The TSA will then send yu instructins fr the fingerprinting prcess. Yu will need t cmplete the fingerprinting prcess and submit a $130 security threat assessment fee. Fingerprinting can be dne after yur arrival. 7. Once the TSA has acknwledged receipt f the required dcumentatin and fees, Scttsdale Executive Flight Training will be sent (via ) a final dcument apprving the student t begin training. 2 Frequently Asked Questins Alien Flight Student Prgram 1. What is the Alien Flight Student Prgram (AFSP)? The missin f the Alien Flight Student Prgram (AFSP) is t ensure that freign students seeking training at flight schls regulated by the Federal Aviatin Administratin (FAA) d nt pse a threat t aviatin r natinal security. Sectin 612 f the Visin Century f Aviatin Reauthrizatin Act (Public Law , December 12, 2003) prhibits flight schls regulated by the Federal Aviatin Administratin (FAA) frm prviding flight training t a freign student unless the Secretary f Hmeland Security first determines that the student des nt pse a threat t aviatin r natinal security. Visin 100 transferred respnsibility fr cnducting security threat assessments fr freign students seeking flight training frm the Department f Justice t the Department f Hmeland Security. On September 20, 2004, the Transprtatin Security Administratin (TSA) issued an interim final rule establishing the Alien Flight Student Prgram (AFSP). Persns seeking flight training must submit a request if they are nt citizens r natinals f the U.S. and: They wish t receive flight training in the U.S. r its territries, regardless f whether training will lead t an FAA certificate r type rating; and/r They wish t receive flight training frm an FAA-certificated facility, prvider, r instructr that culd lead t an FAA rating whether in the U.S. r abrad. 3 3. What is the Alien Flight Student Prgram (AFSP) Prcess? Candidates must create an AFSP accunt and lg int the AFSP Candidate Website t submit their backgrund infrmatin and required dcumentatin. The Candidate then submits Categry 1-3 flight training request(s), and/r selects Flight Training Prvider(s) t submit Categry 4 training request(s) n their behalf. Once a training request has been submitted and successfully paid, the Candidate will then receive an with detailed instructins n hw t cmplete the applicatin prcess. Each step must be cmpleted befre a Candidate advances t the next step. Once these items are cmpleted, the AFSP perfrms a security threat assessment t determine whether the Candidate pses a threat t aviatin r natinal security. Flight Training Prviders lg nt the AFSP website t enter flight training requests fr Candidates wh qualify fr Categry 4 prcessing. In additin, Prviders may lg nt the AFSP website t validate categry 1-3 flight training requests, uplad a phtgraph f a Candidate taken n the first day f flight training, and indicate whether a Candidate's training has been cmpleted r nt cmpleted. Hw d I create and manage my AFSP accunt? T access the AFSP website, yu must have a valid UserID and passwrd. Flight Schl Candidates T receive a UserID and passwrd, g t the AFSP site, and click n the Candidate "New Accunt" link near the tp f the lgin page. This will send yu t a page where yu can enter the apprpriate infrmatin t create a new accunt. ** When creating a new accunt, yu must write the anglicized versin f yur name. AFSP will nt accept special characters (e.g. ñ,',-,á,ö) in the name fields. AFSP suggests using the machine readable zne at the bttm f mst passprts. Once the accunt is created, yu will receive tw s frm AFSP, ne with yur UserID and anther with a temprary passwrd. Students must create their wn AFSP accunts, thrugh which they submit Categry 1-3 flight training request(s), and/r select Flight Training Prvider(s) t submit Categry 4 training request(s) n their behalf. 5 Have unescrted access authrity t a secured area f an airprt under U.S.C 44936(a)(1)(A)(ii),49 CFR ; Are a flight crew member wh has successfully cmpleted a criminal histry recrds check in accrdance with 49 CFR ; r Hld an airman's certificate that is recgnized by the FAA r apprpriate US military agency, with a type rating fr a multi-engine aircraft that has a certificated takeff weight f 12,500 punds r mre. Categry 3 - Candidates wh seek flight training in the peratin f aircraft with a maximum certificated takeff weight f 12,500 punds r less fr the fllwing training events: Single Engine Land (SEL) -- Includes initial Airman's Certificate, including a private, recreatinal, r sprt pilt certificate. If a private and/r cmmercial license is the candidate's initial FAA license, it is cnsidered an initial airman's certificate and is nt exempt. Instrument Rating (IR) Multi Engine Land (MEL) Each f these training events requires a separate training request. There are currently six exemptins t the required TSA security threat assessment: U.S. Citizens and Natinals are exempt frm the TSA security threat assessment. Flight students must prvide the flight schl with ne f the fllwing ptins as prf f U.S. citizenship: Valid, unexpired U.S. passprt; r Certified birth certificate AND gvernment-issued pht ID; r U.S naturalizatin certificate with raised seal AND gvernment-issued pht ID; r Certificate f U.S. citizenship with raised seal AND gvernment-issued pht ID; r (Fr federal r military emplyees nly) Emplyer's fficial prf f U.S. citizenship AND federal- r military-issued pht ID, pursuant t a cntract between the federal agency and the flight schl. Categry 3 Clarificatin - Fr flight training in the peratin f aircraft with a maximum certificated takeff weight f 12,500 lbs. r less, Candidates must btain AFSP apprval fr the fllwing three training events: Single Engine Land (SEL) -- Includes initial Airman's Certificate, including a private, recreatinal, r sprt pilt certificate. Categry 3 Rtrcraft Requirements - Candidates wh seek flight training in the peratin f rtrcraft with a maximum certificated takeff weight f 12,500 punds r less are subject t the abve Categry 3 clarificatin. Candidates must btain apprval fr the Single Engine Land (SEL) rating r initial license, Instrument Rating r Multi Engine Land (MEL) rating if the pilt des nt hld a fixed-wing equivalent. This clarificatin is available at TSA pdf. DOD Endrsements - Aliens wh have been endrsed by the U.S. Department f Defense (DOD) are exempt frm the TSA security threat assessment. T verify that the alien has been endrsed by the U.S. DOD, a letter frm the DOD Attaché will be sent t the Prvider via AFSP. The DOD attaché must lg n t the AFSP DOD website and submit the relevant training infrmatin. AFSP will autmatically send the letter t the Flight Training Prvider and the DOD attaché fr their recrds. There are tw parts t a training request, the Candidate's identifying infrmatin and the details f the training request. Bth must be cmpleted t successfully submit a Categry 1-3 training request. Students must create their wn AFSP accunts, thrugh which they submit a Categry 1-3 training request. Each Candidate may nly create ne accunt and may nt share the accunt with ther Candidates. Prviders and emplyers may nt submit a training request fr Candidates in categries 1-3. Failure t fllw these accunt prcedures will result in delay f the training request. Each request will be submitted under the same accunt; Candidates shuld nt have mre than ne accunt. 12. What happens after I submit a categry 1-3 training request?

8 After yu have created a training request and cmpleted yur bigraphical infrmatin in the applicatin, yu must submit the training request. Return t the hme page, the first screen in yur accunt, and click n the "Submit" icn lcated in the "Review Training Request" clumn. Once yu have submitted the applicatin the fllwing steps will ccur: 0. After yu submit yur request fr flight training, yur Flight Training Prvider will be ntified via and required t validate r reject yur intent t receive flight training with them. 1. If the Flight Training Prvider validates yur request, yu will receive ntificatin and must submit the $130 applicatin fee via the AFSP website. 2. If insufficient r errneus infrmatin is supplied r additinal infrmatin is required, yu will be asked t crrect the infrmatin and re-submit the training request. 3. A security threat assessment will be cnducted based n the infrmatin submitted n the website. 4. Once yur training request is submitted crrectly and yur dcuments are accepted, yu will receive an cntaining detailed fingerprint instructins. Yu must fllw these instructins explicitly t avid prcessing delays. Fingerprints submitted withut the apprpriate tracking numbers (included in the fingerprint instructin ) are invalid and the assciated training request will be CANCELLED. 5. Candidates in Categries 1 and 2 are required t wait until Permissin t Initiate Training frm AFSP, r until the applicable waiting perid has expired, befre cmmencing training. The waiting perid fr Categry 1 is 30 calendar days after AFSP has received all f the required infrmatin, including fingerprints and the fee. The waiting perid fr Categry 2 is 5 business days after AFSP has received all f the required infrmatin, including fingerprints and the fee. Yu and the Prvider will bth be ntified when permissin t train is granted. 6. Candidates in Categry 3 may begin training as sn as AFSP receives all the required infrmatin, including the Candidate' s passprt, fingerprints, and fee. Yu and the Prvider will bth be ntified nce AFSP receives the fingerprints and yu have permissin t initiate training. 7. Yu and the Flight Training Prvider will be ntified f any determinatin made regarding the training request. If yu have further questins regarding the AFSP prcess, select the "Help" link n any page f the AFSP website. 13. Hw d I create a categry 4 training request? The Candidate des nt create the Categry 4 training request. The Candidate prvides their persnal infrmatin, and then selects Flight Training Prviders t submit Categry 4 training requests n their behalf. Yu must first have a UserID and passwrd fr this website. 9 filled ut fr a Categry 4 training request. Students must create their wn AFSP accunts, thrugh which they prvide their identifying infrmatin. Each candidate may nly create ne accunt and may nt share the accunt with ther Candidates. The pages fr yur persnal infrmatin are fund under the "Part 1 -- Candidate Infrmatin" flder after lgin. Please nte that the name n the applicatin must match the name fund in the accunt infrmatin. These pages must be filled ut befre a Candidate can select Flight Training Prviders t submit Categry 4 training requests n their behalf. After filling ut the "Candidate Infrmatin" pages, the Candidate then selects Flight Training Prviders t submit Categry 4 training requests n their behalf. Prviders will be able t view the Candidate's name, emplyer, and type ratings, and can submit any number f Categry 4 training requests n the behalf f the Candidate unless the Candidate later chses t remve the Flight Training Prvider frm their accunt infrmatin. When a Candidate selects a Prvider t submit a Categry 4 training request n their behalf, the Prvider will receive ntificatin. 14. What happens after a Prvider submits a Categry 4 training request n my behalf? After yur Flight Training Prvider creates and pays fr a Categry 4 training request n yur behalf the fllwing steps will ccur: 0. If insufficient r errneus infrmatin is supplied r additinal infrmatin is required, yu will be asked t crrect the infrmatin and re-submit the training request. 1. A security threat assessment will be cnducted based n the infrmatin submitted n the website. 2. Yu will receive an ntificatin f dcuments accepted when the training request is submitted crrectly and accepted by TSA. A final determinatin will be sent t yu and the Flight Training Prvider upn cmpletin f the threat assessment. If yu have further questins regarding the AFSP prcess, select the "Help" link n any page f the AFSP website. 15. What culd delay my training request? Please fllw these basic tips t ensure that yur AFSP training request is nt delayed: Remember t check yur fr AFSP updates and fllw instructins carefully. When uplading yur passprt, ensure the fllwing infrmatin is visible: name, date f birth, phtgraph, passprt number, issue date, and expiratin date. If the passprt has been granted an extensin, please include all extensin pages. Make sure all infrmatin is legible and clear n the upladed dcument, and the phtgraph is clear. This may require uplading multiple images f a passprt.
