4 By Scuts f America Natinal Capital Area Cuncil The Adult Leader s Rle At Camp All adult Leaders shuld expect t assist the camp staff in prviding a safe, fun experience fr the Scuts. Leaders are: Respnsible fr maintaining unit safety and discipline at all times. This includes safe travel t and frm camp. Respnsible fr crdinating all unit and individual activities t ensure maximum benefit t participants. T be aware f each yuth s persnal gals and bjectives in rder t prmte Scuting s advancement prgram. Fr the By Scut Merit Badge prgram, please refer t the Merit Badge Schedule and Prerequisites List (which is available n the website). T participate in camp activities n a daily basis. This shuld include prgram area visits, punctual attendance at rundtables and designated meetings and cnferences, and cllectin f prgress reprts n each yuth s activities. T be prepared t help and assist thers, specifically ther camping units and staff persnnel, as needed. Assistance shuld be given in a spirit f mutual cperatin and supprt but nt at the expense f ne s wn unit. T mnitr and evaluate unit and individual prgress in camp and t prvide cunseling, guidance, and encuragement. T review the daily schedule f unit activities with fellw Leaders befre departure fr camp. This prcess shuld include review by experienced Leaders wh may nt be participating in the current trip but have been t Gshen Scut Reservatin befre. There are many experienced Scuters (like yur Unit Cmmissiner) in yur district willing t assist yu. T be sure that each adult Leader and the Senir Patrl Leader cmplete and turn in camp evaluatins. These frms are the primary means f evaluating the prgram and staff at each camp and they are used each week by the camp and prgram directrs t determine if there is a prblem needing immediate attentin. In additin, they are studied in great detail by members f the Camping Cmmittee f the Natinal Capital Area Cuncil t recmmend imprvements fr the next year. General Discipline Discipline and cnduct f all yuth and Leaders is the respnsibility f the unit Leaders in camp. The camp administratin is ready and willing t assist at any time with prblems that might arise. Unit cmmittees shuld be sure that the camp Leaders are trained and they understand their respnsibilities while in summer camp. Reasns fr Dismissal frm Camp Criminal Offenses When a criminal act has been cmmitted, the fllwing prcedures apply: 4

5 By Scuts f America Natinal Capital Area Cuncil Categry I Offenses When a camper r staff member cmmits any infractin that includes the fllwing categries f criminal ffenses, he r she will be disqualified frm membership in the By Scuts f America and immediately remved frm camp, regardless f any ther factrs: A. Crimes invlving sexual deviancy, sexual abuse, sdmy, sexual assault, rape, sexual miscnduct, prngraphy, sliciting prstitutin, r any ther sex-related crime. B. Any criminal ffense invlving a child r a dependent adult. C. Manufacture, distributin, r pssessin with intent t deliver drugs r illegal substances. D. Crimes f vilence against anyne, including aggravated r felny assault, aggravated r felny battery, manslaughter, hmicide, and any ffense in which a weapn was used. Immediate Prcedures t be fllwed as quickly as pssible. 1. The immediate health and safety f bth parties must be secured. Please ensure that the parties are separated t stp any further actins. 2. Receive the victims reprt withut bias and write ntes fr the recrd. Time, date, place, exact actins, witnesses, any weapn descriptin, ther pertinent descriptins aiding in the situatin. 3. Call the parents/guardians f bth the victim and alleged perpetratr and advise them f the current situatin and ur required steps as a yuth camp. Advise them t cme t camp and agree upn an arrival time. Recrd the date, time, and utcme f the call. 4. Call lcal law enfrcement and ntify the cuncil Leadership fr ntificatin and membership revcatin. Since the BSA is nly a lcatin, the victim r the victim's parent r guardian must make the reprt with law enfrcement in the jurisdictin f ccurrence. If they decided t nt pursue the reprt, that is always their ptin t drp it at a later date. Law enfrcement will be called and a case pened. Law enfrcement has the ptin t remve a party int their custdy and that must nt be stpped if they deem it necessary fr everyne's health and safety. 5. The victim will prvide their statement with r withut the parent r guardian. It will be written and signed by the victim and/r parent. It can be later reviewed by the parent fr any additins and review. 6. The alleged perpetratr will prvide their statement with r withut the parent r guardian. It will be written and signed by the alleged perpetratr and/r parent. It can be later reviewed by the parent fr any additins and review. 7. The alleged perpetratr will be remved frm camp, but n determinatin f future return is t be granted. Future return t a BSA camp is dependent f the legal utcme f the reprt. Recrd the date and time f departure. 8. All ther witness statements are t be written, signed and cllected. Please include ther yuth, adults, and camp staff. It is imperative that these be cllected as sn as pssible t be as clse t the actual time f incident. 9. Frward all reprts received in #2, #3, #4 Case Number, #5, #6, #7, and #8. Categry 2 Offenses When a camper r staff member cmmits any infractin that includes the fllwing categries, he r she will enter int a prtected phase f camp invlvement: A. Assault nt classified as an aggravated assault B. Bullying C. Theft frm any persn, the camp D. Vandalism, destructin f prperty, arsn E. Excessive verbal abuse, nt related t a dcumented medical cnditin 5

6 By Scuts f America Natinal Capital Area Cuncil Early Departures/Late Arrivals Anyne yuth r adult leaving camp must check ut at the camp ffice and check in again upn return. Yuth are nt permitted t leave withut direct adult r staff supervisin. The camp sign in/ut bk must be signed. A yuth is nt t leave fr hme withut his Leader first clearing it with the Camp Directr and the yuth s parents. Anyne arriving after the pening day f camp shuld prceed directly t the administratin ffice in his r her specific camp t check in. STANDARDS OF CONDUCT FOR ADULT LEADERS By Scuts f America Plicy Preventing child abuse has been adpted as a critical bjective f the By Scuts f America. The assistance f every Adult Leader is essential t success. The guidelines listed belw are designed t prtect Scuts against child abuse and Adult Leaders against misinterpretatin f their intentins. Anyne wh has questins shuld cnsult with the Camp Directr. If faced with difficulty in cmplying with the guidelines and n advice is available, use cmmn sense and the principles f the Scut Oath and Scut Law. Guidelines fr Adult Leaders and Parents All adults in camp must endeavr t prtect Scuts frm (1) physical abuse, which is understd t mean the sustaining f physical injury as the result f cruel and inhumane treatment r as the result f a malicius act and, (2) sexual abuse, i.e., any act invlving sexual mlestatin r explitatin f a Scut, by any persn wh has permanent r temprary care, custdy r respnsibility fr the supervisin f Scuts r a Scut. 1. All adults in camp, whether registered Scuters, Merit Badge Cunselrs, parents f Scuts, r ther qualified persnnel, must understand their respnsibilities and the limitatins placed n their relatinship with Scuts. Care in selectin, training and supervisin is critical. 2. Adult Leaders and Scuts never sleep in the same tent, unless the adult is the parent r guardian f the Scut. 3. Adult Leaders must always shwer separately frm Scuts. 4. Adult Leaders and Junir Leaders must nt permit activities invlving grup nudity, such as skinnydipping. 5. Adult Leaders must avid unnecessary cntact with Scuts, such as placing hands n the legs and patting backsides. 6. Scuts must always have at least ne tent mate. 7. In accrdance with Natinal Cuncil plicy, a minimum f tw Adults must be present n all camping trips and ther grup activities. 8. Adult Leaders must never tell ff-clr stries t bys. A Scuter, as well as a Scut, is clean in mind and bdy. 9. Adult Leaders must hld cnferences with Scuts in pen settings, where they may be seen (but nt heard, if discussin is cnfidential) by thers. Avid rms with clsed drs, clsed tents r ther secluded lcatins. 10. If a Scut cmplains r cmments abut an experience with an adult that may suggest physical abuse r sexual mlestatin r an invitatin t mlestatin, take him r her seriusly. Remember that the Scut is nt likely t articulate his r her cmplaint in an adult manner. It may take the frm f declining t assciate with a particular Leader fr n apparent reasn r abruptly leaving the unit. 11. An Adult Leader wh bserves anther adult relate t a Scut in a manner that is nt clearly bjectinable, but which might be miscnstrued as leading t child abuse, shuld warn the persn s bserved t avid cnduct that may be misunderstd. 6

7 By Scuts f America Natinal Capital Area Cuncil 12. At Gshen, we wuld like t serve as many yuth members f Scuting as we can. When pssible, please d nt bring s many Leaders as t create a 1-1 rati. It is whlly acceptable fr Leaders t share a week and therefre allw fr mre Scuts t attend. Reprting Child Abuse Our camp staff has received training t deal with ptential victims f any kind f child abuse. If yu suspect that a Scut in camp is a victim, reprt this t the Camp Directr immediately. Virginia law requires that all childcare prviders, including Leaders, must reprt any incidence f child abuse t child prtectin authrities. The Virginia State Child Abuse and Neglect htline is All discussin, bth at camp and ver the htline, will be kept cnfidential. BSA Plicy n Tbacc Smking is nly allwed fr adults ver the age f 18. Yu may smke in designated areas nly, and nt in sight f Scuts. Each camp has ne r tw designated smking areas. Smking is nt allwed in any campsites, camp building r structure, including tents. Cigarette butts are t be cllected and dispsed f prperly. Please speak with Camp Directr if yu have any questins. Smkeless Tabac shuld never be cnsumed in a way that is bvius fr Scuts. PRE-CAMP PLANNING Prgram Schedules Please refer t Olmsted s Merit Badge Schedule, Supplemental Schedule, and Activity Schedule at the end f this guide. Camp Sites All the campsites at Camp Olmsted are rganized int what are called trp sites. Each trp site is cnveniently lcated near a latrine. Within each f these sites are tw r mre patrl sites r sub-sites. In rder fr yur unit t prperly plan, the patrl and sub- sites at Olmsted are generally set up fr 8-by patrls. Since many units d nt cme with evenly distributed 8 by patrls, sites will be set up as clse t that as pssible. Be advised that smaller units may share a trp site with anther unit, but there will be suitable space t allw fr privacy within a unit. Leader Site Equipment Adult areas are separate frm yuth areas. Adults may be required t share tents with ther adults. The unit Leader area in each trp r pack site will cnsist f at least tw tents fr adult Leaders (If Leaders are nt cmfrtable sharing a tent with anther Leader, they may prvide their wn tent and set it up within the site. Gshen Scut Reservatin des nt pssess the resurces t allw each Leader t have their wn tent). Parent Meetings In the spring, it is a gd idea t have a meeting with the parents f the Scuts wh are ging t camp. This allws yu t review the camp prgram, camp physical examinatin requirements, transprtatin arrangements, unifrm requirements, and what each Scut needs t bring. Many unit Leaders put tgether guides tailred t their unit s particular requirements based upn infrmatin cntained in this guide and materials fund n the cuncil web site. 7

8 By Scuts f America Natinal Capital Area Cuncil E-Check-In Prir t yur trp s arrival, please duble check n ur BlackPug registratin system that yur numbers are crrect, and everyne is registered. We will als need any dietary restrictins and yur site preference t adequately prepare fr yur trp. The registratin cntact will receive an a week befre camp frm the Camp Directr t remind yur trp t update BlackPug and any last minute changes t ur schedules. CAMP SERVICES Yur Site Guide Site Guides are the main link between yur trp and the camp. They will visit every day and will be ready t assist with any cncerns, prblems, r suggestins yur trp may have. Yur trp s Site Guides are als liaisns t the Camp Cmmissiner, wh cnducts a daily visitatin f yur campsite t ensure safety and cleanliness. If yu need smething fr yur campsite, yur Site Guide and Camp Cmmissiner are ready and willing t help. Camp Chaplain and Religius Services We hpe and expect all ur campers take advantage f ur Interfaith Service prvided Tuesday, 7:30 pm at Chapel Hill. Fr Rman Cathlic and Jewish Scuts and Leaders, we ffer weekly services specifically fr bth f these faiths. We will cntinue the ppular Duty t Gd prgram this summer. Thse wh successfully cmplete the prgram are eligible t purchase a special patch at the trading pst. First Aid Camp Olmsted has a trained First Aider available 24-hurs a day, in the First Aid Rm lcated in the Administratin Building. Yu may g t First Aid fr all srts f medical issues, as well as signing ut/checking in mid-week adults r late arrivals. The Gshen Scut Reservatin Health Ldge at Camp Pst will be called t treat mre serius cases. The Reservatin is staffed by Camp Health Directr, wh is a full-time certified health care. Gshen Scut Reservatin has arrangements with Stnewall Jacksn Hspital in Lexingtn t handle any emergencies. It is imprtant that yu visit the First Aid Rm at yur base camp befre departing fr the Health Ldge. Als, Leaders and Adults shuld NOT call r ther Emergency Services. Instead, please infrm a Camp Staff Member wh will activate camp s Emergency Actin Plan. Medical Treatment If a member f yur unit requires medical treatment t the extent that he/she is admitted t either the Health Ldge r t Stnewall Jacksn Hspital, the staff will ntify the unit Leader. Either the physician r the Health Ldge Directr will be respnsible fr ntifying parents. Unit Leaders are asked t cntact the Health Ldge befre calling parents abut first aid and ther medical prblems. If any member f yur trp has any special medical prblems (diabetes, epilepsy, severe allergies, fd allergies, etc.) r requires the use f prescriptin medicatins, please bring this fact t the attentin f the health staff upn arrival. If yu have any questins cncerning health services, please feel free t visit with the camp first-aider r Camp Directr. Night Assistance If prblems arise during the night that yu cannt handle alne, prceed t the camp administratin building, where a staff member will be present t assist. The Staffer n Duty (CQ) can handle mst prblems r will get help. At night, the CQ n duty may be asleep. D nt be afraid t wake them. In case f an emergency such as a fire, get all Scuts ut f the immediate area and g t the Administratin Building and alert the CQ. 8

9 By Scuts f America Natinal Capital Area Cuncil Valuables/Lst & Fund The camp cannt be held respnsible fr persnal items. All valuables, such as mney, cameras, watches, etc. shuld be carefully secured and labeled. Many unit Leaders find it useful t bring alng a cntainer that can be lcked fr the strage f their campers valuables. If a Scut reprts a lst item, the Scut shuld check with the lst and fund, in the administratin building, t see if the item has been fund. It is recmmended that all items brught t camp be labeled with the Scut s name and unit number. At the end f the summer, any items f significant value are brught t the Marritt Scut Service Center and held fr a shrt time befre dnated t charity r dispsed f. Mail Mail is delivered t the administratin building each day. In rder t ensure mail is received at Gshen befre the unit leaves camp at the end f the week, we suggest all mail and packages be sent ut n later than Mnday f the week in camp. Outging mail is picked up daily as well. An adult Leader may pick up incming mail frm the Leader Lunge after 4 p.m. daily. Mail shuld be addressed as fllws: Name, Trp/Crew Camp Olmsted, Gshen Scut Reservatin 340 Millard Burke Memrial Highway Gshen, VA Camp Phnes If there is an emergency situatin at hme, parents and/r family members shuld call the main ffice at Camp Olmsted. Camp Olmsted Phne Number: (540) (During Summer Operatin Only) **Please nte, that we d ur best t mnitr phnes but due t the nature f camp we may miss yur call. Please leave a message, checked hurly during the wrkday Parents may cntact unit Leaders, but shuld be advised that it may take an hur r mre t return phne calls. Scuts will be allwed t call hme ONLY in case f emergency. Cell phne service is available at camp fr callers with Verizn wireless service. Hwever, please remember t use the utmst etiquette when using mbile phnes. Our Camp Directr prefers discretin when using, away frm thers, and fr shrt perids f time. Unit Leaders are encuraged t strictly mnitr the usage f phnes by campers and ensure that it is during apprpriate times. Shwers A weekly schedule will psted detailing the times Scuts and Leaders may use the shwer huse facility. There is a separate time fr staff shwers. Scuts and Leaders shuld adhere t the shwering schedule set by the Camp Directr. Per Natinal BSA Yuth Prtectin Plicy, adults must ensure yuth member privacy. Scuts and Leaders never shwer tgether. Our shwer huse at Olmsted has private rms with changing areas. This makes it pssible fr a unit t have all its members use the shwer huse at the same time and maintain privacy. 9

10 By Scuts f America Natinal Capital Area Cuncil Pets Abslutely n pets may be brught t camp. This is a Natinal BSA plicy we must enfrce. Leader Lunge A Leaders Lunge is lcated in ur Dining Hall and is used fr meetings and fellwship gatherings. The lunge is generally pen frm 9 a.m. until 10 p.m. fr adult Leaders nly. Leaders shuld plan their schedule s that they are nt in the Leader lunge past 10 PM. The Leader lunge is clsed during meal times. There is a water funtain, and cffee-pt. Wireless Internet is available but limited; we ask that everyne shw curtesy and share what bandwidth we have. Trading Pst Camp Olmsted s Trading Pst sells a wide range f supplies, including tiletries, merit badge materials, handicraft supplies, sdas, and snack fd. The Trading Pst is pen every mrning and afternn and n several evenings during the week. Lk fr many new items this summer. We encurage Scuts t bring at least $60 in spending mney fr suvenirs, snacks, and thse merit badges requiring craft kits r ther supplies. Camp Pst als has a full-service Trading Pst with fd items, suvenirs, unifrms, insignia, and much mre. Plan time during camp t cme visit ur stre at Camp Pst! Service Prjects During yur week at Olmsted, there will be plenty f pprtunity t perfrm a service prject in camp. These prjects are wide-ranging frm small prjects like refurbishing a sign r raking leaves, t very large prjects like rebuilding a bridge, ruting a trail r painting a building. Trps will have the pprtunity t sign up fr their service prjects befre camp using ur Service Prject Ggle Dcument. Quarter Master Camp Olmsted s Quarter Master (QM) is where yur trp can check ut tls t cmplete site imprvement and service prjects. Hurs are psted thrughut camp and if yu need QM assistance during clsed hurs talk t ur Trading Pst staff and they can assist yu. Tiletry and sanitatin items that need resupply can be picked up in the Trading Pst. Fd Service Special Dietary Needs Special dietary needs must be shared with camp Leadership prir t arriving at camp. We will d ur best t accmmdate mst fd allergies but cannt be held accuntable fr the management f these allergies. Ntice f severe allergies that require special fd items must be prvided at least 3 weeks prir t yur Scut s arrival at Camp. Due t the cmplexity f Gluten Free diets, these types f meals cannt be prvided by the Fd Service Department. Parents f Scuts with special diets shuld ntify the Cuncil ffice befre registering fr Camp in rder t discuss available fd ptins. We are able t stre fd fr yu in ur refrigeratr r dry strage area if requested. Equipment such as micrwaves and stves will be available fr reheating in ur kitchen. 10

11 By Scuts f America Natinal Capital Area Cuncil Dining Halls Experienced, prfessinal chefs prepare whlesme fd, which prvides a well-balanced diet fr all Scuts and Leaders. Meals are served with the gal f ensuring everyne is well-fed with minimal waste. Units assemble in a designated area prir t each meal and enter the dining hall at the directin f the dining hall steward. Table Assignments Tables will be assigned t trps during the pening day tur. It is imprtant that all trps visit the Dining Hall n their camp tur t receive this infrmatin and t understand hw meals are administered. Open Lunch Camp Olmsted is unique in that Lunch is nt a frmal meal in ur Dinning Hall. Meals will be prepared and packaged fr yur trp t pick up. Trps may chse t eat in the Dining Hall r wherever they wuld like in camp. We simply ask that yu clean up after yurselves and bring crates that the fd came in back t the Dining Hall. Aluminum Fil Cking One evening in camp, all Leaders and Scuts will be given the ingredients fr a fil dinner t ck in their sites. Wd fr this meal shuld be cllected early and kept dry. Many Trps bring additinal charcal t make cking easier. Scuts arrive at the Dining Hall after prgram t pick up their fd. Early in the week, time will be devted t learning hw t manage this meal. A Camp Staff member may be invited and Trps are urged t d s. This meal cnsists f a fil dinner: a pre-cked hamburger patty, vegetables (carrts, ptates, and nins), an apple, drink, and ckies. In anticipatin f this event, please bring the fllwing: Glves, tngs, etc., t handle the ht aluminum fil packages Tw t three paring knives t help prepare vegetables Any spices yu think yu may need such as salt, pepper, and special flavrings. Heavy Duty Aluminum fil (fil is prvided fr the meal, sme units prefer mre). Fr mre details, see The Official By Scut Handbk cncerning preparatin f aluminum fil meals. Give it a try n a camput befre yu cme t camp! Safe Fd Handling Adult Leaders are asked t pay clse attentin t the thrughness f fd preparatin and cleanup. The health f yur campers and the entire camp is dependent upn the supervisin given by unit Leadership in this mst imprtant area f camp living. Please remember that all meat must reach 165 degrees at the center t be cnsidered fully cked. Fd handlers must wash their hands prir t starting any meals. Training n safe fd handling practices will be prvided t all upn arrival in camp. 11

12 By Scuts f America Natinal Capital Area Cuncil General Infrmatin Camp Check In When yu arrive at beautiful Camp Olmsted, yur trp will be intrduced t yur site guide in the Parking Lt. At that time yur Scutmaster r an Assistant Scutmaster will need t check in at the Administratin building, where yu will meet the Camp Directr t recncile yur payments. This adult shuld als have a paper cpy f the unit rster in hand, and a frm f payment in case yu are nt paid in full by arrival. Yur site guide will take the Trp t the site. The Trp will drp ff gear and then head t medical checks with medical frms, wearing swimsuits fr the swim check at Aquatics. Part C f the BSA Medical Frm must be filled ut by a medical prfessinal. This part is REQUIRED fr anyne wh is in camp fr mre than 72 cnsecutive hurs and fr anyne wh plans t participate in camp activities. Medical Requirements Every Scut and adult Leader must submit a Persnal Health and Medical Recrd - Class A-B-C - upn arrival. This is BSA Frm # , which is the nly frm allwed by BSA fr summer camps. A medical examinatin by a dctr within the 12 mnth perid prir t arriving at camp is nw required fr all campers, regardless f age. This is a BSA requirement that we must enfrce. Any persns taking prescriptin medicatin must bring the medicatin t camp in the riginal prescriptin cntainer. A lck bx will be prvided t each unit t stre their prescriptin medicatins in their site. Units wishing t stre their prescriptin medicatins in the health rm at camp may d s by talking t the medical fficer upn arrival. Befre yu leave fr camp, make sure that all medical frms have been cmpleted and signed by the examiner and either the parent r guardian. Make sure yur unit number and district name are n the frms t help the camp staff. Place all frms in an envelpe and be sure t bring the frms with yu. Please d nt mail yur medical frms t the cuncil ffice! Medical frms will be returned t yu befre yu depart camp n yur final mrning. It is advisable t keep cpies f all health frms fr future events. If yur unit departs befre receiving the medical frms, ur staff is instructed t destry the frms s as t nt allw persnal infrmatin t escape. It is advisable t make sure that at least ne Leader is respnsible fr cllecting the frms. Firearms, Ammunitin, Illegal Drugs, Alchlic Beverages, and Firewrks By Scuts f America plicy states that the items listed abve are prhibited in Camp. If any f these items are fund in the pssessin f any trp member, either adult r yuth, thse invlved will be dismissed frm camp and law enfrcement fficials cntacted if necessary. Other Restricted Items Sheath knives lnger than fur (4) inches, hunting arrws and bws are nt permitted in camp. (Special exceptin may be granted t thse Scuts desiring t earn the Archery merit badge t bring their persnal bws. These bws must be turned int the Shting Sprts Directr fr strage when yu arrive.) Request shuld be sent t Camp Directr prir t yur arrival. Chemical Fuels The use f chemical fuels in lanterns and stves is acceptable under the fllwing cnditins: A knwledgeable adult must prvide supervisin ver the strage, transprt, and usage f the fuel and equipment. Unit Leaders will teach By Scuts the safe and prper handling and usage f fuel, stves, and lanterns. The strage f liquid fuels must be in a safe and secure place apprved by the Camp Directr. BY LAW, NO pressurized L.P. gas cylinders may be transprted t camp n the bus. BY LAW, NO liquid fuels (e.g., Cleman) may be transprted t camp n the bus. 13

Neither shwer clgs nr sandals are acceptable fr wear in camp as ftwear, but may be wrn while shwering. Off Limit Areas Fr safety reasns, certain areas f Gshen and Olmsted are OFF LIMITS. These include the area abve the upstream bridge and the dam, its spillway and the adjining embankments, and all Staff Residence Sites. Persns using bats r canes shuld stay away frm any flating lgs near the dam spillways. Shrt cutting thrugh ther camps and campsites is nt allwed unless hiking n the existing trails and yu have infrmed yur Camp Directr f yur plans. All campers shuld be in their unit s site by 9:30 p m. each evening unless engaged in a late night prgram. Fishing is nt permitted at any camp s waterfrnt, frm the Lake Merriweather dam r its embankments (bth sides), r the upstream bridge. Fishing is allwed at the family swimming area at Camp Olmsted. Caves lcated nrth f the Gshen Scut Reservatin n Rute 601 are ff limits t all camp staff, Leaders, and campers, unless permissin is granted by reservatin staff. Operatin f Vehicles The peratin f any mtr vehicle is prhibited fr anyne under the age f 21 if nt an authrized staff member. Camp vehicles and trucks are nly t be driven by authrized persnnel. Persnal vehicles are t be parked in the parking lt r surrunding grassy areas fr the duratin f the week unless authrized by the Camp Directr. Trailers may be parked in the site fr the week but must be ff ur service rads and nt blcking any entrance t the site. Our service rads are designed fr 4x4 vehicles and are ften muddy and slick; Gshen Scut Reservatin is nt respnsible fr any damage dne t persnal vehicles. When driving n reservatin, please abide by psted speed limits f 20 mph n beltway and 10 mph in camps. Emergency Prcedures Intruder Anyne and everyne ver the age r ver the age f 18 years ld will be given a wrist band t be wrn n yur right wrist AT ALL TIMES ON RESERVATION. This prcedure is Reservatin wide. If the band is lst r brken, yu must cme t Admin fr a replacement immediately. If any adult is sptted withut a wrist band, ntify the clsest staff member IMMEDIATLEY. Sign In and Out Applicable t all persnnel in camp (i.e. Leaders, visitrs, Scuts, staff). Camp Olmsted needs t knw where all Scuts, Leaders, and staff are at all times in case f emergencies. A sign ut lg fr Scuts and Leaders is lcated in the Leader Lunge in the Administratin Building. Any Scut and/r Leader jining their trp later in the week, leaving early, r leaving Camp Olmsted is mandated t sign ut with the time f departure and sign in with the time f arrival. In times f hazardus weather if yu ever feel uncmfrtable, ur emergency shelters are always pen fr yu t take shelter. When hazardus weather is appraching ur Superintendent will infrm us t activate ur EAP the fllwing prcedures will be taken by the Olmsted Staff: Staff 1. Radi blast t infrm staff t shut dwn areas and reprt t Admin. a. Aqua will infrm: Scutcraft & Kulturecraft b. Shting Sprts will infrm Trailshead, Ec, & Handicraft 2. Staff infrmed n whether r nt they need t infrm trp t reprt t safe lcatin 3. Once cleared, prgram runs as planned. Scuts and Leaders 1. All Scuts and adults are t return t their assigned camp site 2. They will be infrmed by a staff member n the next steps frward 3. If infrmed that they need t mve t a safe lcatin, sites will reprt t. a. Sites 1-4: QM/Trading Pst b. Sites 5-17: Dining Hall c. Sites 18-20: Tech Center/Admin 4. Once the threat has abated, prgram will resume. Lst Bather Drill (Aquatic Emergency) During times f emergency at the Waterfrnt a Lst Bather Drill EAP will be activated. The fllwing prcedures will be taken Staff 1. A siren and air hrn will be sunded (air hrn will be sunded 3 times). 2. All camp staff is t reprt t waterfrnt fr directin f Aquatic Directr. 3. Aquatic prcedures are fllwed until all clear has been sunded 4. T signal all clear, a secnd siren is sunded as well as a lng air hrn blast in fur directins. Scuts and Leaders 1. All prgram areas clse when siren and air hrn are sunded. 2. All Scuts and Leaders are t immediately return t campsite. 3. Once all Scuts and Leaders are accunted fr, each trp will send tw runners t Admin t reprt, all are accunted fr. 4. Stay put in campsite until all clear has been sunded. 5.
