PREPARATION INFORMATION Intrductin The 2018 Lewis & Clark/Thunderbird Camprall fcuses n classic Campree events and activities which emphasize basic scut skills, teamwrk, and the patrl methd. Units shuld prepare fr the Camprall by practicing Scuting fundamentals knts and lashings, first aid, prper camping techniques, and skills that a Scut learns n the Trail t First Class. There are a series f events planned t test yur patrl s scut skills and teamwrk. Sme activities will be scred, and sme will be just fr fun. Theme This year s theme, The Oregn Trail Game-Live, is fcused n the skills scuts will need t mve their patrl alng the Oregn Trail frm St. Luis t Oregn City. We encurage all participants t adpt this theme and d sme research n hw yu can incrprate the theme int yur activities. The cmpetitins are a mixture f activities pineers wuld face t successfully get their wagn train t Oregn City. We hpe that everyne enjys themselves and has a great time at Camprall this year. Siblings f Scuts, and ther Scutaged yuth wh are nt members may nt attend this event. If a Scut/Venturer-aged yuth accmpanies a unit, they will be asked t fill ut a yuth applicatin upn check in. There are n restrictins n visiting adults, s lng as trps fllw all yuth prtectin plicies regarding adult supervisin, and they check-in and register with Camprall Headquarters. Page 3 f 21

4 Registratin and Csts Registratin infrmatin is available n the cuncil website at and the Cuncil Service Center. All registratin and payments will be handled nline thrugh Tentar. The registratin fee cvers the cst f patches, fd fr leader cracker barrel, awards, insurance, facility fees, and prgram materials. The individual registratin fees are as fllws: Registered by midnight April 20, 2018 $15 per yuth By Scut, Varsity Scut, Venturer, Explrer $15 per adult Registered April 21, 2018 thrugh midnight May 4, 1018 $18 per yuth By Scut, Varsity Scut, Venturer, Explrers $18 per adult Unit can register n-site fr an additinal fee $20 per yuth By Scut, Varsity Scut, Venturer, Explrers $20 per adult Registratin Changes & Event Cancellatin Plicy If the event must be cancelled, an ntificatin will g ut t all nline reservatins, as well as the District general distributin list n later than nn n Friday. If the event is cancelled, it will be rescheduled. Refunds will nly be given fr peple wh cannt make the re-scheduled date. 5 NOTE: Any units wh need t leave n Saturday night shuld advise Camprall staff at check-in and have their campsite ready fr inspectin immediately fllwing dinner. Unscheduled Arrivals and Departures Anyne arriving at r departing frm Camprall, at any time during the weekend, must sign in and ut at Camprall HQ. We need t be aware f any changes in attendance fr all adults and yuth in the event f an emergency. Visitrs Many parents like t cme and watch the call-ut ceremny perfrmed Saturday night. That is perfectly fine just remember t check in and ut f with Camprall HQ. Parking Parking will be allwed in designated areas nly. This is a mdified tailgate camput; please pack accrdingly. N RV s (mtrhmes, trailers, r campers) are allwed. Please carpl t cnserve parking. CAMPING DETAILS The Camprall will fllw the seven principles f the Leave N Trace cde. These principles are: Plan Ahead and Prepare Travel and Camp n Durable Surfaces Dispse f Waste Prperly Leave What Yu Find Minimize Campfire Impacts Respect Wildlife Be Cnsiderate f Other Visitrs Apply these principles as yu enjy the Camprall pack ut what yu carry in, stay n trails, use nly established fire pits, and respect thers arund yu and in camp. Campsites Campsites will be pre-assigned by the staff based n pre-registratin numbers. Campsites will cnsist f 50 ft x 50 ft slts fr every 15 peple (yuth and adults) peple 1 slt peple 2 slts peple 3 slts peple 4 slts Maps f the campsites will be handed ut upn check-in. 6 Tents Remember lw impact camping techniques. Tent ditching r trenching is nt allwed. Fires Individual unit campfires will nt be allwed at McIver Park. There will be tw all unit campfires n Saturday night; the all unit campfire and the OA Call-Out ceremny campfire. Open flames f any kind are nt allwed in any tent. Electric battery lanterns and flashlights are recmmended. Cking Scuts (and Venturers) d their wn patrl cking in their campsite. It is up t the individual units t bring their wn cking and cleaning equipment. It is strngly suggested that Camprall schedule time cnstraints shuld be kept in mind when planning meals. Time fr cking and cleaning must be at a minimum fr patrls t participate in all the activities. Cnsider having a quick, n-ck lunch n Saturday. Liquid fuel and prpane stves may be used in accrdance with BSA plicy with prpane being the preferred fuel. Scutmasters and Advisrs are t fllw BSA liquid fuel strage and stve lighting plicies. Charcal briquettes will nt be allwed at McIver park. Water Drinking water will be available at several lcatins thrughut the camp and games area. Cntainers will be needed t carry water t the campsites. The map received n arrival has water pints nted. N dish washing, bathing r hand washing will be allwed at the faucets. Please d nt waste water. Each Scut shuld cme t Camprall with a canteen and carry it t the Saturday games. Gray Water Gray water shuld be dispsed f apprpriately at the designated gray water dispsal statin. Please remember that nly bidegradable sap is permitted. Sanitatin and Bathrms Scuts will be expected t use the kybs as much as pssible. The park bathrms will be available. All units share in the respnsibility f keeping the facilities clean and in wrking rder. It is a gd idea t bring a few spare rlls f tilet paper with yur unit and have campers take ne with them t the tilets, just in case. Nte that there will nt be any shwer r dish-washing facilities available at the Camprall site. Page 6 f 21

7 Trash Pack it in pack it ut! Please bring sealable garbage bags fr dispsal f yur trash and garbage. All units must remve their wn trash n Sunday. Please be cnsiderate f ur scut prperty and leave yur area cleaner than when yu arrived. Knives & Axes Sheath knives are nt prhibited by the BSA, hwever, the Camprall cmmittee has set in its camp rules that sheath knives and knives with blades lnger than 3 ½ inches are nt allwed at the Camprall. If any are fund, they will be held fr the remainder f the Camprall by a member f the Camprall Staff. Axes may be used nly if an ax yard is set up and marked ff prperly by the unit. Flags Unit Flags are t remain as part f yur campsite entrance, except during mrning and evening flag ceremnies when yu are t bring yur unit flag with yu. Patrls are t bring a patrl flag and cheer aligned with the name f yur wagn train party. Each patrl will bring their wagn train flag and give their cheer at each f the Saturday mrning events. Respecting Other Units Sites Everyne shuld respect ther units campsites. Please d nt crss thrugh anther unit s site, instead g arund. Shw thers the level f curtesy yu wuld like shwn t yu. Quiet Hurs All activities will be subject t quiet hurs and lights ut frm 11:00pm till 7:00am each day. Leaders in each unit are respnsible fr enfrcing these hurs. A Scut is Curteus. After taps, every Scut is expected t be in his/her tent and quiet at that time. If yu must mve abut in yur wn area after taps, d it quietly s that thers are nt disturbed. Raming abut the campgrunds r ther campsites will nt be tlerated GENERAL INFORMATION Mandatry Leader Meeting Friday Night After check-in, each unit will be expected t set up their campsite. At 9:00 PM there will be a mandatry leader meeting fr Scutmasters/Advisrs and Senir Patrl Leaders/Presidents at Camprall HQ. Cracker barrel will be prvided fr the leaders at the meeting. Staff will answer any and all questins and reslve issues. If additinal staffing assistance is required, units may be asked t vlunteer. The Order f the Arrw will als be discussing the call-ut ceremny prcess and ffer an pprtunity fr current OA members t pay their dues. Page 7 f 21

8 Nte: All yuth and adult leaders are asked t bring their wn cup, plate, spn, etc. t the Cracker Barrel. Our gal is t limit all unnecessary use f paper prducts. Cracker Barrel Friday night cracker barrel is in cnjunctin with the leader meetings and is limited t Scutmasters/Advisrs and Senir Patrl Leaders/Presidents. Saturday night cracker barrel is in cnjunctin with the OA callut and is pen t all Order f the Arrw members, as well as all Scutmasters/Advisrs and Senir Patrl Leaders/Presidents. Camprall Staff The Thunderbird District Camprall is staffed by district vlunteers primarily frm the district Order f the Arrw (OA) chapter. Mst f the staff is yuth with Camprall leadership representing a learning pprtunity fr them. Please be cnsiderate and cperate when it is necessary fr a staff member t take actin r make a decisin. Our gal is t make Camprall as much fun as pssible fr all participants. If there are any yuth r adults wh wuld like t assist with the planning and staffing fr either this r future District Campralls, please cntact us, as fresh ideas are always welcme fr these events. Call r anyne n the District Cmmittee t share yur ideas, time, r talent. Camprall Patches Each participant will receive a Camprall patch. Patches will be given t units nce their campsite has been inspected n Sunday. Camprall Evaluatins Each unit is asked t turn in a cmpleted yuth evaluatin and a cmpleted adult evaluatin frm upn check-ut n Sunday. These evaluatins are essential fr us t imprve the event year after year. If yu feel sme majr changes need t be made t Camprall r if yu want t praise a specific staff member, please include it in yur evaluatin. Camprall HQ Staff dining, Staff city, and Headquarters (HQ) will be lcated in the Maple shelter. Headquarters will be staffed arund the clck. If yu need t find a staff member, g t the Camprall HQ fr assistance. Lst and Fund Items fund are t be turned in at Camprall HQ. Lst items may be claimed at the Camprall HQ. Items nt claimed by the cnclusin f Camprall n Sunday will be sent t the Prtland Scut Office. (Hint: Label yur belngings!) Unifrm and Dress Cde All yuth and adults must be in field (Class A) unifrm upn arrival, at the Interfaith Service, at Flag Ceremnies, and during the Campfire Prgram. Unifrm inspectins will be cnducted at Saturday mrning flag. Page 8 f 21

9 During the day n Saturday, yuth and adults may dress in either field (Class A) unifrm r activity (Class B) unifrms. Patrls shuld dress cnsistently. Theme attire is highly encuraged during Saturday activities and events. Order f the Arrw The Order f the Arrw will be hlding a Call-Out ceremny n Saturday evening fllwing the general campfire. This is a public recgnitin ceremny t annunce thse wh have been selected as candidates fr the Order f the Arrw by their fellw peers. Special Accmmdatins Arrangement fr individuals with special needs must be made with the Camprall Chairman prir t Camprall. N arrangements will be made at the event. 10 HEALTH & SAFETY Emergency Infrmatin In the event f any emergency that endangers the camp, we will blw 3 blasts n an air hrn. Upn hearing this warning sund, drp everything immediately and gather yur unit at the Flag Ple area. Take head cunt t cnfirm all are present. Just as with any emergency, please maintain a walking speed and keep a cl head. First Aid & Medical Facilities Reprt any acute medical cnditins t the medical staff upn arrival. Thse persns with diabetes r allergies t bee stings must prvide their wn emergency kits. Anyne with allergies shuld be prepared with the prper medicatin. Minr first aid needs are the respnsibility f the unit. All accidents must be reprted t senir staff r the camp medic regardless f severity. Arrangements have been made fr emergency evacuatins, if needed. Our medic will als want t knw if there are any dctrs in yur grup. Medical Frms & Medicatins Units must bring cpies f BSA medical frm Part A & B fr every yuth and adult attending Camprall. Leaders need t prvide the medical frms fr inspectin at check-in. Once reviewed the medical frms will be returned t the unit in case f emergency. Medicatins MUST be kept in a secure lcked bx r in a unit leader s car. If yur unit des nt have a lck bx r des nt wish t stre the medicatins in their car, please give them t the camp medic t administer. This is t ensure the right peple are the nly nes using the medicatins brught t Camprall. Medicatins will be returned at the end f camp. Als any medicatins requiring refrigeratin (i.e. Insulin) are the respnsibility f the individual units. Weather Remember the Scut Mtt: Be Prepared. Bth yuth and adults shuld pack and prepare t cme and participate at Camprall, rain r shine. We are Oregnians; a little rain never hurt us. The weather at this time f year can be very unpredictable with temperatures ranging frm warm t very cld ver the curse f the weekend. Bring tents, pnchs, pack cvers, dining flies, grund clths, and necessary clthing t be cmfrtable at bth extremes. The Camprall will nt be cancelled because f rain r even snw (hwever unlikely), since all units are expected t have inclement weather training. Page 10 f 21

11 Safety Safety f all Scuts, Scuters, and parents is the first bjective f this Camprall. All Scuters and Junir Leaders are expected t stp and refrain frm unsafe activities and hrseplay. Vilence will result in being asked t leave the event. The fllwing rules are t be strictly bserved: Scut Leaders are expected t prvide all supervisin f the scuts in their unit. The Buddy System is required at all times. While the games are in prgress, n Scuts will be allwed in the campsite areas unless fr medical reasn. Scuts fund in the campsites withut prper adult supervisin will be asked t be clsely supervised by the leader(s) fr their remaining time at Camprall. N liquid fuel lanterns will be allwed utside the campsite. Scuts shuld carry a flashlight rather than a Cleman (r similar) lantern. N flames inside tents. Campfires will nt be allwed at individual unit sites. If yu are unsure f specific plicies and guidelines fr safety in Scuting, please refer t the Guide t Safe Scuting and the Sweet Sixteen f BSA Safety. Alchl, Drugs, and Prfanity The Camprall Cmmittee fully supprts the plicy f the By Scuts f America cncerning the use f Alchlic Beverages, Drugs, r ther Mind Altering Substances. It is, therefre, the plicy f the Camprall Cmmittee that there shall be n Alchlic Beverages (except thse used fr religius sacrament), Drugs r ther Cntrlled Substances (including smking) present at r cnsumed during the Camprall. Nn-cmpliance with this Plicy will result in the individuals and their Unit being asked t leave the Camprall. Likewise, prfane language r gestures by yuth r adults will nt be tlerated. Firearms Fr safety reasns, firearms, pellet guns, BB guns, bw and arrws r slingshts f any kind are nt allwed at the Camprall unless part f a spnsred event. Firewrks Abslutely n firewrks are permitted. Page 11 f 21

Verify Health and medical recrds fr each Yuth & Adult - BSA Activity Cnsent Frms are Part A f the Annual Health and Medical recrd and shuld be available. Part B medical frms must be n-site and available fr inspectin at check-in. All Health and Medical Recrds will be kept by unit leaders. If medically necessary, the Camprall medical staff may request frms frm the unit leader. Time Scuting units may arrive between 5:00 PM and 9:00 PM n Friday. Parking Cars will need t remain in designated lts. Drp-ff - Unit vehicles will have sme access t drive near their campsite t unlad. Check-in & campsite assignment - Unit representative shuld cme t HQ with rster and med frms fr assignment. Time Check-ut will begin after Sunday mrning awards apprximately 10:00AM. Evaluatin Frms Cmplete bth yuth and adult frms t ensure Camprall can be imprved upn year after year. Final Campsite Inspectin Send yur Scutmaster/Advisr and Senir Patrl Leader/President t Camprall HQ with cmpleted Camprall evaluatin frms t request campsite inspectin. The Camprall staff and planning cmmittee have been thinking f new ideas and cnsidering what has wrked well in the past and what has nt. This guide is ging t prvide a brief descriptin f each activity and hw we believe the scring will be. The Camprall staff and cmmittee reserve the right t change the scring r hw the activity will run. THE OREGON TRAIL GAME LIVE CAMPORALL 2018 The pineers faced daily challenges n their trek frm St Luis t Oregn City. Wagn trains faced dangers and physical challenges attempting t find a better life in the West. Camprall patrls next adventure is t use their scut skills t get their entire wagn train party t the West. Each wagn train team will be faced with challenges f their skills and teamwrk. The mst successful teams will be recgnized with tp hnrs at the end f the event. ALL PARTICIPANT SERVICE PROJECT T ffset the f the venue csts, all Camprall participants (Yuth and Adults) will be expected t participate in 1 hur f service wrk fr McIver Park. The prject will take place frm 4pm 5pm n Saturday afternn. The prject will cnsist f a frecast sweep f the area adjacent t Vrtex field. All - Remve hlly, sctch brm and blackberries. Debris frm invasive species remval can be drpped where cut. Older yuth and adults Break dwn rtten picnic tables, Radi Cntrl Airplane shelter and remve wire fencing and weed barrier fabric. RC materials will need t be stacked. NOTE: Every participant (Yuth and Adult) must bring a pair r glves and clippers. There will be n equipment prvided by the park. Each Scut and Venturer must be in cmplete field unifrm (Class A) fr the inspectin. After the unifrm inspectin is cmplete, patrls can chse t change t ther apprpriate scut attire. Oregn Trail Water Purificatin Wagn trains faced daily challenge t find safe drinking water. In this challenge the wagn train party will need t make a fire and use the fire t purify a small amunt f water. Patrls will be judged n hw quickly they can make the water safe. River Crssing Rivers were a serius bstacle fr the wagn trains. In this challenge, patrls will be using lashings t make an A-frame and then teamwrk t successfully mve ne f their patrl members acrss the river. Patrls will be judged n hw quickly they can get acrss the river. Plant Identificatin Page 16 f 21

In this challenge, patrls will be asked t identify specific plants. Patrls will be judged n the number f plants crrectly identified and time will be used as a tie breaker. Knts Wagn trains used a lt f knts t keep their lads and their animals in place. In this challenge, all patrls members will be asked t tie 3 different knts. Patrls will be judged n the number f crrectly tied knts and time t cmplete will be used as a tie breaker. Maps The lengthy jurney frm St. Luis t Oregn City meant the wagn train leaders needed t have a map and understand hw t use. Withut gd map skills, the wagn train was at risk t get themselves stranded. In this challenge patrls will use map and cmpass skills t navigate their jurney. They may als want t practice skills t navigate using the envirnment. Patrls will be judged based n their accuracy and time will be used as a tie breaker. First Aid Keeping yur wagn train party healthy was critical t the success f the wagn train.
