2 The AIRSAW Task Force Created by ODIAC in February 1998 Terms of Reference approved by ODT 20 + Members including operational experts representing Airspace users, Aviation industry, ECAC member States and EUROCONTROL.

3 TERMS OF REFERENCE (1) To define the concept and operational requirements for Airborne Situational Awareness services in a gate-to-gate perspective, ensuring ATC operational interoperability, including procedures and safety provisions It encompasses both Air Traffic Management Awareness (ATMAW) and Air Traffic Situational Awareness (ATSAW) to include Co-operative Separation services (Airborne Separation Assurance, (ASAS)).

4 TERMS OF REFERENCE (2) Develop the operational concept for the use of AIRSAW in the European airspace, considering the global applications of airborne surveillance and on the basis of an analysis of the consequences on Aircrew and ATC workload, responsibilities, procedures and legal aspects. Military aspects shall also be taken into account. Determine the gate-to-gate services and priorities resulting from the AIRSAW concept, and produce the service descriptions.

6 Keys Definitions Airborne Situational Awareness (AIRSAW) is the pilot/flight crew mental picture of the aircraft state and outside operational environment, including information on the terrain, aircraft position, weather, traffic situation and Air Traffic Management. Air Traffic Management Awareness (ATMAW) is the part of AIRSAW, which comprises the pilot/flight crew mental picture of current ATM planning and constraints, which are related to his/her flight. Airborne Traffic Situational Awareness (ATSAW) is the part of AIRSAW, which comprises the pilot/flight crew mental picture of the traffic situation in the air and on the ground.

7 THE ATMAW AND ATSAW CONCEPT The AIRSAW concept: provision of improved airborne situational awareness introduction new rules and procedures enhancements to the capacity, efficiency and safety of the European ATM. Within the AIRSAW Concept,, scope of work limited to the provision of improved : ATSAW(traffic situation in the air and on the ground) ATMAW (current ATM planning and constraints) New associated rules and procedures.

8 Separation Assurance Tasks 1) Conflict Detection 2) Conflict Resolution 3) Implementation of the Conflict Solution 3.1) ATC Clearance to convey Conflict Solution. 3.2) Aircrew manoeuvres the aircraft 4) Monitoring of Conflict Resolution 4.1) Observation of aircraft trajectory to determine that manoeuvre has achieved desired objective. 4.2) When implementation of Conflict Solution is not satisfactory then process restarts from step 2.

9 Delegation of Separation Assurance Allocation of one or more Separation Assurance Tasks to the aircrew according to defined criteria Task 3.2 (Manoeuvre) always belongs to the aircrew Four levels of Delegations No Delegation Limited Delegation Extended Delegation Full Delegation

10 ATSAW Applications categories ATSAW provided by Air Traffic Situation Awareness applications divided in : Traffic Situation Awareness applications (TSA) Co-operative Separation applications (CSA) Air/Ground Co-operative Separation Assurance (AGCSA) Airborne Self-Separation Assurance (ASSA)

11 AIRSAW LEVELS Three capabilities levels Basic AIRSAW Intermediate AIRSAW Advanced AIRSAW Incremental implementation Co-habitation of different AIRSAW capabilities is possible

12 BASIC AIRSAW Requires basic AIRSAW equipment Prerequisite to other AIRSAW levels. Current IFR/VFR rules still apply. Some procedures adapted Basic ATMAW and Basic ATSAW consisting of Traffic Situation Awareness (TSA( TSA). Level of Delegation of Separation Assurance associated to Basic ATSAW is No Delegation. Expected Benefits Basic ATMAW - workload reduction and flexibility Basic ATSAW - mainly improved safety together with flexibility and some reduction of controller workload

13 INTERMEDIATE AIRSAW Requires intermediate AIRSAW equipment IFR/VFR rules still apply But specific ATSAW procedures are required Intermediate ATMAW and intermediate ATSAW with both T S A and CSA (Air/Ground Co-operative Separation Assurance applications only). Levels of Delegation of Separation Assurance: No Delegation, Limited and Extended Expected Benefits: capacity improved safety together with flexibility reduction of controller workload

14 ADVANCED AIRSAW Requires advanced AIRSAW equipment integrating the ATMAW and ATSAW capabilities Specific Flight Rules in addition to IFR/VFR rules. Specific procedures are required. Advanced ATMAW and Advanced ATSAW with both TSA and CSA (Air/Ground Co-operative Separation Assurance and Airborne Self-Separation Assurance applications). Enables last level of SA: Full Delegation Expected Benefits capacity workload reduction flexibility
