROCONTROL 2005 European Union European Common Aviation Area 2006 EASA ICAO 2001 JAA 2006 NATO 2.2 Geographical description of the FIR(s) The geographical scope of this document addresses Beograd FIR/UIR (airspace over Serbia, Montenegro, Montenegro territorial waters and the airspace over the portion of high seas in the Adriatic). Beograd FIR/UIR is surrounded by FIRs of eight States, namely Albania, Bosnia and Herzegovina, Bulgaria, Croatia, FYROM, Hungary, Italy and Romania. 26 Airspace classes are applied as follows: - ICAO class C: between 1500 FT (450 M) AGL and FL 660, except in control zones (CTR) and aerodrome traffic zones (ATZ) when active; - ICAO class D: in all CTRs; and - ICAO class G: from the ground up to 1500 FT (450 M) AGL and ATZ when active, except in CTRs. The Serbian airspace is sub-divided into: a) en-route (FL145 FL660) for which the responsibility rests upon Beograd ATCC, b) seven TMAs and CTRs for which the responsibility rests upon the Approach Offices located at the respective airports. The lower limits of all TMAs are 450m (1500ft) above GND while the upper limit is FL145. 27 Chapter 3 - National Projects The major national ATM modernisation undertakings fall within the two categories: a) ANS provision and b) Legislative reforms. a) The modernisation of ANS provision, referred to as FAMUS project, started in 2002 with the approval of the Modernization Master Plan by the Federal Government. Project included the construction of a new ACC building as well as the supply and installation of a new ATM system and other equipment. The first phase of the FAMUS project was finalized in May The second phase will have finished by December b) The legislative reform includes the enactment of the Air Transport Law (entered into force on the 20 th October 2010 and published in the Official Gazette of the RS No 73/10, amended in No 57/11 and No 93/12) together with passing new regulations in line with the SES requirements. 30 Chapter 4 - Regional Co-ordination and Projects 4.1 Regional Co-ordination ECAA (European Common Aviation Area) is a project initiated and managed by the European Commission, aiming at the establishment of equal conditions of competition and common rules in aviation, including ATM and environment. As for ATM, the project will seek the highest degree of cooperation with the view to extending SES among the States concerned (ECAA Agreement was signed between the European Community and its Member States, the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Croatia, the Former Yugoslav Republic of Macedonia, the Republic of Iceland, the Republic of Montenegro, the Kingdom of Norway, Romania, the Republic of Serbia and the United Nations Interim Administration Mission in Kosovo (pursuant to UN Security Council Resolution 1244 of June 10 th 1999) on the Establishment of a European Common Aviation Area). Serbia has accepted to align its national aviation legislation to the complete aviation acquis of the Community. To this end, Serbia signed the ECAA Agreement in May 2006 which was ratified in May 2009 ( Official Gazette of the Republic of Serbia International Treaties No 38/09). Serbia completed the transposition of the SES I legislative package contained in Annex IB to the ECAA Agreement. Along the lines of SES, concrete and effective actions forward fulfilling operational requirements resulted in signing the agreements on operational-technical cooperation between SMATSA and other ANSPs in the region. Agreements have been signed with NATA (Albania) and Slovenia Control (Slovenia) in 2010 and with HungaroControl (Hungary), BULATSA (Bulgaria) and MK CAA (FYROM) in 2011, as well as with ROMATSA (Romania) in Agreements will consecutively contribute to airspace usage, increased capacity and ensure safe and efficient flow of air traffic with minimum delays. Application of the agreements will bring many benefits and improvements in ANS provision, especially in the areas of safety, flight efficiency, predictability, environment, cost effectiveness and interoperability. 4.2 Regional Projects The Republic of Serbia had an active role in the ISIS Programme (Implementation of the Single European Sky in the South East Europe) which provided support to ISIS Beneficiaries in transposing the European regulations and developing institutional capacity to implement those regulations. Within the ISIS programme CAD had a leading role in the projects of Transposition and Capacity Building of NSAs. 51 Chapter 14 - Cost-efficiency 14.1 Cost-efficiency KPI/PI and target/profile for In order to harmonise the metrics for monitoring cost-efficiency performance across all EUROCONTROL Member States, the cost-efficiency performance indicator was replaced in LSSIP 2011 by an indicator comparable to that applied by the SES States (EU Member States and associated States) in the context of the Performance Scheme (EU Regulation No 691/2010). For the SES States, the SES II regulation package provides for the replacement of the full cost-recovery system by determined costs and risk sharing for route charges from 2012 onwards. The cost-efficiency KPI at national/fab level is the determined unit rate for en-route air navigation services, defined as the ratio between the determined costs and the forecast traffic expressed in service units. It is expressed in national currency and in real terms and provided for each year of the reference period. It is adopted as part of the national/fab performance plans for the reference period. The performance plans for RP1 for the SES States, as well as the EC/PRB assessments and the EC acceptance letters sent to the States in July 2012 can be found on the PRB website at For the EUROCONTROL Member States which are not bound by these SES regulations, the full costrecovery mechanism is applied. For them, the cost-efficiency Performance Indicator (PI) corresponds to the national en-route unit cost, defined as the ratio between the total en-route costs expressed in national currency and in real terms and the traffic expressed in service units. This PI is not associated with binding targets and will be used for monitoring purposes only. The profiles that will be monitored for the period are based on the data submitted by these States to the Enlarged Committee for Route Charges at its 94 th session in November 2011 (see 14.2). However, the available capacity is far greater than the demand and there are no capacity constraints. The Beograd airport is a single runway (RWY 12/30) airport (3400 x 45m) and is suitable for both IFR and VFR operations. The standard method of operations (optimum conditions) for Beograd Airport is described below: ATC issues a clearance for ILS approach regardless of the Category (I, II, III) flown. LSSIP Year 2012 Serbia Chapter 16-1 Released Issue

60 An aircraft carrying out a CAT ll/lll approach shall not pass the FAF (L KN) before the preceding aircraft has landed. Separation between an aircraft carrying out a CAT ll/lll approach on RWY 12 and an aircraft rolling for take off on RWY 12 shall ensure that the departing aircraft will pass over the ILS localizer antenna before the arriving aircraft reaches a point 2 NM from touchdown. To achieve this, the departing aircraft must commence its take-off run before the arriving aircraft reaches L KN. Pilots of arriving aircraft will be informed about application of ATC procedures for Low visibility operations via RTF or ATIS: "LOW VISIBILITY PROCEDURES IN OPERATION". When RVR at TDZ is less than 550 m and/or cloud base/vertical visibility less than 60 m, the following minima separations are applied: - 6 min or 12 NM, whichever is greater, between two successive arriving aircraft; - between a departing aircraft and an arriving aircraft approaching RWY 12: take-off has to be commenced before the arriving aircraft reaches L KN. Note: During preparations for LVP separation minima for CAT I (5 NM) will be applied. Capacities during adverse weather conditions RWY 12 is suitable for guided Low Visibility Take Off. RWY 30 is suitable for non guided Low Visibility Take Off. The fixed minimum required RVR value for Low Visibility Take Off at Beograd AD is 150 M. Low visibility operations including Category Il/lII approach and landing operations are available and authorized on RWY 12. Low Visibility Procedures become effective when: - RVR at TDZ or at RWY mid-point reaches 550 m downward or less, and/or - cloud base/vertical visibility reaches 60 m (200 ft) downward or less Airport planned development As the Beograd Nikola Tesla airport does not have any capacity problems, there are no action plans regarding its capacity enhancement. However in connection with AOP03, establishment of a Runway Safety Team is planned in due course as a means of preventing runway incursions and optimizing conditions on the runway. Relevant recommendations from EAPRI Edition 2.0 are to be implemented through the Regulation on airports, Regulation on establishing SMS and Regulation for airport maintenance. The implementation of all measures for the prevention of runway incursions is planned by the Airport Operator and the ANSP.
