4 Welcome! We re glad you are joining us for the 2016 Powhatan District Webelos-Ree. This Guide provides important information for participants and volunteers at this year s event. First, some important information if you read nothing else, make sure you read this section (pages 4 to ##). Date Place Who Cost Registration Registration Deadline Questions Arrive Saturday October 28 (Check-in from 8 to 10 am) Depart Sunday October 29 at 9 am Camp Highroad Steptoe Hill Rd Middleburg, Virginia Camp Highroad is roughly 45 minutes to an hour from Herndon without traffic. All Webelos (fourth and fifth graders) are encouraged to attend. Webelos dens need minimum of two adults to comply with BSA youth protection standards, and a minimum ratio of 1 adult per 4 scouts. Packs may combine Webelos dens to meet the minimum of two adults. Lone Scouts from a Pack must have a Parent or Legal Guardian present to attend. $20 per person (Webelos and adults) Powhatan District Website: Participants may register either as a Pack, Webelos Den, or individually. Individuals should register only after having confirmed plans with their Webelos Den. October 22, 2017 Registration much earlier is encouraged! Early registration will allow for much easier planning and a better experience for all. Parking is available at the Webelos-Ree site. Directions: From Herndon take VA-7 W and US-15 S to turn right on State Rte 733 in Catoctin,. Continue on State Rte 733. Drive to State Rte 763 in Blue Ridge, turn right. Powhatan District Camporee The Webelos-Ree is being held in conjunction with the Powhatan District Boy Scout Camporee. Boy Scouts and Webelos will participate in several joint activities (below). Camping areas will be separated per BSA requirements (see Map, end of document). Page 4 of 15

5 Joint Boy Scout Webelos Activities Several joint activities are planned; the following times are tentative: 1. Troop Visits after dinner (4 to 5 PM and after dinner, Saturday) 2. Evening Flag Ceremony (6:30 p.m. Saturday) 3. Campfire Program (8 PM Saturday Assemble at 7:45 p.m.) 4. Morning Flag Ceremony (9:00 a.m. Sunday) First Responder and Scouting Adventure Pins All Webelos will be able to earn either the First Responder Adventure or work on the Scouting Adventure pins. Training will begin at 10:45 and conclude before lunch. All of the requirements for the First Responder Adventure Pin will be covered at this event. Arrow of Light Webelos will be able to work on the Scouting Adventure Pin requirements 1, 5 and 6 which focus on learning Boy Scout terminology, ideals, requirements, knot skills and knife safety. Requirements 2 and 3 should be done with on own. Note: Attendance at the Webelos-ree and using the patrol method while you camp counts for requirement 4. To see a full listing of all requirements please reference this overview: Page 5 of 15

6 Program: Scoutcraft Stations After the Service Project, Webelos will participate in a variety of Scoutcraft adventures at four stations. Each station will feature a combination of learning and execution. Depending on the number of participants, Webelos dens may be combined into larger teams to facilitate rotation across the various stations. Each group will visit the following stations, each for 40 minutes: Station #1: Archery Webelos will learn Archery safety and get a chance to shoot. Participation will allow the Webelos to earn the Shooting Sports Patch. Station #2: Leave No Trace Principles Webelos will learn about and discuss how to apply the seven Leave No Trace (LNT) Principles to their Scouting adventures. Station #3: Frisbee Golf What adventure is more central to having fun in Scouting than learning a new sport? This station will offer Webelos the challenge of learning Frisbee Golf and give them time to try their hand at it. Keep this in mind if you are working on the Stronger, Faster, Higher Adventure Station #4: Wilderness Survival - Scouts will learn how to build a fire without matches (1b) and two ways to purify water (2b). Kick-start (or wrap up) work on the Castaway Adventure with this station. Page 6 of 15

7 Meals Saturday Lunch Saturday Dinner Sunday Breakfast Special Dietary Considerations Participants should bring a bag lunch for Saturday. Participants will eat lunch outdoors. Bring a camp chair or tarp. Participants will enjoy a hot dinner prepared by the Order of the Arrow chapter. To be consistent with our Leave No Trace camping requirements, all scouts & adults should bring their own plate, cup & utensils. This does not need to be a BSA mess kit or a fancy/expensive camping set. Plate can be a plastic container for deli meat, camping plate, mess kit, or any container you find at home. The cup can be a water bottle or other reusable cup. Utensils can be disposable plastic or camping utensils. Participants will enjoy a light breakfast Sunday morning before departure. Participants with special dietary considerations should contact the Webelos-Ree Director, David Rockwell, at dave.rockwell. @gmail.com and note the dietary restriction during the online registration. Adult and Scout Participation Requirements Eligible Webelos Minimum Adult Participants Adult Requirements All Webelos Webelos and Arrow of Light scouts under the new 2015 program lexicon are invited to participate. A minimum of two Webelos (and two adults) from each Pack is required for participation. Packs must provide a minimum of two adults for the first five Webelos, and maintain a minimum ratio of one adult per four Webelos. All adult participants must take BSA Youth Protection Training (YPT), and show evidence of training at registration. BSA Medical Form YPT is taken online at Evidence of YPT completion may include a printed YPT completion certificate (or screenshot), or a valid BSA training report showing the participant s name and YPT training status. All participants must complete and bring a copy of BSA Medical Forms A and B (which does NOT require a provider signature). Forms will be collected upon arrival by our Health and Safety team. Extra copies of the form will be available at registration. The medical form can be found here: Webelos-Ree Patrol Assignments Packs or individuals should note Pack Number and Den Number on the online registration. For purposes of the afternoon competition, Webelos dens will be combined into patrols of roughly equal numbers of participants. Page 7 of 15

8 Campfire We will have a joint Camporee/Webelos-Ree Campfire at 8:00 PM Saturday evening. All Webelos dens are encouraged to participate in the Campfire by performing a skit or song. All skits or songs must be pre-approved by the Campfire Master of Ceremonies before 5:00 PM Saturday. The Campfire Master of Ceremonies will be available during the day for consultation. Site Camping Rules We will be guests of Camp Highroad, and as all good guests do, we should follow all posted rules and regulations as well as guidance offered by the Camporee and Webelos-Ree Directors. Pertinent rules include: Campsite Access Fires Restrooms Water Trash Other Rules Webelos-Ree campsite will be located in the main camping paddock. Because Webelos will be bringing limited camping equipment, Webelos vehicles proceed to the parking area and transport gear to the campsite. The campsite will be grassy and could include a slight incline. Camp Highroad prohibits fires in the camping area. A joint Camporee-Webelos-Ree Campfire is scheduled for Saturday evening. Participants will use the port-a-johns located near Webelos camping area. Drinking water is available at several spigots at Camp Highroads. These will be slightly away from the camping area. Packs/Dens/Individuals should bring a large potable water container, as well as, water bottles for drinking. All participants will be asked to follow Leave No Trace Principles while at the event. This especially includes placing trash and recyclables only appropriate receptacles. Packs/Dens/Individuals should bring separate colored bags for each and follow the pack in it, pack it out rule. Typical BSA rules apply to the Webelos-Ree, including: 1) Adult leaders will be responsible for the behavior of their Webelos. 2) No alcoholic beverages are permitted. 3) No firearms, BB guns, slingshots, or bows and arrows are permitted. 4) No fireworks are permitted. First Aid and Emergencies Powhatan District Health and Safety volunteers will staff a First Aid station at the Pavilion. Participants requiring first aid should report to the First Aid station (Webelos should be accompanied by an adult and follow no one on one contact rules). In emergency situations, an adult participant should call 911 immediately and send a runner to the First Aid station to notify the Health and Safety team. If the Health and Safety team determines that additional medical treatment or assessment is required, they may call 911. It takes Emergency Services about five minutes to reach Highroad from Philomont, VA Page 8 of 15

9 where they are located. The closest hospital for medical treatment, not requiring an ambulance, is the Loudoun Hospital Campus located at 224A Cornwall Street NW, Leesburg, VA 20175, This hospital provides 24-hour Emergency Care including advanced life support. To get there, program your GPS and/or use the following directions: Take State Rte 733 to US-15 N (11 min)/continue on US-15 N to VA-7 BUS E/W Market St. Take the VA-7 BUS exit from VA-7 W (11 min)/continue on VA-7 BUS E/W Market St. Drive to Cornwall St NW in Leesburg (2 min)/arrive 224 Cornwall Street Northwest. Check-In and Check-Out Webelos dens may unload gear in the main parking area. One adult representing each den should report to the Headquarters to Check-In between 8 & 10 am Saturday morning. At Check-In, a volunteer will provide campsite information to the den, and the den should then proceed to the campsite to set up camp. If a Webelos Den is not planning to spend the night, they should plan on arriving between 10:00 and 10:30, park, and send a single adult representative to Check-In. On Sunday, Packs should send a single representative to the Headquarters for Check-Out. Webelos-Ree patches will be distributed to the adult checking in each den. Adult Volunteers We still need some adult volunteers to assist in executing the Webelos-Ree. Please contact David Rockwell (dave.rockwell. @gmail.com) if you can volunteer time to assist with Check-In, Saturday stations, or Sunday Breakfast. Packs may be asked to supply an adult volunteer from their Pack if volunteers are still needed the week before the event. Page 9 of 15

Please pack for the weather, including: Health Form (Parts A and B) Class B Uniform (to wear Saturday) Class A Uniform (to wear to Campfire Ceremony) Extra pair of long pants Extra sweatshirt/long sleeve shirt/short sleeve shirt Extra underwear and socks Extra shoes Jacket Poncho or raincoat Water Bottle Pen Sunscreen Insect Repellant Sleeping Bag Tent Daypack (optional) Plate, Cup and Utensils Trash and Recycling Bags Camp chair or tarp Folding/Portable Table (optional for each Pack/Den, but helpful since there are not picnic tables).
