1 1. Introduction NM release 17 provides enhancements to the NM tools supporting NMOC for D-1 network impact assessment of airspace allocation. These include: - Improved data handling of operational AUP data in Predict/SIMEX tools. - Improved simulation of CDR and RAD constraints in Predict/SIMEX tools. - Improved Predict MAP tool identification of CDR route usage and visualisation of network impacts. - Improved Predict and SIMEX reroute tool: enhanced with more historic City pair routes. - Improved PREDICT/SIMEX CDR reporting and monitoring tools. Enhanced ASM and ATFCM co-ordination process relies upon a timely and accurate network impact assessment of airspace allocation. The assessment focuses upon improving flight efficiency, route and airspace availability to best serve the needs of military and civil airspace users within the context of the anticipated network constraints Scope Based on enhanced tool support, the current NMOC processes for ASM/ATFCM Network Impact Assessment have been improved and converted into 4 procedures to be carried out by NMOC staff as follows: - AUP/UUP procedures for NMOC MILO - AUP/UUP procedures for NMOC Pre-tactical (NMC) - AUP/UUP procedures for NMOC Tactical Network Management (TNM) - AUP/UUP procedures for NMOC AOLO Since these procedures have not been described in the ATFCM manuals before, and in order not to create confusion between the present and new ATFCM manuals under construction, it has been decided to: - Write these procedures in the new template format foreseen for the new ATFCM manuals - Publish these procedures as an OI available to external customers - Incorporate these procedures into the new ATFCM manuals when available Page 1 of 7

AUP/UUP s for NMOC MILO The application of the FUA concept ensures that, through the daily allocation of flexible airspace structures, any necessary segregation of airspace is based on real usage within a specific time period and airspace volume. Airspace Use Plan (AUP) and Updated Airspace Use Plans (UUPs) are produced by AMCs to allow concurrent civil-military Information procedures: ASM/ATFCM 1: Optimising capacity usage via an assessment on the impact on the network of expected airspace allocation during activities the day before operation. This procedure is finalised with the publication of EAUP. (alteration of airspace restrictions, increase route availability) on the day of operations in order to provide additional route options to aircraft operators. This procedure is finalised with the publication of EUUP whenever required. D-1 (1) The MILO shall be informed by NMOC Pre-tactical of any identified en-route (Actions) areas of high density traffic demand that exceed the available capacities by a significant margin (hot-spots). Having received a draft AUP, the MILO shall in conjunction with NMOC pretactical: Update PREDICT with draft AUP Analyse the draft AUP impact on previously identified Hot-spots. Identify potential additionally created problem areas. Asses the impact of the request at network level (e.g. on-loading sector, Optimise requested airspace allocation (e.g. changing the activation time, flight level band, CDR closure details.) Coordinate requested changes with AMC responsible. Inform NMOC Pre-tactical about the result. Page 2 of 7
3 D-1 (2) Having received new UUPs the MILO shall in conjunction with NMOC Pretactical: Analyse the UUPs impact on previously identified hot spots. Analyse the UUPs for additional route availability and advise AOLO. MILO shall contribute to briefing by NMOC Pre-tactical to the NMOC TNM and AOLO for the next day on: Day of operation ( 2) Having received he UUP the MILO shall in conjunction with the NMOC TNM: Analyse the impact of the UUP on previously identified hot spots. Analyse the UUPs for additional route availability and advise AOLO. ( 3) In the event of the UUP requesting additional airspace or route segregation the MILO shall in conjunction with the NMOC TNM : Assess the impact of the request at network level (e.g. on-loading sector, Optimise requested airspace allocation (e.g. changing the activation time, flight level band, CDR closure details..) Coordinate requested changes with AMC responsible. Inform the NMOC TNM about the result. Optimisation of D-1 plan incorporating latest available AUP updates and operational briefing of D-1 for the transition into the tactical day. D-1 (1) Pre-tactical shall inform the NMOC MILO of any identified en-route areas of high density traffic demand that exceed the available capacities by a significant margin (hot-spots). Having been informed by the NMOC MILO regarding the AUP intention to implement airspace segregation Pre-tactical shall: Analyse the draft AUP impact on previously identified hot-spots. Identify potential additionally created problem areas. Verify with the responsible FMP if this new situation has got capacity impact resulting in monitoring/capacity value update in ETFMS. Assess the impact of the request at network level (e.g. on-loading sector, Coordinate with the NMOC MILO for optimisation of airspace allocation (e.g. changing the activation time, flight level band, CDR closure details) Should the optimisation be refused by AMC, Pre-tactical shall: Look for and evaluate all possible ATFCM solutions in order to minimise Network disruptions. Coordinate the resulting ATFCM solutions with all relevant parties. Update the draft ADP. Update Network brief to NMOC staff. (2) Having received new UUPs Pre-tactical shall: Analyse the UUPs impact on previously identified hot spots. Adapt the draft ADP for increased availability given by the UUP. (3) In the event of the UUP requesting additional airspace or route segregation Pre-tactical shall: Assess the impact of the request at network level (e.g. on-loading sector, Look for and evaluate all possible ATFCM solutions in order to minimise Network disruptions. Coordinate the resulting ATFCM solutions with all relevant parties. Update the draft ADP. Update the Network brief, Network News and NOP Portal. Pre-tactical shall, in coordination with the NMOC MILO, brief NMOC TNM and AOLO for the next day on: Optimisation of D-1 plan incorporating latest available AUP/UUP updates and operational briefing of D-1 for the transition into the tactical day. The document shall include: The TNM shall ensure that this Information is disseminated externally if appropriate. Day of operation ( 2) The TNM shall: Ensure that NMOC tactical staff brief themselves from the briefing document produced D-1 by TNM. Analyse the tactical situation and re-evaluate opportunities Continue to review and re-evaluate opportunities with each UUP issued. ( 3) Having been informed by the NMOC MILO regarding the intention to implement new or increase already published airspace segregation, the TNM shall ensure that the NMOC: Verify with the responsible FMP if this new situation has got capacity impact resulting in monitoring/capacity value update in ETFMS. 6 Asses the impact of the request at network level (e.g. on-loading sector, Coordinate with the NMOC MILO for optimisation of airspace allocation (e.g. changing the activation time, flight level band, CDR closure details) When optimisation is refused by the AMC, the TNM shall ensure that NMOC: Identify the flights impacted by the route closure Try to reduce Network impact by looking for opportunities Suggest rerouteing. Optimisation of the Network as result of AUP/UUP updates AUP/UUP s for NMOC AOLO The application of the FUA concept ensures that, through the daily allocation of flexible airspace structures, any necessary segregation of airspace is based on real usage within a specific time period and airspace volume. Airspace Use Plans (AUP) and Updated Airspace Use Plans (UUPs) are produced by AMC to allow concurrent civil-military Information procedures: ASM/ATFCM 1: Optimising capacity usage via an assessment on the impact on the network of expected airspace allocation during activities the day before operation. 7 Brief themselves from the briefing document produced D-1 by NMOC TNM. Review and re-evaluate opportunities with each UUP released. ( 3) Having been informed by the NMOC TNM regarding an additional airspace or route segregation the AOLO shall: Identify the flights impacted by the new UUPs update. Look for the opportunities. Send RRPs in coordination with NMOC TNM. Optimisation of D-1 plan incorporating latest available AUP/UUP updates and operational briefing of D-1 for the transition into the tactical day.
