1 Sprotbrough & Cusworth Parish News Pubished by Sprotbrough & Cusworth Parish Counci Printed on recyced paper Winter 2009 Counciors Wecome New Panning Guidance PARISH counciors have wecomed proposas aimed at making sure new deveopments in residentia areas ony get the go-ahead if they meet strict guideines. They gave a positive response to a draft consutation document from Doncaster Counci that sets out what needs to be taken into account when considering deveopments in back gardens (backand) or between existing properties (infi). In Counci-speak, backand is defined as the deveopment of and behind the rear buiding ine of existing housing or other deveopment and is usuay and formay used as gardens or partiay encosed by gardens. Infi is the deveopment of a sma gap - for exampe one to five properties - in an otherwise buit-up frontage, usuay consisting of the frontage pots ony. Doncaster Counci says that carefu consideration is now required when designing such deveopments and that each appication wi be judged on its merits. Chairman of Sprotbrough & Cusworth Parish Counci s Panning Committee, Coun Aan Smith, said: The document sets out cear guidance and we beieve it is a positive step forward for Doncaster borough as a whoe and our parish in particuar. The parish counci has often raised concerns about infi deveopments ony to find that these appications have ater been granted by the borough counci. We particuary want to safeguard those areas of the parish that have a defined character and design. Any new buiding proposas shoud be considered sensitivey and seek to manage and enhance future deveopment in a simiar way to proposas that are made within the Sprotbrough viage and Newton conservation areas. The guidance sets out what Doncaster Counci expects appicants, agents, deveopers and designers to consider before they submit their pans. Jordan Buter, a Senior Panner at Doncaster Counci, said: It wi promote high quaity design and deveopment which is sensitive to the context in which it is ocated. Sprotbrough & Cusworth Parish Counci is currenty iaising with Sprotbrough Residents Action Group (SPRAG) on the production of a design statement which wi initiay cover the viage area of Sprotbrough. Parish counciors Aan Smith and Kim Rot are activey invoved in preparing the document which is hoped wi define and hopefuy preserve Sprotbrough viage and its many unique features across the buit and natura environments. Coun Smith said: We hope the design statement wi be added to any suppementary guidance and used when considering future deveopments. The parish counci supports SPRAG s pans to consut widey with oca peope and community groups about how best to define and preserve the viage area and we hope this initiative progresses to encompass the whoe of Sprotbrough and Cusworth. Key points from the document: The starting point for designing a new residentia deveopment is to assess the existing oca surroundings. Even proposas that wi not be visibe from pubic view shoud be designed to compement the ocaity in which they are situated. A backand or infi shoud make a contribution to the character of the existing ocaity. In broad terms, a proposa that fais to compement the oca areas in terms of design, density eves and ayout wi be refused. Designers wi need to consider the characteristics of the surrounding neighbourhood so that the deveopment can positivey contribute to the character and function of the existing pace. The proposed buiding pot shoud be of simiar dimensions, in size and shape, to the existing pots within the immediate ocaity. Proposas that woud ead to over-deveopment of a site or the appearance of cramming wi be resisted. Pots must be sufficienty wide enough to site a buiding or buidings of an appropriate size that aows adequate separation between buidings. 2 NEWTON PUT UNDER THE CONSERVATION MICROSCOPE PLANS to enhance the character of a 600 year od conservation area within the parish have been broady supported by parish counciors. Doncaster Counci has produced a draft appraisa of the Newton Conservation Area, which was presented to the fu parish Counci in December. It sets out measures that coud be used to preserve or enhance the specia character and appearance of the conservation area and be considered when assessing panning appications. Newton, which has a handfu of residentia properties, is defined in the document as having an agricutura fee to it. The hamet, which was mentioned in the 1379 po tax returns, is accessed by road aong Newton Lane, with the River Don forming a natura boundary to the south east. It was designated a conservation area in One of the proposas is to widen the boundary of the existing conservation area, taking in a of the farmand up to Back Pond, which if adopted woud amost doube it in size. Another of Doncaster Counci s suggestions is to deveop a strategy for the management of trees and other andscape features within the conservation area and to encourage the reintroduction of hedgerows. Parish counciors were united in their desire to maintain and protect the uniqueness of Newton, though not every one supported the proposa to extend the conservation area by incuding the grassand. Counciors fet there was merit in maintaining the area as green bet but were unsure of the benefits of widening the boundary. Doncaster Counci is committed to reviewing the Newton Conservation area every five years and said that most, if not a, of the actions itemised in its recommendations woud have to be financed from its own funds, with possibe additiona hep from outside sources ike the Heritage Lottery Fund and Engish Heritage. To read the draft appraisa go to: then type in Newton Conservation Area in the search box. Report Vandaism COUNCILLORS have condemned a recent bout of vandaism at Cusworth s Wroxham Way chidren s payground, which put pay equipment out of action. More than 400 of knife and fire damage was caused to swing equipment when the vanda - or vandas - struck. The poice have been informed and are making reguar visits to the site, particuary when they receive reports of youths drinking acoho and generay causing a nuisance. The good news is that at January s meeting of the parish counci s Poicy and Genera Purposes Committee, counciors agreed to repace the damaged equipment in the Spring. In a separate incident, over 100 of damage was caused to tarmac and a waste bin at Sprotbrough skate park. Pease report anti-socia probems if you see them by ringing the poice on or contacting the Edington Safer Neighbourhood Team - which covers Sprotbrough and Cusworth - on Doncaster Don t forget that we a have to pay the cost of repairing vandaism. Quarry Pans Outined PLANS for future mining at Cadeby quarry wi be unveied to the Parish Counci Panning Committee at 7pm on Thursday 19 February - and members of the pubic are wecome. Parish counciors wi quiz Pau Carke, from the Lafarge Group, who wi outine his company s proposas at the Godsmith Centre meeting.

THE parish precept - our income - for the 2009/10 year has been set at 138,318, which represents an increase of 1.05p per eector over this year. The money goes towards the cost of running parish counci faciities, incuding the Godsmith and Scawsby community centres and upkeep and maintenance of the four pay areas and skate parks. Inspiration on Bad Head Isand IMAGINE yoursef sitting on a white rocking chair on the deck of a 100 years od wooden house whie watching peicans and dophins feeding just off shore. Warm, even in November. That s what Sprotbrough artist Terry Chipp found when he traveed to Bad Head Isand, near Doncaster s twin town of Wimington, North Caroina, USA. Terry, who is married to Sprotbrough and Cusworth parish councior Lynnette, had been invited to the No Boundaries Internationa Artists Coony for two weeks aong with 17 other painters from severa countries. Many visitors came to the cottages to see the artists at work and returned to see the finished works at a cosing exhibition on the mainand, where Terry sod some of his artwork. More information about Terry s paintings and his trip to Bad Head Isand can be found on his website : Richmond Hi s Doube Jack, Sarah & Danie WHIZZ-KIDS at a Sprotbrough primary schoo have won a top nationa competition for the second year on the trot. Jack Iveson,7, and Danie Joping,6, were seected by their teacher, Sarah Lewis, to enter an engineering chaenge organised by the Primary Engineer project, which supports technoogy teaching in schoos. The boys, who are Key Stage 1 pupis at Richmond Hi, worked together to design and buid a four-wheeed vehice that can be seen in the oca environment. They created a recycing truck and caed it Richmond Recycing. The young boffins came first at the regiona finas, hed at Ridgewood Schoo, then maintained their winning streak by taking first prize at the nationa finas, hed at Teford, Shropshire. Jack said, We even got to earn a about the new boodhound project that is going to beat the word record for a and speed vehice in At Teford, they had to test their vehice before being interviewed by judges. They won individua prizes and a arge computer package for the schoo. More than 16,000 pupis around the country were invoved in the chaenge, with just 46 making it through to the nationa fina. Last year, Richmond Hi pupis Jack Yates and Zachary Morris came first with their mik foat design. EXPERIENCE OF A LIFETIME A SPROTBROUGH teenager tod parish counciors about his once-in-a-ifetime trip to Nepa that turned out to be a week onger than panned. David Loyd, 16, was one of 24 cadets and aduts from the Humberside and South Yorkshire Army Cadet Force who cimbed 5,550 metres high Kaa Patthar in the Nepaese Himaaya in what shoud have been a four week expedition. But bad weather prevented the group from eaving the 500 metres ong Luka anding strip high in the mountain range, trapping them for an additiona eight days and eaving no aternative but a three day trek to the next airfied before they coud get home. Cadet Sergeant, David, a pupi at Hacross Schoo, had to raise 1200 to take part in the expedition. He raised the cash through a series of sponsored events - incuding a painfu eg-wax - and a contribution from the parish counci. Reaching the summit of Kaa Patthar took three weeks and every day we cimbed the equivaent of the height of Ben Nevis. The views from the summit were absoutey incredibe, said David, who recounted his experiences at a meeting of the parish counci.

4 New pay area THIS grassed area at the back of the Godsmith Centre wi soon be transformed into a superb encosed activity area, thanks to Government cash. The funding has been made avaiabe to make sure the Godsmith Centre paygroup can compy with Ofsted rues that require chidren to be abe to pay outside in a secure setting. Contractors have now moved on to the site, which is encosed behind meta raiings, and started turning the area into a mix of tarmac and grassand, compete with a timber sheter, benches and panted areas. The site wi be wheechair-friendy, meeting current disabiity access requirements and have a re-designed ramp, with safety raiings, eading out of the Godsmith Centre ha. The paygroup meets four times a week and is one of the Centre s biggest hirers. Once compete, the new activity area wi aso be avaiabe to peope who aso hire the ha for activities ike chidren s parties. Sprotbrough s New Park THE area s newest park is a breath of fresh air to peope iving in Sprotbrough viage. The extension to New Lane paying fied has been created from a piece of wasteand thanks to a dea between Doncaster Counci and Sprotbrough & Cusworth Parish Counci, designed to benefit the oca community. The and, pus a cash sum of around 40,000, was given to Doncaster Counci as part of a panning consent agreement with property deveopers who buit new homes on the adjacent Meton Road. The cash funded the transformation of the site, incuding removing hundreds of sef-set trees and pants, as we as paying for on-going maintenance costs. The andscapers have now finished, eaving a magnificent open space, featuring new benches facing towards a centra feature of estabished trees, a surrounded by grassand. Visitors can enjoy the area by using entrances at New Lane and Meton Road. The Friends Of New Lane Payground have started the year as they mean to go on, with fresh ideas for fund-raising and renewed enthusiasm for modernising the adjacent chidren s payground. Exporing new funding opportunities and ways of making pay fun and creative are just two themes which the group are considering. Staff from Groundwork (Dearne Vaey), who project managed the deveopment of the skate part for the parish counci, are now advising the group. It s hoped that working partnerships wi be formed to incude Groundwork and the expertise they bring. Grow together DO you have a arge rear garden that s getting overgrown and you re finding hard to manage? Then a sma group of green-fingered oca residents may be abe to hep. They are ooking for sma pots of and to grow their own vegetabes on and woud be wiing to pay a sma rent and/or share their produce in return. If you woud ike to know more, ring the parish counci office on Doncaster Boomin ovey THE parish counci has again suppied Spring bubs to oca schoos and churches to enhance the area. More news in future editions. FLOWING AGAIN A POPULAR oca watering hoe is back in business, thanks to Yorkshire Water and Sprotbrough Preservation Society (SPA). Last summer, oca wakers were eft gasping and unabe to top up their water bottes after Sprotbrough s viage pump ran. dry. The probem was caused by a eak on the pipe which suppies the pump from a mains point in the adjacent Od Rectory, on Boat Lane. But refreshment was soon back on tap after SPA s Secretary, Bernard Pearson, contacted Yorkshire Water to see if they coud hep and the utiity generousy agreed to repair the eak free of charge. The pump and its Grade 2 isted stone structure were originay part of the od Copey estate. In 1987 Trevor Mier, former owner of The Od Rectory, paid the 558 cost of reocating the historic structure from its previous home, adjacent to 41 Main Street. It was rebuit as part of The Od Rectory s boundary wa after being dismanted stone by stone, marked and reassembed by workers on a community programme. Sprotbrough & Cusworth Parish Counci have awarded a grant of 250 to support the vountary work of Sprotbrough Preservation Society. The Association aims to preserve the environment and architectura character of Sprotbrough for the benefit of residents and visitors.
