3 Capital Reginal District (CRD) Reginal Parks staff have prepared a management plan t guide decisinmaking fr Island View Beach Reginal Park ( park ). The 48 hectare park is lcated n the Saanich Peninsula facing Har Strait, and is the largest prtected area alng the eastern side f the Saanich Peninsula between Mt. Duglas Municipal Park and Swartz Bay. The park and surrunding landscape has been hme t the Tsawut peple fr thusands f years, and their reserve frms the nrthern bundary f the park. The park is the third mst visited reginal park in the system, with almst 407,000 visits in Peple visit the park t enjy activities such as walking, dg walking, camping, bird-watching, sun-bathing, swimming, and nature study. Island View Beach Reginal Park is classified in the CRD Bard-apprved Reginal Parks Strategic Plan as a Reginal Cnservatin Area based n its unique and sensitive ecsystems. The park is primarily cmprised f a castal sand ecsystem, castal wetland ecsystem, and a bluff ecsystem, which are cnsidered rare n suthern Vancuver Island. A fur-step public participatin prcess t update the existing 1989 park management plan was undertaken between 2014 and The planning prcess revealed a wide diversity f views amngst the public abut hw the park shuld be managed. In an effrt t identify cmmn grund amngst stakehlders in the prcess, the Reginal Parks Cmmittee passed a mtin at its January 2017 meeting t give key stakehlder grups an pprtunity t wrk tgether t make cnsensus recmmendatins fr park management t the Reginal Parks Cmmittee. The stakehlder grups were unable t reach cnsensus n revisins t the plan, and separate submissins were received. Reginal Parks staff cnsidered these submissins alng with ther input received during the public cnsultatin prcess in the preparatin f this park management plan. The park management plan identifies a visin and gals fr the park, park zning, a develpment cncept, and directin statements, bjectives, and plicies fr visitr experience, cultural heritage management, envirnmental cnservatin, and park peratins and develpment. An implementatin plan identifies key actin items as high, medium, lw, and n-ging pririties. The verall gal fr park develpment is t prvide ample pprtunity fr the public t enjy the park while prtecting the mst sensitive ecsystems and habitats. The park zning and develpment cncept identifies hw this will be accmplished. Sme f the key actins prpsed in the plan include: develping a new multi-use Wetland Lp Trail t increase access in the park; imprving accessibility and facilities n the Cast Lp Trail; develping maintained beach access pints; pening remediated carpet burweed areas t public use; Page2

4 designating an ff-trail and seasnal n-leash area fr dgs; designating the existing day-use area at the suth end f the park as seasnally dg-free ; develping a new year-arund dg friendly day-use area adjacent t the nrth parking lt; implementing seasnal n-leash restrictins in the Natural Envirnment and Envirnmental Prtectin Znes t prtect grund-nesting birds during the breeding seasn (April-July); integrating equestrian use int the park n the Wetland Lp Trail; develping an educatin and utreach strategy; installing new park signs; designating an active castal sand ecsystem restratin area in the nrtheast sectin f the park; and wrking with the Tsawut First Natin t address their interests in the park. Park management plans are in effect upn CRD Bard apprval. The plan will be mnitred and peridically reviewed t ensure the plan remains an effective and useful guide fr decisin-making. 5 The Island View Beach Reginal Park management plan culd nt have been cmpleted withut the generus assistance f the peple f the Capital Regin, wh, ver the perid f several years, gave their time t attend many stakehlder meetings, twn hall meetings, pen huses and meetings in the park, and wrte s and cmpleted nline respnse frms. The feedback received thrugh this prcess has strengthened the park management plan immensely. The Tsawut First Natin have participated in this management planning prcess frm the beginning, helping t lay the fundatin fr an enduring relatinship that will benefit Island View Beach and TIXEN far int the future. 9 This management plan prvides a framewrk t guide decisin making fr the lng-term management f Island View Beach Reginal Park, including: verarching management directin thrugh the park classificatin, park visin, park zning, visitr access, and park management gals a park develpment cncept bjectives and plicies fr addressing key issues an implementatin strategy fr achieving the management plan Island View Beach Reginal Park (park) is apprximately 48 hectares in size and was established in It is lcated in the District f Central Saanich (Map 1). The park is als lcated in the traditinal territry f the Tsawut First Natin; the Tsawut peple have lived in this area fr thusands f years and they maintain a deep and abiding cnnectin t the land and the nearby castal waters. Visitatin statistics indicate that the park received almst 407,000 visits in This makes it the third mst visited park in the reginal park system. High visitatin is attributed t the easily accessible natural envirnment which visitrs can enjy year-rund. Overnight tent and RV camping was intrduced in 2010 and is a ppular summertime activity. The park is a favrite f lng-time visitrs, sme f whm have visited the park fr decades, and many f whm cme t the park almst daily. The park als attracts new visitrs frm thrughut the regin and frm further afield. The park prvides a range f pprtunities fr peple t experience the park s spectacular landscape, while als playing an essential rle in prtecting reginal bidiversity. The park is the largest castal prtected area n the east side f the Saanich Peninsula nrth f Mt. Duglas Municipal Park in Saanich. The park is adjacent t the Sidney Channel Imprtant Bird Area, which is an internatinal designatin reflecting the rich diversity f resident and migratry marine birds which frequent the area. The park is situated within a rural residential and farming cmmunity and much f the park was used fr agriculture prir t park establishment. The park brders the District f Central Saanich s Island View Municipal Park alng its suthern bundary, privately-wned lands n its western bundary, Har Strait alng the eastern bundary, and the Tsawut First Natin reserve alng its nrthern bundary. A msaic f interrelated ecsystems binds these castal lands int a cntiguus landscape extending frm Cwichan Head in the suth t Crdva Spit in the nrth, and James and Sidney Islands in the east (Map 2). 10 The Capital Reginal District (CRD), thrugh Reginal Parks, prtects and manages mre than 13,000 hectares f spectacular and easily accessible natural areas in a system f 31 reginal parks and 3 reginal trails. The reginal park system received almst 7 millin visits in In 2012, the CRD Bard adpted the Reginal Parks Strategic Plan (Strategic Plan). The Strategic Plan sets the directin fr reginal parks and trails ver that decade and prvides the lng-term visin, missin, and gals f reginal parks. The visin fr Reginal Parks is ne where (p. 6): CRD parks and trails secure the regin s eclgy and quality f life by establishing, in perpetuity, an intercnnected system f natural lands. Parks prtect and restre ur regin s bidiversity, ffer cmpatible utdr recreatin and educatin pprtunities and accessible, nurishing, jyful cnnectin with the natural wrld and ur cultural heritage. The fundamental gals f Reginal Parks include tw cmplementary pillars: T prtect the bidiversity f the regin and the eclgical integrity f the park land; and T prvide fr a range f pprtunities fr peple t experience the land and water. (p. 68) The Strategic Plan identifies hw the tw gals wrk tgether t prtect the natural wrld and prvide utdr recreatin pprtunities (p ): Residents f the regin have said that while they want Reginal Parks t emphasize bth parts f the gals, prtecting the natural envirnment remains their tp pririty. Therefre, the cnservatin f the natural envirnment needs t be incrprated int all planning, management and peratinal decisins and actins acrss the rganizatin. Maintaining r restring eclgical integrity by prtecting natural resurces and prcesses will therefre be Reginal Parks first pririty when cnsidering planning, management and peratinal actins. Outdr recreatin and nature appreciatin are a significant part f the lifestyle f CRD residents, s prviding satisfying pprtunities fr utdr experiences and activities is als a majr part f what Reginal Parks des. The Strategic Plan als sets ut a classificatin system fr all reginal parks. The classificatin system is a methd f distinguishing the different rles that individual parks play in achieving the verall purpse f reginal parks. The reginal parks classificatin system includes: Wilderness Area, Cnservatin Area, Natural Area, and Recreatin Area (Appendix 2). A park s classificatin can nly be changed by a reslutin f the CRD Bard. Page9

11 Island View Beach Reginal Park is classified as a Reginal Cnservatin Area. The primary purpse f a Reginal Cnservatin Area is prtectin f reginally significant natural envirnments that cntain sensitive and threatened ecsystems, including rare r endangered plant and wildlife species and their supprting ecsystems. Outdr recreatin is permitted in a Reginal Cnservatin Area, prvided the activities have minimal impact n the natural envirnment. Reginal Cnservatin Areas generally have basic facilities, such as trails, parking areas, tilets, picnic areas, benches, and signage. The CRD began the prcess t update the 1989 park management plan in January During the 2011 planning prcess, a number f issues emerged related t msquit cntrl, drainage, the castal berm, and prtectin f species at risk. In July 2011, the CRD Reginal Parks Cmmittee put the planning prcess n hld s Reginal Parks staff culd take the time necessary t address these issues. In July 2012, the CRD Reginal Parks Cmmittee resumed the planning prcess with this mtin: That the Island View Beach Reginal Park management planning prcess resume and that the fllwing plicy directin be included in the draft management plan when it mves frward fr CRD Bard apprval: a. Maintain the existing berm and as part f plicy directin (d) examine the implicatins f extending the berm t the nrth and maintaining the existing berm; b. Maintain the existing drainage ditch system and mnitr its effectiveness in reducing msquit habitat and its effect n the castal wetland ecsystem; c. Cntinue the msquit abatement prgram and mnitr its effectiveness in reducing msquites; d. Examine pssible actins t prtect and restre the castal sand ecsystem; and e. Develp a trail thrugh the castal wetland ecsystem. In March 2013, the CRD Reginal Parks Cmmittee cnsidered plicy directin a abve in mre detail and passed the fllwing mtin related t the castal berm: 1. Draft the Island View Beach draft Park Management Plan t include a plicy statement regarding the berm t: a. Maintain the castal berm in its current state and reassess its functin as part f the castal sand ecsystem restratin wrk; and b. If the berm is breached, t repair it t its existing frm, and d nt upgrade r extend it. These plicy directins guide management actins related t the drainage ditches and assciated berm, msquit abatement, castal sand ecsystem restratin and trail develpment. Page10

12 In May 2014, the CRD Reginal Parks Cmmittee apprved a fur-step public participatin prcess t guide the cmpletin f the park management plan (Appendix 3). The fur steps f the public participatin prcess included: Step 1 Prvide infrmatin abut the park s natural envirnment and seek public feedback Step 2 Identify park management issues and interests that shuld be cnsidered in the plan Step 3 Hld a cmmunity dialgue sessin t identify pssible ptins fr addressing the issues Step 4 Prepare and present a draft plan, seek feedback, and prepare a final plan The purpse f Step 1 was t develp a cmmn understanding f the natural envirnment fund within the park, and t add t the infrmatin base abut the natural envirnment thrugh public feedback. Staff held stakehlder meetings and tw public meetings t present the infrmatin n the park's natural envirnment and t gather feedback. A Step 1 Summary Reprt was presented t the CRD Reginal Parks Cmmittee in April The results f Step 1 were used t infrm Steps 2 thrugh 4 f the public participatin prcess. The purpse f Step 2 was t gather infrmatin abut issues and interests that the public believed shuld be addressed in the park management plan. The results f Step 2 were used t identify the issues t be addressed during Step 3, and in preparing the park management plan during Step 4. During Step 2, Reginal Parks staff met with a number f stakehlder grups representing a diversity f interests, and staffed an infrmatin bth in the park five times t listen t park visitrs talk abut their issues and interests. A Step 2 Summary Reprt was presented t the CRD Reginal Parks Cmmittee in September The purpse f Step 3 was t prvide a frum fr thse peple with an interest in the management f the park t cme tgether thrugh a facilitated cmmunity dialgue sessin t jintly identify and discuss hw the issues raised in Step 2 culd be addressed in the management plan. A Step 3 Summary Reprt was presented t the CRD Reginal Parks Cmmittee in January The issues identified in Step 2 and discussed in Step 3 frmed the basis f the February 2016 Draft Park Management Plan. 13 Step 4 f the public participatin prcess included develping a draft park management plan. The CRD Reginal Parks Cmmittee apprved sending the draft management plan ut fr public feedback in February 2016 in rder t finalize the plan fr CRD Bard apprval in the fall f The Step 4 prcess was primarily cnducted between May and July, Step 4 included tw twn hall meetings, individual stakehlder meetings, and staff presence in the park. The public were als invited t cmplete an nline respnse frm. and written respnses abut the draft plan were als received. The Step 4 Summary Reprt prvides a cmplete recrd f public cmments received, alng with a list f issues t be addressed in the final management plan, identificatin f several brad themes that emerged during the public participatin prcess, and a high-level summary f cmments themed by issue and sub-issue. The cmments received thrugh the Step 4 public participatin prcess were cnsidered in the develpment f a revised draft park management plan. The revised draft park management plan was cnsidered by the CRD Bard in December The CRD Bard passed a mtin t send the revised draft park management plan back t the CRD Reginal Parks Cmmittee fr further review. At the request f sme f the key stakehlder grups invlved in the planning prcess, the CRD Reginal Parks Cmmittee decided in January 2017 t give thse grups an pprtunity t wrk tgether t arrive at cnsensus recmmendatins fr revisins t the draft plan. The stakehlder grups invlved in this prcess were The Friends f Island View Beach (FOIVB), Rcky Pint Bird Observatry (RPBO), the Capital Regin Dg Owners (CRDO) and the Victria Natural Histry Sciety (VNHS). The stakehlder grups were unable t reach cnsensus n revisins t the plan, and separate submissins were received frm FOIVB/CRDO and frm RPBO/VNHS. 14 A number f management themes were identified during the backgrund infrmatin gathering and public participatin phases f the planning prcess. Sectin 4 defines bjectives and plicies fr these management themes. Thrughut the planning prcess, many participants expressed a desire fr imprved accessibility thrughut the park. This included bth a desire fr imprved access t sme parts f the park fr visitrs with mbility challenges, and a wish t access and enjy areas f the park where there are currently n facilities. Visitr facilities in the day-use area and the Cast Lp Trail will be made mre accessible in the shrt-term, and Reginal Parks staff will wrk twards making these areas universally accessible in the lng-term. Other imprvements, such as designated beach access pints, will be made t imprve accessibility fr visitrs. The park prvides many utstanding recreatinal pprtunities within a spectacular natural envirnment. Current recreatinal use within the park includes walking, dg walking, nature study, beach access, picnicking, sightseeing, phtgraphy, grup activities, camping, and similar activities. T ensure a sustainable balance f cnservatin values and recreatinal activities, the park will be managed t prvide fr cmpatible recreatinal pprtunities in sme areas, while maintaining wildlife and ecsystem values in ther areas. Recgnizing the imprtant rle f the park in prviding easily accessible nature-based recreatin is a crnerstne f this park management plan. Reginal Parks staff will seek t engage with the public n park management issues n an nging basis. This is desirable frm a number f perspectives, including: Cllabratin with adjacent landwners is critically imprtant fr building understanding and supprt fr park management gals beynd park bundaries. The public is interested in reginal parks and want t help prtect, maintain, rehabilitate, steward, prmte, educate, and benefit frm parks. Public participatin builds supprt fr the parks system, and prvides peple with pprtunities t cnnect with nature, Reginal Parks staff, and each ther in healthy and meaningful ways. Within the park, Reginal Parks staff will engage with the public thrugh vlunteer pprtunities, stewardship initiatives, special events, and ther types f activities and initiatives. Cmmunicating current and accurate infrmatin abut reginal parks helps park visitrs gain an imprved appreciatin f the park envirnment and awareness f apprpriate behaviurs in the park. Park visitrs require infrmatin in a variety f frmats, including thse ffered by new technlgies. Page13

15 Increased envirnmental awareness leads t public supprt fr management initiatives and invlvement in lng-term stewardship activities t prtect and cnserve these resurces. Participants in the management planning prcess have indicated strng supprt fr an active educatin and interpretatin prgram at the park that will infrm and engage visitrs in many aspects f stewardship and recreatin. The park and surrunding landscape has been hme t the Tsawut peple fr thusands f years, and their reserve frms the nrthern bundary f the park. Thus, the Tsawut First Natin and the reginal park are neighburs and share a cmmn landscape. This prvides an pprtunity t wrk tgether n cmmn issues, and t integrate Tsawut beliefs and knwledge int park management as apprpriate. By engaging with the Tsawut First Natin, there is als the pprtunity fr visitrs t benefit frm learning abut the Tsawut s rich histry and culture and their enduring cnnectin t the land. Infrmatin abut the cultural values in the reginal park is limited. Park managers will wrk with the Tsawut and thers t imprve knwledge f First Natins and pst-cntact cultural values in the park. Management f dgs was ne f the mst cntentius issues raised during the planning prcess fr the park. Many visitrs highly value the experience f bringing their dg t the park fr ff-leash exercise in a natural setting. Others felt that inapprpriately managed dgs result in envirnmental disturbance and habitat/species decline, and can adversely affect the experience f ther park users wh are nt cmfrtable encuntering dgs ff-leash. This plan attempts t strike a balance between these perspectives. Significant areas f the park will be made available fr ff-leash dgs and their wners; hwever, the wetland area f the park will have a seasnal n-leash requirement during the grund nesting bird breeding seasn. This area will be mnitred and assessed t dcument whether unacceptable visitr and/r envirnmental impacts are ccurring. Sme areas f the park will be ff-limits t dgs and peple t prtect habitat fr species at risk. Part f the park will have a seasnal prhibitin n dgs t prvide a dg-free area. Rules regulating dgs, and identificatin f ff-limit areas r time perids will be clearly stated in park cmmunicatins materials. A challenge fr many hrse wners n the Saanich Peninsula is finding safe and enjyable places t ride. General equestrian use was nt permitted in the 1989 park management plan, but that use has ccurred at the park thrugh the years. The park s lcatin, natural envirnment, and trail system prvides enjyable riding pprtunities fr equestrians. Equestrian use in the park will be incrprated int the management plan in a manner that will respect existing recreatinal activities, visitr use, and envirnmental values. Page14

16 A variety f ecsystems are fund in the park, creating a diversity f habitat fr plants and animals (Map 3). Sme f these species and ecsystems are designated as a cnservatin risk by the BC Cnservatin Data Centre. There are als several nn-native species in the park which can have a negative effect n natural ecsystems. The management f envirnmental values in the park will fcus n eclgical restratin t prtect and restre identified habitat fr species at risk including the targeted management f invasive species. The park is a naturally lw-lying castal wetland (Map 4) and it may be impacted by climate change and sea level rise in the future. The CRD has undertaken sme initial studies that lk at ptential impacts f sea level rise at key lcatins alng the CRD castline, including at the park. Mapping fr the park indicates that it will be subject t increasing peridic inundatin by strm surges ver the cming decades. The science f predicting impacts frm climate change and sea level rise is rapidly evlving, and mdels vary as t the ptential effects that might ccur alng the Saanich Peninsula. Mre infrmatin is needed t better understand ptential impacts t the park, and t prepare respnsive adaptatin strategies. Reginal Parks staff will cntinue t supprt data acquisitin and analysis t aid in decisinmaking in respnse t climate change and sea level rise. The park has a cnstructed castal berm, a system f drainage ditches, and an n-ging msquit cntrl prgram. The drainage ditches prevent water frm cllecting in the back area f the park, while the castal berm helps t prevent flding f the park during winter strms. The aim f the msquit cntrl prgram is t reduce the number f nuisance msquits n park visitrs and surrunding residents. Reginal Parks staff will cntinue t maintain these prgrams as part f this management plan, accrding t the plicy directin passed by the CRD Reginal Parks Cmmittee in 2012 and The CRD Reginal Parks Cmmittee als passed plicy directin in 2012 and 2013 t mnitr the effectiveness f the msquit cntrl prgram and the ditches in reducing msquit habitat, as well as assess their impact n the castal wetland habitat. CRD Reginal Parks Cmmittee plicy directin requires that the castal berm be maintained and repaired t its current frm if breached, and that its functin be assessed as part f the castal sand ecsystem restratin wrk. 23 Island View Beach Reginal Park is part f a larger landscape that is subject t different jurisdictinal authrities. Althugh the management plan addresses issues nly within the jurisdictinal authrity f the CRD, the plan recgnizes the necessity f wrking with thers n issues affecting the park. Reginal Parks staff will seek t wrk cllabratively with: Tsawut First Natin: The Island View Beach landscape has been hme t the Tsawut peple fr thusands f years, and is used extensively by them fr life-sustaining purpses. The park and the Tsawut First Natin are neighburs and share a cmmn landscape. This prvides an pprtunity t wrk tgether n planning and management issues, and t integrate Tsawut knwledge int relevant plicies and prcesses. By engaging with the Tsawut, there is als an pprtunity fr visitrs t the park t benefit frm learning abut the Tsawut s rich histry and culture, and their enduring cnnectin t the land. Adjacent Landwners: The nn-abriginal histry f the area arund the park ges back ver 150 years, with early agriculturalists and settlers shaping the land t increase its prductivity and usefulness fr a grwing regin. In mre recent times, residential develpments have sprung up n the landscape and these newer inhabitants have als develped deep ties t the park. It is imprtant fr the CRD t engage with these landwners in park planning and management activities as gd neighburs and t benefit frm their keen interest and knwledge f the Island View Beach landscape. Stakehlders: A number f stakehlder grups have an avid interest in the park. Sme stakehlders are keenly interested in cnservatin, prtectin, and restratin f the park s natural envirnment, and thers are advcates fr maintaining and enhancing the park s visitr experience. In all cases, the CRD benefits frm engaging with these stakehlders in integrating visitr use and envirnmental cnservatin at the park. Federal Gvernment (Envirnment Canada): Envirnment Canada administers several key pieces f federal legislatin that affect park management, including regulatins arund migratry birds, and the designatin f federal Species at Risk (SAR) and their Critical Habitat. A number f species at risk are dependent n the park envirnment, and fr sme species, the federal gvernment has designated areas f critical habitat in the park. The CRD wrks with Envirnment Canada t prtect these species and their habitat and t meet its bligatins under the Species at Risk Act. Reginal Parks staff will wrk with the Prvince t understand and prtect sensitive ecsystems and species at the park. The District f Central Saanich: The District f Central Saanich (District) is respnsible fr the municipal rad rights-f-way and assciated infrastructure thrughut the park, and Island View Municipal Park, adjacent t the reginal park. The District manages activities that take place n municipal rads and parking lts, and it shares respnsibility with the CRD in keeping the system f ditches clear and the castal berm repaired. The District enfrces municipal bylaws n the beach area, including a ban n beach fires. It is imprtant fr Reginal Parks staff and the District t cllabrate n issues that affect bth jurisdictins. The park was established in 1966, and additinal parcels f land were acquired in 1992, 1996, and 2009 t make up the existing park bundaries. The ttal area f the park in 2016 is apprximately 48 hectares. The exact bundaries f the park have changed ver time due t changes in the lcatin f the nrmal high tide line, which frms the seaward bundary f the park. 1 The nrmal high tide line is dynamic and can shift, resulting in either an erded shreline r a built up shreline that starts t differ frm the legal surveyed bundaries ver time. Existing park facilities include an interpretive kisk, a grup picnic shelter, and tilet in the day-use area at the suthern end f the park. There is als a tent and RV campgrund, and anther tilet in the middle f the park. The park has a built up castal berm with a natural surface trail, and a service rad that serves as a trail alng the interir castal sand ecsystem. The rads and parking lts in the park are n District f Central Saanich wned prperty. A bat ramp extends int the prvincial freshre next t the parking lt at the very suth end f the park, which is nt wned r managed by the CRD. There is a rich natural histry interwven with human presence at the park. Particularly ver the last 150 years, the park landscape has been significantly mdified t fulfill human needs. These mdificatins have resulted in changes t lcal hydrlgy, sils and vegetatin patterns resulting in tday s landscape. Since the end f the last glaciatin abut fifteen thusand years ag, the park and adjacent landscape has evlved as a dynamic bluff/dune/spit cmplex. The sand and gravel that make up the active shreline f the park riginate frm Cwichan Head the large castal bluffs t the suth. Sediments mve frm this surce f active ersin (Cwichan Head) alng a transprt zne (Island View Beach) t an area f depsitin (Crdva Spit). Far back frm the active shreline there is evidence f shifts between marine and terrestrial landscapes. There are frested bluffs rising up behind the park that indicate the lw lying castal lands nw act as a natural buffer t the energy f the sea. Repeated aerial phtgraphs starting in 1930 reveal mre recent landscape changes. The msaic f pen sand dunes, wetlands, lw shrubs, meadw and ld field habitats have undergne cnsiderable changes thrugh time. Lw lying wetland habitats have diminished while frest and shrub cver has increased. The gradient f vegetatin frm nrth t suth illustrates the pattern f land use changes in the park ver this time. 26 Prir t the ditching prgram that drained the castal wetlands in the 1930s, a large prtin f Island View Beach Reginal Park was under water fr much f the year. Dewatering f these castal wetlands has changed the hydrlgy and shifted vegetatin tward dryer cnditins. Water frm the park s neighburs t the suth and west is directed t the cean thrugh the ditch system and an utfall managed by the District f Central Saanich alng the Lamnt Rad right-f-way. This netwrk f ditches is cmplimentary t the drainage ditch system n the Tsawut First Natins lands nrth f the park. The park retains high grund water levels. Measurements taken in 2013 indicate that almst the entire area is saturated r shwing standing water in winter and late spring. In summer, the water table is lwer but remains within 50 t 70 cm f the surface in much f the park. Grund water at the park is brackish (a mix f salt and fresh water). Althugh surface flding is limited t the highest f tides and strm surges, the influence f salt water als ccurs thrugh intrusin (grundwater seepage). The influence f freshwater is dictated by precipitatin and runff frm higher grund. This salt/fresh water dynamic changes n a seasnal basis (dry seasn and wet seasn). Plants and animals and their physical envirnment make up ecsystems. The park is best knwn fr its castal sand and wetland ecsystems (Map 3). Castal sand ecsystems are relatively rare n the rcky shres f suthern Vancuver Island. The Status Reprt n Castal Sand Ecsystems in British Clumbia (2011) recgnizes Island View Beach Reginal Park as an imprtant lcatin fr castal sand ecsystems in a prvincial cntext. Castal sand ecsystems (Figure 1) are characterized by a transitin frm intertidal areas at the cean edge t mre stable terrestrial areas at the back side f the dunes, knwn as the dune slack. The bundaries between these areas are always changing. The fredunes right abve the tideline, and ften interspersed with drift lgs, are ften sparsely vegetated with species like sea rcket, black kntweed, dune wildrye, yellw sand verbena and large-headed sedge. Mving shreward, the sand becmes mre stable allwing vegetatin cver and species diversity t increase. Plants like fescue grasses, gumweed, yarrw, and dune beach pea are mre cmmn. Water is ften retained in the depressins creating suitable cnditins fr wetland species like cast silverweed and seashre salt grass. Mst f the remaining park is a cmplex f wetlands, mature dunes and ld fields (Figure 2). These sites are regularly flded during the wetter seasns but are ften dry in the summer. Wet meadws frm a transitin between aquatic and terrestrial ecsystems and are dminated by grasses, rushes r reeds like the American bulrush, seashre saltgrass and cast silverweed. Lw-grwing shrubs like snwberry r Ntka rse ccur in the transitin between shallw marshes and upland areas. Meadw and marsh habitat is delineated by the lw elevatin areas that are subjected t mre frequent high water table, seasnal flding and high salinity. Mving further upland, high shrubs and frested cmmunities ccur n the mst stable landscapes especially n higher elevatins. Linear patterns becme mre bvius twards the suth end f the park reflecting the ld field areas mst recently subjected t agricultural activities like mwing and grazing. Page25

28 There are many species f plants and animals fund at the park. Plants and animals can be native r intrduced, rare r cmmn. Sme spend their whle life residing in the park while thers may use the park fr specific needs like rsting r hunting. Sme migratry species may nly use the park fr a few days a year. Cntrted pd evening primrse (Cammisnia cntrta) There have been 67 species f vascular plants identified; f these, 16 are intrduced and 6 are species at risk. The Gergia Basin bg spider and the black widw are tw f 89 spider species knwn t ccur in the park althugh there is a very large invertebrate fauna that is relatively unknwn. Birds may use the park directly n an intermittent basis and may be resident seasnally r year-rund, r may be using areas immediately adjacent t the park. Fr example, the Sidney Channel Imprtant Bird Area is recgnized by BirdLife Internatinal, a glbal alliance f nngvernmental rganizatins, fr its marine birds and their habitats. Numerus shrebirds utilize the beaches and intertidal zne just utside f the park bundary while thers, like the sptted sandpiper, may als utilize the backshre abve the high tide line t nest and raise their yung. Based n 2015 data, a ttal f 181 bird species were identified in and arund the park. Many f the cnservatin threats t bth rare and cmmn species are linked t mdificatin f habitat and disturbance by human activities. In many cases, species are at risk because they rely n special r uncmmn habitats. Species identified as endangered r threatened under the Species at Risk Act f Canada require Recvery Strategies. Recvery Strategies are planning dcuments that identify what needs t be dne t arrest r reverse the decline f a species. Designatin f Critical Habitat is prvided in Recvery Strategies and the CRD is bliged t prvide effective prtectin in these areas. In active sand habitats, yu can find the cntrted pd evening primrse (Cammisnia cntrta). This species has a cnservatin risk f endangered in Canada. There is ne small ppulatin at the park, and within BC it is nw restricted t seven small ppulatins n the suth cast. The Canadian ppulatins are estimated t have declined by 35% in recent years and the Island View Beach Reginal Park ppulatin has been reduced t less than 150 plants based n surveys in Surveys back t 2002 indicate that the ppulatin has shrunk steadily in bth abundance and extent and is cnsidered t be in mderately pr cnditin. The Recvery Strategy fr this species, prepared by Envirnment Canada, identifies the spatial extent f Critical Habitat currently recgnized at Island View Beach which cincides with the dune habitat at the nrthern end f the park. The strategy suggests that recreatinal use, including heavy trampling assciated with visitrs (e.g., frm hiking, dg-walking, sunbathing and picnicking) cnstitutes an nging threat t sandy backshre habitats at almst all sites within the Canadian range including at Island View Beach Reginal Park. Other threats include extic and invasive species and climate change. The Recvery Strategy sets ut gals fr cnserving existing ppulatins and allwing fr their expansin t supprt a viable ppulatin in the future. Page27

29 Sand-verbena mth (Cpablepharn fuscum) Based n data cmpiled in 2015, there are 33 Species at Risk in and arund the park and nine are cnfirmed as seasnal r year-rund residents in the park (Table 1). At the park, bth federally and prvincially listed species are present and sme share cnservatin designatins (Table 1). Knwledge f species at risk at the park is cmpiled primarily frm infrmatin prvided by the BC Cnservatin Centre (CDC), which is the repsitry fr species at risk ccurrence infrmatin in the prvince. Anyne wh walks the beaches at Island View Beach Reginal Park has likely seen the bright flwers f the yellw sand verbena (Abrnia latiflia). It is fund n sites where there is active ersin and depsitin f sand by wind and waves. Althugh this species is nt federally listed, it has a cnservatin rank f special cncern fr BC. This plant, hwever, has an imprtant rle t play fr anther species knwn as the sand-verbena mth (Cpablepharn fuscum). This mth has a glbal and natinal cnservatin risk status f critically imperiled and knwn t exist in nly ten ppulatins in the Strait f Gergia and Puget Sund. The sand-verbena mth is entirely dependent n the yellw sand-verbena plant. Adult mths feed n the nectar and lay eggs in the flwers; and larvae feed n its leaves and flwers. The Species Recvery Strategy prduced by Envirnment Canada under the Species at Risk Act identifies Critical Habitat within a bunded area cvering mst f Island View Beach Reginal Park and extending t include areas f the shreline and backshre nrth t the tip f Crdva Spit. Within this general area, the presence f established yellw sand verbena plants and the sil bth under and within five meters f any plant are cnsidered Critical Habitat. Species at risk are thse plants and animals which are at risk f disappearing frm nature. Species that are lst frm a prtin f their natural range are called extirpated frm that area. Species that are extinct are lst frm the entire wrld. Many f the eclgical cmmunities assciated with the park have been assessed by experts at the CDC (Table 2) and are knwn t be Red- r Blue-listed. Red-listed species and eclgical cmmunities are Extirpated, Endangered, r Threatened in British Clumbia. Bluelisted species and eclgical cmmunities are f Special Cncern. This designatin and assessment indicates their prvincial cnservatin status and identifies several threats that have the ptential t affect cnservatin f these eclgical cmmunities, including: intrduced species, altered disturbance regimes, develpment, and recreatinal activities. The Recvery Strategy recmmends undertaking habitat restratin and habitat prtectin t increase yellw sand verbena plant cver by 20% and then including these restred sites as Critical Habitat as they meet the criteria. 31 The Sciety fr Eclgical Restratin defines eclgical restratin as a prcess t assist in the recvery f an ecsystem that has been degraded, damaged, r destryed. T be successful, the Internatinal Unin fr the Cnservatin f Nature (IUCN) recmmends that eclgical restratin in prtected areas adhere t three underlying principles: 1) effective eclgical restratin re-establishes and maintains prtected area values tward restring natural and assciated cultural values related t ecsystem structure and functin; 2) efficient eclgical restratin maximizes beneficial utcmes while minimizing csts in time, resurces and effrt; and 3) engaging eclgical restratin is cllabrative with partners and stakehlders, prmting participatin, and enhancing the visitr experience. The reasns fr implementing restratin prjects may include the recvery f individual species, the strengthening f ecsystem functin r cnnectivity, imprvement f visitr experience pprtunities, and the re-establishment r enhancement f varius ecsystem services like carbn capture r strm water management. Althugh understanding histric cnditins is imprtant fr restratin, an ecsystem will nt necessarily recver its frmer state. In general, restratin cnsists f remving r mdifying a specific disturbance, thereby allwing eclgical prcesses t bring abut an independent recvery. Often, human actins can reinfrce ecsystem functin thrugh infrmed stewardship. Eclgical restratin may cnsider indigenus eclgical management practices and traditinal eclgical knwledge as well as cntemprary lcal knwledge, cultural values, cnditins and cnstraints. Eclgical restratin requires thughtful planning and a lng-term cmmitment t meet clearly stated gals linked t measurable bjectives that address eclgical, cultural, and ecnmic cncerns. Gals and bjectives are critical fr evaluating whether bjectives were achieved r if adaptatin is required. The pririty area fr restratin at Island View Reginal Park are identified in the Park Zning and Develpment Cncept map (see Map 6) and reflect, in part, Critical Habitat, as defined by Envirnment Canada under the Species at Risk Act f Canada fr the cntrted-pd evening-primrse and the sand verbena mth (see text bxes n pp. 27 and 28 fr mre infrmatin). Achieving the recvery gals fr these species at risk will have a net benefit fr ther species reliant n castal sand ecsystems as well. Reginal Parks staff will, in cnsultatin with First Natins, ther gvernments and stakehlders, develp a restratin plan that will set ut site specific restratin bjectives and prescriptins. Fr example, restratin at Island View Beach may require the reintrductin f native species that have been lst, the reductin f nn-native species where they pse an eclgical threat t indigenus species, and active management t mimic natural prcesses that have been interrupted, such as sand transprt. The restratin plan will als utline the details f wrk n the grund in the cntext f strategies, csts, partnerships and funding pprtunities. 32 The park has been a favrite destinatin f reginal residents fr many years. Recreatinal pprtunities include access t a lng, sandy beach fr explring, sunbathing, picnicking, and swimming. Kayakers, wind surfers and kite barders use the park t launch int the adjacent waters. Park trails prvide pprtunities fr hiking, dg walking, equestrian use, nature study, bird watching, and phtgraphy. Since 2010, the park has perated a seasnal campgrund fr recreatinal vehicles (RV s), trailers, and tents under a cmmercial use permit with the District f Central Saanich. Prir t the CRD acquiring the campgrund in early 2010, it perated fr many years as a private campgrund. Tday, the campgrund ffers an affrdable and easily accessible family vacatin destinatin. The campgrund cnsists f 18 RV sites, five small trailer sites, and 24 tent sites. Limited services are prvided (i.e., ptable water, seasnal tilets, and garbage facilities). The campgrund perates withut a campgrund hst n a first-cme, first-serve, cash nly basis. There is a 14-day limit n staying in the campgrund. Anecdtal evidence cllected thrugh vluntary cmment cards received between 2010 and 2013 indicate verall satisfactin with the campgrund experience. 33 The park is the third mst visited park in the Reginal Parks system. In 2016, the estimated number f visits was 406,928. This is derived frm a vehicle cunter placed at the entrance t the park, using a multiplier f 2.5 peple per vehicle. This number is up frm 2010, the first year the current traffic cunter devices were installed. The 2010 estimated visits was 330,133, while in 2015, there were an estimated 383,519 visits. Reginal Parks staff als keep statistics n the number f park use permits given ut. Apprximately permits are given ut each year, primarily fr use f the grup picnic shelter. In additin, schls and summer camps ften use the park fr their prgrams. An n-line Park Use Cnfirmatin Frm is available fr teachers and summer camp staff t cmplete which prvides Reginal Parks staff with details abut the park visits. During 2015, 817 schl children visited the park between May and August. In 2016, 969 schl children visited the park between June and August. The park has an active interpretive prgram. The current interpretatin prgrams include spring schl prgrams, year-rund public prgrams such as guided walks, larger drp-in events, and staff rving events. The interpretive technique knwn as rving invlves an interpreter wh mves arund freely n a particular site t make him r herself available t visitrs. The end f June is an especially busy time fr lcal schls cming fr beach days; interpretive staff rve the beaches with etiquette messaging during this time. Mre recent additins t the interpretive prgrams include ppular guided ethnbtany walks with experts frm the Tsawut First Natin. During 2015 and 2016, almst 1,780 students participated in schl prgrams at the park; arund 650 peple attended public prgrams; ver 1,800 peple participated in drp-in events; and staff engaged with arund 225 peple during rving events. In ttal, apprximately 4,400 peple participated in interpretive events at the park during 2015 and Reginal Parks staff maintain an active vlunteer prgram at the park. In 2015 and 2016, tw vlunteer Park Stewards were active at the park, each cmmitting t walk the park nce a week and submitting a weekly Park Steward Activity Reprt. The vlunteer prgram als versees cmmunity grup events, such as shreline clean-ups. In 2015, six different vlunteer grups with a ttal f 274 peple cntributed 476 hurs t shreline clean-ups at the park, while in 2016 between January and Octber, five different vlunteer grups with a ttal f 98 peple cntributed 189 hurs fr shreline clean-ups. The vlunteer grups represent schls, nnprfit rganizatins, and businesses. Page32

34 The park s cultural histry encmpasses bth First Natins and pst-cntact histry. The Tsawut First Natin brders the park s nrthern bundary. The Tsawut are ne f five bands that cnstitute the Saanich Natin (the ther bands being the Tsartlip, Tseycum, Malahat, and Pauquachin). The Tsawut have a ppulatin f abut 1,600 (2006 est.) living n East Saanich IR N. 2 which brders Saanichtn Bay in the District f Central Saanich. The Tsawut speak the SENĆOŦEN language. The Tsawut peple have lived in this area fr thusands f years, and they retain a vital and enduring cnnectin t the land, including the land that cnstitutes the present day park. Accrding t the Tsawut, The Tsawut and Saanich peple s traditinal territry is the lands and seas that we traditinally used thrughut every seasn. Names were given t all the places we knew every bay, stream, village, muntain, lake, inlet, and island. Our language, place names, stries, and histry is what defines ur territry and speaks t ur lng standing relatinship t the land and waters. After the Duglas Treaties were signed in the 1850s, settlers mved t the area and they began farming. Sme f the earliest nted families that settled were the Michells, Matthews and O Cnnrs. The Michell family has been in the area since the 1860s. Between 1892 and 1906, much f the uncultivated land was cleared and crpped belw the frested bluffs frming the western bundary f the park, including the present day castal wetland and sand ecsystems. Crps included ats, wheat, hay, and ptates, alng with cattle and sheep grazing. Page33

35 Between 1930 and 1984, the park area experienced fur majr flds. Exact dates are unknwn; hwever, there is phtgraphic evidence f the extent f flding in the 1950s thrugh the 1980s (see pht belw). Effrts will be undertaken t restre sectins f the castal sand ecsystem. Public utreach and educatin will be key in building public supprt and invlvement in nging envirnmental cnservatin effrts at the park. Cnsultatin during the develpment f the management plan indicates that the public values the park fr its natural envirnment and wants this t remain a central feature f their experience. Park peratins and develpment will be limited t that necessary t accmmdate the existing high level f public use, and t minimize visitr impacts t the envirnment. A park develpment cncept prvides general directin fr hw the park will be managed and develped ver time. Map 6 at the end f this sectin illustrates the park zning and develpment cncept, and Map 7 illustrates the access rules fr dgs and hrses. The develpment cncept fr the park is t keep it natural, with minimal and apprpriate visitr facilities and services. Mst park develpment will cntinue t be cncentrated in the existing day-use and campgrund area, with sme targeted imprvements being undertaken in ther areas f the park t enhance the visitr experience. The existing day-use area at the suth end f the park will be maintained as currently, with the exceptin f a seasnal ban n dgs frm June 1 t September 15. New park signage will clearly Page39

Educatin and cmmunicatin materials will educate park visitrs abut the imprtance f using designated beach access pints. The District f Central Saanich will cntinue t maintain and enfrce its bylaws n the rads and parking areas that it wns, including the designated vernight parking area fr kayakers in the nrth parking lt. The CRD will investigate the pssibility f transferring the bat ramp and the tw ½-acre parcels at the suth end f the park t the District f Central Saanich. The campgrund will be assessed t determine hw well it is meeting visitr needs, and sme changes may be implemented t imprve the camping experience and imprve the experience fr day-use visitrs. Fr instance, the RV sectin f the campgrund may be recnfigured t prvide a new naturalized day-use area alng the castal berm trail fr all park visitrs t enjy. Additinally, sme f the fenced ff carpet burweed areas may be restred and pened t public use. Additinal RV sites may be cnsidered fr the tenting side f the campgrund. A new year-rund dg-friendly day-use area will be designated adjacent t the nrth parking lt (see Map 7). This area will allw peple with dgs t enjy a dedicated ff-leash day-use area year-rund. The designated dg day-use area will facilitate access frm the nrth parking lt t the beach via a beach access pint at this lcatin. Imprvements t the trail system will be undertaken. This includes re-ruting the nrthern end f the castal berm trail t meet habitat cnservatin gals and t create a mre accessible trail surface. It will be named the Cast Lp Trail. The Cast Lp Trail will als feature a new tilet, park kisk, and an access t a new multi-use trail thrugh the wetland area f the park. This wetland trail will accmmdate equestrians seasnally, and walkers and dgs year-arund as cnditins permit (it may be flded during winter mnths). It will be named the Wetland Lp Trail. Dgs will be allwed ff-leash and under cntrl year-arund n the Cast Lp Trail, and park visitrs must remain n the trail. Additinal measures may be taken if mnitring shws that it is required t effectively prtect specific sensitive areas and/r active restratin sites. A significant new feature in the park is the designatin f an area fr ff-trail use in the wetland sectin f the Natural Envirnment Zne (NEZ). Dgs will be required t be n-leash frm April 1 t July 31 t prtect grund-nesting birds during breeding seasn, but may be ff-leash the remainder f the year. Access will be affrded via a spur trail ff f the nrthern parking lt r frm the Wetland Lp Trail. Dgs will be required t be n-leash during the grund-nesting bird breeding seasn (April 1-July 31), and under effective cntrl the rest f the year n the Wetland Lp Trail in the Envirnmental Prtectin Zne (EPZ). Access t this area will be restricted. The purpse f the Active Restratin Area is t prtect and enhance the habitat f federally-listed species at risk that are dependent n the castal sand ecsystem. Several beach access pints will be established alng the Cast Lp Trail t imprve access t the beach fr visitrs with limited mbility and t discurage randm access thrugh this area f critical habitat fr species at risk. A fence will be installed alng the te f the berm n the eastern edge, and signage will be placed alng the high tide line infrming park visitrs abut the imprtance f this habitat type and why they shuld stay away frm it. The park zning and develpment cncept is generally illustrated n Map 6, while the dg and equestrian access cncept is shwn n Map 7. Park znes define which activities a park r trail can accmmdate and what type f visitr experience the management f the zne aims t prvide. Reginal Parks staff have develped zne types t identify areas with similar management needs. The zne types determine which activities the lands in each categry can supprt. Ppulatins f rare species may appear in any zne, and must be managed individually as eclgically sensitive areas r features. Based upn existing backgrund infrmatin abut the park s natural envirnment, current park develpment patterns, recreatinal preferences, and public input during the planning prcess, three znes have been applied t the park. The three park znes and their primary bjectives are: Envirnmental Prtectin Zne (EPZ): T prtect eclgically significant areas within reginal parks thrugh lng-term science-based land stewardship. Natural Envirnment Zne (NEP): T prvide easily accessible natural areas within parks, and t prvide areas within parks that can be used fr mre active recreatinal pursuits. Page41

Areas in the park needing the highest degree f prtectin have been designated an Envirnmental Prtectin Zne (EPZ). An Active Restratin Area has been designated within the nrtheast sectin f the EPZ and visitr access is restricted in rder t prtect Critical Habitat fr federally-listed species at risk. In the remainder f the EPZ, park visitrs must stay n the Wetland Lp Trail, and dgs must be seasnally n-leash between April 1 and July 31, and under effective cntrl the remainder f the year. Areas f the park with less envirnmental sensitivity and greater resilience t visitr use have been designated as a Natural Envirnment Zne (NEZ). There are tw sub-units within this zne: NEZ 1: Limited access - park visitrs stay n designated trails, dgs under effective cntrl. NEZ 2: Off-trail use allwed fr peple and dgs, with a seasnal n-leash restrictin fr dgs April 1-July 31. Hrses are allwed seasnally n the Wetland Lp Trail. Areas with the highest degree f landscape mdificatin and human use have been designated as an Outdr Recreatin Zne (ORZ). This area ccurs in the sutheast part f the park. Hrses are nt allwed in this zne except at designated beach and trail access pints. Hwever, hrses are permitted by the District f Central Saanich t use municipal rads in the park.
