1 Transitining t the 2016 By Scut Requirements Based n the wrk f the Strategic Plan Gal 411 Task Frce, a new set f By Scut requirements will becme effective n January 1 st, Timing fr the release and implementatin f the new requirements will be as fllws: May 2015 New By Scut requirements released (at Natinal Annual Meeting) Summer 2015 New requirements will be reviewed in detail in Philmnt Training Center cnferences (schedule TBA) Fall 2015 New requirement infrmatin and interpretatin shared via Advancement News, rundtables, etc. January By Scut Requirements bk released 2016 By Scut Handbk released New requirements becme effective The release f the new requirements in May 2015 is t allw unit leaders adequate time t plan their Scuts transitin. Beginning wrk in the new requirements will be determined by the Scut s jining date r current rank as f January 1, 2016: Fr 2016: Bys jining n r after Jan. 1, 2016 MUST use the new requirements. Bys wh have jined prir t Jan. 1, 2016: Wh are wrking n the Scut badge MAY cntinue t wrk n the existing requirements, but MUST cnvert t the new requirements upn cmpletin f the Scut badge. Wh are wrking n Tenderft thrugh First Class MAY cntinue t wrk n the existing requirements, but MUST cnvert t the new requirements upn attaining First Class. Wh have cmpleted First Class MAY cmplete the rank they are currently wrking n in the existing requirements, but then MUST cnvert t the new requirements fr subsequent ranks. Fr 2017: All Scuts MUST use the new requirements regardless f rank. 2 Frsted Camper Award Cld Weather Camping The By Scuts f America strives t prepare Scuts t live in the utdrs in any seasn and in any weather. Winter camping ffers many unique and fun challenges. Thse hardy suls wh brave the freezing winter weather are entitled t wear the Cuncil s Frsted Camper patch. T earn the patch the fllwing cnditins must be met: 1. Be a registered By Scut, Venturer r unit leader. 2. Have camped utdrs between December 1 and March 31 when the temperature drps t 20 degrees F. r belw. 3. Camping may be dne in any suitable lcatin where permissin has been secured. 4. A minimum f tw adult leaders must be in camp when the applicants qualify fr this award. They are respnsible fr the health, safety, and welfare f all participants. 5. Patrls/Crews shuld plan and carry ut the fllwing with all award candidates ding their share f each requirement: a. Hike at least ne half mile t the campsite carrying all fd and equipment (prperly packed) t be used fr the entire perid f the camput. b. Eat, sleep and remain ut-f-drs fr at least 20 hurs in a campsite the participants set up. c. Sleep vernight in a tent, lean-t r imprvised shelter with n heating f any kind. Campfires are permitted. Cabin r camper camping des nt qualify. 6. Leave the campsite in a cnditin as gd r better than it was fund. Pack it in, pack it ut. 7. The unit leader must be certain that all participants are prperly trained fr a cld weather experience. Campers must pass inspectin prir t departure with regard t prper clthing and equipment. Candidates must demnstrate knwledge f fllwing: a. Types f clthing, bedding and camp equipment fr winter use. b. Cleanliness in cking and in care f the campsite. c. Safety practices in the care f fd, fires and health. d. Leave N Trace principles fr lw impact camping. 8. Adults must meet the same requirements as yuths t qualify fr the award. 5 Scttish Jambrette and Iceland 2016 This trip t Sctland and Iceland is pen t all By Scuts and Venturers acrss CT Yankee Cuncil. It is an pprtunity fr 12 Scuts t attend the Scttish Internatinal Patrl Jambrette, fllwed by a hmestay with a Scttish family, and spend 3 days at the Iceland High Adventure Scut Center. The Scttish Internatinal Patrl Jambrette is held n the grunds f Blair Athll Castle in Perthshire, Sctland. It is a small Internatinal Jambrette attended by apprximately 1,000 Scuts frm all ver the Wrld which has been held every tw years since Each grup f 6 verseas (nn-scttish) Scuts will be paired with a grup f 6 Scttish Scuts t frm a patrl fr the Jambrette. The Scts bring all the equipment fr the patrl. Fr mre infrmatin abut the event, visit the Jambrette website at Our plan is t depart the US n Sunday, July 17, 2016, and return n Tuesday, August 9. The cst estimate is abut $2,500 with the key element being airline csts; this estimate includes all admissins, meal expenses and lcal transprtatin in bth cuntries. Our plan is t bk the lwest fare airline tickets frm NYC t Glasgw r Edinburgh with a stpver in Reykjavik, Iceland. The trip will include 10 days at the Scttish Internatinal Jambrette, a 5 day hme stay in a Scttish Scut hme, turing Sctland after the Jambrette, and then 3 days at the Iceland High Adventure Scut Center. A Scttish Scut Hall will be ur base fr turing Sctland. In Iceland (the land f fire and ice ), we will be guided by the Scut Center Staff n day utings and they will prvide tents fr camping. The trip is pen t all active Scuts and Venturers (male and female) between the ages f 14 and 17 by the date f departure (July 17, 2016). In additin, participants must have cmpleted the requirements fr Star Scut plus have earned Camping, Cking and Pineering Merit Badges. Venturers must have cmparable skills. The merit badge requirements can be cmpleted befre the trip. Scuts must have a respnsible behavir recrd and the recmmendatin f their Scutmaster/Venturing Crew Adviser. Participants are required t attend summer camp with the full Sctland/Iceland Cntingent. This Cuncil-wide Cntingent will accept Scuts frm all Trps and Venturing Crews thrughut the Cuncil n a first-cme, first-served basis. There prbably will nt be any additinal spaces beynd ur present allcatin f 12 Scuts. This trip is based n my experience with the 2014 Scttish Jambrette trip spnsred by Trp 36 f Westprt. This year, Scuts have the pprtunity t sign up with either this Cuncil Cntingent r with the Trp 36 Cntingent.
