1 General Guidance n the Vluntary Interim Applicatin f the D1 Ballast Water Exchange Standard by vessels perating between the Mediterranean Sea and the Nrth-East Atlantic and/r the Baltic Sea 1. In anticipatin f the cming int frce f the Internatinal Maritime Organizatin s Internatinal Cnventin fr the Cntrl and Management f Ships Ballast Water and Sediments (the BWM Cnventin), vessels perating between the marine areas as defined further in pint 3, wuld be expected t apply n a vluntary basis, as frm 1 Octber 2012 the fllwing guidelines t reduce the risk f nn-indigenus species invasin thrugh ballast water. The guidelines are addressed t the vessels cvered by Article 3 f the BWM, taking int accunt the exceptins in Regulatin A-3 f that Cnventin. This Guidance des nt replace the requirements f the BWM Cnventin, but prvide the part f interim Ballast Water Reginal Management Strategies fr the Baltic Sea, the Mediterranean Sea and the Nrth-East Atlantic being develped under Article 13 (3) f the BWM Cnventin by the cntracting parties t either the OSPAR Cnventin, the Helsinki Cnventin r the Barcelna Cnventin*. This Guidance will n lnger apply when a ship is in a psitin t apply the D-2 Standard f this Cnventin, r the Ballast Water Management Cnventin cmes int frce and a ship has t apply the D-2 Standard. 2. If the safety f the vessel is in any way jepardised by a ballast water exchange, it shuld nt take place. Additinally these guidelines d nt apply t the uptake r discharge f ballast water and sediments fr ensuring the safety f the vessel in emergency situatins r saving life at sea in the waters f the Baltic Sea and the Nrth East Atlantic. 3. Definitins: Nrth-East Atlantic: thse parts f the Atlantic and Arctic Oceans and their dependent seas which lie nrth f 36 nrth latitude and between 42 west lngitude and 51 east lngitude (but excluding the Baltic Sea and the Belts lying t the suth and east f lines drawn frm Hasenre Head t Gniben Pint, frm Krshage t Spdsbjerg and frm Gilbjerg Head t Kullen, and the Mediterranean Sea and its dependent seas as far as the pint f intersectin f the parallel f 36 nrth latitude and the meridian f 5 36' west lngitude); that part f the Atlantic Ocean nrth f 59 nrth latitude and between 44 west lngitude and 42 west lngitude. The Baltic Sea: the Baltic Sea and the entrance t the Baltic Sea bunded by the parallel f the Skaw in the Skagerrak at 'N; and, The Mediterranean Sea: the maritime waters f the Mediterranean Sea prper, including its gulfs and seas, bunded t the west by the meridian passing thrugh Cape Spartel lighthuse, at the entrance f the Straits f Gibraltar, and t the east by the suthern limits f the Straits f the Dardanelles between the Mehmetcik and Kumkale lighthuses.

Each vessel perating in these waters shuld: have a Ballast Water Management Plan which cmplies with the Guidelines fr ballast water management and develpment f ballast water management plans (G4) (IMO reslutin MEPC.127(53)); and, recrd all ballast water peratins in a ballast water recrd bk. 5. Vessels leaving the Mediterranean Sea and prceeding t destinatins in the Nrth-East Atlantic r the Baltic Sea shuld exchange all their ballast tanks t the standards set ut by the D-1 Standard f the Ballast Water Management Cnventin, at least 200 nautical miles frm the nearest land in water at least 200 metres deep, as sn as they enter the Nrth- East Atlantic. It shuld be nted that the best place t d this is in waters that meet these criteria t the west f Prtugal, Spain and France, as mst f the waters f the English Channel and its appraches, the Nrth Sea and the Baltic Sea are less than 200m deep. A map identifying these areas can be fund in Figure Vessels entering the Mediterranean Sea frm the Nrth-East Atlantic r the Baltic Sea and prceeding t destinatins in the Mediterranean Sea, the Black Sea r elsewhere shuld exchange all their ballast tanks t the standards set ut by the D-1 Standard f the Ballast Water Management Cnventin, at least 200 nautical miles frm the nearest land in water at least 200 metres deep, befre they leave the Nrth-East Atlantic. A map identifying these areas can be fund in Figure If, fr peratinal reasns, exchange is nt pssible at least 200 nautical miles frm the nearest land in water at least 200 metres depth, then such exchange shuld be undertaken as far frm the nearest land as pssible utside the Mediterranean Sea, and in all cases in waters at least 50 nautical miles frm the nearest land in waters f at least 200 metres depth. It shuld be nted that nwhere in the Baltic Sea fulfils these criteria (Figure 2). 8. The release f sediments during the cleaning f ballast tanks shuld nt take place within the Baltic Sea, r within 200 nautical miles f the castline f the Nrth-East Atlantic r the Mediterranean Sea. * Albania, Algeria, Belgium, Bsnia and Herzegvina, Cratia, Cyprus, Denmark, Egypt, Estnia, The Eurpean Unin, Finland, France, Germany, Greece, Iceland, Ireland, Israel, Italy, Latvia, Lebann, Libya, Lithuania, Luxemburg, Malta, Mnac, Mntenegr, Mrcc, The Netherlands, Nrway, Pland, Prtugal, The Russian Federatin, Slvenia, Spain, Sweden, Switzerland, Syria, Tunisia, Turkey, and the United Kingdm f Great Britain and Nrthern Ireland. 1 Fr vessels leaving the Mediterranean r the Nrth East Atlantic prceeding t destinatins near Tarrifa Cape a different regime fr ballast water exchange culd be cnsidered.
