The project imits are from just east of Crawfordvie Road to Woodvie Highway. Speakers schedued to attend the ceremony are: Leon County Commissioner and Bueprint Vice-Chair Bryan Desoge and Leon County Commissioner Bi Proctor; Forida Department of Transportation, District Three Director of Transportation Deveopment Phiip Gainer and Forida Division of the Federa Highway Administration, Chief Operating Officer David Hawk. Others attending incude Leon County Commissioners Jane Saus, John Daiey, Akin Akinyemi, Kristin Dozier and Nick Maddox; City of Taahassee Commissioners Nancy Mier and Gi Ziffer and City Manager Anita Favors Thompson. The contractor for the Design/Buid project is C.W. Roberts Contracting, Inc. and Greenhorne & O Mara, Inc., as their engineer for this $10.3 miion project, of which $8.7 miion has been received from the American Recovery and Reinvestment Act of 2009 (ARRA) program for the roadway Design/Buid and for Construction Engineering and Inspection (CEI) services. Atkins North America, Inc. wi be providing CEI services for the project. In addition, $1.6 miion has been aocated by the City of Taahassee for Water/Sewer/Reuse Utiity improvements. Design is currenty underway. 2 FOR IMMEDIATE RELEASE: June 21, 2011 Capita Circe Roadway Widening Project Set to Start Next Week Crawfordvie Road to Woodvie Highway Bueprint 2000 is set to begin the third Design/Buid widening project for Capita Circe Southeast. This project is being funded by the American Recovery and Reinvestment Act of 2009 (ARRA). Construction work is schedued to begin on Monday, June 27 th. Initia operations wi consist of cearing and grubbing on the south side of the roadway, instaation of erosion contro devices and stormwater pond excavation. Improvements for this portion of Capita Circe Southeast incude widening the existing two-ane, undivided rura road to a seven-ane urban faciity. The cosures are anticipated to begin on Monday, May 16, 2011, and continue through January The cosures are part of the Cascade Park construction project and are needed in order to safey insta the 12 x 8 box cuvert from south of the Forida Department of Transportation (FDOT) parking ot at Suwannee Street to Pensacoa Street. The pubic is invited to join the staff of Bueprint 2000 as they host a community tour of Cascades Park on Saturday, November 5th from 10:00 11:30 a.m. The tour wi begin in the auditorium at the Forida Department of Transportation buiding ocated at 605 Suwannee Street. You may have seen the construction going on in the southeast corner of Taahassee s downtown. Just a few years ago, this ot near Boxham and South Monroe streets was an abandoned hazardous site off imits to the pubic hardy fitting for a site isted on the Nationa Register of Historic Paces. Few know that in 1823, it was this same area, with its cascading waterfa and fragrant tropica pants, which inspired setters to choose the ocation for Forida s capita. After decades of negect, Bueprint 2000, a City/County Agency, is restoring this site ocated in the very heart of Taahassee and turning it into a muti faceted stormwater and recreationa faciity. This project wi promote economic deveopment and serve as a catayst to renew and reinvigorate the heart of our city. The Cascades Park project wi compiment the Gaines Street and FAMU Way projects and become a foca point for downtown activities. It wi tie together FSU, FAMU, and the Capito Center, and provide a refuge for the citizens who ive and work nearby. Cascades Park is the centerpiece of a word cass, dua purpose downtown park spanning 4.25 mies of a inear greenway project from East Tennessee Street to Lake Henrietta. An engineering marve, the 24 acre park is designed to food during major storm events. This is necessary to provide the much needed food reief both upstream and downstream of the park. The stormwater component of the park is funded through Bueprint 2000 saes tax doars. Park amenities currenty under construction have been funded through grants and private donations totaing approximatey $4 miion.

9 The park wi incude 2.3 mies of biking and waking trais as we as beautifuy andscaped green space and ponds. In addition, an interactive fountain with 84 nozzes choreographed to coored ights and sound wi be a foca point for the park. A fence featuring interpretive historica panes wi outine Taahassee's past, whie numerous amenities wi commemorate specific oca paces and events. The former Cascades waterfa wi be represented by an utra modern, cyindrica fountain. The Prime Meridian Marker wi be showcased in a granite map of Forida and surrounded by a 160 foot wide diameter amphitheatre stage with seating capacity for up to A tribute to Smokey Hoow, a vibrant African American community that existed in the area unti the ate 1950s, is in the panning stages. Cascades Park wi become a beautifu gateway into downtown Taahassee. It wi provide open space and wi be an anchor for our community. In addition, it wi foster reationships and provide a pace for oca businesses to give back to the community through festivas and ceebrations. 18 FOR IMMEDIATE RELEASE: NOVEMBER 23, 2011 SERIES 2011 BONDS SAVES BLUEPRINT 2000 $2 MILLION Bueprint 2000 cosed on the issuance of neary $36 miion in Saes Tax Revenue Refunding Bonds, Series These bonds refunded previousy outstanding Series 2003 Bonds which are subject to redemption on October 1, The refunding resuted in $2 miion in savings for Bueprint This is an exceent exampe of how the City and County continue to work together to make Bueprint more efficient and effective, stated Wayne Tedder, Director of Panning, Land Management and Community Enhancement (PLACE). These savings enabe Bueprint 2000 to compete more projects for our community and provide a boost to the economy, as those projects create jobs for oca workers. Pubic Financia Management (PFM), the Financia Advisor for Bueprint 2000 had been tracking interest rates since a ray in the bond market in ate spring This ray reduced interest rates and provided the opportunity for savings. In September, the Intergovernmenta Agency, consisting of the Leon County Board of County Commissioners and the City of Taahassee Commission, directed Bueprint 2000 to move forward and capture current market interest rates and ock in savings on this refunding. The Bueprint 2000, Series 2011 Bonds were then competitivey bid on October 27, Seven bids were received. The winning bid was submitted by Bank of America Merri Lynch, with a True Interest Cost (TIC) of 2.23% resuting in a savings of 5.25 percent or $2.0 miion on a present vaue basis. The savings are refected in debt service reductions of over $185,000 in 2012, and over $290,000 each year for an additiona seven years. The 2011 Bonds possess fundamenta credit ratings of Aa2 from Moody s and AA from Fitch, signifying Bueprint 2000 s economic stabiity and sound fisca management. This meeting wi enabe the community to jointy expore bridge concepts and features, aong with the Bueprint 2000 and the FIGG Design Team, to determine design preferences for this new pedestrian bridge which wi cross over South Monroe Street. Your participation wi hep shape the design of this important gateway eement of the Capita Cascade Trai for our community. The Capita Cascade Connector Bridge (CCCB) is part of the 4.25 mie Capita Cascade Trai. In order to maximize the opportunity for the community to interact with the design team, the Bridge Design Charette wi foow a goa-oriented agenda. Our team of designers wi ead us through bridge concepts and other topics using visua animations and modes. This interactive workshop wi incude open discussions and provide an opportunity to share ideas and input on this signature Gateway Bridge. The Bridge Design Charette wi be ed by Linda Figg, President/CEO of Figg Bridge Engineers, Inc. (FIGG), a bridge design firm that speciaizes in the design of signature bridges, such as the Sunshine Skyway Bridge over Tampa Bay and the new I-35W Bridge in Minneapois, MN. FIGG s bridges have received 325 design awards incuding three Presidentia Awards through the Nationa Endowment for the Arts (ony five bridges have received this recognition).
