3 Introduction The Pilot Portal is a web based application enabling users to create FPL Proposals without terminal Access and even via mobile devices, such as tablet PCs. The web application is connected to the software used by ARO Tallinn. The Pilot Portal enables users to: Submit flight plan proposals and/or change them; Independently prepare a bulletin based on the valid NOTAMs; Read meteorological forecasts; Receive essential information relating to the airspace, such as airways, aerodromes, navigation aids, restricted areas, routes, runways and waypoints. Use Visual flight planning to create FPL route, insert it to FPL form and modify the created FPL route. Users are required to register, which is free of charge. After the registration you can start using the Pilot Portal application. Proposed FPL and FPL-related messages are handled by ARO Tallinn. The user of the Pilot Portal gets an overview of proposed FPL messages he/she created and can also track operations that have been applied to those messages. Note! All messages created via the Pilot Portal are MESSAGE PROPOSALS that need to be accepted by ARO Tallinn before they become effective. Note! The pilots responsibility is to make sure his/her Flight plan proposal is accepted by ARO Tallinn and the flight plan has an Active status.
4 1. Registration for ISB (Internet Self-Briefing) The user registration shall be done via Estonian AIM homepage

6 2. Portal Access The services can be accessed via Note! Make sure to remember the given password, because you may be asked to enter it during the activation process. Password recovery is done via webpage
7 3. Log-in/Log-out Log-in: insert your user name enter your password click Sign In As long as no user is logged in, the icon labelled as Offline. After you logged in successfully, the system displays the Current Active Flight Overview and your username is displayed in the top right region of the screen.
8 Log-out: You shall always log out of the application when you have finished using it: When your login session has been lost simply close the application by clicking on Ok on the pop-up notification and try to log-in again: When the system has crashed and you have been logged out of the application click Ok and try to log in again. If the problem persists notify ARO Tallinn:
9 4. Change password To change your password: log in to the system; click Account; enter the current password; enter the new password and repeat the new password; Click Save.
10 5. User Preferences You can set up your personal user settings. To do so, log in to the system by hovering over your user name in the upper right corner and click User Preferences: Speed Unit (Ground Speed) - Select the speed unit that is used in the route planning. Distance Unit - Select the distance unit that is used in the route planning. Warning Limits - Define the safety distance to restricted areas. This will be shown in the map as shad. Edit field "Additional flight levels" - Set up a flight level the system adds to the highest value found in the FPL message that is the base for the PIB creation. The sum will be inserted into the PIB creation form as first upper flight level. (In Aerodrome PIBs, the first upper flight level is always automatically set to 999.) Edit field "Default Departure Aerodrome" - Define here the aerodrome that is entered into an FPL form by default. Buttons "Time Format" - Define here how the date and time will be displayed in the Pilot Portal.
11 6. Icons The following table gives an overview of the icons used within the web application and their meanings: Note! No online help available for this application. Additionally, the Current Active Flight Overview uses several more icons that have been collected into a legend:
12 7. Input assistance Syntactical Checks - Freely entered data is syntactically checked as soon as the focus is set to another field. A warning or error icon indicates problematic entries. Tooltips - Hover the mouse pointer over fields or icons to get further information, e.g. on the accepted data format, displayed. You can alternatively click on the following icons to get the tooltip: mandatory input (red star) warnings (exclamation mark on yellow ground) errors (exclamation mark on red ground)
13 Drop-down lists - Use the drop-down menus to select a value from a pre-defined list. Static Data Matches - The application offers matching data stored to the CADAS- ATS system if available. You can then choose one of the offered values or enter a new one freely. Calendar Pop-up - For date fields, the system offers a calendar where you can select a date to be taken over.
14 8. Menu bar The Menu Bar contains the available menu items whose functions and features are described below in separate chapters: Active Flights: Lists all current flights and their status. Create FPL: Opens an FPL form for you to fill in. Aircraft Data: Lists a collection of static data that you can insert into a Flight Plan; you may add/edit data. Briefing: Allows you to set up bulletins of various types (aerodrome, area, enroute, narrow route) and to recall PIBs. Visual Flight Planning: Allows you to set up a route. Some menu items contain sub-items that appear upon hovering over the menu item. The menu item that is being active turns red.
15 8.1. Aircraft Data To start using the feature, define your aircraft(s) data you want to have retrievable when creating an FPL. The only mandatory filed is the aircraft ID e.g. the aircraft registration.

18 8.2. Creating an FPL Click the Create FPL menu and fill in the form to create an FPL proposal message. Note! FPL and related messages are in new ICAO format as in ICAO Doc 4444 Use Fleet button to load previously stored aircraft data into your FPL form. You can edit stored aircraft data while filling the FPL proposal form.
19 Use Load button to open a dialog where you can navigate through all previously stored templates. Select the template to be used and click Load. The content will then be loaded into the FPL form. Enter all FPL form data as required; use the input assistance to facilitate the process.
20 You can enter the values for equipment filed 10 of FPL directly or click on the tool icon to use the input assistance. For this field a list to select values from will be displayed. Change Speed / Level indicator if appropriate Use drop down list to select a value (e.g. ADEP/ADES)
21 Check if there is any syntacs errors in your flight plan. A warning or error icon indicates problematic entry. Use Add item button to add value to field 18. from the drop down list.
22 Use FPL to route button to depict data given in the Route field on the map where you can further edit it if needed. The route from your FPL is added to the map. When and if you want to use Estonian VFR map layer then zooming in on the Estonian FIR a new layer button (WGS) appears. It s only a picture layer above the map, so you are able to use coordinates and name-code designators for significant points for flight planning.
23 Edit the route by manualy entering new enroute points or coordinates. Use reverse button to reverse the route and swap the departure and destination aerodromes.
24 Click on the map to add any point to your route. As you edit your FPL route click the button Route to FPL to insert the planned route to your FPL form. The FPL route data will be amended automatically including ADEP/ADES etc. Note! After the route is edited you can amend entire FPL data if applicable, e.g. item 18.
25 Use Additional Distribution AFTN addresses to add AFTN addresses where you wish your FPL will be additionally distributed: 8 character AFTN address When you have finished filling the FPL form click Submit to send the FPL proposal to ARO Tallinn. Note! Submitted FPL is only a FPL Proposal, you should wait for acceptance by ARO Tallinn before the FPL becomes active.
26 Route Assistance Route Assistance function (NM B2B) can be used to request recommended routes from the Eurocontrol Network Manger (NM). To do so: Enter a route to your FPL form (you may also enter DCT) to get proposals for alternative routes. Note! Route Assistance is only available for IFR or mixed IFR/VFR route. Use Route Assistance button in FPL form to open the Route Request form (when the route was previously entered in FPL form the route would be automatically transfered to the Route Request form).
27 Press Submit button to request routes from NM. If the IFPS validation failed (e.g. R present in field 10, but PBN/ absent in field 18) an error message is displayed. Modify the request and try again.
28 If the IFPS validation is succesful the system displays the proposed routes and a geografical view of the propsed routes. Select one of the proposed routes to display it on the map and double-click or click Transmit to transmit the route into the FPL proposal form: Dep/ Dest Freeze Point If you entered route information, you may specify a waypoint/navaid as freeze point by selecting it from the drop-down menu. The proposals will then only vary in between the frozen points. Example1: Dep. Aerodrome: EDDF / Dest. 29 Via/Avoid Airspaces/Points Avoid: Define airspaces and waypoints that are to be avoided within the proposed routes. Via: Define airspaces and waypoints that are to be part of the proposed routes. To add an entry to a list: 1. Click on the text ( Airspace or Point ) in the respective field and enter the airspace/waypoint to be added. 2. Click on the green plus icon of the list to create another entry. Proceed as described in 1. To delete an entry from a list: Click on the red cross next to the entry to be deleted from the list. RAD Validation Check the box if the CFMU is to ignore the Route Availability Document. Number of Routes Define the maximum number of route proposals to be generated.
30 8.3. Active flights The system displays all FPLs that you have sent to ARO Tallinn as proposals so that you can track changes to the related initial FPL. The display is automatically updated every 15 seconds. The submitted FPL proposal not yet processed by ARO Tallinn will be displayed in Active Flights as status in process. The state of submitted FPL is proposed. Note! check the legend The system displays all FPLs that have been sent to ARO Tallinn via the Pilot Portal as proposals so changes can be traced to the related initial FPL. The display is automatically updated every 15 seconds. Note! Your FPL is not active until you receive ACK from ARO Tallinn. Each entry can be expanded by clicking on the plus sign in the first column to show detailed information. The history that gives information on the operations that have been performed on a certain FPL proposal can also be displayed.
31 FPL proposals are in process and the FPL is proposed until ARO Tallinn accepts or rejects it. If a proposal has been rejected by ARO Tallinn - the FPL Proposal status is shown as rejected and the Flight status is cancelled. If a proposal has been accepted by ARO Tallinn - the message Proposal status is shown as accepted and the Flight status is planned. Each entry can be expanded by clicking on the plus sign in the first column to show detailed information. Additionally, a history can be displayed that gives information on the operations that have been performed on a certain FPL proposal.
32 Slot Gives the time slot (e.g. CTOT) for the flight Latest Update 'Type': Shows the message type of the proposal last sent for the flight. When a FPL or a FPL related message has been rejected by ARO Tallinn, the reason why can be seen in Active Flights by expanding the FPL history:
33 Operating on a FPL in the Active Flights list Modify FPL by submitting DLA/CHG/CNL proposal message to ARO Tallinn through active Delay, Change or Cancel buttons:
34 Revoke your FPL proposal or proposed modifications to your FPL using the revoke button: If you revoke a FPL proposal the message Proposal status is shown as revoked and the Flight status is cancelled. If you revoke a submitted modification message for the planned flight the message Proposal status is shown as revoked and the Flight status is still planned. Note! You cannot revoke any submitted message if it has already been accepted/rejected by ARO Tallinn (the message Proposal status is shown as accepted / rejected ).
35 8.4. Briefing The Pilot Portal enabels the creation of following briefing types: Aerodrome briefing Area briefing Enroute briefing Narrow Route briefing Only the fileds that are needed to fill out the chosen briefing definition type are displayed in the briefing creation form. You may also execute a briefing on a flight displayed in the Active Flights Overview or from the Create FPL dialogue. Creating PIB: Create PIB from main Briefing menu (Define all parameters you wish to include into the PIB):
36 Create PIB from the Create FPL dialogue (Most of the parameters you wish to include into the PIB are already defined): Create PIB from the Active Flights overview (Most of the parameters you wish to include into the PIB are already defined): Define the following parameters for the PIB: Validity period of the PIB; Flight Level (upper and lower); Message types you wish to be included in the PIB (e.g. NOTAM, SNOWTAM, METAR, SPECI, TAF); Flight Rules for the PIB; Scope (Aerodorme, Enroute, Nav warning) to include NOTAMs into the PIB; Purpose to restrict the types of NOTAMs that will be included in the PIB; Subject Code(s) of NOTAM(s) to include/exclude NOTAMs in the PIB;
37 Flight route(only available while creating Narrow Route Briefings); Coridor Width is defined by default as 20nm (it can be modifyed in the User Preferences ) Route parts of the flight route (the flight route will be added automatically when you create PIB from the Active Flights dialogue or from Create FPL dialogue) Aerodromes concerned; - Enter the ICAO indicator of an aerodrome or select from the list. Click + to add the aerodorme or delete to remove aerodrome. You can add any aerodrome available in Pilot Portal Static Data database. You can also determine the function of selected aerodromes (e.g. DEP for Aerodrome of departure): FIRs/UIRs concerned. - Enter the ICAO indicator of FIR/UIR and click + to add FIR into PIB or delete to remove FIR from the list:
38 To generate your defined briefing click Submit to generate the PIB:
39 In the PIB header you will see the type of the PIB, Service type, the identifier of the PIB and all defined parameters:
40 The Map View is available at the end of PIB. NOTAMs and data from the PIB will be displayed:
41 PIB templates can be stored or loaded for further use: To store a PIB template define PIB parameters and click Store in the PIB deffinition form. To load previously stored PIB templates click Load in the PIB deffinition form.
42 Recall PIB To recall a previously generated PIB use Recall PIB function from the main Briefing menu: To create an Update PIB insert the ID (format YYYYMMDD-series number) of FULL PIB you had previosly created and click Create Update PIB - only new information (NOTAMs, SNOWTAMs etc) will be added into updated PIB:
43 8.5. Visual Flight Planning The Visual Flight Planning function enables users to create a suitable FPL route while having it geographically visualised on the map. The created FPL route can be added to the FPL form. Working area of Visual Flight Planning: Add any point from the map by clicking on it add it to your route or by inserting coordinates or reporting points to the filed Enter points or coordinates (Lat/Lon). If applicable the reference points are visualised on the map.
44 Click a layer icon on the top of the map to display relevant data. Depending on the layers that are provided on the system server various layers are available. The Pilot Portal can show the following layers IFR-Hi, IFR-Lo, VFR and WGS (only for Estonian VFR chart):
45 Click Route to FPL and created FPL route will added to the FPL form: Enter remaining FPL data as required and submit FPL proposal to ARO Tallinn
