15 2. ATFCM OVERVIEW Air Traffic Flw and Capacity Management (ATFCM) is ne f the cnstituent parts f Air Traffic Management (ATM). The Netwrk Manager Operatins Centre (NMOC) prvides an ATFCM service t airspace users thrughut the Eurpean Civil Aviatin Cnference (ECAC) states. The NMOC is the successr f the Central Flw Management Unit (CFMU). The Internatinal Civil Aviatin Organisatin (ICAO) defines ATM as: Airspace Management (ASM). Air Traffic Flw and Capacity Management (ATFCM). Air Traffic Cntrl (ATC). As with any ther cmmdity, airspace is a valuable resurce, particularly when subject t high demand. Since airspace is a fixed vlume, ASM is a vital activity, invlving the planning, sectr definitin, use and management f airspace t satisfy the needs f the users in the mst efficient and equitable manner. Hwever, ecnmic activity and the surge in demand during certain perids, mean that the available air traffic cntrl capacity needs a smthing and prtectin mechanism t avid verlads and t make the mst efficient use f the airspace by prviding dynamic flw management. In this sense, ATFCM endeavurs t make airspace and aerdrme capacity meet traffic demand and, when the latest capacity pprtunities have been exhausted, make the demand meet the maximum available capacity. The latter part may result in flw measures which imply the allcatin f individual aircraft departure times (slts), as apprpriate, t cmbat bttlenecks and reduce safety risks as much as pssible. Thrughut all this activity, there is cntinuus cmmunicatin and exchange f infrmatin with all the Eurpean air traffic cntrl units and aircraft peratrs GOVERNING PRINCIPLES ATFCM prcedures, rles and respnsibilities in this dcument have been established in line with: a) ICAO prcedures as defined in the ICAO Dc. 4444, EUR SUPPs Dc 7030 and ICAO Dc. 7754, vl. II. The NM Agreements include annexes which cntain references t the cntact pints and applicable dcumentatin. 16 2.3. AREAS COVERED The NM Central Airspace and Capacity Database (CACD) cvers several different gegraphical areas that have cmmn and uncmmn elements. The Flight Plan Message (FPM) Distributin Area (FPM DIST) is the area in which the IFPS is respnsible fr the distributin f flight plans and assciated messages. The ATFCM Area is the area in which the NM is respnsible fr the prvisin f ATFCM. It cmprises the fllwing states: Albania, Armenia, Austria, Belgium, Bsnia and Herzegvina, Bulgaria, Cratia, Cyprus, Czech Republic, Denmark, Estnia, Finland, France, Gergia, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxemburg, Malta, Mldva, Mnac, Mntenegr, the Netherlands, Nrway, Pland, Prtugal, Rmania, Serbia, Slvakia, Slvenia, Spain, Sweden, Switzerland, the Frmer Yugslav Republic f Macednia, Turkey, Ukraine, United Kingdm f Great Britain and Nrthern Ireland and Mrcc. The NM prvides limited ATFCM services t sme FIRs which are gegraphically adjacent t the ATFCM Area. These FIRs, which are cllectively referred t as the ATFCM Adjacent Area, have a NM Agreement which details the service level prvisin. Additinally, the FMPs f these FIRs may request t apply ATFCM measures fr the airprts within the FIR r fr significant pints at the interface between the FIR and the ATFCM Area. The NM may apply ATFCM measures t flights which: Depart frm within the ATFCM area. Enter the ATFCM area after departing frm an adjacent Flight Infrmatin Regin (FIR) within the ATFCM Adjacent Area ATFCM PHASES The ATFCM prvisin in the ECAC regin is carried ut in fur phases: Strategic flw management takes place seven days r mre prir t the day f peratins and includes research, planning and crdinatin activities thrugh a Cllabrative Decisin Making (CDM) prcess. This phase cmprises a cntinuus data cllectin with a review f prcedures and measures directed twards an early identificatin f majr demand / capacity imbalances (such as: axis management, air shws, majr sprt events, military exercises, etc.). When imbalances are identified, the NM is respnsible fr the verall crdinatin and executin f strategic ATFCM planning t ptimise all available capacity and achieve perfrmance targets. The utput f this phase is the Plan (NOP). Pre-tactical flw management is applied during the six days prir t the day f peratins and cnsists f planning and crdinatin activities. This phase studies the demand fr the day f the peratin, cmpares it with the predicted available capacity n that day, and makes any necessary adjustments t the plan that was develped during the Strategic phase. The main bjective f the pre-tactical phase is t ptimise efficiency and balance demand and capacity thrugh an effective rganisatin f resurces (e.g., sectr cnfiguratin management, use f scenaris, etc.) and the implementatin f a wide range f apprpriate ATFCM measures. The wrk methdlgy is based n a CDM prcess between the stakehlders (e.g. the NM, FMPs, AOs).The utput is the ATFCM Daily Plan (ADP) published via ATFCM Ntificatin Message (ANM) / Netwrk News and via the NOP prtal. Tactical flw management takes place n the day f peratins and invlves cnsidering, in real time, thse events that affect the ADP and making the necessary mdificatins t it. This phase is aimed at ensuring that the measures taken during the strategic and pre-tactical phases are the minimum required t slve the demand / capacity imbalances. The need t adjust the riginal plan may result frm disturbances such as staffing prblems, significant meterlgical phenmena, crises and special events, unexpected limitatins related t grund r air infrastructure, etc. and taking Validity date: 10-Mar-2015 EDITION

17 advantage f any pprtunities that may arise. The prvisin f accurate infrmatin is f vital imprtance in this phase, since it permits shrt-term frecasts, including the impact f any event and maximises the existing capacity withut jepardising safety. Pst peratinal analysis is the final step in the ATFCM planning and management prcess and takes place fllwing the tactical phase f peratins. During the pst peratins analysis phase, an analytical prcess is carried ut that measures, investigates and reprts n peratinal prcesses and activities thrughut all dmains and external units relevant t an ATFCM service. All stakehlders within the ATFCM service shuld prvide feedback n the efficiency f the ADP (ATFM measures and delays, the use f predefined scenaris, etc.), flight planning and airspace data issues. This phase cmpares the anticipated utcme (where assessed) with the actual measured utcme, generally in terms f delay and rute extensin, while taking int accunt perfrmance targets. The final result f this phase is the develpment f best practices and / r lessns learnt fr imprving upn thse peratinal prcesses and activities COLLABORATIVE DECISION MAKING (CDM) Cllabrative Decisin Making is a prcess which allws decisins t be taken by thse best psitined t make them n the basis f the mst cmprehensive, up-t-date accurate infrmatin and ensuring that all cncerned stakehlders are given the pprtunity t influence the decisin. This enables decisins agreed cllabratively t reach perfrmance bjectives and enable particular flights t be dynamically ptimised t reflect near r real-time events. A decisin t implement and execute ATFCM measures within the Area f Respnsibility (AR) f an FMP shall nrmally be preceded by a CDM prcess. This prcess prvides the varius rganisatins with the pprtunity t update each ther cntinuusly n events frm the strategic level t the real-time in a timely and accurate manner. T be efficient and reach the required bjectives, CDM must be: an inclusive prcess; a transparent prcess; a prcess that builds trust between the parties invlved. The rganisatin and structure f the ATFCM CDM prcess has been designed t ensure that the affected stakehlders, service prviders and airspace users alike, can discuss airspace, capacity / demand and flight efficiency issues thrugh regular sessins and frmulate plans that cnsider all pertinent aspects and pints f view. The discussins ccurring during the CDM activities shall lead t a cnsensus view and slutin implying an fficial cmmitment f each participant. In the Strategic phase the fcus is made n analysing majr and significant events as well as anticipated capacity shrtfalls fr individual ACCs / airprts. The result is a set f agreed ATFCM measures / slutins t be cnsidered fr implementatin in the pretactical and tactical phases. Cnferences and briefings take place in advance t cnsider these ATFCM events (e.g. axis cnferences) fllwing the CDM prcess. ATFCM measures cnsidered in pre-tactical / tactical phases culd be extracted frm pre-agreed strategic ATFCM measures r envisaged as ad-hc measures t respnd t a new situatin triggered by a change either in traffic demand r ATC system capacity. The CDM prcess ccurs daily (daily D-1 briefing e-cnference) and may be scheduled mre frequently depending n the traffic and capacity situatin. The utput f these daily cnferences is the ATFCM daily plan (ADP). The ADP is then cnstantly updated during the day f peratins thrugh further CDM prcesses. Tactical briefings and cnferences are scheduled depending n the traffic patterns and their intensity applicable t the area. Participants shuld include invlved NM staff, ANSPs (FMP and ATS units), AOs (chief r senir dispatchers and the AO Liaisn Cell), affected military authrities and airprt authrities, as applicable. 18 When, despite all attempts, an agreement cannt be reached, the implementatin f a specific regulatin shall ultimately be the respnsibility f the FMP, hwever a mnitring and eventual escalatin prcess t higher management shuld be envisaged if such a situatin endures. Whereas the final decisin n the regulatin implementatin is fr the FMP, the details n the regulatin itself shuld be crdinated with the NM except if therwise specified thrugh particular instructin. 21 2.7. NM ATFCM SYSTEMS The Flw and Capacity Management systems are at the heart f the Air Traffic Flw and Capacity Management (ATFCM) services prvided by the Netwrk Manager. Their purpse is t prvide infrmatin abut current and anticipated air traffic demand and capacity in the Eurpean airspace and t prvide tls t supprt planning, executin and mnitring f ATFCM measures. The Flw and Capacity Management systems receive data frm the flight plan prcessing systems: Integrated Initial Flight Plan Prcessing System (IFPS) and Repetitive Flight Plan (RPL), and the Central Airspace and Capacity Database system (CACD), as well as live ATC data frm the Air Navigatin Service Prviders (ANSP), AO Psitin Reprts (APRs) messages and meterlgical (MET) data frm a meterlgical service prvider. The Flw and Capacity Management systems archive infrmatin int the Histrical Infrmatin Management systems, the Data Warehuse (DWH). The Flw and Capacity Management systems include the fllwing: The Enhanced Tactical Flw Management System (ETFMS) cmpares traffic demand, regulated demand and lad against capacity t assess pssible imbalances in the Eurpean airspace and allws the implementatin f measures t reslve these imbalances in the traffic, such as regulatins r reruteing. The PREDICT system cmpares frecasted traffic and capacity t evaluate the lad situatin fr the fllwing days (up t 6 days in advance). ATFCM measures may be implemented in this system in rder t assess their impact befre being applied in ETFMS. It uses the Demand Data Repsitry (DDR) t enrich histrical data with expected demand. The simulatin tl, SIMulatin and EXperiment (SIMEX), is used in strategic, pretactical and tactical ATFCM peratins. It enables staff t simulate ATFCM measures r restrictins befre applying them t the previus systems. A functinality called OPTI-mise CON-figuratin (OPTICON) helps in the chice f sectr cnfiguratin and t enable better assessment f impact f the change f cnfiguratin. OPTICON functinality is prvided by PREDICT, the ETFMS and SIMEX as well. The Data Distributin System (DDS) is used t distribute real-time ETFMS flight data (EFD) t NM peratinal stakehlders cncerned as significant flight data updates ccur in the ETFMS. DDS functinality is prvided by the ETFMS. The Plan (NOP) Prtal is an interface that prvides a cnslidated view f the different aspects f the NOP and gives access t a set f services t supprt the NOP preparatin and disseminatin activities. It is a Web applicatin that prvides secured access t, and interactin with, relevant NM infrmatin / cntent, applicatins and business prcesses and resurces fr selected targeted audiences, delivered in a persnalised manner (including custmisatin). The public versin f the NOP cntains infrmatin t assist parties invlved in ATM peratins. Hwever, sme elements which are subject t a service agreement are nly accessible frm the Prtected NOP. Having access t the up-t-date infrmatin f the Netwrk situatin allws the different actrs t mre dynamically plan and manage the Netwrk. The Cllabratin Human Machine Interface (CHMI) is a standalne applicatin which prvides an interface fr the systems allwing users t display data (such as infrmatin n regulatins, flight lists, etc.) and graphical infrmatin (such as rutes, rute attributes, airspaces, flight plan tracks, etc.) via map displays. 23 3. PARTNERS 3.1. FLOW MANAGEMENT POSITION (FMP) General Duties The FMP s rle is, in partnership with the NM, t act in such a manner s as t prvide the mst effective ATFCM service t ATC and AOs. An FMP is respnsible fr ensuring the lcal prmulgatin, by the apprpriate means (natinal NOTAM, AIP, ATM peratinal instructin, etc.) f prcedures which affect ATC Units r peratrs within the FMP s area. FMPs shall mnitr the effectiveness f such prcedures. Whatever the rganisatin, the ANSP respnsible fr the FMP(s) within a State is respnsible fr establishing lcal prcedures, ensuring the NM is in pssessin f all relevant data during each ATFCM phase and fr checking the accuracy f that data. Each FMP area f respnsibility is nrmally limited t the area fr which the parent ACC is respnsible including the area(s) f respnsibility f assciated Air Traffic Services (ATS) units as defined in the NM Agreement. Hwever, depending n the internal rganisatin within a State, sme FMPs may cver the area f respnsibility f several ACCs, either fr all ATFCM phases r nly fr part f them. All FMPs within the NM area have equal status. The size f individual FMPs will vary accrding t the demands and cmplexities f the area served. The FMP shall ensure that, as detailed belw, the NM has all relevant data t enable it t carry ut its respnsibilities in all phases f the ATFCM peratins. The FMP shall prvide the NM with data and changes theret as fllws: Sectr cnfiguratins and activatins (pre-tactical and tactical phases). Mnitring values (pre-tactical and tactical phases). Traffic vlumes (always). Flws t be assciated t a reference lcatin (always). Taxi times and runway cnfiguratins (pre-tactical and tactical phases). Mnitring values f aerdrmes / sets f aerdrmes / pints (pre-tactical and tactical phases). Details r events r infrmatin that will have an impact n capacity at an aerdrme r ACC (always) Feedback n new r trial prcedures (pst peratins phase). The FMP shall prvide the NM with lcal knwledge, including any data r infrmatin which culd be cnsidered as necessary r useful in the effective and efficient executin f the ATFCM task. The NM shall advise the FMP f any events r infrmatin which will r may affect the service prvided by its parent ACC(s). The FMP shall be the lcal ATFCM partner fr the ACC(s), ther ATS units (military and civil) within the FMP area f respnsibility and lcal Aircraft Operatrs. The NM and the FMP are jintly respnsible fr prviding advice and infrmatin t ATC as may be required, and t Aircraft Operatrs as defined in the NM Agreement. Nevertheless, frm a practical pint f view, the FMP will be the fcal pint fr ATFCM matters within its area and (depending n the lcal rganisatin) is likely t take the lead in advising, educating and assisting ther ATS Units (ATSUs) and, where pssible, Aircraft Operatrs within that area. The FMP task cvers 24 hurs and shall be carried ut by staff wh are adequately trained and cmpetent. In the event that an ACC is unable t prvide the agreed staffing fr a particular perid r duty, the NM is t be advised and alternative arrangements agreed. Validity date: 10-Mar-2015 EDITION

24 FMP Manager Every ACC in the NM area shall have a persn designated as being charged with respnsibility fr all ATFCM activities in the ACC and within its area f respnsibility. This persn, knwn as the FMP Manager, shall act as the fcal pint fr administrative and rganisatinal matters in dealings with the NM. An FMP Manager may be respnsible fr several ACCs. The FMP Manager shall be required t meet the fllwing criteria: a) Have extensive knwledge f the verall ATM peratins in the area f respnsibility f the ACC(s). b) Have an extensive understanding f the ATM peratins in adjacent ACCs. c) Have a cmprehensive knwledge f the NM rganisatin and its systems. d) Have undergne apprpriate ATFCM training. e) Have an extensive understanding f the factrs influencing aircraft peratins in s far as they may affect ATFCM. The FMP manager rle may be in additin t ther tasks carried ut by the individual depending n lcal arrangements FMP Cntrller Operatinal duties carried ut by an FMP will be the respnsibility f an FMP cntrller. The dedicated Flw Management Psitin will be staffed by an FMP cntrller wh may rtate with thers frm ther duties r may be emplyed as a permanent FMP cntrller depending n lcal arrangements. An FMP cntrller shall be required t meet the requirements f ESARR5 and: a) Have extensive knwledge f the verall ATC / ATFCM peratins in the area f respnsibility f the ACC(s). b) Shuld have, in accrdance with lcal requirements, extensive ATC experience and have gd knwledge and understanding f ATC matters in the area f respnsibility f the ACC(s) in accrdance with lcal requirements. c) Have an extensive understanding f ATC / ATFCM peratins in adjacent ACCs. d) Have an extensive knwledge f the NM peratins. e) Have undergne apprpriate ATFCM training. These requirements extend t any staff (e.g. ACC supervisrs) wh carry ut the task f the FMP during less busy perids NETWORK MANAGER OPERATIONS CENTRE (NMOC) Current Operatins Manager The Current Operatins Manager (COM) is in verall charge f the NM Operatins Centre (NMOC). In cases f disagreement between FMP and the NM, it is the COM wh takes respnsibility fr deciding n the actin t be taken by the NM Netwrk Management Cell (NMC) The NMC has been established t imprve the management f preparatin f the ATFCM daily plan and cntribute t pst-event analysis. The main duties include: ATFCM Daily Plan preparatin. CDM activities (e.g. telecnferences). 25 Tactical Team The NM Tactical staff is under the leadership f the FM Supervisr in charge f managing the ATFCM Daily Plan during the day f peratin. Mnitr the effect f implemented measure(s) and take any crrective actin, if required. Analyse delays in the slt list and try t reslve them in crdinatin with FMPs. Prvide supprt, advice and infrmatin t FMPs and AOs as required. Ntify FMPs f all peratinal prblems that culd affect the flw f traffic. Cllect and cllate data cncerning ATFCM incidents. The FMP shall pass accurate and up-t-date infrmatin t the NM. They shall ensure all essential data required by the NM in the Strategic phase is passed in accrdance with prcedures detailed in a Supplement t the Handbk PROVISION OF ENVIRONMENT DATA. Additinally, the FMP shall: Ensure that crdinatin prcedures established between the FMP and the apprpriate natinal authrity are fllwed t ensure the FMP is kept infrmed f planned airspace r ATC rganisatinal changes. Have access t advanced infrmatin n special events r military activity affecting their area. Be invlved in discussins n the timing r implementatin f airspace changes and ther such activities REPORTING OF EVENTS IMPACTING ATC / ATFCM Event infrmatin is required and prvided t facilitate the planning and crdinatin f these events at Netwrk and lcal level Prvisin f infrmatin n events and lng-term peratinal planning Infrmatin n events impacting capacity, efficiency r demand enables early identificatin f issues that may affect the capacity f the ATM Netwrk as a whle, allwing the necessary ATFCM measures t be develped in due time. The reprting channel t be used varies depending n the type f event, the lcatin, r time when the event is reprted. The FMP will pass t the NM infrmatin useful t ATFCM strategic planning including: Mnitring values. Sectr cnfiguratins. A list f aerdrmes likely t require ATFCM measures in nrmal and unusual circumstances. Advanced warnings f changes t ATC prcedures likely t affect traffic patterns (within r utside the FMP area) r have implicatins fr ATFCM planning. Specific lcal knwledge (e.g. infrmatin n ATC perating methds r traffic handling prblems in a particular ATC sectr) that may need t be taken int accunt when planning ATFCM measures, etc. Advance infrmatin n all knwn prblems likely t require ATFCM interventin as sn as pssible after such infrmatin is available such as large sprting events, internatinal cnferences, military exercises, etc., likely t disrupt nrmal traffic patterns. Hwever, by early ntificatin f such events, advanced assessment f the likely impact, and cllabrative planning t define the apprpriate ATFCM measures, such events can be accmmdated while minimising the effects n ther airspace users. As they are a majr actr in the ATM envirnment, military authrities are requested t prvide infrmatin n military exercises r majr flight activities having an impact n the rute Netwrk structure and its best use. By this, the military cmmunity will further cntribute t the verall ATM prgress and at the same time benefit frm the increased visibility given t the need f airspace fr military peratins. Natinal military representatives at the Military Harmnizatin Grup (MILHAG) have agreed t supprt the military participatin in the NOP. Participating States nminated their pint f cntact respnsible fr the prvisin f required data. A central pint f cntact, respnsible fr the establishment and the management f data cllectin prcedures and the crdinatin with the NOP management has been nminated within EUROCONTROL as a Military Liaisn Officer (MILO) Events at airprts impacting capacity r demand Events impacting air traffic cntrl capacity r air traffic demand shall be ntified by airprt managing bdies either directly r thrugh the lcal ATFM unit r ATS unit. The main tl fr the prvisin f strategic infrmatin is the Airprt Crner tl which is an EUROCONTROL internet-based tl allwing the airprt stakehlders t easily prvide infrmatin at any time. The Airprt Crner cvers a set f airprt infrmatin relevant t the netwrk as current and future airprt capacities, lcal traffic frecasts, weather management inf, lcal peratinal cntacts as well as the planned events impacting capacity, efficiency r demand. Ensure that all the required crdinatin has been carried ut t cver all aspects f the event. With the help f the NMOC staff invlved with the event, write and publish the infrmatin ntice (IN) / peratinal instructin (OI) cvering the event if required. The NM Pst Operatinal staff shall: If needed, perfrm pst peratinal analysis f the events planning and peratinal implementatin NOTIFICATION OF UPDATES TO CACD Whatever the rganisatin, the ANSP verseeing the FMP(s) within a State is respnsible fr establishing lcal prcedures, ensuring that the NM is in pssessin f all relevant data during each ATFCM phase, and the quality f that data. This is als stated in Cmmissin (EU) regulatin 255 / 2010 article 6.
