4 Introduction Welcome to Pacifica District s annual Camporee at the Firestone Scout Reservation (LAAC) in Brea on April 29-May 1, The excitement begins on Friday with the arrival of hundreds of Boy Scouts, WEBELOS, and adult Scouters. A number of theme-based (competitive) scouting skills events will open on Saturday morning followed by various fun afternoon events (including BB Gun Shooting). A Campfire Program complete with skits, songs, and fun highlight Saturday evening. It all culminates in an Awards Presentation on Sunday morning. This packet contains information regarding the 2011 Camporee. Theme The 2011 Pacifica District Camporee theme is: Units are encouraged to show their spirit by incorporating the theme into their weekend activities. The staff and Reenactors will be promoting the theme throughout the weekend; see the letter on the next page from the Reenactors who will be joining us for the weekend. 6 Location / Directions The 2011 Camporee will be held at Firestone Scout Reservation. The Loma Linda / Wyatt campsite has been reserved. Camporee is scheduled the weekend of April 29 to May 1, Arrival times before noon April 29 are not supported. All units are expected to check-out by noon Sunday, May 1. Exceptions need to be requested from the Adult Advisor. Take the CA-22 Fwy. (East); Exit 14D for I-5 No. (following the freeway signs) to CA-57 No./Pomona; Merge onto CA-57 No. Exit 11 (for Tonner Canyon Rd.) turning left (East) at the bottom of offramp onto Tonner Canyon Road. Watch for the OC Pacifica District Camporee signs. Travel approx. 6 miles arriving at the Loma Linda / Wyatt campground. Please be aware of the reduced speed limits posted at Firestone Scout Reservation! Page 6 of 34

7 Event Map: HQ: This is the Staff Headquarters. It hosts the SPL/SM Meeting, the First Aid Department, and the Security/Search and Rescue unit. Please bring your Patrol Flags, Golden Spoon, and Golden Pie Tin entries here for judging, or inquire with any questions or comments. Encampment: This is the Civil War Reenactors camp. Stop by during the afternoon to view their Living History Camp, and enjoy period weapons displays. Event Field: This is where all Morning Competitive Events will be held. It also holds the Archery and Tomahawk Ranges, which will be open during the afternoon. IOLS: Camp of Introduction to Outdoor Leadership Training, an Adult Leader training program run by the Pacifica Distirct Training Committee. Page 7 of 34

8 Parking: Parking for all Boy Scout Troops will be as indicated on the map, along the higher ridge above the main camp. Cub Scout and Staff Parking will be along the South side of Cub Camp. All cars parked must have a Parking Permit. Tour Planning Worksheet (Replaces Tour Permit) All groups MUST have an approved Tour Planning Worksheet. When you arrive at Camporee you will be asked to present your Tour Planning Worksheet, if it is not present you will not be permitted to enter Camporee. It must be posted in your campsite and visible for inspection at any time. Having a posted Tour Plan will also factor into your Campsite Inspection score. Visit this link to print your own: Attendance / Guests Camporee is a Boy Scout event sponsored by the Pacifica District. Admission to the camp is limited to registered Webelos, Scouts, Scouters, Crews and Leaders of the Pacifica District and their invited guests. All guests are expected to behave according to the Scout Oath & Law. Guests please stay with your Pack or Troop. Only registered Webelos, Scouts, Scouters, Crews and Leaders may camp and participate at the events Page 8 of 34

9 Firestone Campground Rules All units are expected to know and adhere to the BSA Guide to Safe Scouting. NOFIRES or OPEN flames are permitted at Firestone Scout Reservation. Charcoal cooking is permitted if raised off the ground and using proper equipment. Water: Loma Linda campsite is equipped with water. Water is located through out the camp and may not be in each unit s camp. Each unit is responsible for hauling water to their camp and disposing of waste water properly. Washing of dishes, clothes, or other articles is NOT permitted at the spigot locations. Latrines: Port-A-Potties are located throughout the campsite. Each person is responsible to leave the latrine clean and usable for the next person. Any person violating the rule will be asked to leave the camp. Camp cleanliness: Each unit is responsible for keeping their camp and any common areas around their camp, clean and presentable. Personal Cleanliness: Each unit is responsible for the cleanliness of all unit members. Camp boundaries: Camps will be individually marked. Units are to remain within the boundaries of the camp that they are assigned. No moving of the boundary markers is permitted without the permission of the adult advisor. Campsite: Scouts and scouters must remain within the boundaries of the Loma Linda and Wyatt camp sites. No hiking outside of the camp without the permission of the Camporee staff is allowed. First Aid: Be prepared to handle all minor first aid cases in your unit s area. First Aid emergencies beyond the capacity of your unit should be brought to the Staff Headquarters, Department of First Aid and Search and Rescue. All First Aid situations must also be reported to the Staff regardless of severity. Transportation: Transportation to and from camp is the responsibility of the unit. All vehicles should conform to State of California motor vehicle regulations. Vehicles should only be driven by licensed drivers 18 years of age or older, and have adequate insurance as required by the State of California. Under NO circumstances are passengers to be carried in trucks (except in cab), or outside of vehicles. Trash: Bag your trash and take it home with you for proper disposal. Our Neighbors: BSA and Firestone Boy Scout Camp enjoy good relations with our neighbors and ask units to observe Scout courtesy, not only to them but also to all persons en-route to and from camp. Camp Breakdown: Most camp sites are to be broken down and packed following the Sunday morning awards ceremony. Units are required to clear their campsite completely, including trash. Damages: The unit is expected to pay for all damage caused by its members to the camp property or equipment. Page 9 of 34

10 Strictly Prohibited: NO liquid-filled stoves or lanterns allowed. Absolutely NO alcoholic beverages permitted. Firearms and weapons of any kind also prohibited. Check-In Gates will open at 1:00pm on April 29th and participants should NOT plan to arrive before this time. Please be cognizant that we have hundreds of vehicles arriving and lines may form at any given time. Our goal is to check you in and get you to your drop-off / parking area / campsite as quickly and safely as possible.speed limit is 5 MPH in camp and will be strictly enforced. All Camporee packets contain a Parking Permit to be coordinated / assigned by the Scoutmaster to all drivers attending Camporee. This form must be completed and placed on the driver s side dashboard (clearly visible) prior to arriving at the campground controlled entry gate and must remain in-place when in the campground. It is recommended that you arrive as early as possible to set up your camp set up and get started on your gateway / pioneering project(s). Staff Safety inspection will be from 10-11:30 pm Upon entering the park you will be directed to your assigned Campsite (limited to vehicles carrying unit equipment / trailer) or to an unloading area for scout drop-off and/or to a designated parking area. Check-Out On Sunday morning, units are encouraged to pack all their items and stage them at the front of their campsites before bringing their vehicles to the campsite for pick-up. The goal is to minimize the traffic flow and the amount of loading in the midway area. Vehicles may haul unit equipment from their campsite beginning The Campground gate will be re-opened for incoming and outgoing traffic after the Awards Ceremony on Sunday morning. As during check-in, only one vehicle per unit will be allowed to drive from the parking area to the unit s campsite at a time. When your unit has packed and has checked to ensure the campsite is clean and all trash removed, you will need to have your campsite area inspected and approved by one of the Staff members on-hand in the area. Once cleared you may depart. Stop at the Staff HQ to drop off your completed Camporee Critique form and to pick up your units Camporee Page 10 of 34

11 patches before departing. Please maintain the speed limit on the outbound roadway (speed is monitored by the Ranger and citations will be issued). Fire and emergency alarms If the emergency alarm sounds, all campers are instructed to stop whatever they are doing immediately and to walk quickly to the Check-In area and assemble by pack / troop. Leaders will take a head count and inform the camp Staff of the status of their unit. If any evacuation is necessary, participants will be given the appropriate instructions. ALL DRIVERS MUST KEEP THEIR KEYS WITH THEM AT ALL TIMES. Wilderness area warning You should be aware that this is a wilderness area. There are, among other things, wild animals native to this area including mountain lions, bobcats, coyotes, deer, raccoon, rattlesnakes, mice, spiders, ticks, ants, mosquitoes, flies (did I miss anything?). These animals are wild and must be left alone. Some of the smaller animals can get into tents, packs, clothes, food bags, etc. Keep all food and items with a scent stored appropriately so as not to attract these animals. DO NOT STORE FOOD IN YOUR TENTS! Be prepared to handle exposure to seasonal Poison Oak and Stinging Nettles. Page 11 of 34

12 Parking and vehicles in individual camps Vehicles may be driven to the unit s camp to unload equipment. All vehicles are to be removed from the unit s camp by 8:00 PM, Friday or as directed by the Camporee staff. Obey all posted speed limits. Never exceed 5 mph. All vehicles must be parked facing out to the access road as a mandatory fire safety precaution. The Camporee Staff may request you to relocate your vehicle, especially if it is parked in front of your campsite gate. If a staff member asks you to move your vehicle, please be courteous and comply with the request. There will be a few special purpose vehicles allowed by staff. Those will have passes Exception: One tow vehicle and one trailer may be kept in the camp. All vehicles must be parked in the designated Parking Section of the camp. No Recreational Vehicles (RV s) are allowed in camp, except if required for a special needs person. Please consult the adult staff beforehand if such a vehicle is required. Staffing Interested in serving on Camporee Staff? We re still actively recruiting Youth and Adult Staff, staff meetings are every Tuesday from 7:00pm-8:30pm at St. Wilfred s of York Church. Most Youth Staff will receive over fifty service hours for their actions, and will also get to attend Camporee free of charge. Food is provided. Don t miss this rare opportunity to see how much planning, training, and hard work goes into running a District Event! Attire Class A uniforms will be expected at flag assemblies and the awards ceremony (not spirit rallies). Please note that we are interested in neatness, completeness and uniformity of Scout uniforms and patrol cooperation! The morning skills competition will be in CLASS B or appropriate themed attire. All patrol members are expected to be uniform with each other; themed spirit items within the patrol are encouraged. Example: If in a patrol, one Scout is in a themed outfit, then all Scouts should be in a themed outfit. No firearms, including toys, props, and replicas are permitted. Any such weapons will be confiscated. Page 12 of 34

13 There may be some water related events planned for Saturday afternoon and an extra set of clothing / shoes are advised. In addition, Scoutmasters should inform all Scouts / Scouters that are scheduled for OA Tap Out, to be prepared, in advance, including warm clothing (to wear to the Saturday night campfire). No cleats or special competitive clothing is permitted. Patches A special designed Camporee patch will be provided to each unit leader for all paid participants (youth and adults). They will be available after the unit is cleared during check-out on Sunday. If additional patches are available, they will be for sale on a first come, first served basis on Sunday morning. Patches should be worn on the right shirt pocket below the flag. Patrol Skills Competition There will be 2 divisions of competition, Webelos, and Boy Scouts. Scouts will compete against Scouts, and Webelos will compete against Webelos. Webelos are encouraged to participate in all of the events, regardless of their skill level. The Webelos Patrol competition will be judged separately than the Scout patrols competition. Webelos scoring will be based on Webelos skills as well as their Patrol spirit.recommended size of a patrol is 5-8 Scouts.Remember there are no electronic devices allowed to be used at any event. Patrols must compete individually. There is no passing of information from one patrol to another. Please remember and compete adhering to the Scout Law. Adult patrols are not to participate in the 2011 Camporee. Judging The decisions of the Camporee Staff and judges are final. Please remember that Camporee is boy-run and they are doing their best to execute a complex series of events. As unit leaders, your cooperation with them is most appreciated. Morning Competitive Events All events will have a contingent on points dedicated to Scout Spirit. Scouts will be graded on their yell, flag, uniform, 10 essentials, leadership, and teamwork. All events are entirely Scout planned, run, and managed. Arguing, negotiating, or otherwise disagreeing with the youth staff may result in disqualification from Page 13 of 34

14 the event as well as Presidential and may result in your Troop being asked to leave the Event Field. Please act in accordance with the Scout Oath and Law at all times. All patrols competing on the Event Field will be issued an Event Punch Card. This card will be punched at every event to ensure that patrols do not attend events twice. Additionally, this card will assign each patrol with a starting event that they must complete prior to moving on to any other events.all Punch Cards must be turned in by the SPL at the Afternoon SPL Meeting. Knots Relay The knot activity will feature six of scouting's core knots: Taut-line Hitch Bowline Two Half-hitches Clove Hitch Square Knot Sheet Bend The activity will be in relay race format. All scouts in a patrol will line up 20 feet from a tripod. The first scout will run to the tripod and be given a card with the name of a knot. He is to tie the knot as quickly and as accurately as possible. The method he uses does not matter, and it does not have to be tied to the tripod, as long as it is correct. If he ties the not correctly, he will run back as quickly as possible and tag the next scout, who runs up and repeats the process. If he ties it incorrectly, he can try again or run back and tag the next scout, who will run up and attempt to tie the same knot that the first boy tied incorrectly. If all the members of a patrol are unable to tie the knot, or time runs out before all six knots are tied, a 20-second penalty is added per knot. Lack of cooperation of any scout or refusal to participate may also cause penalties of up to 60 seconds. The relay ends when all six knots are completed, or 10 minutes is reached, excluding penalties. The total score is a combination of the number of seconds left on the timer and spirit, which will be judged based on supportiveness of patrol members, patrol yell and flag, leadership of patrol leader, and overall good conduct. Scouts may gain three extra points (equivalent to 15 seconds of time) by correctly tying one of the following knots: sheep shank timber hitch bowline-on-a-bight Obstacle Course Can you survive your tour on the front lines? There are several obstacles you must overcome along the way. If you step off the track or fail to navigate the course correctly penalty time will be added to you score. Obstacles will include hay bales, low crawls, cones, bridges, and The Wall. Three members of your patrol will run the course, with one being the designated injured soldier. This Page 14 of 34

15 scout may only use one leg, and will therefore require an escort (or two) throughout the course. The clock stops when the injured soldier has made it through the course. You will be penalized for: false starts, not staying on course, not going around, over, under the obstacles properly, not doing the proper amount of bat twirls, missing an obstacle. Tent Set-Up- For this event, you and your patrol will be building a civil war style tent. This event will be timed and you will be scored on teamwork, Scout spirit, participation by all patrol members, quality of the tent, and fastest time. Your time will start after instructions are given to the patrol leader and the judge says, go. Your patrol will be provided with a tent tarp, 6 ropes, 6 sticks, and 6 stakes. Tomahawk In this classic event, two Scouts from each patrol will be selected to compete on the Tomahawk range. Each Scout will be allowed 5 throws, targets will be divided in a series of concentric circles to allow for scoring. The closer to the center of the target, the higher the score. Only Scouts with a signed Totin Chip on their person or a Totin Chit on their uniform will be allowed to compete. Archery For this event, you and your entire patrol will compete in an NFAA style archery competition. Each Scout will be allowed 5 arrows, and the total sum will be averaged. Scouts must have a signed permission slip to participate (see end of this document). First Aid Injuries were the harsh reality of war during the 1800s, and as a patrol you must be ready to perform First Aid when necessary. In this event, you will be presented with a real life victim of a battlefield wound, whom you must diagnosis, asses, treat, and transport to safety. You will be graded based on time and accuracy, as well as teamwork and professionalism. You will be provided with all the necessary supplies to treat the victim, as well as the supplies for the stretcher, which you will use to carry him 30 feet out of the line of fire. Please remember while this is only a simulation scouts are expected to take the scenario seriously and act accordingly. Fire Building The scouts will come into the fire pit area were they will see a small fire pit and some wood. They will be provided a hatchet, two matches, and some wood. They will be giving 5 min to create and light a fire at least 1 foot high. They will be provided with kindling for their fire. Any fire that goes above the secondary safety line will be put out. If they run out of matches then they will be given another one Page 15 of 34

16 but we will add 20 seconds to their score. If they need another block of wood, another 20 seconds will be added to their score. The score will be based on time so be quick, but at the same time be careful. Good luck! Alternate Competitive Events In the event that for any reason any of the above events are cancelled, they will be substituted by the events below. You may or may not be notified that an event is being replaced; you should train for all of the events, including these Alternates: Field Defenses (Lashings) Join your patrol as you construct a traditional Civil War field fortification. Your fortification will be lashed together using 9 poles and eight lashings. You will lash two poles together into an X shape; repeat this four times. Once you have 4 Xs completed, they will be lashed to the final pole in the upright position. The picture below provides a similar (not exact) model of what you re project will look like when completed. This is the only design that will be accepted. You will be graded on your lashings, accuracy of design, and time until completion. Height Estimation In this classic event, you will measure the height of a flagpole utilizing any method you choose. You will be allowed three (3) minutes to make your estimate. No electronics of any kind will be allowed, including GPSs, calculators, or lasers. Additionally, no measuring tapes, rulers, yardsticks, or other items with marked length measurements will be allowed inside the event. Afternoon Events (Troop Activities) The adventure continues with the afternoon events. The afternoon events are Troop/Pack Activities that are only for fun and will not be scored. All events are purely voluntary, all Troops welcome! Archery/Tomahawk/BB Gun (Free Range) All ranges will be open from 2:00-4:00 for free shoot. First come first serve basis. Page 16 of 34

17 Tug of War District-wide Tug of War. To be held in the center median. Dodge Ball After the campfire, compete with your Troop in a game of Dodge Ball! Tournament style. SPL must sign Troop up at Saturday Morning meeting, Troop must have Scoutmaster permission to compete. Hidden Object Can you find the treasure hidden somewhere at Camporee? Open all weekend, Spirit boost to the winning Troop. Capture the Flag Join us for Camp-wide capture the flag! Scouts will be divided into two teams, Union and Confederate. SPLs must sign Troops up at Saturday Morning SPL Meeting; Scouts should meet at Staff HQ after the Afternoon Assembly Delays There will probably be some unavoidable delays at certain events. Please be patient and move to other shorter lines if possible. Please remember that Camporee is a boy run event and the Scouts have put a lot of time and effort into planning and organizing the event. The staff takes the assignment very seriously and in an effort to ensure all Patrols have the opportunity to participate in all of the morning skills competitions they will keep the events open until your Troop SPL or Webelos Leader clears your Troop/Pack from the competition field with the Camporee SPL. Electronic Devices No electronic devices are permitted on the competition field or the scout master competitions. If an electronic device is required by a scout for health reasons, it needs to be approved by the adult Camporee staff before being at any competition event. No GPS devices even if incorporated in watches, cell phones, ipods or any other devices. Scout Spirit Scout Spirit is an important part of Scouting and Camporee. Scouts are expected to behave according to the scout law at all times. Behavior inconsistent with the Scout Law will not be tolerated. Page 17 of 34

18 Spirit will be rewarded with Spirit Coins, which will be collected during the OA Serpentine and totaled into the Troop Spirit Award. Spirit Coins will be awarded for: Supporting the staff Cheering others and supporting all scouts and scouters at all times. Volunteering to help Participating in all events and competitions including Scoutmaster Competitions, afternoon events, and Golden Spoon and Pie Tin events. Treating others with respect Living the Scout Oath and Law Promoting the Civil War theme Additionally the Spirit Token will be awarded to one Troop at each rally based on spirit. This Token may be decorated to symbolize the Troop it s visiting, and will then be re-distributed at the next Spirit Rally. Youth Staff Camporee is a youth led event, and the Camporee Youth Staff will be managing and overseeing the majority of the event. It is important to remember that they do have final authority over Troop Leaders and other Scouts, even in Troop affairs. Please remember that they are volunteering their time to help put on this event for you. Any concerns regarding the decisions or actions of the youth staff should be brought to the attention of Cole Glenwright, Camporee SPL. Tips Some simple guidelines for the event: The more events that you participate in the better chance you have of winning Presidential. Including all of the patrol competitions in the morning as well as the troop competitions such as Campsite Inspection, Pioneering Project (see the rules for your project), Scoutmaster SPL Competition, Golden Spoon, etc. When you check in please give registration the troop number and the name of the patrols that will be competing. Here s a tip. Once you have established the names of the patrols competing, don t change them during competition on Saturday. This can greatly decrease your chance of winning Presidential. Scoring is based upon all of your scores. The better you are prepared the better chance you have of winning. Do show spirit and team work, do not argue and bicker. Don t forget your patrol flag. There is a patrol flag competition. Be involved with the Theme of Camporee, including your clothes, props, gateway and etc. Being Prepared includes your 10 Essentials. The basic 10+ Essentials include: pocket knife (totin chip, whittlin chip), personal first aid kit, sun screen, waterproof matches and fire starter, food, signal device, water, extra clothes, rain gear, compass, flashlight and rope. 19 Order of the Arrow OA Serpentine is only for Scouts and Scouters, no family members or visitors are to be a part of it, troops and packs should be ready promptly at 6:30 P.M. at the entrance to their campsite to join the serpentine. SPLs should have collected and totaled their Troops collection of Spirit Coins at this time, and they will be collected during the Serpentine. OA Call Out: Scoutmasters will know in advance which Scouts and Scouters to have Be Prepared in advance, (including warm clothing taken / worn to the campfire). Anyone not called out or leading in the subsequent OA Ceremony are not permitted to attend or to visit the ceremony site during the ceremony. Unit Pioneering Project There will be a separate competition for best Pioneering Project in a campsite. Things we have seen in the past have been a radio tower, a merry-go-round, a monkey bridge, a free-floating flagpole, and a dual tower campsite entrance. All of these projects are great projects, but they are not automatic winners. Projects are judged for quality, not quantity. All lashings are to be used properly and knots tied securely. Use your imaginations and remember to be eligible, the project must meet these minimum requirements: a. 20 poles and 16 lashings and only be made of lodge poles, rope and a maximum number of pulleys (4 or less). b. No prefabrication of parts or assemblies before arrival at camp for any judged project. c. No adult help on design or during set up. d. Use only natural materials (Lodge poles, wood, rope, etc.) Examples of allowable exceptions: Pulleys, flags, theme based decorations, troop signage, anchor stakes and safety lines. Examples of what is not allowed: metal fasteners, zip ties, nails, tape, adhesives of any kind. e. Projects must be complete by midnight, Friday, April 23. f. Be sure it s safe and make sure it s a solid construction with the appropriate lashings. A violation of items a, b, c, d, or e is grounds for disqualification from the event and for competing for Presidential. Pioneering Project Safety Adult leader knowledgeable in lashings must be present at all times during the construction. An adult leader certified in Climb-On Safety must be present when any youth or adult is working higher than 6 off the ground. All stakes must be covered or blunted. Support lines must have safety markers. No climbing above 6 feet will be allowed. Page 19 of 34

20 If a structure is more than 6 feet high then the entire structure will need to be assembled on the ground, lifted into place (using adequate safety lines / manpower), and secured safely. All structures will be limited to 20 feet in height, including flagpoles. Exceeding this limit will result in a scoring deduction of 10 points. If a safety issue arises that requires a scout to climb over the 6 foot restriction, the Unit Leader must obtain authorization from the Camporee Staff Safety Committee and/or the Camporee Adult Advisor in advance, and the following requirements shall apply: o An adult leader certified in Climb-On Safety must be present when any youth or adult is working higher than 6 off the ground. o All projects must be properly anchored properly before ANY climber is authorized to climb. o With any pioneering project taller than 6 off the ground, any participant in the project whether builder or user working higher than 6 off the ground needs to wear a helmet and harness and be spotted by an anchored belayer. o All climbers must wear non-skid shoes. o One person is allowed to climb on a project at a time. Projects must be complete by midnight Friday. Projects will be continuously inspected for safety by the Safety Committee. Any issues identified by the Safety Committee will be handled according to the procedure noted above. Page 20 of 34

Does it use pioneering techniques to improve stability? Theme: Does the project incorporate the Camporee theme? Give more points to project design (a drawbridge for a medieval theme, for example) than theme-related props hung on the project. Flags: Does the project include flagpoles to display American, troop, and other flags? Can the flags be raised and lowered? Give 3 points for one flag, 5 points for two or more flags. Creativity: Is the design creative? Is it a unique design or include unusual elements? Give Scouts credit for attempting something different. Deductions 0 to -15 points 0 to -10 points 0 to -15 points 0 to -25 points Safety: Was the project safe for the Scouts building it? When the project is complete, is it safe for someone on or around it? All-natural materials: Use only natural-fiber rope and pioneering poles. No metal except for pulleys. Deduct 1 point for each non-natural item. Don t deduct for themerelated props, unless they are a fundamental part of the project structure. Don t deduct for synthetic rope used for flag halyards or safety lines. Constructed on site: No part of the project can be prefabricated and then brought to Camporee. It must be completely constructed on site. Scout-built: Was the project constructed completely by the Scouts? Deduct points for any adult help except that needed for safety. Page 21 of 34

22 Rope Monkey Bridges Bridges over 4 off ground must have participants wear helmets that fit and spotters. There can only be one person on the bridge at a time. When constructing monkey bridges, observe the following safety rules: Always follow the steps for constructing monkey bridges outlined in the Pioneering merit badge pamphlet. Before beginning the project, inspect your rope, looking at both the inside fibers and inner strands. Know the size and strength of the type of rope you are using, and its safe working load. Monkey bridges should not be constructed higher than 5 feet above flat-surfaced ground nor be more than 45 feet in length. The main span should not be more than 25 feet in length. Know the effect the knots will have in reducing rope strength and the proper care that rope requires. Rope, especially rope carrying a load, should be checked each day before using. Rope carrying a load and left in place tends to become slack from fatigue and will break under stress. Tighten rope as necessary to maintain the integrity of the original construction. Exercise special care when members of the public are allowed to use monkey bridges. Establish controls when monkey bridges are constructed outside the camp environment. Station Scouts at each end to control access to the bridge. Allow only one person at a time on the bridge. Never allow unaccompanied children on the bridge. Shut down the bridge when any repairs are being made and do not re-open until the adult leader has approved the repairs. Any activity on rope swings, monkey bridges, slide-for-life, or similar devices that are located over water must comply with Safe Swim Defense. Shooting Sports This year, we plan to host BB Gun, Archery and Tomahawk Ranges. Subject to availability of Rangemaster volunteers, the ranges will be open for the morning (competitive) events and during the afternoon (open range). All three ranges are open to scouts of all age groups, and all scouts are invited to take part in this exciting event. WEBELOS are encouraged to work on their BB gun belt loop as part of this event Shooting Sports - Permission Slips (Required) Page 22 of 34

23 Adult Leaders are required to have signed permission forms for each of their unit s members that are approved to use the ranges. A completed roster (attached) must be checked in with the appropriate designation for any youth to be able to participate. Patrol Flag Competition Show your scout spirit by submitting your patrol flags for judging. Entries must be delivered to the staff area; See the Schedule of Events for the proper submission time. Judging criteria is at the discretion of the judges. Golden Spoon / Golden Pie Tin Competitions This is an event to measure your scout s cooking skills. Entries should be planned and prepared by scouts. Each unit should send their prepared dishes (enough to feed our hungry judges (approximately 5) to the Staff area for judging at the appropriate time (see Schedule of Events). A panel of five judges will subjectively evaluate your dishes on the basis of best taste, presentation, etc. Judging to include entries for main dish and dessert. The Award is based upon the overall meal. Scoring criteria is subjective and is at the sole discretion of the participating judges. A winner will be chosen to receive the coveted Golden Spoon or Golden Pie Pan Awards Scoutmaster / SPL Competitions Competitions are scheduled during the day. Show your Scout Spirit and join in the fun of the challenge. You may receive Spirit Coins for participating, but it will not affect any other award, including Presidential. Campfire Our annual Camporee Campfire Program is scheduled for 5:30pm, to begin with out OA Serpentine as Troops are led to our Campfire Bowl. All Troops are asked to contribute at least one skit to the campfire, this is not required but highly encouraged. In addition, our Campfire will also feature the OA Callout, and a Flag Retirement ceremony. Reenactors in period attire will retire US and Confederate flags side by side, and Pacifica s Eagle Guard will retire two US Flags. To sign up for a skit, see the Master of Ceremonies at the afternoon SPL/SM Meeting, or anytime prior to the ceremony at Staff HQ. Eagle Scouts: We are looking for seven of Pacifica s finest Eagle Scouts to serve in our Eagle Guard. If you are interest, apply at Staff HQ anytime during the weekend. ALWAYS KEEP THE GUN UNLOADED. WHEN USING A GUN, ALWAYS FOLLOW THESE RULES: 4. KNOW YOUR TARGET AND WHAT IS BEYOND; MAKE SURE THE DOWN RANGE IS UNOCCUPIED. 5. BE SURE THE GUN IS SAFE TO OPERATE. 6. BE THOROUGHLY FAMILIAR WITH HOW THE GUN OPERATES. 7. USE ONLY THE CORRECT AMMUNITION FOR THE GUN. 8. WEAR APPROPRIATE EYE AND EAR PROTECTION. 9. NEVER USE ALCOHOL OR DRUGS BEFORE OR WHILE SHOOTING. 10. UNATTENDED GUNS SHOULD NOT BE ACCESSIBLE TO UNAUTHORIZED PERSONS. REMEMBER: TREAT EVERY GUN AS A LOADED GUN. FYI WEBELOS can earn the BB Gun Shooting Belt Loop after completion of these three requirements: 1. Explain the rules for Safe BB gun shooting you have learned to your leader or adult partner. 2.
