NMOC requires that interested FMPs volunteer themselves for these R18 features. 22 1- Background On the 1 st of September 2011, EUROCONTROL has been ominated as the Europe s Network Manager CFMU functions have been absorbed by NM and CFMU acronym is not used anymore. The CFMU acronym is still partially visible to external users and has to be replaced, in particular: For the NOP (and all applications using the NOP) For the B2B For the RAD Web-site nm.releases@eurocontrol.int 22 22

26 3- Impact of the FB Transition period: Old "cfmu" addresses will continue to work for six months after the Release 18.0 migration (until the deployment of NM18.5 in September/October 2014). Impacts of the FB on users: Current procedures: All procedures containing old CFMU addresses will have to be updated. Systems: B2B addresses will change, need to update the setup or the code of users software. Way of working: bookmarks in the browsers to be updated. No need to update the B2B users certificates

29 New features for the CHMI (Collaboration Human Machine Interface): 1. Access to the plotted AUP (Airspace Use Plan) for AOs (Aircraft Operators). 2. Add the 'EXCL' flag in AUP/UUP printouts 3. Save and Restore Workspaces with absolute times. 4. WEF (With Effect From) - TIL (until) parameters editable in the CHMI preferences Deviating flights in archive Although it was selected for release 18, the functionality will only be available with (Release Notes to be updated) nm.releases@eurocontrol.int 29

30 1. Access to the plotted AUP (Airspace Use Plan) for AOs (Aircraft Operators). Plot of AUP on the map is already available for FMPs, it will be extended to AOs (Aircraft operator) profile. 30

Add the 'EXCL (Exclude) flag in AUP/UUP printouts of CIAM (Collaboration Interface for Airspace Management). - When this flag is selected by the AMC (Airspace Management Cell) for a route closure in the AUP/UUP, it means that the route will in fact not be closed for flight planning but will be managed on a tactical basis. - Today, the "EXCL" flag does not appear in the AUP/UUP printouts (paper or pdf) of CIAM: the "EXCL" routes appear like the other closed routes, which is confusing. - With NM18.0, the feature will add in the AUP/UUP printouts the "EXCL" flag for the appropriate Routes. nm.releases@eurocontrol.int

32 3. SAVE and RESTORE Workspaces with absolute times in CHMI. With NM18.0, a CHMI workspace can be defined as using relative (current behaviour) or absolute query time. With the option set at ABSOLUTE, when a workspace is saved, the WEF (With Effect From) and TIL (until) times of applicable queries are saved as ABSOLUTE values (i.e. they are restored to the exact values they had when they were saved). With the option set at RELATIVE (default), WEF and TIL times are restored relative to the current time. nm.releases@eurocontrol.int 32

Enhance CSST functionality and make the application more attractive to existing and new users. Improve the similarity rules used to identify call sign similarities. This is in response to safety reports received from AO and ANSP

48 Environment/Flight Efficiency - performance considering users needs. Several actions executed by the Network Manager have been set to further improve flight efficiency in order to: - ensure appropriate benefits for the airspace users - and fulfil the European environment/flight efficiency target Our objective, through all initiatives, is to enhance the visibility for aircraft operators on possible other options in using the route network, post IFPS flight planning. Initial FPL is filed Further analysis is done considering users constraints and real state of the network Proposals are displayed back on the FPL originator Last choice is yours. nm.releases@eurocontrol.int

49 How do we consider users constraints? The Group Rerouting Tool (opportunity tool) ETFMS feature that allows a recomputation of the profile considering Wind Last ATFCM situation Generic costs per AO or in general such as: Fuel cost Cost of minute flying Cost of DLA Etc We generate this computation as many time as required per day. Results, if existing, are presented in the flight list (CHMI or NOP) Last choice of using it remains to the FPL originator. nm.releases@eurocontrol.int

50 What is new in NM 18.0 for the opportunity tool? Increased selection field to better target users requirements: Aircraft type selection ADEP/ADES exclusion or inclusion Benefit for user is to have a more targeted flow of flight being reprocessed. Improved display of selected opportunities Only relevant proposals Only relevant information in the proposals Benefit for user is to have a clearer and quicker view on flights being proposed an opportunity In general this means a reduced and more efficient workload at users side. nm.releases@eurocontrol.int

56 FB596 - ATFCM Correction & Tuning New features CR_ Include the Validity Period of a proposal in the Rerouting Proposal message. Background Rerouting proposals can become invalid due to a combination environment constraints and small delays. Improvements Better information is provided to help on tactical decision making. Essential aspects of CDM are improved. Impact of the change Impact on Airspace User Systems. ETFMS calculates the TOT validity period of the proposals and aircraft operators receive additional information in the RRP message. ADEXP format is followed as described in EUROCONTROL Specification for ATS Data Exchange Presentation (ADEXP) guide 3.1.The guide will be updated accordingly in the next amendment. The ATFCM_Users_Manual will be updated as part of the next 18.0 release amendment (March 2014) nm.releases@eurocontrol.int

58 FB596 - ATFCM Correction & Tuning New features CR_ D-2 and D-1 North Atlantic Traffic automatic substitution. Background NAT traffic pattern changes depending on weather forecast. There is an automatically process that uses NAT forecast data sent by NATS on D-3 to enrich PREDICT demand. The process is applied from 0730 UTC every 30 min. Improvements Predictability levels are improved. Better information to help on pre - tactical plan preparation. Impact of the change The process is now applied on D-3. The change extends the process to D-2 and D-1. D-1 predictions have to be received before 1030 UTC. nm.releases@eurocontrol.int

61 Background Deferred Restriction Applicability Concept Flight Restrictions which inherit their applicability from a dependant airspace's (de)activation or from a dependant route's opening or closure sometimes have a reference location which is geographically displaced from the route or airspace referred to in the dependant applicability. Subsequently the applicability which is directly derived from this location is inadequately deferred as the flying time between the reference location and the referred dependant location is not taken into account. New features CR_ Deferred Restriction Applicability Concept : Allows the definition of deferred time before and/or after the start of the dependant applicability Incorporate this time value when expanding the dependant applicability in the time schedule which is given to the front line systems. Time is given in the range [-90,+90] minutes. Impact of the change Allows to reduce the buffer time margin of Restrictions subject to dependant applicability times for the benefit of FPL filers and Airspace managers. nm.releases@eurocontrol.int 61

62 Background Dynamic changes on Restrictions compositions Each time a composition changes in Flight Restriction, we need to create a brand new Flight Restriction with a new name, which can be confusing. New features CR_ Dynamic changes on Restrictions compositions : Allows to modify on-line Restriction compositions. Impact of the change Because the Restriction name remains the same during the whole Airac it is more easy to understand IFPS error messages related to Restrictions errors. nm.releases@eurocontrol.int 62

65 Background FB617 has been included in the NM18.0 release to continue the evolution of the NM Flight Planning Services 65

66 New features Allow extra-addressing with ADEXP format flight plan messages The IFPS allows for extra addresses to be added to a messages submitted in ICAO format. With this change, when an incoming IFPL message is received in ADEXP format with one or more -FAC addresses contained within the -EXTADDR field, the address(es) will be stored as extra addresses. The -FAC addresses can only be AFTN addresses. Example: -EXTADDR -FAC ABCDEFGH -FAC ABCDEFGI -FAC ABCDEFGJ -FAC ABCDEFGK -FAC ABCDEFGL -FAC ABCDEFGM nm.releases@eurocontrol.int 66

67 New features Allow the update of the EOBT and EOBD with ADEXP format CHG messages (slide 1) The IFPS currently allows for the update of the EOBT and EOBD submitted in ICAO format CHG messages, the change to EOBT and EOBD will now be allowed in ADEXP format ICHG message as follows: When an incoming ICHG message is received in ADEXP format and the ICHG message contains the EOBTOLD field, the EOBTOLD field will be used for association where the IFPLID is not supplied, and the value contained within the EOBT field will be treated as a change to the previous EOBT value stored in IFPS. The IFPS will output both the EOBTOLD and EOBT fields when the EOBT has changed. nm.releases@eurocontrol.int 67

The IFPS will output both the EOBDOLD and EOBD fields when the EOBD has changed. EOBTOLD or EOBDOLD are only output if the EOBT/EOBD changes. Thus the EOBDOLD could be supplied (along with an EOBTOLD) but if it doesn't differ from the EOBD it won't be output. The change to the EOBT/EOBD cannot be negative and cannot exceed 20 hours (as defined in the IFPS user manual). As the EOBT cannot be changed by more than 20 hours, it is not possible to have an change to the EOBD without a change to the EOBT. More information on the format of the EOBTOLD and EOBDOLD can be found in the ATS Data Exchange Presentation specification. nm.releases@eurocontrol.int 68

69 New features Pilot/ATC flight plan consistency There are occasions where the initial originator of a FPL is not aware of a subsequent update made by another origin (e.g. Delay sent by ATC). With this change, flight plan originators will receive a copy of ACK messages for subsequent updates to a flight. When a DLA, CNL or CHG message is acknowledged in IFPS, a copy of the ACK will be sent to the originator of the initial FPL if the originator address is different. nm.releases@eurocontrol.int 69

70 New features Change IFPS error number from EFPM309 The error EFPM309 (MESSAGE ASSOCIATES TO TERMINATED FLIGHT, etc.) is required to be systematically rejected in IFPS. In order to enable the systematic rejection the error number will be changed to EFPM

71 Impact Impact of FB617 on externals ANSP flight plan data processing systems that receive IFPS messages in ADEXP format may need to be upgraded to process correctly the change to EOBT/EOBD. AO flight planning systems that send IFPS messages in ADEXP format may need to be upgraded for the change to EOBT/EOBD or to include extra addressing. Flight plan originator procedures/mmi/systems may need to be updated to process the ACK messages for subsequent updates to a flight, and the change to the error EFPM309 nm.releases@eurocontrol.int 71
