This eement focuses on the ong-term enhancement of resources that distinguish Manhattan Beach and create a high-quaity community. This eement addresses Parks and Recreation, Cutura Arts, Educationa Institutions, Landscape Resources, Conservation, and Air Quaity. Parks and Recreation Chidren enjoying the payground equipment at Poiwog Park. In Manhattan Beach, parks, recreation services, the beach, and major sporting events keep residents busy year-round and attract many visitors. The parks and community centers create socia meeting areas where community interaction takes pace. The City s parks meet the demands of a changing demographic by providing outdoor areas for active recreation and indoor faciities for games and passive recreation programs. To best serve residents, park faciities and recreation services must continue to adjust as needed to respond to the community s different age groups and interests. Neighborhood parks and the beach offer wecoming open space and paces where peope can picnic, pay tennis or soccer, throw a Frisbee, or go jogging. The State Beach draws Southern Caifornians and visitors from around the word who enjoy sunbathing, swimming, beach voeyba, surfing, and bicycing, and who ike to view major beach voeyba tournaments and surfing competitions. In 1960, the first Manhattan Beach Open Voeyba Tournament was hed and dubbed the Wimbedon of beach voeyba. The City co-sponsors the Grand Prix bike race, the ongest-running professiona bike race in the country. Another City co-sponsored event, the Od Hometown Fair 10K run, ceebrated its twenty-fifth anniversary in The free Summer Concerts in the Park series in Poiwog Park has entertained residents and visitors since 1978, and the free annua Arts Festiva has been providing famiies with interactive arts projects since the 1990s. The City is committed to providing exceptiona park and recreation services to its residents, and to supporting faciities and events that attract visitors. P A G E C R - 2
3 C O M M U N I T Y R E S O U R C E S E L E M E N T Parks Cassifications and Standards The City park system consists of neighborhood parks, community parks, and schoo grounds for which the City and Manhattan Beach Unified Schoo District maintain joint-use agreements. The City owns, operates, and maintains eeven parks primariy designed and used for active recreation. Joint-use agreements for use of schoo grounds and pay areas provide residents with additiona recreationa faciities, particuary athetic fieds. Tabe CR-1 ists recreation faciities in Manhattan Beach, with ocations shown on Figure CR-1. Figure CR-1 aso identifies areas of the City acking oca recreation resources. The types of parks and recreation faciities in the City can be cassified as foows: Pocket Park. A pocket park is a sma neighborhood-oriented faciity used to address imited or isoated recreationa needs. Such parks usuay range in size from 2,500 square feet to under one acre. Pocket parks can be buit on sma, chaenged properties and fi a ocaized park niche. Neighborhood Park. Neighborhood parks, by definition, are specificay oriented toward residents iving within a one-haf mie radius of the park. These parks encompass one to ten acres, with some sports fieds and faciities usuay geared toward the recreation needs of chidren. Speciaized Recreation Area. Speciaized recreation areas are faciities that provide imited recreationa use. This incudes the 1.7-mie Veterans Parkway with its muti-use trai. Community Park. Community parks, as traditionay defined, vary from ten to sixty acres in size and serve residents within a three-mie radius. These parks usuay serve a broader demographic and incude a variety of recreationa amenities. SchooPark. Schoo parks, or joint-use parks, combine the resources of a schoo faciity and park. Schoo parks are unique because they provide recreationa needs in an efficient and costeffective manner. Due to their size, schoo parks can offer broader amenities than a traditiona neighborhood park, often more comparabe to a community park, with baseba fieds, basketba courts, tennis courts, and paygrounds. 4 M A N H A T T A N B E A C H G E N E R A L P L A N Veterans Parkway, which separates Vaey Drive and Ardmore Avenue, was converted into a muti-use trai from an abandoned rairoad spur. The Beach. The State Beach and the two-mie Strand provide tremendous recreationa opportunities to residents of Manhattan Beach and peope iving throughout the southand. These resources define Manhattan Beach and contribute significanty to its attractive iving environment. Amenities incude voeyba courts, biking and waking paths, pay areas, and pubic parking. The County of Los Angees, Department of Beaches and Harbor manages these improvements. The pier is owned by the State of Caifornia and eased to the City of Manhattan Beach. Park Needs and Service Areas Manhattan Beach has estabished a service standard of providing 5.0 acres of park and recreation faciities per 1,000 residents. The 2000 Census reported 33,852 peope iving in Manhattan Beach. With approximatey 179 acres of park, beach, and schoo grounds within the City (as indicated in Tabe CR-1), residents enjoy a ratio of 5.3 acres of parkand for every 1,000 peope. Genera Pan and use poicy aows for up to 35,786 residents within the City. If the current park acreage remained constant, the ratio woud reduce to 5.0 acres per 1,000 peope, sti achieving the City s target. P A G E C R - 4

8 C O M M U N I T Y R E S O U R C E S E L E M E N T Whie providing park acreage at or above the estabished community standard is important, the City must aso ensure that a neighborhoods are we served by park ocations and that park faciities match residents needs. Ideay, a residents of Manhattan Beach shoud have access to a park within a reasonabe waking distance of their homes. This waking distance is referred to as the park service area. The service area standards recommended by the Nationa Recreation and Parks Association indicate that a park typicay shoud cover a 1/2- to 1/4-mie service area radius, depending on the size of the park. One-quarter mie is an approximate five-minute waking distance. Smaer parks such as pocket parks typicay have a smaer service area, matching park needs to the immediate neighborhoods. Based on this standard, Manhattan Beach neighborhoods are we served by oca parks (Figure CR-1). For those neighborhoods in the southeast portion of the community, schoo athetic fieds provide a oca park function. However, both residents of these neighborhoods and City staff have identified very ocaized needs for pocket parks and sma passive open space areas. Manhattan Beach provides residents, as we as many Southern Caifornians, expansive open space of sandy beaches and ocean waves. In the North End and E Porto, whie no oca parks exist, the neighborhood has immediate access to the beach. To address needs in these two areas, the City wi examine opportunities for pubic park space when such opportunities are avaiabe. Manhattan Beach is a reativey young city, with famiies attracted to the community by the high quaity of iving and exceent pubic schoos. Chidren and youth benefit from organized recreation programs, which require sports fieds that can occupy significant acreage. The City aso has a growing senior resident popuation whose recreation needs are quite different. Even with these diverse needs, the City is committed to providing park and P A G E C R - 9

Athough Manhattan Beach is we served by parks, overuse of these recreationa faciities has been an increasing issue for residents who ive adjacent to the parks. Noise, parking, traffic probems, and safety concerns are just some of the issues identified at Sand Dune Park and Poiwog Park. Sand Dune Park has received numerous compaints from surrounding residents specificay because of park usage and attraction of peope to the park beyond the immediate neighborhood due to the unique sand dune features of the park. The City has taken measures to address these concerns. The City wi continue to take proactive measures and incorporate unique soutions to reduce the impacts of park use on surrounding residentia properties. Recreation Services The Manhattan Beach Parks and Recreation Department takes great pride in providing a wide range of recreationa programs for youth, aduts, teens, and seniors. Their vision statement is, We Create Community and Quaity of Life Through Peope, Parks, and Programs. Recreation faciities avaiabe for programs incude the Josyn Community Center, Manhattan Heights The Parks and Recreation Department offers a variety of sports casses and tournaments for youth, incuding the Jr. Manhattan Open Voeyba Tournament, basketba camps and eagues, baseba camps surfing camps, beach voeyba casses, in-ine skating, ice skating, gymnastics and tumbing, karate, tennis, tennis camps, voeyba, and snowboard and ski trips. Community Center, Manhattan Heights Annex-Creative Arts Center, Live Oak Park, Marine Avenue Park, and Sand Dune Park. Recreation programs are aso hed at non-city faciities, as we as on the beach. Recreation Services Program staff oversees speciaty casses;manages faciities reservations and operations; stages community youth and famiy events;coordinates senior and Teen Center services; and supports citywide department activities. 10 C O M M U N I T Y R E S O U R C E S E L E M E N T U.S. Census data indicate that between 1990 and 2000, the City experienced a significant percentage increase in the number of chidren under the age of 18, as we as peope over 55. This trend is anticipated to continue as more famiies move to Manhattan Beach and oder residents eect to remain. Both demographic trends and the voice of residents highight the need to deveop additiona programs for chidren, youth, and Manhattan Beach s oder residents. Acquire properties that are subject to fooding during heavy storms for the purpose ofconverting them to open space and park faciities,when feasibe to do so. Convert a portion ofthe water tower property into a passive open space area. A grassy portion of the water tower property, aong Meadows Avenue and 8 th Street, contains a fenced area that is in the process of being partiay converted into a passive area for neighborhood residents to enjoy. Large trees aso cover the site, making it very comfortabe and inviting.
