2 A COST-EFFICIENT SOLUTION A centralised service (CS) is a support service for an air navigation service (ANS) or air traffic management (ATM) function exercised at pan-european and central network level for harmonisation and cost-efficiency purpose, avoiding multiplication of investment. It leads to reduced infrastructure costs, thereby helping EU air navigation service providers (ANSPs) and Member States to come closer towards achieving EU cost-efficiency performance targets. A CS will also support the other key performance targets, such as capacity, safety and the environment. The beneficiaries of a CS are therefore the Member States, the airspace users, ANSPs, airport operators and the military. Network operation requires an accurate and continuously updated network operations plan, the aim being to reduce the gap between planning and execution. If planning allows the operational actors expectations to be better reflected, more effective measures are necessary, increasing the added value of network planning and coordination, increasing the efficient utilisation of network resources and improving network operational performance. Also, by making full use of new available technical capabilities, deviations are expected to be smaller, thus increasing predictability of network operations and the reliability of operational data. Even the smallest deviations need to be communicated uninterruptedly and to be integrated at network level, in order to allow continuous accurate network impact assessment and identification of opportunities for users. Benefits The development, implementation and use of a centralised advanced civil/military flexible use of airspace support service (AFUAS) will optimise the use of available airspace, both locally at FAB level and at network level. It will help increase capacity, flight efficiency and military mission effectiveness, thereby improving the performance of network operations. Costs To interconnect all stakeholders for the sharing of data would require a large number of interfaces between a diverse set of systems. CS4 offers centrally managed standard interfaces and functionalities, thus considerably limiting the cost. Network collaborative management is expected to improve the quality and timeliness of the network information shared by all ATM stakeholders, thus ensuring significant benefits in terms of ANS productivity gains and savings in delay costs. 2

4 AFUAS has the capacity to improve operational performance for military and civil users in the planning and execution phases of ATM. It will enhance mission effectiveness for military and flight efficiency for civil aviation through real-time sharing of information and improved management of available airspace. It will also improve impact assessment capabilities at local, sub-regional and network levels, and help regulatory bodies to better assess the FUA process. Brig. Gen. 5 INTRODUCTION CS4 is a centralised service designed to ensure continuous availability of airspace management (ASM) data to allow efficient collaborative decisionmaking between civil and military actors to optimise the use of airspace across the network. The Advanced Flexible Use of Airspace Service (AFUAS) will improve flight efficiency at pan-european level covering the airspace of all the EUROCONTROL Member States, while safeguarding military training requirements and military mission effectiveness through improved interoperability between all ASM actors with the provision of accurate (continuously updated, consistent, safe and secure) airspace management data up to the time of actual use of airspace. It is based on existing best practices in flexible use of airspace (FUA) including the latest innovations towards the advanced flexible use of airspace (AFUA) concept. CS4 will provide statistical data which will substantiate the performance benefits. CS 4 will facilitate dynamic and transparent collaboration based on common situational awareness, and as such is a technical enabler for the advanced flexible use of airspace. 5

6 SCOPE OF NETWORK MANAGEMENT The world of air transport is evolving. A steady growth in air traffic is expected in Europe, and military activities will require larger volumes of airspace owing to the introduction of new weapons systems with enhanced capabilities. One of the major challenges is to improve airspace management by implementing more dynamic and flexible airspace structures and a more efficient and transparent decision-making process conducted in a collaborative manner between all civil and military actors. Current processes and fragmented data exchange between the various operational ATM actors limit collaborative planning and operations throughout the network. Improved interoperability is key if essential airspace management data are to be shared and consolidated in real time and in a secure manner in order to ensure common situational awareness up to network level. The existing gaps between the planning and execution phases will be bridged with improved data sharing and consolidation at network level. A problem for network operations and airspace management is the fact that the various ATM actors and their systems have different levels of capability. Network management needs to facilitate all combinations of capabilities and optimise stakeholder performance. SCOPE OF CS4 AFUAS is one of 18 centralised services (CS) proposed by EUROCONTROL to help the Member States and their ANSPs meet performance targets and to offer new capabilities to all ATM actors. CS4 is developed in order to enhance airspace management processes by providing a mutual understanding of civil and military requirements, by improving mutual cooperation and by enabling a more transparent and efficient collaborative decision-making process at and between national, sub-regional and regional levels. The aim is to provide services supporting AFUA, in order to help meet the stakeholders and the Network Manager s operational requirements. To ensure maximum compatibility with operational requirements, a CS4 demonstrator will be developed in order to verify and validate the identified services before they are put into operational use. The goal is to have CS4 available for operation as from mid A seamless transition from current operational processes will be ensured. CS4 will provide real-time exchange of airspace management data between CS4 users, allowing collaborative decision-making and enhanced situational awareness throughout the airspace management process. CS4 encompasses all phases of airspace management reaching from long-term event planning to airspace management at the pre-tactical and tactical levels including real-time information of airspace activation/deactivation. The capability to connect a national ASM system to neighbouring ASM systems allows seamless coordination between various States and facilitates efficient cross-border operations. CS4 will offer the possibility via its system to interconnect national/sub-regional ASM systems, as well as NM systems, thus enabling NM to improve impact assessment at network level and to develop new coordination and mitigation procedures. 6 Business opportunity Centralised services are expected to contribute significantly to the Single European Sky Performance Targets and support the implementation of SESAR developments. They encourage air navigation service providers and the ATM manufacturing industry to work together to develop innovative solutions and provide services beyond national boundaries, covering the airspace of the EUROCONTROL Member States and positioning themselves on the world scene.

For those stakeholders who do not have a national/regional ASM support system able to connect to CS4, EUROCONTROL will offer a LARA terminal for each EUROCONTROL Member State requesting this service. In all cases, CS4 will provide standardised interfaces to make best use of the CS4 capabilities. CS4 will contribute to harmonisation of the application of the flexible use of airspace concept in Europe and will be the baseline for the implementation of AFUA. Standardisation of the interfaces with the CS services, initially at European level, will support this process. AFUAS will be run under a contract let by EUROCONTROL in its capacity as Network Manager. The service will be provided to all EUROCONTROL s Member States, ANSPs, AMCs and the military. 7

8 CREATING AND IMPLEMENTING ASM/AFUA SERVICES AFUA is being moulded to meet performance targets on the basis of best practices, local improvements and FAB ongoing initiatives, taking into account the network operational concept and SESAR research and development results (WP VP16 and VP17). The AFUA concept consolidates mature innovations and is the basis for improved processes and procedures facilitated by capable systems. Most improvements will enhance performance enhancement if adequate operational and technical enablers are available. The AFUAS (CS4) is being developed for the implementation of AFUA at pan-european level. For the purpose of continuous coordination and production of an optimised European AUP/UUP (Airspace Use Plan and its updates) by the Network Manager, AFUAS will make shareable airspace planning data available to ASM actors, enabling them to take informed decisions. The service will also, as appropriate, ensure the availability of ad-hoc airspace structures and real-time airspace status data during the pre-tactical and tactical phases, allowing the collection, integration and distribution of relevant information in real time. CS4 will also archive all ASM data received, allowing performance assessments by regulatory bodies or other authorised entities. Improvements in the overall performance of airspace use are a continuous target. CS4 is collecting, consolidating and distributing ASM data, with EUROCONTROL providing the full benefit of the CS4 capabilities, to data providers and data users. 8

9 DESCRIPTION OF THE AFUA SERVICES Sharing of airspace structure definitions This service allows authorised users to access relevant airspace structure data. For this purpose, CS4 will rely on an up-to-date operational data on airspace structures in Europe, which will be hosted by the European Aeronautical Information Management Service (EAIMS). Until this is available, EUROCONTROL will provide the airspace structure definitions for the whole ECAC area. The relevant data will be tailored and packaged by CS4 to meet the CS4 clients needs. The AIRAC cycle and daily updates to clients data packages will be provided as and when required. The goal is to allow the sharing of airspace structure definitions from a single common source, ensuring continuous data alignment and interoperability between different ATM systems. Sharing of the Airspace Use Plan (AUP) and Updated Use Plans (UUPs) National Airspace Management Cells (AMCs) will continue to produce the AUP/UUPs and transmit them via a B2B service to CS4 for the sharing, validation, promotion and promulgation of national plans. A new AUP/UUP template will be used to meet free route airspace requirements. CS4 will collect the AUP and UUPs for coordination between States during the process of preparation of these plans for issuing, and this will enable the NM to consolidate and publish the European AUP and UUPs. The goals are to allow the sharing of national ASM plans in order to coordinate and streamline airspace use up to network level, and to facilitate flight planning for aircraft operators. Sharing of long-term planning and event information States will be requested to share long-term planning and event information which could affect network operations and thus have a potential major impact on the demand and capacity balancing process performed at strategic level. CS4 will collect all necessary data and make them available to the dedicated Network Manager (NM) tools. The NM will publish this data on the Network Operations Portal (NOP). The goal is to allow the sharing of long-term planning and event information in order to ensure de-confliction of major events and assess the possible impact of these events on network operations. Help Desk Airspace Use Plan (AUP) EUROCONTROL will organise a central Help Desk to support all centralised services and help stakeholders. 9

10 Continuous sharing of updated airspace reservation and other demand information This service will allow automated continuous updating and sharing of airspace reservations throughout their entire lifetime. The service will allow all ASM actors to follow and act upon the airspace allocation process from the moment reservation requests are introduced. CS4 will enable local ASM support systems to retrieve the latest reservation data at any time. It will enhance the coordination of cross-border operations (CBOs) and the joint planning of cross-border areas (CBAs) by allowing the exchange of updated planning data. CS4 will allow better anticipation of potential imbalances between demand and capacity and the planning of appropriate measures to mitigate these. The service will facilitate ASM collaborative decision-making (CDM) between local and/or sub-regional airspace managers and the NM. Additionally, this will enable the efficient use of cross-border areas. The goal is to allow the sharing of updated airspace reservation and other demand information among authorised users, with the aim of enhancing the coordination of cross-border operations, including the use of cross-border areas, and optimising the network operations on the basis of up-to-date information. Exchange of collaborative decision-making messages The AFUAS will have functionalities supporting the ASM CDM process, thus ensuring transparent airspace allocation consolidated by local/national airspace managers, including coordination of cross-border operations and cross-border areas, and coordination between local/national airspace managers and the NM. Standard coordination messages will be transmitted automatically via CS4 to the CDM partners. The goal is to allow the negotiating of, and agreement on airspace allocations, and thus optimise mission effectiveness and flight efficiency, taking into account the requirements of all parties involved. Sharing of real-time airspace status AFUAS will provide users with all information regarding the current status of all airspace, thereby allowing common situational awareness at all times. Local ASM support systems will provide all information on real-time activation and deactivation of airspace reservations via CS4. The operational coordination between ATC partners should be performed directly between their systems involved, taking into account the appropriate safety level. The goal is to allow the sharing of real-time airspace status in order to ensure real-time situational awareness of the airspace structures for information and coordination purposes. 11 Accessing historical ASM data All ASM data exchanged via CS4 will be collected and can be retrieved for the purpose of statistics and performance measurement at network level. The goal is to complement the ASM data used in the calculation of key performance indicators. Monitoring CS4 will use a mechanism to monitor the availability of CS4 clients and act accordingly. The mechanism will also allow monitoring of the performance of the AFUAS itself. The goal is to ensure the required performance of CS4. LINKING CS4 TO OTHER CENTRALISED SERVICES CS4 services will be linked to other centralised services in order to allow the services on offer to be used, or to provide automated data exchange, where needed. CS4 will be supported by an appropriate infrastructure provided by CS8 (PENS). The solution will be based on web services and will rely on the SWIM interoperability standards to interconnect the service with its customers. CS4 will benefit from CS6-6 and CS6-7, as both of these services will cover the security aspect of the centralised services. The objective of CS5 is to develop and deploy an end-toend European Aeronautical Information Management Service (EAIMS) which will act as the unique reference source of information for all ATM actors. As such, CS4 will be interfaced with CS5 to allow the most up-to-date information to be exchanged. As CS2 (the 4D Trajectory Calculation for Planning Purposes Service) will provide centralised 4D trajectory calculation for all ATM planning activities, with increased accuracy, CS4 will be the unique ASM data source. CS4 timeline EUROCONTROL was entrusted by its Member States to develop a demonstrator for CS4 AFUAS in Following a Call for Interest (CFI) in March 2014, the Calls for Tenders were launched in October 2014 to those organisations that were accepted as a result of the CFI. EUROCONTROL expects to select the consortium to develop the demonstrator in autumn 2015 with the objective to have the demonstrator in mid The operation will start after the Member States approval based on a successful demonstration of AFUAS. EUROCONTROL is coordinating and promoting the AFUAS concept and standards in international civil fora such as ICAO and NATO. 11

12 Governance The purpose is to ensure participation of the CS4 users in the governance process. In the tradition of the EUROCONTROL organisation, transparency is key. The established advisory groups and/or a dedicated user group and steering group will be listened to in order to ensure that the voice of the CS4 customer is heard. INTERFACING AND HMI TO ACCESS AFUAS CS4 will offer a larger range of data exchange based on improved and new services, replacing, as result, CIAM at the AMCs. EUROCONTROL will provide AMCs, upon request, with a local and sub-regional ASM support system (LARA), since there is no CS4-compatible airspace management system. The CS4 services will be accessible for all AMCs via the functionalities of LARA. For those stakeholders who prefer to connect their national ASM tool to CS4 in order to access the service, the CS4 standardised interface will make that possible. The capability to connect national ASM systems to neighbouring ASM systems via CS4 will allow seamless coordination between the various States and will facilitate efficient cross-border operations. The Network Manager, as one of the key users of data provided by CS4, will interface using the same standards. CS4 will allow the NM systems to interface with ASM stakeholders systems. The various CS4 users will have specific responsibilities and may be required to focus on different aspects of the information contained within CS4. In order to cope with this requirement, the AFUAS will provide the user with a wide range of filtering and configuration options to ease their task. 13 LARA airspace planning display LOCAL AND SUB-REGIONAL ASM SUPPORT SYSTEM (LARA) LARA is a EUROCONTROL software package provided to stakeholders to support and enhance the national or FAB airspace management process. It provides real-time exchange of airspace management data between the actors involved, allowing collaborative decision-making and enhanced situational awareness throughout the airspace management process at local or FAB level. On the basis of retrieved central airspace structure data, LARA provides a user friendly interface for the exchange of AUP/UUP, airspace reservation, CDM and real airspace status data. It supports data encryption and has proven robustness against external IT threats. In order to allow the assessment and optimisation of the airspace allocation for a given period, LARA provides airspace managers with a number of tools. The LARA support system is highly configurable in order to meet national requirements for an airspace management system across Europe. LARA is delivered with a set of tools to allow efficient management of all essential system parameters. EUROCONTROL is providing initial training, service and maintenance for LARA to EUROCONTROL Member States. A full set of documentation is available for further assessment of LARA and its capabilities. LARA is one way of connecting CS4 AFUAS in the future. 13

14 FROM CIVIL-MILITARY COORDINATION TO COOPERATION FOR ENHANCED PERFORMANCE Since the development of the FUA concept by EUROCONTROL in 1986, the Member States decision to implement it in 1996 and the respective EC Implementing rule (Commission Regulation No. 2150/2005), it has been a common civil and military goal to enhance the use of airspace while respecting as far as possible the needs of all airspace users. The advanced flexible use of airspace (AFUA) builds on the positive experience made so far with FUA, and the research and development activities in SESAR linked to WP Participation of the military authorities in FUA, and even more so in AFUA, is essential if SES performance targets are to be met. Optimisation of airspace use is definitely possible, with military training requirements and military mission effectiveness being maintained. BUILT ON RESEARCH AND DEVELOPMENT (SESAR) As a founding partner of SESAR, EUROCONTROL is participating actively in R&D activities in Europe. Concept developments and validation exercises mould and develop the knowledge of requirements. In line with the work on SESAR and the SES, the CS in general and CS4 in particular provide a new baseline which will allow further evolution towards implementation of the trajectory environment, where the business and mission trajectories are planned, de-conflicted, integrated and managed by means of trajectory management processes. CS4 supports the Network Strategy Plan and connects on a pan-european central level to the deployment of the Pilot Common Project Implementation Regulation (PCP IR) No 716/2014 on local/regional level. CS4 is compliant with the SES regulations and in line with the SESAR ATM Master Plan directions and objectives. It is a pan-european central civil-military service connecting to the PCP AFUA on local/regional level. CS4 allows much more flexible allocation of temporary reserved airspace (TRA) and will meet the needs of the future military airspace requirements in any airspace configuration (e.g. free route airspace). As one of the enablers, CS4 will meet the requirements (such as security and confidentiality of data) of both civil and military users. Workshop and consultation meetings organised by EURO- CONTROL to take into account the input and requirements of military users as well as the civil users and ANSPs, were used in the specification of CS4.
