3 I. General Information The Webelos Scout Webeloree, is a Game with a Purpose!!! It is an event, that will help you gauge the quality of your units overall program, thru earning points for the Pack based against a National Standard on uniforms, campsite set up, participation and Scout Spirit. It also provides an opportunity for your Webelos Dens, comprised of 6 to 8 Webelos, to show their stuff, by participating in several Den skill competitions, based on the Webelos Outdoor skill requirements. Where: Camp Maluhia When: March 2017 Cost: $20 per participant (youth & adult) fee covers facility rental, awards, insurance and one patch per youth participant All Packs and participants, must be registered on line or at the Scout Office, and paid in full No Later Than 9 March 2018 No Refunds, only Transfers for this event No money or late registrations will be accepted at the Webeloree Extra patches and for adults are available for $3.00 Pack/Den Check-in begins at 4PM at the Camp Office. Only the Cubmaster or Den Leader, is needed to check in, for your Unit. At check in, you will turn in a copy of your roster and show your medical part A, B, for all participants. The Webeloree Staff will then assign your Pack/Den to a camp site. Your Pack/Den can do their uniform inspection before or after setting up camp, but must have the inspection completed before 8pm on Friday. The Leader for each Pack/Den attending, must also turn in their camp fire skits or songs by 8pm, and be prepared to explain the skit or song to assure it complies with acceptable BSA content. The Webeloree officially opens at 8:30pm with a campfire put on by the participants, M/C d by the Order of the Arrow. Events & Competitions: The Pack/Dens earn points, based on a National Standard. The Pack events that are scored are Uniform Inspection, Scout Spirit, Camp Site Inspection, Campfire Participation and Breakfast. There are 4 Den competitions, Flag Pole Raising, Knot Tying Relay, First Aid Relay & Rescue Relay.

Schedule Friday 3/16 4:00pm Webeloree Camp Office opens, Packs/Dens begin to arrive 8:00pm Uniform inspections & Camp Fire skits due 8:30pm Participant Camp Fire 9:30pm Leaders Meeting at Camp Office 10:00pm Lights Out (Quiet Time) Saturday 3/17 6:00am Wake up, prepare breakfast 7:30am Breakfast due at Camp Office 8:15am Camp Site inspections begin 9:00am Den competitions begin 12noon Lunch 1:00pm Den competitions resume if needed 2:00pm Competitions finished, Camp site breakdowns begin 3:00pm Awards Ceremony followed by dismissal May end sooner, pending completion of competitions III. Supervision, Medicals and Youth Protection The Boy Scouts of America requires two adults (one must be 21 or over) to accompany each Pack, the entire time at camp. Generally, this is the Cubmaster and/or Den Leader(s), but other leaders or parents may also serve as camp leadership, if necessary. Scouts attending as a guest with another Pack, do not need to provide an adult. The Maui County Council and the Boy Scouts of America require all adult leaders be Youth Protection trained within the last 2 years. We also recommend that the (acting) Senior Patrol Leader for each troop also have Youth Protection training. (Youth Protection Training Certificate can be earned on-line at At all times at the Webeloree and while traveling to and from the Webeloree, Packs should follow the Youth Protection Guidelines set forth by the Boy Scouts of America. For more information about BSA Youth Protection Guidelines, please go to or contact your Boy Scout Council for assistance. Please remember that it is the number one priority of the Boy Scouts of America and the Webeloree Staff, that youth are protected from harm and abuse. In Scouting we use the term, Safe Haven to describe the environment Scouting should provide. Please be sure all adults and youth attending this event understand the Youth Protection Guidelines. Youth Protections Guidelines Specific to Webeloree

5 1. Two adults should be in the camp at all times. If two adults are not available, no less than one adult and two youth can be left alone. 2. Adults and youth, men and women, have separate sleeping and bathroom facilities. Privacy is and must be respected at all times. 3. Youth must always use the buddy system, in their campsite and when around the Webeloree. 4. The location of Scouts should be monitored through-out the day (periodically) and throughout the night. 5. Any Scout or adult who displays or is suspected of unsafe or threatening behavior (words, actions, or otherwise) should be discretely removed from the situation, and immediately reported to the Webeloree Chairman. 6. ALL LEADERS AND CAMP STAFF ARE MANDATORY REPORTERS OF CHILD ABUSE. As such, when a situation of abuse or suspected abuse is reported or witnessed, the leader or staff member MUST report it to the Webeloree Chairman or Scout Executive. When the report is made to the Webeloree Chairman, he/she next reports it to the Scout Executive and then to the Maui County Police Department and CPS, when applicable. Contacts for suspected, reported or witnessed abuse: 1. Report all incidents or suspicion to Scout Executive, Duc Buttons, immediately at 1(425) , or to on-site Camporee Chair. 2. Maui Police Department: Dial 911 or (808) Maui Child Welfare Services: Each Pack/Den attending the Webeloree, must have in their possession every participants Health form parts A, B and review the following: Receiving and reviewing the person s BSA Health Form Parts A, B with parent signatures Reviewing the person s allergies listed on health form Review and check-in medications listed on his health form. Emergency medications that need to be kept on the person, will remain with the person or the leader, depending on preference. Reviewing the person s restricted activities listed on the health form and Participation Consent Form At Check-in, we will ask the Cubtmaster/Den Leader, if he has everyone s Health Forms and also ask for a list of everyone that has any allergies or serious health issues. You will retain possession of all health forms for your unit. The Webeloree will not be collecting them, we just need to make sure that you have them with you. All Packs/Dens will be responsible for bringing their own first aid kits, and for providing your own first aid at the Webeloree to your members. The Webeloree will not have a medical staff, so it is important that every Pack/Den comes prepared.

6 All injuries and/or illness that you treat, should be reported to the Webeloree chair for records/insurance purposes. IV. Events/Competitions There are 4 Den competitions. Every Den from, each Pack in attendance, must compete in all 4 of the Den competitions. To win any competition, they have to try all 4. There will be 3 placings for all Den competitions, 1 st, 2 nd & 3 rd place. The Pack awards will be determined by a cumulative score of their uniform, camp inspection, breakfast, campfire & scout spirit. The awards are Presidents, Proficient, Standard & Webeloree. This not a competition. All scoring is based upon a National Standard, and not judged against other units. Refer to the score sheets for more detail. The uniform and camp inspection will be based on the attached score sheet. The Campfire score is based on participation, not content. The Breakfast competition is based on participation, content and presentation. Your entry (one per troop) must be brought to the Camp office no later than 7:30am for judging. The Breakfast, must be prepared and cooked, by the Webelos, on site See the attached score sheet for details. Scout Spirit is based upon your Pack/Dens overall cooperation, participation and behavior from check-in thru breakdown. This is an arbitrary score, the more your Pack/Den cheers for everyone, helps others who are struggling and exhibits Scout Brotherhood, the better your score. The observations of all of the Webeloree Staff will be used to determine your score. General Rules 1. All rulings by Judges are final and can only be over ruled by an appeal to the Webeloree Chair. 2. Rulings may be appealed to the Webeloree Chair only by the Cubmaster or Den Leader. 3. All Dens must participate in all 4 Den competitions, to place in any event. Failure to comply will result in disqualification in any competition they may have placed in. 4. All Camp Sites must remain set-up until the Webeloree Events/Competitions are over. Early breakdown, without permission from the Webeloree Chair will result in penalties being applied to your Pack score.

7 Webeloree Flag Pole Raising Equipment 1 each 10ft pole (approx. 1 diameter) 1 each 5 to 6ft pole with Den Flag attached 4 each 20ft ropes 1 each cotton lashing rope (need 2 if tying instead of lashing) 4 each wooden tent pegs, 6 to 8 inch long 1 rubber mallet 5 to 6 Webelos (8 maximum) Event description All equipment is placed on the field, then the Den lines up at the starting line 20ft away. When the signal to start is given, the Den runs to the equipment and lashes the Den Flag pole to the 10ft pole using round lashing or tying together using knots of their choice. At the same time, they attach the (4) 20ft guy ropes to 10ft pole (using a two half hitch) and drive the 4 tent pegs in the ground, using the rubber mallet. The tent pegs must be at least 10ft from the base of the pole. After the poles are connected and 4 ropes are tied on, the Den raises the pole, using only the 4 guy ropes, without touching the pole with their hands. One Webelos may hold the pole in place with his foot while raising the pole with the ropes, but cannot use his hands to touch the pole. The 4 guy ropes are then tied to the 4 wooden pegs using a taunt line. After everything is completed, everyone must sit down with hands off the ropes and pole, leader calls time. Rules 1. If you do not have the minimum amount of Webelos needed, you may borrow from another Den or Pack 2. Winner is fastest time, with penalties added (if any) 3. Once the Flag Pole is being raised, no hands may touch the pole. Penalty is disqualification second penalty added for every incorrect knot or lashing 5. There is a 4 penalty maximum

8 Webeloree Knot Tying Relay Equipment 1 each rubber mallet 1 each 6 wooden stake 3 each 5ft pieces of rope Event Description The Den lines up, single file at the starting Line. At the signal to start, the 1 st Scout runs to the cone 20 feet away and pounds the wooden stake into the ground, then runs back and tags Scout #2. Scout #2 then runs up with a 5ft piece of rope and ties it to the stake using a Two Half Hitch Knot, then runs back to line and tags Scout #3. Scout #3 runs forward with a 5ft piece of rope and joins his rope to the first rope using a Square Knot, then runs back and tag Scout #4. Scout #4 runs forward with a 5ft piece of rope and joins his rope to the second rope using a Sheet Bend Knot, then runs back and tags Scout #5. Scout #5 runs forward and grabs the end of the rope, then ties it around his waist using a Bowline Knot. He then backs up making the ropes from him to the stake tight, then sit down. Stay seated and the rope tight until the judge is finished checking the knots. Rules 1. Winner is the fastest time, with penalties added (if any) second penalty added for every wrong knot 3. All tags must take place behind the starting line, 15 seconds added for each offense 4. There is a 4 penalty maximum

9 Webeloree First Aid Relay Equipment 1 Victim 5 Triangle Bandages Event Description The Den Lines up, single file behind the starting line. At the signal to start, the 1 st Scout, runs to a victim sitting on the ground, 20ft away. When he reaches the victim, he sees that he has a scrape on the top of his head. He uses a triangle bandage to tie a bandage, covering the top of his head, tying the square knot in front on the forehead. The 1 st Scout runs back and tags Scout #2. Scout #2, runs to the victim and uses 1 bandage to make a cravat, to tie a pressure bandage on a cut, on the inside of the right forearm, finishing with a square knot over the cut. Scout #2, runs back and tags Scout #3. Scout #3, runs to the victim and sees a cut on his left palm. He takes a bandage, makes a cravat, and ties the bandage over the cut on the left palm, ending with a square knot over the cut. Scout #3 then runs back and tags Scout #4. Scout #4, runs to the victim and sees that he scraped his left knee cap. He takes a bandage and ties it covering the scrape on the knee, finishing with a square knot on the front of the knee. Scout #4, runs back to the starting line and tags Scout #5. Scout #5 runs to the victim. Victims right shoulder is sore, so he ties a sling on the right arm with a square knot behind his neck and an overhand knot at the elbow. Scout #5 runs back to the Den, Whole Den sits down, then time stops. Rules 1. Winner is the fastest time, with penalties added (if any) seconds added for each wrong knot seconds added for each wrong bandage 4. All Bandages must be tied with a square knot 5. All Tags must be behind the start line, 15 seconds added for each offense 6. There is a 4 penalty maximum

10 Webeloree Rescue Relay Equipment 1 each 6 x8 tarp 2 each 6ft, 1 diameter poles 1 victim Event Description The Den Lines up, in single file, behind the starting line. At the signal to start, the first Scout runs with the tarp, to a victim lying on the ground 20ft away by a cone. The Scout opens the tarp and roles the victim on top of the tarp. He then grabs the tarp and pulls the victim back to the starting line. After the victim crosses the line, Scout #2 picks up the victim using a Fireman Carry, and carries (walking quickly) the victim back to the cone, go around the cone, and back to the starting line. Scout #2, passes the victim to Scouts #3 & #4, without dropping or letting the victim touch the ground. Scout #3 & #4, carry the victim using a 4-hand or 2 Man carry, to and around the cone and back to the starting line. While Scouts #3 & #4 are carrying the victim, Scouts #1 & #2 make a stretcher with the tarp and poles. After crossing the line, Scouts #3 & #4 place the victim on the stretcher, and the whole den picks up the stretcher, then carries the victim around the cone and back across the starting line. They set the victim down, and the whole Den sits down. Do Not Drop The Victim and Stretcher!! Rules 1. Winner is the fastest time, with penalties added (if any) 2. 1 minute penalty, every time the victim touches the ground 3. 1 minute penalty, for dropping the victim at the end 4. There is a 3 penalty maximum
