1 SIT REP #11 HAITI EARTHQUAKE By CDEMA Sunday, January 31, 2010 MESSAGE: 7.0 HAITI EARTHQUAKE UPDATE #11 (As at 16:00 hrs, January 31, 2010) 1.0 SITUATION OVERVIEW: Emergency relief and respnse peratins cntinue in Haiti fllwing the earthquake n January There has been a mass exdus ut f the capital Prt au Prince with migratin f peple t the nrth and suthwest f the Island ttaling arund 235,000. The Gvernment f Haiti remains challenged in managing and crdinating the relief effrts. Requests have been made t CARICOM t supprt the urgent needs fr supplies related t the prvisin f shelter and ther humanitarian aid. The President f the Republic f Haïti has declared the pririties fr Haïti at this time as fllws: Pririty 1 Husing and Shelter Pririty 2 Health Care Pririty 3 Fd and Water 1.1 PRIORITY NEEDS: Husing and Shelter Shelter remains the mst immediate need as there are nearly ne millin peple withut adequate shelter. It is estimated that 200,000 tents are needed and that family tents are urgently required. Tents are als needed fr strage and medical use. Due t the urgency f the need fr shelter, the Gvernment is appealing fr the tents t be shipped by the quickest means, preferably aircraft. Several Participating States have pledged tents in respnse t urgent call made by the Haitian gvernment. The Caribbean Disaster Emergency Management Agency (CDEMA) Crdinating Unit is als surcing new tents frm suppliers in the value f US$250,000. Other tents are als being prvided thrugh the fur sub reginal fcal pints Health Care The pririties identified by the Gvernment f the Republic f Haïti are the prvisin f: 1

2 a. Primary Health Care b. Mbile Clinics c. Hspital (surgeries) Fd and Relief Supplies There are still many challenges in getting fd and relief supplies t the peple. Ready t eat meals and ther staples are urgently needed. Adequate supplies f ptable water are als a pririty. UNICEF estimates that apprximately 300,000 children frm age tw and yunger may require supprt fr infant and yung child feeding. 2.0 REGIONAL ACTIONS: 2.1 Dnr Crdinatin and Supprt The Executive Directr f CDEMA, Mr. Jeremy Cllymre visited Haiti n January 27-28, The Executive Directr s missin was instrumental in: i. Prviding guidance t the Gvernment f Haiti in strengthening/framing the specific requests and supprt fr imprved dnr crdinatin frm the internatinal cmmunity; ii. iii. Making specific recmmendatins fr use f the infrmatin frm the cluster grups, as an input int mapping cntributins t date, identifying areas f peratin and the targeted beneficiaries; Identifying the needs and challenges fr cmmunity peratins n the grund. A key utput f his missin was that the Gvernment f Haïti fully supprts CARICOM s interventin in the health sectr. 2.2 CARICOM Cntingent The CARICOM Cntingent has been perating frm tw bases in Prt-Au-Prince; Camp Restre Cmfrt at the Tussaint L Ouverture Internatinal Airprt and the Fd fr the Pr (Haiti) facility in Rue Barbancurt. The CARICOM Special Crdinatr, (BG (R) Earl Arthurs, departed Haïti n Saturday January 30, Ms. Dawn French has assumed duties as the Special Crdinatr fr an interim perid. As f the 28 January, 2010 the cmpsitin f the CARICOM Cntingent ttaled 213 frm eleven cuntries in the regin: 184 military and ther disciplined frces, 25 medical persnnel, 4 Technical Team. 2

3 2.2.1 Strengthening Haiti s Civil Prtectin Agency Strengthening f the Haïtian Civil Prtectin Agency t lead in addressing the pririty needs f Haiti including shelter management and relief supplies has been the fcus f the CARICOM Technical Team. The Technical team n the grund cmprising Ms. Dawn French the Natinal Disaster Crdinatr fr NEMO Saint Lucia alng with Mr. Luke Bethel frm the Bahamas and Mr. Rn Mbeley f the Virgin Islands, have been instrumental in prducing the fllwing in cllabratin with and in supprt f the Gvernment f Haiti thrugh Haiti Civil Prtectin: Guidelines fr Relief Supplies Cllectin Pints, Warehuses & Distributin Centers The purpse f this dcument is t prvide clear guidance fr the prcedures t be taken in relatins t Relief Supply Cllectin, Strage and Distributin by the Haïtian Disaster Cmmittee. It aims t ensure an accuntable mechanism that will dcument all transactins f relief supply dnated r purchased by the Haïtian Gvernment in the respnse and recvery phases t the earthquake in It will als facilitate the distributin f relief supplies t the needy in a timely fashin. Guidelines fr the Establishment and Running A Camp Site This tl prvides guidance n strategic crdinatin and management f Mid t Lng Term Camping at campsites in the Republic f Haïti fllwing the impact f an earthquake n 3rd January It respnds t gvernment f Haïti requested fr 200, 000 tents t mderate cnditins. The guidelines inter alia prvide guidance n the fllwing: Identificatin and selectin f campsite lcatin. Selectin, distributin and erecting f tents n campsite. Selecting and training f Camp managers and assistants. Rules and regulatins fr campsite. Campsite Cmmand Structure. Wrk Prgramme fr Technical Teams frm CARICOM The Technical Supprt team has develped a wrk prgramme fr technical supprt teams being deplyed t Haiti frm CARICOM. The immediate fcus is n: Enhancement f the relief supplies management system fcusing n the cllectin, strage and distributin f supplies - thrugh a cllabrative mechanism invlving the Gvernment and the UN Cluster grup. 3

4 Enhancement f the Natinal Emergency Operatins Center Guidelines and develpment f SOPs. Streamlining f the Damage Assessment and Needs Analysis (DANA) prcess CARICOM Operatins The CARICOM cntingent als cntinues t supprt the fllwing tasks: i. Medical Services ver 1,000 persns have been treated thrugh CARICOM assistance in Haiti. This has been thrugh the Bernard Mevs Hspital and the Cmmunity Hspital f Freres as well as the CARICOM clinic at the Fd fr the Pr cmpund, which sees apprximately 90 persns daily. Medical assistance is being prvided thrugh the sub-reginal fcal pint, Jamaica. ii. iii. iv. Relief Distributin - The CDRU team cntinues t supprt the distributin f relief supplies as well as assessing suitable areas fr strengthening f CARICOM medical services. Cnvy Security the CARICOM frces have been instrumental in prviding cnvy security fr its wn distributin, Fd fr the Pr (FFP) and ther small NGOs wrking in areas nt being serviced with relief supplies. Search & Rescue fifteen search and rescue peratins were cnducted which resulted in the rescue f six persns, including tw children. The SAR peratins have been std dwn. v. Emergency Centre Operatins - The Natinal Emergency Operatins Centre (NEOC) supprt team deplyed by CARICOM cntinue t fcus n releasing the immense backlg f relief supplies and fd at the airprt which are accumulating and trickling ut. vi. vii. Partnerships Partnerships are being established with NGOs, Internatinal Organizatins such as FFP, UN and USAID fr advancing respnse supprt t Haiti. Other Activities - Engineering teams cntinue t assess structures in several lcatins with a view t cnducting much needed repairs and recnstructin. 3.0 Reginal Fund Raising and Pledges (Updated) CARICOM has established an accunt at the First Caribbean Internatinal Bank in Barbads, fr the channeling f financial aid t supprt relief effrts. The Gvernment f Australia signed an agreement n Friday January 29, 2010 with CDEMA t facilitate the handing ver f an initial AUS$1 millin fr humanitarian assistance t 4

5 earthquake ravaged Haiti. Australia has already cntributed AUS$5 millin dllars fr immediate emergency assistance t Haiti and further AUS$5 millin fr lnger term recnstructin. The United Kingdm has dnated US$ 35 millin t the relief effrt, with US$ 3.5 earmarked fr future Disaster Risk Reductin supprt.
