3 Welcome! We re glad you are joining us for the 2016 Powhatan District Camporee. This Guide provides important information for participants and volunteers at this year s event. First, some important information if you read nothing else, make sure you read this section. Date Place Who Cost Registration Registration Deadline Arrive Friday October 28 or Saturday October 29 (Check-in at 9:00 a.m. on Saturday, regardless of whether Friday night or not. Depart Sunday October 30 at 9:00 a.m. Camp Highroad Steptoe Hill Road Middleburg, VA Camp Highroad is owned by the United Methodist church, is now open year-round, and serves all groups whose teachings are compatible with the Methodist faith. Many local Scouting groups have found its facilities a positive addition to their outdoor program. Please say hello to the camp staff should you run into them during our visit. All Boy Scouts, Teams, and Crews from Powhatan District $20 per person (Scouts, Team members, and Venturers and adults) Powhatan District Website Participants may register either as a unit, or individually. October 28, 2016 Registration much earlier is encouraged! Early registration will allow for much easier planning and a better experience for all. Location Camp Highroad is located in Middleburg, VA, a forty to forty-five minute drive northwest from Herndon. Parking is available at the adjacent to the Camporee site. Directions: Take US-50 WEST through Aldie. Just past Aldie village, look for Snickersville Turnpike, VA- 734, on the right. Take Snickersville Turnpike NORTH just over 4.6 miles. Make a RIGHT onto Lime Kiln Road, VA-733. Follow VA-733 for just over 0.9 miles to a LEFT turn on Steptoe Hill Road VA-763. Follow Steptoe Hill Road about 0.7 miles to the Camporee look for signs for Sign-In. Camporee site is on your left just before the private road to the paddock and pond. Coordination with Powhatan District Webelos-ree The Webelos-Ree is being held in conjunction with the Powhatan District Boy Scout Camporee. Scouts, Team members, Venturers, and Webelos will participate in several joint activities (below). Camping areas will be separated per BSA Guide to Safe Scouting and Camping requirements. We have blocked out time after dinner for the Webelos to walk around the Boy Scout campsites to visit Troops a Webelos requirement, you may remember. A well-prepared Troop looking to recruit new Scouts from Webelos might have handouts, contact sheets, even some dessert, to emphasize their hospitality! Page 3 of 10
4 Joint Boy Scout Webelos Activities Several joint activities are planned; the following times are tentative: 1. Conservation Project (approx. 1:15 2:30 p.m. Saturday) 2. Evening Flag Ceremony (5:30 p.m. Saturday) 3. Campfire Program and Skits (8:10 p.m. Saturday) 4. Morning Flag Ceremony (9:00 a.m. Sunday) Conservation Project Powhatan s LNT Coordinator, Sara Holtz, will lead a 90-minute Conservation project for all after lunch. This project is planned to introduce conservation activities to the units as well as to earn the Messengers of Peace Conservation Award for all. Please bring gloves and perhaps ivy block and rakes and a few shovels for clean-up or light trail work for several different tasks to help the Camp. Program: Earning Merit Badges Scouts and Team members Scouts will be able to participate in a five different Merit Badges. Each Merit Badge will feature registered counselors. Scouts should, ideally, arrive with FILLED-OUT BLUE CARDS. Scouts will be asked to SIGN IN LEGIBLY WITH THEIR NAME AND TROOP AT EACH MERIT BADGE STATION. Merit Badge #1: First Aid Participants will meet twice during the day. Drop-ins permitted. Merit Badge #2: Geocaching - Participants will meet twice during the day. The morning session will meet in the activity field. The afternoon session will meet on the far side of the Presgrave Field, and will also welcome other Scouts to visit and try their hand at Geocaching on the course. Merit Badge #3: Orienteering Participants will meet twice during the day. Both the morning and afternoon sessions will meet in the wooded clearing, called Outback, on the left of the access road just past the water and high ropes course (not open this weekend). The orienteering course starts and ends in Outback. The afternoon session in the field will also teach map & compass requirements for second and first class. Merit Badge #4: Astronomy Class starts in the morning, and continues to the afternoon if needed. Participants will meet during the morning in the activities field across from the campsites. Saturday night Astronomy participants (and others) will go sky-watching, weather permitting, after campfire in the Presgrave Field. Page 4 of 10
5 THE CAMPOREE STAFF WILL ASSIST THE MERIT BADGE COUNSELORS IN SENDING SPREADSHEETS OF COMPLETED AND INCOMPLETE REQUIREMENTS FOR PARTICIPATING SCOUTS TO THE APPROPRIATE SCOUTMASTERS WITHIN A FEW DAYS OF CAMPOREE. The lists will also have the MBC s contact information for further assistance. The s will also include resources, locations, where Scouts may go to finish the requirements, as a list of qualified MBCs from our District. FIRST YEAR ACTIVITIES trail to first class will take place at stations in the activity field, within the paddock and across from the Boy Scout campsites. Stations plan to include First Aid, knots, camp gadgets/lashing, and map &compass requirements will join with the orienteering program leaders to take a hike and learn basic compass use. We will also ask for ASMs to be available for one-off instruction in the activities field to help any young Scout seeking instruction in other outdoor skills. Meals All Participants should bring a bag lunch for Friday night and Saturday lunch. Participants will eat lunch outdoors between Webelos or Boy Scout activities, before the conservation project. Boy Scout units will prepare their own Saturday and Sunday breakfasts and Saturday dinners. Remember that Camp Highroads does not permit fires on the ground stoves are your best bet. Follow LNT principles, plan to carry out your separated recyclables and trash, as Highroads does NOT provide for disposal. FYI - Webelos staying overnight will be hosted for Saturday dinner and Sunday breakfast by the Order of the Arrow and Troop Webelos and parents/leaders should have their own personal mess gear for meals to minimize trash. You may use a formal mess kit, or substitute ultra-light camping solutions such as sporks along with the tubs from deli meats they weigh little, cost less, and clean easily! All participants should have a canteen or durable water bottle. Again, please follow LNT and bring a re-usable, durable canteen rather than generating mounds/barrels of discarded plastic bottles from our event. Adult and Scout Participation Requirements Minimum Adult Participants Adult Requirements Troops must have proper two-deep leadership provided by registered leaders. All adult participants must take BSA Youth Protection Training (YPT), and show evidence of training at registration. YPT is taken online at Evidence of YPT completion may include a printed YPT completion certificate (or screenshot), or a valid BSA training report showing the participant s name and YPT training status. 6 BSA Medical Form All participants must complete and bring a copy of BSA Medical Forms A and B (which does NOT require a provider signature). A leader from each Webelos Den should carry the completed forms throughout the weekend event. Troops should submit a package with their forms to the OA Adult Advisor at Registration to provide for quick emergency access. Units may pick up their health form package at check-out. The blank BSA medical form may be found here: Campfire We will have a joint Camporee/Webelos-Ree Campfire at about 8:10 Saturday evening. All Webelos dens are encouraged to participate in the Campfire by performing a skit or song. All skits or songs must be pre-approved by the Campfire Master of Ceremonies before 5:00 p.m. Saturday. The Campfire Master of Ceremonies will be available at Camporee Headquarters through 5PM, and will also be available after the Flag Ceremony, and during dinner for consultation. Site Camping Rules We will be guests of Camp Highroad, and as all good guests do, we should follow all posted rules and regulations as well as guidance offered by the Camporee and Webelos-Ree Directors. Pertinent rules include: Campsite Access Webelos-Ree campsites will be located near the main paddock entrance just past the Camporee HQ, while Boy Scout sites will be further into the paddock area past the Cub sites. Parking will be adjacent to the paddock camping area, just across the activity fields and outside the paddock fence on the side away from the road. As the entrance to the camping paddock is narrow, Troops may use one vehicle to bring in a Troop trailer and gear, and then park in the parking lot IF THE FIELD IS DRY AND WEATHER REMAINS FAIR. Trailers may stay in the camping paddock SO LONG AS THE WEATHER REMAINS DRY. Others have recently had their vehicles towed when they didn t mind the weather.let s not risk damage to vehicles or the Camp property should the fields be damp or should the weather become rainy. Because Webelos will be bringing limited camping equipment and with a significant number of vehicles, Webelos vehicles may not drive off road to the campsite area. Rather, drivers should either proceed to the parking area and transport gear to the campsite. The walk from your parking to campsite is just over 100 feet, and you may park along the road temporarily to unload. PARKING ACROSS FROM THE PADDOCK ENTRANCE IS FOR THE CAMPOREE STAFF AND HEALTH&SAFETY LEADERS ONLY. These leaders are our emergency first Page 6 of 10
7 responders these few spots provide immediate access should anyone require emergency assistance. Fires Restrooms Water Trash & Recyclables Other Rules Campsites will be grassy and could include some low spots. Campsites will be assigned Camporee Directors, who will be available at check-in. Camp Highroad prohibits fires in our group camping area. A joint Camporee- Webelos-Ree Campfire is scheduled for Saturday evening by the pond across the access road from the campsites. Port-a-potties will be located in the parking area near the campsites. No food or other refuse should be left in the port-a-potties, and therefore they may not be used for dishwashing. Drinking water is available at a spigot just up the access road from the campsite. As there is only a single spigot and we have many campers, units should bring ample water for their needs and plan only to top off if needed. Each unit should plan to carry out all waste, separating recyclables and solid waste, following good Leave No Trace (LNT) protocol. Camp Highroad does NOT offer waste disposal for its weekend campers, and needs our help keeping the facility clean and available for church-related activities throughout the year. Typical BSA rules apply to the Camporee/Webelos-Ree, including: 1) Adult leaders will be responsible for the behavior of their Webelos. 2) No alcoholic beverages are permitted. 3) No firearms, BB guns, slingshots, or bows and arrows are permitted. 4) No fireworks are permitted. 5) All BSA safety guidelines in the latest Guide to Safe Scouting ( or other applicable BSA policy will be followed at all times. First Aid and Emergencies Powhatan District Health and Safety volunteers will staff a First Aid station at the Pavilion beginning Saturday October 29 in the morning. Participants requiring first aid should report to the First Aid station (Webelos should be accompanied by an adult). In emergency situations, an adult participant should call 911 immediately and send a runner to the First Aid station to notify the Health and Safety team. If the Health and Safety team determines that additional medical treatment or assessment is required, they may call 911. It takes Emergency Services about five minutes to reach Highroad from Philomont, VA where they are located. 8 Check-In and Check-Out Troops may unload gear along the main road and then immediately park in the parking area. One adult representing each den should report to the Pavilion for Check-In between 9:30 and 10:00 Saturday morning. At Check-In, a volunteer will provide campsite information to the Troop. On Sunday, Troops should send a single representative to the Pavilion for Check-Out. Camporee/Webelos-Ree patches will be distributed to the adult checking in each unit. Camporee Schedule There may be small changes to the following schedule should adult leaders have conflicts or face the unexpected. Times for all joint Camporee/Webelos-Ree events are also tentative and may adjust to reflect reality once the Camporee is underway.
